    Elections in digital times: a guide for electoral practitioners

    Strengthening democracy and electoral processes in the era of social media and Artificial Intelligence Democracy requires free, periodic, transparent, and inclusive elections. Freedom of expression, freedom of the press, and the right to political participation are also critical to societies ruled by the respect of human rights. In today’s rapidly evolving digital environment, opportunities for communication between citizens, politicians and political parties are unprecedented –– with information related to elections flowing faster and easier than ever, coupled with expanded opportunities for its verification and correction by a growing number of stakeholders. However, with billions of human beings connected, and disinformation and misinformation circulating unhinged around the networks, democratic processes and access to reliable information are at risk. With an estimated 56.8% of the world’s population active on social media and an estimate of 4 billion eligible voters, the ubiquity of social networks and the impact of Artificial Intelligence can intentionally or unintentionally undermine electoral processes, thereby delegitimizing democracies worldwide. In this context, all actors involved in electoral processes have an essential role to play. Electoral management bodies, electoral practitioners, the media, voters, political parties, and civil society organizations must understand the scope and impact of social media and Artificial Intelligence in the electoral cycle. They also need to have access to the tools to identify who instigates and spreads disinformation and misinformation, and the tools and strategies to combat it. This handbook aims to be a toolbox that helps better understand the current scenario and share experiences of good practices in different electoral settings and equip electoral practitioners and other key actors from all over the world to ensure the credibility of the democratic system in times of profound transformations

    Die hydrogeologische Wirksamkeit von Störungen am Beispiel des Talhof-Störungs-System (Ostalpen, Österreich)

    In der oberen Kruste sind Störungszonen ĂŒblicherweise aus komplexen Netzwerken von diskreten BrĂŒchen unterschiedlicher Genese zusammengesetzt. Sie stellen daher meist maßgebliche Zonen bevorzugter unterirdischer Wasserwegigkeiten dar. Außerdem sind sie somit wesentlich fĂŒr die hydrogeologische Beurteilung von Gebirgskörpern, da massive WassereinbrĂŒche im Untertagebau sehr hĂ€ufig an Störungszonen gebunden sind. Solche Störungszonen zeigen fĂŒr gewöhnlich eine rĂ€umlich-zeitliche Entwicklung vom Ausgangsgestein zu vollstĂ€ndig ausgeprĂ€gten Störungszonen mit einer internen strukturellen Gliederung (Protolith — damage zone — fault core). Die hydraulische Bewertung von Störungen ist ein wesentlicher Eingangsparameter fĂŒr eine numerisch hydraulische Modellierung von Gebirgskörpern. HierfĂŒr ist es notwendig das hydraulische Verhalten und die Wirksamkeit der verschiedenen Bereiche der Störung zu beschreiben und fĂŒr die modellhafte Umsetzung mit hydraulischen KenngrĂ¶ĂŸen zu belegen. Das Ziel der Arbeit ist eine Korrelation von strukturgeologischen Parametern mit hydraulischen Parametern (kf , T, . . . ). Dies kann als eine hydraulische Kalibration der einzelnen Störungsklassen in Verbindung mit WasserdurchlĂ€ssigkeit angesehen werden.     Functional clustering of yeast proteins from the protein-protein interaction network

    BACKGROUND: The abundant data available for protein interaction networks have not yet been fully understood. New types of analyses are needed to reveal organizational principles of these networks to investigate the details of functional and regulatory clusters of proteins. RESULTS: In the present work, individual clusters identified by an eigenmode analysis of the connectivity matrix of the protein-protein interaction network in yeast are investigated for possible functional relationships among the members of the cluster. With our functional clustering we have successfully predicted several new protein-protein interactions that indeed have been reported recently. CONCLUSION: Eigenmode analysis of the entire connectivity matrix yields both a global and a detailed view of the network. We have shown that the eigenmode clustering not only is guided by the number of proteins with which each protein interacts, but also leads to functional clustering that can be applied to predict new protein interactions

    Conserving European biodiversity across realms

    Terrestrial, freshwater, and marine ecosystems are connected via multiple biophysical and ecological processes. Identifying and quantifying links among ecosystems is necessary for the uptake of integrated conservation actions across realms. Such actions are particularly important for species using habitats in more than one realm during their daily or life cycle. We reviewed information on the habitats of 2,408 species of European conservation concern and found that 30% of the species use habitats in multiple realms. Transportation and service corridors, which fragment species habitats, were identified as the most important threat impacting ∌70% of the species. We examined information on 1,567 European Union (EU) conservation projects funded over the past 25 years, to assess the adequacy of efforts toward the conservation of “multi‐realm” species at a continental scale. We discovered that less than a third of multi‐realm species benefited from projects that included conservation actions across multiple realms. To achieve the EU's conservation target of halting biodiversity loss by 2020 and effectively protect multi‐realm species, integrated conservation efforts across realms should be reinforced by: (1) recognizing the need for integrated management at a policy level, (2) revising conservation funding priorities across realms, and (3) implementing integrated land‐freshwater‐sea conservation planning and management

    Photography-based taxonomy is inadequate, unnecessary, and potentially harmful for biological sciences

    The question whether taxonomic descriptions naming new animal species without type specimen(s) deposited in collections should be accepted for publication by scientific journals and allowed by the Code has already been discussed in Zootaxa (Dubois & NemĂ©sio 2007; Donegan 2008, 2009; NemĂ©sio 2009a–b; Dubois 2009; Gentile & Snell 2009; Minelli 2009; Cianferoni & Bartolozzi 2016; Amorim et al. 2016). This question was again raised in a letter supported by 35 signatories published in the journal Nature (Pape et al. 2016) on 15 September 2016. On 25 September 2016, the following rebuttal (strictly limited to 300 words as per the editorial rules of Nature) was submitted to Nature, which on 18 October 2016 refused to publish it. As we think this problem is a very important one for zoological taxonomy, this text is published here exactly as submitted to Nature, followed by the list of the 493 taxonomists and collection-based researchers who signed it in the short time span from 20 September to 6 October 2016

    The harlequin ladybird, Harmonia axyridis: global perspectives on invasion history and ecology

    The harlequin ladybird, Harmonia axyridis (Pallas) (Coleoptera: Coccinellidae), is native to Asia but has been intentionally introduced to many countries as a biological control agent of pest insects. In numerous countries, however, it has been introduced unintentionally. The dramatic spread of H. axyridis within many countries has been met with considerable trepidation. It is a generalist top predator, able to thrive in many habitats and across wide climatic conditions. It poses a threat to biodiversity, particularly aphidophagous insects, through competition and predation, and in many countries adverse effects have been reported on other species, particularly coccinellids. However, the patterns are not consistent around the world and seem to be affected by many factors including landscape and climate. Research on H. axyridis has provided detailed insights into invasion biology from broad patterns and processes to approaches in surveillance and monitoring. An impressive number of studies on this alien species have provided mechanistic evidence alongside models explaining large-scale patterns and processes. The involvement of citizens in monitoring this species in a number of countries around the world is inspiring and has provided data on scales that would be otherwise unachievable. Harmonia axyridis has successfully been used as a model invasive alien species and has been the inspiration for global collaborations at various scales. There is considerable scope to expand the research and associated collaborations, particularly to increase the breadth of parallel studies conducted in the native and invaded regions. Indeed a qualitative comparison of biological traits across the native and invaded range suggests that there are differences which ultimately could influence the population dynamics of this invader. Here we provide an overview of the invasion history and ecology of H. axyridis globally with consideration of future research perspectives. We reflect broadly on the contributions of such research to our understanding of invasion biology while also informing policy and people

    Epidermal Elafin Expression Is an Indicator of Poor Prognosis in Cutaneous Graft-versus-Host Disease

    Graft-versus-host disease (GVHD) remains a common and potentially life-threatening complication of allogeneic hematopoietic stem cell transplantation. In the skin, GVHD can present in an acute (aGVHD), chronic lichenoid (clGVHD), or chronic sclerotic form (csGVHD). Measuring peripheral blood levels of the keratinocyte-derived protease inhibitor elafin has recently emerged as a promising tool for the diagnosis of cutaneous aGVHD. We evaluated whether the analysis of elafin expression in skin would allow distinguishing aGVHD from drug hypersensitivity rashes (DHR) and whether cutaneous elafin expression would correlate with disease severity or altered prognosis of aGVHD and clGVHD/csGVHD. Skin biopsies from aGVHD (n=22), clGVHD (n=15), csGVHD (n=7), and DHR (n=10) patients were collected and epidermal elafin expression and its association with diverse clinical/histological parameters were analyzed. Acute GVHD and DHR displayed varying degrees of elafin expression. No elafin was detectable in csGVHD, whereas the molecule was increased in clGVHD as compared with aGVHD. Elafin-high aGVHD/clGVHD lesions presented with epidermal thickening and were associated with poor prognosis-i.e., decreased overall survival in aGVHD and corticosteroid resistance in clGVHD. Although cutaneous elafin does not seem to discriminate aGVHD from DHR lesions, our study strongly suggests an association between cutaneous elafin expression and poor prognosis for patients with cutaneous GVHD
