Mid-term Evaluation of the Cultural Heritage Sector Under the EEA Grants 2009-2014
The EEA Grants in the current period have been allocated to programmes defined at national level, instead of to individual projects. These programmes have been implemented according to the Regulation and after a process of negotiation between the donors and the European Commission and then between the donors and the beneficiary countries. This negotiation has concerned, first, the Memorandum of Understanding and, second, the specific Programme Agreements. The process of negotiation and of preparing open calls for proposals has taken significantly longer than expected. This has led to severe delays in the allocation of funds and significantly reduced the time available to implement projects. However, there is broad support for the programme-based approach, as it could further improve the strategic focus and simplify the management arrangements. Given the time and effort that has been expended in setting up the programme-based approach, consideration should be given as to whether this approach should be retained for the next period. Stakeholders from the donor and beneficiary countries should consider whether negotiations can be concluded much more easily the second time round and whether programme management capacity can be retained. Where this is the case, the programme-based approach should be continued. There would be potential benefits from extending the end-date for completing expenditure and/or extending the programme period from 5 to 7 years. Monitoring indicators are appropriate, although many outcomes do not easily lend themselves to measurement and quantification. Qualitative reporting therefore remains important alongside monitoring of quantitative outputs
Study on international cooperation in the Marie SkĆodowska-Curie actions
The objective of this study is to provide a clear view and comprehensive analysis of the
structure and results of third countriesâ involvement in the MSCA under FP7 and Horizon
2020, covering both inward and outward mobility of researcher. The study also
addresses the impacts of international cooperation in the MSCA under Horizon 2020
(2014-2020) and the predecessor programme (Marie Curie Actions) under the FP7
People Specific Programme (2007-2013). The findings of the study are expected to feed
into the final evaluation of H2020, but in particular into the preparation for the future
international dimension of the MSCA under Horizon Europe.
Before this study, only anecdotal evidence was available for understanding the reasons
and factors influencing the involvement of third countries in the MSCA. In addition, there
was no comprehensive qualitative or quantitative assessment, which would allow an
informed decision to be taken as to which cooperation should be reinforced to ensure
more effective brain circulation. This study provides the first in-depth analysis by taking
stock of the structure and impacts of international cooperation within the MSCA. The
outcomes of the study and its recommendations will allow the European Commission to
better decide on the focus, funding streams and rules regarding third country
involvement in the MSCA. Furthermore, the research conducted will help to look beyond
the MSCA and embed the MSCA in the wider context of European R&I international
cooperation policies.
The study concludes that the programme is and will remain bottom-up, but at the same
time efforts should be made to better align it with the EU external policy objectives,
given its strong international dimension and the growing role of science diplomacy in
foreign policies and strategies. As an overarching line of action, the study therefore
recommends that MSCA cooperation issues be systematically addressed during formal
S&T policy dialogues held with national authorities from third countries or regional fora,
and that the results of these discussions be reflected in corresponding bilateral and
regional cooperation roadmaps. The study provides 13 detailed recommendations that
should be implemented as part of this overarching framework
Ongoing Assembly of Massive Galaxies by Major Merging in Large Groups and Clusters from the SDSS
We investigate the incidence of major mergers creating >10e11 Msun galaxies
in present-day groups and clusters more massive than 2.5e13 Msun. We identify
38 pairs of massive galaxies with mutual tidal interaction signatures selected
from >5000 galaxies with >5e10 Msun that reside in 845 such groups. We fit the
images of each galaxy pair as the line-of-sight projection of symmetric models
and identify mergers by the presence of residual asymmetries around each
progenitor, such as off-center isophotes, broad tidal tails, and dynamical
friction wakes. At the resolution and sensitivity of the SDSS, such mergers are
found in 16% of high-mass, galaxy-galaxy pairs with magnitude differences of
<1.5 and <30 kpc projected separations. We find that 90% of these mergers have
nearly equal-mass progenitors with red-sequence colors and
centrally-concentrated morphologies, the hallmarks of dissipationless merger
simulations. Mergers at group centers are more common than between 2
satellites, but both are morphologically indistinguishable and we tentatively
conclude that the latter are likely located at the dynamical centers of
recently accreted subhalos. The frequency of central and satellite merging
diminishes with group mass consistent with dynamical friction expectations.
Based on reasonable assumptions, the centers of these massive halos are growing
in stellar mass by 1-9% per Gyr, on average. Compared to all LRG-LRG mergers,
we find a 2-9 times higher rate for their merging when restricted to these
dense environments. Our results imply that the massive end of the galaxy
population continues to evolve hierarchically at a measurable level, and that
the centers of massive groups are the preferred environment for merger-driven

The Outer Halo of the Nearest Giant Elliptical : A VLT/VIMOS Survey of the Resolved Stellar Populations in Centaurus A to 85 kpc

All rights reserved.We present the first deep survey of resolved stellar populations in the remote outer halo of our nearest giant elliptical (gE), Centaurus A (D=3.8 Mpc). Using the VIMOS/VLT optical camera, we obtained deep photometry for four fields along the major and minor axes at projected elliptical radii of ~30-85 kpc (corresponding to ~5-14 R_{eff}). We use resolved star counts to map the spatial and colour distribution of red giant branch (RGB) stars down to ~2 magnitudes below the RGB tip. We detect an extended halo out to the furthermost elliptical radius probed (~85 kpc or ~14 R_{eff}), demonstrating the vast extent of this system. We detect a localised substructure in these parts, visible in both (old) RGB and (intermediate-age) luminous asymptotic giant branch stars, and there is some evidence that the outer halo becomes more elliptical and has a shallower surface brightness profile. We derive photometric metallicity distribution functions for halo RGB stars and find relatively high median metallicity values ([Fe/H]_{med} -0.9 to -1.0 dex) that change very little with radius over the extent of our survey. Kinematics and simulations of the stellar stream in the halo of the Umbrella Galaxy
We study the dynamics of faint stellar substructures around the Umbrella Galaxy, NGC 4651, which hosts a dramatic system of streams and shells formed through the tidal disruption of a nucleated dwarf elliptical galaxy. We elucidate the basic characteristics of the system (colours, luminosities, stellar masses) using multiband Subaru/Suprime-Cam images. The implied stellar mass ratio of the ongoing merger event is âŒ1:50. We identify candidate kinematic tracers (globular clusters, planetary nebulae, Hâii regions) and follow up a subset with Keck/DEIMOS (DEep Imaging Multi-object Spectrograph) spectroscopy to obtain velocities. We find that 15 of the tracers are likely associated with halo substructures, including the probable stream progenitor nucleus. These objects delineate a kinematically cold feature in positionâvelocity phase space. We model the stream using single test particle orbits, plus a rescaled pre-existing N-body simulation. We infer a very eccentric orbit with a period of âŒ0.35âGyr and turning points at âŒ2â4 and âŒ40âkpc, implying a recent passage of the satellite through the disc, which may have provoked the visible disturbances in the host galaxy. This work confirms that the kinematics of low surface brightness substructures can be recovered and modelled using discrete tracers â a breakthrough that opens up a fresh avenue for unravelling the detailed physics of minor merging

barnen i förskolan har lÀrt sig att tala. DÀrför ska denna studie titta pÄ ett arbetslag i förskolan, som arbetar med
tecken för att kunna underlÀtta kommunikationen med de barn som Ànnu inte börjat tala.
Syfte och frÄgestÀllningar: Syftet med studien Àr att undersöka pedagogers anvÀndande av tecken i
leksituationer tillsammans med barn i förskolan. Det Àr pedagogers kommunikation med barn i ett- till
treÄrsÄldern undersökningen kommer att fokusera pÄ. För att precisera syftet utgÄr studien ifrÄn
frÄgestÀllningarna:
- Hur beskriver och resonerar pedagoger kring sitt anvÀndande av tecken i leksituationer tillsammans
med barn?
- Hur anvÀnder pedagoger tecken i leksituationer tillsammans med barn?
Metod: För att besvara syftet har en fallstudie valts att göras. Metoderna som anvÀnts, Àr intervju, observation
och fokussamtal. PÄ grund av att det framkom för lite ny information ur fokussamtalet har vi valt att inte
presentera nÄgot resultat frÄn detta.
Resultat: Genom de tre fallbeskrivningarna i resultatet framkommer det hur pedagogerna beskriver och
resonerar kring sitt teckenanvÀndande i leken. De sÀger bland annat att de anvÀnder tecken för att förtydliga sitt
sprÄk, benÀmna saker och stimulera barns sprÄkutveckling. I observationen kommer det fram fem kategorier som
beskriver hur pedagogerna anvÀnder tecken i leken tillsammans med barn. Dessa kategorier Àr benÀmna,
utveckla, tillrÀttavisa, beskriva och förtydliga.
Relevans för lÀraryrket: I denna studie har det visat sig att pedagoger anvÀnder tecken tillsammans med smÄ
barn i leken för att utveckla barns sprÄk, sjÀlvförtroende och för att kunna skapa dialog tillsammans med barn
som Ànnu inte har tillÀgnat sig det talade sprÄket. I och med detta hoppas vi att fler fÄr upp ögonen för
arbetssÀttet att förstÀrka sitt tal med hjÀlp av tecken tillsammans med smÄ barn.
