    Se exponen en este artículo las principales repercusiones sobre los entes locales de la transposición de la Directiva 123/2006, del Parlamento Europeo y del Consejo, relativa a los Servicios en el Mercado Interior. Tanto las principales reformas normativas aprobadas por el Estado (Leyes de Libre Acceso, Ómnibus y Comercio) como las modificaciones pendientes de las ordenanzas locales son objeto de análisis, pero igualmente se pone de manifiesto la incidencia sobre la organización de la Administración municipal y sus procedimientos del cambio de cultura administrativa que plantea la norma europeaThis essay puts forth the main impacts of the Directive 2006/123/EC of the European Parliament and of the Council of 12 December 2006 on services in the internal market on local governments.     Nowadays and according to Ries (2006:14) the mass communication that has been implemented in a globalized world is branded by five ‘revolutions’ that have evolved the way the information is exchanged, allowing to share ideas or opinions of any kind with speed and ease. There is a direct correlation between each one of these mass communication revolutions that have been democratized and the start of a new interaction era. That way, such revolutions are defined by a particular mean of communication. These means are: 1) The book, which main characteristic is the information mass distribution as first communication revolution. 2) Newspapers, in which the main characteristic is the periodicity added to the mass distribution. This is the second revolution. 3) The radio broadcast, which has as characteristics the mass distribution, the immediacy and the audio. 4) Television, which adds to the previously mentioned characteristics the movement of images. 5) Finally the Internet, the fifth revolution implied a new element in the transmission of ideas: the interactivity.Nowadays, the electronic means of communication have an unprecedented impact in the way of projects are developed. The electronic information –due to its nature– has now a more democratic approach of operation, plummeting the power of the great companies and governments. With the creation of the web 2.0, the common users of Internet have now a huge number of communication tools, which allow them to know –in an immediate, measured and effective way– what they or others think or believe. So, the object that has changed as a main channel is the operation by Internet.     Biomimicry: natural systems in situ analysis aimed to rain water harvesting

    Population growth has put a considerable pressure upon Mexico’s water supply, diminishing it in some regions of the country. The study of Biomimicry has less than 15 years of study, as a discipline aimed to analyses and study natural systems to emulate its characteristics and translate them into designs that can solve needs in a sustainable way. Using the latter to solve the former, it can be said that a possible way to harvest water from the environment to help the water supply; is using as inspiration of the way in which some plants native from Mexico’s dry regions obtain water from the environment in an efficient manner. This is possible since these plants have evolved to extract water micro particles and keep them in their inner reservoirs.Water is a valuable natural resource for life, but the poor management is making it scarce. This lack of care has created a series of social and technical problems, including the difficulties to distribute it to individual homes, particularly in Mexico. In order to solve such problems, it is necessary to find alternatives for its harvesting, care, distribution and use; allowing to reduce social stress, as well as allowing for a better water stewardship. One option is using Biomimicry and design as tools to find innovative, sustainable solutions. The conclusions of this current research project show how two different Mexican plants of notable importance, in economic and even gastronomical terms, had been analyzed through the eyes of the Biomimicry in order to extrapolate possible solutions of water harvesting and distribution. This system is able to capture speech, hand-geometry, online signature and face, and can open a door when the user is positively verified. Nevertheless the main purpose is to acquire a database without supervision (normal databases are collected in the presence of a supervisor that tells you what to do in front of the device, which is an unrealistic situation).     La Organización de los Estados Americanos, en su visión de fomentar las prácticas democráticas en todo el hemisferio y brindando la oportunidad a jóvenes universitarios de conocer los procedimientos y prácticas de la Organización, organiza periódicamente un Modelo de su Asamblea General,en la cual se discuten temas de actualidad bajo el formato parlamentario que se utiliza en la Asamblea con los delegados reales. Dicha simulación permite a los jóvenes universitarios encarnar el papel de diplomáticos ante tal organismo internacional, representando los intereses y visiones de países que les son ajenos, pero que participan de las discusiones y toma de decisiones sobre el destino continental. El presente manual pretende servir como punto de partida experiencial para delegaciones de universitarios que se preparan para participar en un modelo de esta naturaleza, por lo que se brinda una exposición breve acerca de la historia, fines y funciones de la Organización de los Estados Americanos, detallando su estructura interna dividida en órganos permanentes y eventuales, así como comisiones y organismos especializados..Con el fin de realizar una preparación pertinente y profesional, se perfila al estudiante que fungirá como delegado, así como se establecen una serie de normas de comportamiento observables.     Análisis de la opinión de estudiantes sobre conductas de riesgo de jóvenes en Puerto Rico

    The main purpose of the study was to analyze the opinion that students of the University of Puerto Rico, Río Piedras Campus (UPRRP) have about some risk behaviors in teenagers of both genders between the ages of 13-18. We administered an online survey, which was taken by 1,836 students enrolled during the first semester of the 2017-18 academic year. We used mixed methods: descriptive statistics analysis and content analysis. The findings reveal that the opinion of students is that youth is a stage of confusion and turbulence; that some risk behaviors have increased during the past five years and that it tends to be associated to male youth. These results suggest that university students tend to reproduce the dominant social imaginary in terms of risk behavior in youth. Further investigations should take into consideration the consequences of youth stigmatization, since this is a heterogeneous and diverse group.El objetivo de nuestro estudio fue analizar la opinión que tienen los/as estudiantes de la Universidad de Puerto Rico, Recinto de Río Piedras (UPRRP), sobre algunas conductas de riesgo en jóvenes de ambos géneros, de 13-18 años.  Administramos un cuestionario en línea que fue contestado por 1,836 estudiantes matriculados/as durante el primer semestre del año académico 2017-18. Utilizamos un método mixto: análisis estadístico descriptivo y análisis de contenido. Los hallazgos revelan que la opinión de la mayoría de los/as estudiantes universitarios/as es que la juventud es una etapa de confusión y turbulencia; que algunas conductas de riesgo han aumentado durante los pasados cinco años y que se asocian más con los jóvenes que con las jóvenes. Estos hallazgos sugieren que los/as estudiantes tienden a reproducir los imaginarios sociales dominantes sobre la conducta de riesgo en jóvenes entre las edades de 13-18 años. Futuros trabajos deben considerar las consecuencias de la estigmatización hacia los/as jóvenes, ya que este es un grupo heterogéneo y variado

    Establecer la influencia de los liderazgos estudiantiles en el contexto social colombiano. Caso 8 instituciones en Bogotá, Barranquilla, Santa Marta, La Tebaida y Caño Viejo.Liderazgo, un fenómeno que dejo de ser exclusivo para verse reflejado en distintos ámbitos sociales a nivel nacional e internacional, tanto así que su influencia se manifiesta en el ámbito educativo, resaltando características y procesos en torno de metas trazadas.     Antimicrobial resistance among migrants in Europe: a systematic review and meta-analysis

    BACKGROUND: Rates of antimicrobial resistance (AMR) are rising globally and there is concern that increased migration is contributing to the burden of antibiotic resistance in Europe. However, the effect of migration on the burden of AMR in Europe has not yet been comprehensively examined. Therefore, we did a systematic review and meta-analysis to identify and synthesise data for AMR carriage or infection in migrants to Europe to examine differences in patterns of AMR across migrant groups and in different settings. METHODS: For this systematic review and meta-analysis, we searched MEDLINE, Embase, PubMed, and Scopus with no language restrictions from Jan 1, 2000, to Jan 18, 2017, for primary data from observational studies reporting antibacterial resistance in common bacterial pathogens among migrants to 21 European Union-15 and European Economic Area countries. To be eligible for inclusion, studies had to report data on carriage or infection with laboratory-confirmed antibiotic-resistant organisms in migrant populations. We extracted data from eligible studies and assessed quality using piloted, standardised forms. We did not examine drug resistance in tuberculosis and excluded articles solely reporting on this parameter. We also excluded articles in which migrant status was determined by ethnicity, country of birth of participants' parents, or was not defined, and articles in which data were not disaggregated by migrant status. Outcomes were carriage of or infection with antibiotic-resistant organisms. We used random-effects models to calculate the pooled prevalence of each outcome. The study protocol is registered with PROSPERO, number CRD42016043681. FINDINGS: We identified 2274 articles, of which 23 observational studies reporting on antibiotic resistance in 2319 migrants were included. The pooled prevalence of any AMR carriage or AMR infection in migrants was 25·4% (95% CI 19·1-31·8; I2 =98%), including meticillin-resistant Staphylococcus aureus (7·8%, 4·8-10·7; I2 =92%) and antibiotic-resistant Gram-negative bacteria (27·2%, 17·6-36·8; I2 =94%). The pooled prevalence of any AMR carriage or infection was higher in refugees and asylum seekers (33·0%, 18·3-47·6; I2 =98%) than in other migrant groups (6·6%, 1·8-11·3; I2 =92%). The pooled prevalence of antibiotic-resistant organisms was slightly higher in high-migrant community settings (33·1%, 11·1-55·1; I2 =96%) than in migrants in hospitals (24·3%, 16·1-32·6; I2 =98%). We did not find evidence of high rates of transmission of AMR from migrant to host populations. INTERPRETATION: Migrants are exposed to conditions favouring the emergence of drug resistance during transit and in host countries in Europe. Increased antibiotic resistance among refugees and asylum seekers and in high-migrant community settings (such as refugee camps and detention facilities) highlights the need for improved living conditions, access to health care, and initiatives to facilitate detection of and appropriate high-quality treatment for antibiotic-resistant infections during transit and in host countries. Protocols for the prevention and control of infection and for antibiotic surveillance need to be integrated in all aspects of health care, which should be accessible for all migrant groups, and should target determinants of AMR before, during, and after migration.
