    Social Impact Bonds as a financial innovation – an evolutionary approach

    By the end of July, 2017, final reviews of the Peterborough SIB, issued by several persons and institutions involved, declared this pilot SIB project a success which should spur future SIB activities. Against this backdrop, we examine Social Impact Bonds (SIBs) with respect to typical structures of this financial innovation, its delimitation from comparable financial products, and early market development. Furthermore, an evolutionary economic analysis of SIBs is conducted in order to explain the different market stages, conditions and patterns of SIBs in various countries. Analyzing the respective institutional change, we identify various drivers of SIBs’ evolution so far

    Development of Neuronal Guidance Fibers for Stimulating Electrodes: Basic Construction and Delivery of a Growth Factor

    State-of-the-art treatment for sensorineural hearing loss is based on electrical stimulation of residual spiral ganglion neurons (SGNs) with cochlear implants (CIs). Due to the anatomical gap between the electrode contacts of the CI and the residual afferent fibers of the SGNs, spatial spreading of the stimulation signal hampers focused neuronal stimulation. Also, the efficiency of a CI is limited because SGNs degenerate over time due to loss of trophic support. A promising option to close the anatomical gap is to install fibers as artificial nerve guidance structures on the surface of the implant and install on these fibers drug delivery systems releasing neuroprotective agents. Here, we describe the first steps in this direction. In the present study, suture yarns made of biodegradable polymers (polyglycolide/poly-ε-caprolactone) serve as the basic fiber material. In addition to the unmodified fiber, also fibers modified with amine groups were employed. Cell culture investigations with NIH 3T3 fibroblasts attested good cytocompatibility to both types of fibers. The fibers were then coated with the extracellular matrix component heparan sulfate (HS) as a biomimetic of the extracellular matrix. HS is known to bind, stabilize, modulate, and sustainably release growth factors. Here, we loaded the HS-carrying fibers with the brain-derived neurotrophic factor (BDNF) which is known to act neuroprotectively. Release of this neurotrophic factor from the fibers was followed over a period of 110 days. Cell culture investigations with spiral ganglion cells, using the supernatants from the release studies, showed that the BDNF delivered from the fibers drastically increased the survival rate of SGNs in vitro. Thus, biodegradable polymer fibers with attached HS and loaded with BDNF are suitable for the protection and support of SGNs. Moreover, they present a promising base material for the further development towards a future neuronal guiding scaffold.     Multiblend JET A-1 in practice: results of an R&D project on synthetic paraffinic kerosenes

    The research and demonstration project, DEMO-SPK, a model project under the German Mobility and Fuel Strategy (MFS), investigated the use of renewable kerosene at the Leipzig/Halle airport. Its primary goal was to examine and verify the behavior of blends consisting of several types of renewable kerosene and fossil JET A-1, under the realistic supply conditions of a major airport. The project demonstrated that the supply chain for multiblend JET A-1 was technically feasible and that the fuel could be used without requiring any changes in the normal operating procedures. The project also confirmed that the use of multiblend JET A-1 resulted in a 30–60% reduction in particulate emissions for ground operations and a reduction in CO2 equivalents, compared with pure fossil JET A-1.The R&D project on the use of renewable kerosene at Leipzig/Halle airport (DEMO-SPK) involved the collaboration of more than 20 international partners from industry and science. It was initiated as a model project of the Mobility and Fuel Strategy (MFS) and financed by the Federal Ministry of Transport and Digital Infrastructure (BMVI)

    The Fourteenth Data Release of the Sloan Digital Sky Survey: First Spectroscopic Data from the extended Baryon Oscillation Spectroscopic Survey and from the second phase of the Apache Point Observatory Galactic Evolution Experiment

    The fourth generation of the Sloan Digital Sky Survey (SDSS-IV) has been in operation since July 2014. This paper describes the second data release from this phase, and the fourteenth from SDSS overall (making this, Data Release Fourteen or DR14). This release makes public data taken by SDSS-IV in its first two years of operation (July 2014-2016). Like all previous SDSS releases, DR14 is cumulative, including the most recent reductions and calibrations of all data taken by SDSS since the first phase began operations in 2000. New in DR14 is the first public release of data from the extended Baryon Oscillation Spectroscopic Survey (eBOSS); the first data from the second phase of the Apache Point Observatory (APO) Galactic Evolution Experiment (APOGEE-2), including stellar parameter estimates from an innovative data driven machine learning algorithm known as "The Cannon"; and almost twice as many data cubes from the Mapping Nearby Galaxies at APO (MaNGA) survey as were in the previous release (N = 2812 in total). This paper describes the location and format of the publicly available data from SDSS-IV surveys. We provide references to the important technical papers describing how these data have been taken (both targeting and observation details) and processed for scientific use. The SDSS website (www.sdss.org) has been updated for this release, and provides links to data downloads, as well as tutorials and examples of data use. SDSS-IV is planning to continue to collect astronomical data until 2020, and will be followed by SDSS-V.Comment: SDSS-IV collaboration alphabetical author data release paper.     Photometric Signature of Ultraharmonic Resonances in Barred Galaxies

    Bars may induce morphological features, such as rings, through their resonances. Previous studies suggested that the presence of "dark gaps,"or regions of a galaxy where the difference between the surface brightness along the bar major axis and that along the bar minor axis is maximal, can be attributed to the location of bar corotation. Here, using GALAKOS, a high-resolution N-body simulation of a barred galaxy, we test this photometric method's ability to identify the bar corotation resonance. Contrary to previous work, our results indicate that "dark gaps"are a clear sign of the location of the 4:1 ultraharmonic resonance instead of bar corotation. Measurements of the bar corotation can indirectly be inferred using kinematic information, e.g., by measuring the shape of the rotation curve. We demonstrate our concept on a sample of 578 face-on barred galaxies with both imaging and integral field observations and find that the sample likely consists primarily of fast bars

    This paper documents the 16th data release (DR16) from the Sloan Digital Sky Surveys (SDSS), the fourth and penultimate from the fourth phase (SDSS-IV). This is the first release of data from the Southern Hemisphere survey of the Apache Point Observatory Galactic Evolution Experiment 2 (APOGEE-2); new data from APOGEE-2 North are also included. DR16 is also notable as the final data release for the main cosmological program of the Extended Baryon Oscillation Spectroscopic Survey (eBOSS), and all raw and reduced spectra from that project are released here. DR16 also includes all the data from the Time Domain Spectroscopic Survey and new data from the SPectroscopic IDentification of ERosita Survey programs, both of which were co-observed on eBOSS plates. DR16 has no new data from the Mapping Nearby Galaxies at Apache Point Observatory (MaNGA) survey (or the MaNGA Stellar Library "MaStar"). We also preview future SDSS-V operations (due to start in 2020), and summarize plans for the final SDSS-IV data release (DR17)
