    Briefing: Infrastructure business models, valuation and innovation for local delivery

    The UK’s Engineering and Physical Sciences Research Council and the Economic and Social Research Council have launched a £3·5 million, 4-year research programme to develop innovative business models for delivering infrastructure. Richard Dawson, Claire Walsh, Phil Purnell and Chris Rogers introduce infrastructure business models, valuation and innovation for local delivery (iBUILD). A growing population, extreme weather, decarbonisation, a proliferation of new technologies and their integration with ageing, existing systems are just some of the pressures on modern infrastructure. Unfortunately, the rate of investment in infrastructure has not kept up with the pace of change, and this is further complicated by fragmented, often reactive, regulation and governance arrangements. The UK Treasury Select Committee noted that existing infrastructure business models provide poor value (HM Treasury, 2011), but few alternatives are available; a point picked up by Infrastructure UK (Infrastructure UK, 2011) who called for research centres to be founded to address this. The iBUILD Centre will address this through development of a suite of alternative infrastructure business models, ranging from reforms to existing approaches to radical new models, each enabling more effective delivery of local infrastructures

    Overheating in retrofitted flats: occupant practices, learning and interventions

    © 2016 Informa UK Limited, trading as Taylor & Francis Group The overheating risk in flats (apartments) retrofitted to energy-efficient standards has been identified by previous studies as one that is particularly high. With climate change and rising mean temperatures this is a growing concern. There is a need to understand the kinds of practices, learning and interventions adopted by the occupants of individual homes to try to reduce overheating, as this area is poorly understood and under-researched. This case study focuses on the impact of different home-use practices in relation to the severity of overheating in 18 flats in one tower block in northern England. Internal temperatures monitored in comparable flats show that the percentage of time spent above the expected category II threshold of thermal comfort according to BS EN 15251 can differ by over 70%. Extensive monitoring, covering a full year, including two summer periods, has identified emergent changes in heatwave practices linked with increased home-use skills and understanding among the research participants. Close analysis of design intentions versus reality has identified key physical barriers and social learning opportunities for appropriate adaptation in relation to heatwaves. Recommendations for designers and policy-makers are highlighted in relation to these factors

    Youth, terrorism and education: Britain’s Prevent programme

    Since the 7/7 bombings of July 2005, Britain has experienced a domestic terror threat posed by a small minority of young Muslims. In response, Britain has initiated ‘Prevent’, a preventative counter-terrorism programme. Building on previous, general critiques of Prevent, this article outlines and critically discusses the ways in which Prevent has approached young Muslims and their educational institutions. The article argues that, rather than trust in broader and non-stigmatising processes of anti-extremist education, the police-led Prevent has ‘engaged’ with and surveilled young Muslims. Within Prevent there is little evidence of educational processes that explicitly build youth resilience against extremism. Instead, Muslim youth are viewed as both ‘risky and at risk’ (Heath-Kelly, 2013), ‘at risk’ of catching the terrorist disease, with the contested model of ‘radicalisation’ and child protection concepts utilised to portray risks of exploitation by Islamist extremists that necessitate a deepening process of education-based surveillance. The article identifies non-stigmatising alternatives to the approach of Prevent, approaches of anti-extremism education that learn from previously problematic anti-racist educational efforts with white young people. This enables the article to advocate for enhanced human rights-based approaches of citizenship education (admittedly, in themselves contested) with all young people as the most effective way of building individual and collective youth resilience against terrorist ideologies

    Screening for glucose intolerance and development of a lifestyle education programme for prevention of Type 2 diabetes in a population with intellectual disabilities

    Background: The prevalence of type 2 diabetes mellitus (T2DM) and of cardiovascular disease (CVD) is believed to be higher among people with intellectual disability (ID) than in the general population. However, research on prevalence and prevention in this population is limited. Objectives: The objectives of this programme of work were to establish a programme of research that would significantly enhance the knowledge and understanding of impaired glucose regulation (IGR) and T2DM in people with ID; to test strategies for the early identification of IGR and T2DM in people with ID; and to develop a lifestyle education programme and educator training protocol to promote behaviour change in a population with ID and IGR (or at a high risk of T2DM/CVD). Setting: Leicestershire, UK. Participants: Adults with ID were recruited from community settings, including residential homes and family homes. Adults with mild to moderate ID who had an elevated body mass index (BMI) of ≥ 25 kg/m2 and/or IGR were invited to take part in the education programme. Main outcome measures: The primary outcome of the screening programme was the prevalence of screen-detected T2DM and IGR. The uptake, feasibility and acceptability of the intervention were assessed. Data sources: Participants were recruited from general practices, specialist ID services and clinics, and through direct contact. Results: A total of 930 people with ID were recruited to the screening programme: 58% were male, 80% were white and 68% were overweight or obese. The mean age of participants was 43.3 years (standard deviation 14.2 years). Bloods were obtained for 675 participants (73%). The prevalence of previously undiagnosed T2DM was 1.3% [95% confidence interval (CI) 0.5% to 2%] and of IGR was 5% (95% CI 4% to 7%). Abnormal IGR was more common in those of non-white ethnicity; those with a first-degree family history of diabetes; those with increasing weight, waist circumference, BMI, diastolic blood pressure or triglycerides; and those with lower high-density lipoprotein cholesterol. We developed a lifestyle educational programme for people with ID, informed by findings from qualitative stakeholder interviews (health-care professionals, n = 14; people with ID, n = 7) and evidence reviews. Subsequently, 11 people with ID (and carers) participated in pilot education sessions (two groups) and five people attended education for the feasibility stage (one group). We found that it was feasible to collect primary outcome measures on physical activity and sedentary behaviour using wrist-worn accelerometers. We found that the programme was relatively costly, meaning that large changes in activity or diet (or a reduction in programme costs) would be necessary for the programme to be cost-effective. We also developed a quality development process for assessing intervention fidelity. Limitations: We were able to screen only around 30% of the population and involved only a small number in the piloting and feasibility work. Conclusions: The results from this programme of work have significantly enhanced the existing knowledge and understanding of T2DM and IGR in people with ID. We have developed a lifestyle education programme and educator training protocol to promote behaviour change in this population. Future work: Further work is needed to evaluate the STOP Diabetes intervention to identify cost-effective strategies for its implementation

    Zero carbon homes in the UK? Analysing the co-evolution of policy mix and socio-technical system

    Understanding how policy and policy-making processes can influence the speed and direction of socio-technical change is an important, yet underexplored research agenda in the field of sustainability transitions. This paper is the first application of a novel analytical framework which conceptualises the co-evolutionary dynamics of policy mixes and socio-technical systems, by complementing the sustainability transitions and policy mix literatures with insights from policy feedback theory. Our paper is an in-depth empirical case study of the zero carbon homes policy mix in the UK which sought to promote radical change in the UK house building system. Our paper makes three contributions. First, it makes an empirical contribution by analysing an example of an ambitious policy strategy in the housing sector where various policy effects and feedback mechanisms led to a loss of political support for the target, eventually leading to its abandonment, and only limited change within the socio-technical system. Second, our paper produces novel insights about the effects of policy mix credibility on socio-technical change, and the underlying feedback mechanisms which influence its formation and loss. Finally, based on our empirical analysis we propose conceptual refinements to the co-evolutionary framework and suggest avenues for future research explaining the dynamics of feedbacks between policy mixes and socio-technical systems. From the empirical analysis a key finding is that policy mixes need to be effectively designed in order to produce positive feedback from the outset, through the creation of resources, provision of clear information and the creation of credibility, and reforming conflicting institutional supports. In the case, ineffective initial design led to uncertainty and inertia, which did not generate sufficient positive feedback to withstand adverse economic and political conditions later on, which ultimately contributed to the abandonment of the policy mix

    Shared Space and the Post-politics of Environmental Change

    While the design of urban space provides an opportunity to create places sensitised to the manifold complexities of the body, places continue to be designed with little understanding of the interrelationships between design, disability and space. One issue is the absence of embodied knowledge about impairment in urban design, and the understanding of disability as an aberration, not intrinsic to the crafting of well-designed environments. With the focus on vision impairment, the paper evaluates a popular approach to improving the quality of street environments, shared space, in which pavements and roads are merged into single and shared surfaces. Data from a study of English local authorities show that the diverse needs of vision-impaired people are barely recognised or given a platform to influence shared space policy. It is suggested that this marginalisation of vision-impaired people is part of a post-political condition, in which deliberative techniques, such as public consultation, are part of a process to manage those that dissent from the preferred policy choice—i.e. shared space. An implication is the depoliticisation of shared space policy in which the unequal, and unjust, ways in which urban design impacts on vision-impaired people are neither articulated nor recognised by formal policy programmes
