    CSSN Research Report 2021:2: The Mises Institute Network and Climate Policy. 9 Findings

    Think tanks have played a decisive role in the organised obstruction of climate action, denying, minimising, or derailing ambitious climate change mitigation. This research briefing reviews the case of the Ludwig von Mises Institutes and the Property and Freedom Society, a network of ultra-libertarian groups active around the world, which we refer to as the Mises Institute Network in the mobilisation and the dissemination of climate policy opposition discourse. We review the origins, the history, the global distribution and the climate-related output of 31 Mises Institutes between 2000 and 2021. Our analysis reveals climate obstruction messaging based on a critique of climate science, principled objections to state intervention and planning and the social forces supporting climate change mitigation, as well as advocacy of free-market environmentalism as a suitable alternative to established climate politics. While Mises social theory includes a determined critique of environmentalism, it paid limited attention to climate change before 2016. From 2016, there has been a concerted effort to disseminate climate opposition discourse featuring a clear spike in published articles during 2019. Contextually, 2019 saw the U.S. Green New Deal proposal and the European Union Green Deal decision suggesting a tipping point for advocating free-market environmentalism in response to climate change to contend the increased state intervention discourse emerging in domestic and international climate policy planning. Additionally, ties exist between scholars of Mises Institutes to a broad range of business groups ranging from gold, trade and investment firms in Germany, tobacco companies in the U.S., business school, consulting and service firms in Spain, and metal employer association and financial groups in Sweden. Furthermore, the network is engaging in an international effort to recruit new members into the ultra-libertarian movement, with an active university presence and active online campaign to spread Mises’ philosophy and recruit more members, particularly students and young people, to the movement. Despite the lack of transparency and limited evidence of fossil industry funding, the Mises Network of think tanks has a clear voice in the denial and delaying think tank train, gaining speed at this pivotal moment in time. Our results indicate a dedicated effort to spread climate change opposition messages across the network. The core ideology of the Austrian economics tradition related to Ludwig von Mises provides the climate change opposition with a straightforward repertoire of arguments. Put simply, the coordinated activities of Mises Institutes across countries illustrates an attempt to circulate widely opposition to climate policy based on the radicalism of Mises social theory that focuses on resistance to government intervention and a form of market fundamentalism as a primer to maintain business as usual at the behest of the planet

    The Parties to the UNFCCC and Paris Agreement agreed to act on the basis of equity to protect the climate system. Equitable effort sharing is an irreducibly normative matter, yet some influential studies have sought to create quantitative indicators of equitable effort that claim to be value-neutral (despite evident biases). Many of these studies fail to clarify the ethical principles underlying their indicators, some mislabel approaches that favour wealthy nations as ‘equity approaches’ and some combine contradictory indicators into composites we call derivative benchmarks. This Perspective reviews influential climate effort-sharing assessments and presents guidelines for developing and adjudicating policy-relevant (but not ethically neutral) equity research

    Insights into SCP/TAPS Proteins of Liver Flukes Based on Large-Scale Bioinformatic Analyses of Sequence Datasets

    Background: SCP/TAPS proteins of parasitic helminths have been proposed to play key roles in fundamental biological processes linked to the invasion of and establishment in their mammalian host animals, such as the transition from free-living to parasitic stages and the modulation of host immune responses. Despite the evidence that SCP/TAPS proteins of parasitic nematodes are involved in host-parasite interactions, there is a paucity of information on this protein family for parasitic trematodes of socio-economic importance.\ud \ud Methodology/Principal Findings: We conducted the first large-scale study of SCP/TAPS proteins of a range of parasitic trematodes of both human and veterinary importance (including the liver flukes Clonorchis sinensis, Opisthorchis viverrini, Fasciola hepatica and F. gigantica as well as the blood flukes Schistosoma mansoni, S. japonicum and S. haematobium). We mined all current transcriptomic and/or genomic sequence datasets from public databases, predicted secondary structures of full-length protein sequences, undertook systematic phylogenetic analyses and investigated the differential transcription of SCP/TAPS genes in O. viverrini and F. hepatica, with an emphasis on those that are up-regulated in the developmental stages infecting the mammalian host.\ud \ud Conclusions: This work, which sheds new light on SCP/TAPS proteins, guides future structural and functional explorations of key SCP/TAPS molecules associated with diseases caused by flatworms. Future fundamental investigations of these molecules in parasites and the integration of structural and functional data could lead to new approaches for the control of parasitic diseases

    The institutions of archaic post-modernity and their organizational and managerial consequences: The case of Portugal

    The long march of modernization of the Western societies tends to be presented as following a regular sequence: societies and institutions were pre-modern, and then they were modernized, eventually becoming post-modern. Such teleology may provide an incomplete or distorted narrative of societal evolution in many parts of the world, even in the ‘post-modern heartland’ of Western Europe, with Portugal being a case in point. The concept of archaic post-modernity has been developed by a philosopher, José Gil, to show how Portuguese institutions and organizations combine elements of pre-modernity and post-modernity. The notion of an archaic post-modernity is advanced in order to provide an alternative account of the modernization process, which enriches discussion of the varieties of capitalism. Differences in historical experiences create singularities that may be considered in the analysis of culture, management and organization

    GLO-Roots: an imaging platform enabling multidimensional characterization of soil-grown root systems

    Root systems develop different root types that individually sense cues from their local environment and integrate this information with systemic signals. This complex multi-dimensional amalgam of inputs enables continuous adjustment of root growth rates, direction, and metabolic activity that define a dynamic physical network. Current methods for analyzing root biology balance physiological relevance with imaging capability. To bridge this divide, we developed an integrated-imaging system called Growth and Luminescence Observatory for Roots (GLO-Roots) that uses luminescence-based reporters to enable studies of root architecture and gene expression patterns in soil-grown, light-shielded roots. We have developed image analysis algorithms that allow the spatial integration of soil properties, gene expression, and root system architecture traits. We propose GLO-Roots as a system that has great utility in presenting environmental stimuli to roots in ways that evoke natural adaptive responses and in providing tools for studying the multi-dimensional nature of such processes.     Clusters of alcohol abstainers and drinkers incorporating motives against drinking: a random survey of 18 to 34 year olds in four cities in four different continents

    Objective: The aim of this analysis was to identify alcohol consumption clusters for adolescents and early adults according to attitudes to drinking, motivations against drinking and perceptions associated with alcohol. Method: Interviews were undertaken with people aged 18–34 years old living in four cities in different regions of the world. Multistage random sampling was consistent across the four cities (Ilorin (Nigeria), Wuhan (China), Montevideo (Uruguay) and Moscow (Russia)). The questionnaire was forward and back translated into relevant languages and face-to-face interviewing undertaken. The data were weighted to the population of each city. In total 6235 structured interviews were undertaken (1391 in Ilorin, 1600 in Montevideo, 1604 in Moscow and 1640 in Wuhan). Questions regarding motivation against alcohol consumption (14 items), assessing perceptions (3 items) and attitudes to drinking in certain situations (8 items) were asked of all respondents including abstainers. Factor analysis was initially undertaken to identify highly related correlated variables. Results: Cluster analysis provided a variety of clusters (Ilorin (3 clusters), Montevideo (5), Moscow (4) and Wuhan (4)). At least one cluster in each city was dominated by abstainers and another by heavy episodic drinkers. Variations by city and alcohol consumption patterns existed in regards to variables included. Conclusion: This analysis detailed the city specific motivations against drinking alcohol, and the attitudes towards alcohol consumption. Differences highlight the influence of country/city specific culture, customs, laws, societal norms and traditions

    Allocation, stress tolerance and carbon transport in plants: How does phloem physiology affect plant ecology?

    Despite the crucial role of carbon transport in whole plant physiology and its impact on plant-environment interactions and ecosystem function, relatively little research has tried to examine how phloem physiology impacts plant ecology. In this review, we highlight several areas of active research where inquiry into phloem physiology has increased our understanding of whole plant function and ecological processes. We consider how xylem-phloem interactions impact plant drought tolerance and reproduction, how phloem transport influences carbon allocation in trees and carbon cycling in ecosystems, and how phloem function mediates plant relations with insects, pests, microbes and symbiotes. We argue that in spite of challenges that exist in studying phloem physiology, it is critical that we consider the role of this dynamic vascular system when examining the relationship between plants and their biotic and abiotic environment
