    Putting our money where their mouth is: alignment of charitable aims with charity investments - tensions in policy and practice

    Given the values-driven nature of the mission of most charities, it might be expected that investment behaviour would be similarly values-driven. This paper documents the ethical investment policies and practices of the largest UK charities and explores how these are aligned with the charitable aims, drawing upon accountability, behavioural and managerial perspectives as theoretical lenses. The study employs two distinct research methods: responses to a postal questionnaire and follow-up semi-structured interviews with selected charities. The evidence indicates that a significant minority of large charities do not have a written ethical investment policy. Charities with larger investments, fundraising charities and religious charities were more likely to have a written ethical policy. We suggest that there is a pressing need for improved alignment between charities' aims and their investment practices and better monitoring of investment policies

    What are ‘unpopular causes’ and how can they achieve fundraising success?

    Recent efforts to grow and strengthen the culture of philanthropy in the UK have largely focused on two dimensions: the total amount of money donated and the effectiveness of philanthropic spending. This paper explores a third dimension: the destination and distribution of donations. A defining characteristic of charitable giving is that it is voluntary rather than coerced, and the resulting respect for donor autonomy makes people wary of promoting one cause above another or implying that any beneficiary group is more or less ‘worthy’ of support. However, the absence of much comment on, or significant research into, the destination of donations does not alter the fact that some groups succeed in attracting significant philanthropic funds whilst others struggle to secure many – or any – donations. This paper explores the concept of ‘unpopularity’ in the charity sector, especially in relation to its impact on fundraising. We unpack what this loaded phrase means, identify good practice by those seeking support and present case studies of charities that have overcome perceived unpopularity to achieve success in raising voluntary income. We suggest that by investing organisational resources and effort in fundraising, by framing the cause to maximise the arousal of sympathy and minimise concerns about beneficiary culpability, and by avoiding the unintended negative consequences of self-labelling as ‘unpopular’ no charity need assume it is their destiny to languish at the bottom of the fundraising league tables

    Non-conformance with regulatory codes in the non-profit sector: accountability and the discursive coupling of means and ends

    The concept of means-ends decoupling has recently been suggested as one consequence of the problems organizations face in trying to comply with institutional rules in contexts of institutional complexity. Such decoupling is characterised by the adoption, implementation and scrutiny of particular codes of practice which tend not to deliver the outcomes they were developed to produce. Recent scholarship focusing on this issue has suggested that such decoupling is a consequence of the “trade-off” organizations need to make between compliance and goal achievement most especially when the latter is difficult to evaluate. While recent scholarship has suggested that this tension might be mitigated by the activities of developers of compliance rules, in this paper, we explore how actors internal to an organization, in this case, two charitable organizations mitigate this tension via non-conformance with particular codes. We focus on how the process of accounting for non-conformance results in the discursive coupling of means and ends as actors creatively develop vocabularies of motive which respond to anticipated social criticism

    Public services outsourcing in an era of austerity: the case of British social care

    Utilising an institutional, inter-organisational and inter-personal framework, longitudinal qualitative data are used to examine the changing nature of state – voluntary sector relationships in the area of social care outsourcing and its implications for the terms and conditions of those employed by Scottish voluntary organisations. Over the period 2002 to 2008/09, against the background of funders seeking to pass on efficiencies to voluntary organisations, these relationships have become increasingly cost-based and ‘arms-length’. This has been accompanied by downward pressures on staff terms and conditions, which are intensifying because of more draconian public expenditure cuts. Consequently, voluntary sector employers are increasingly converging on an employment model based on low pay and more limited access to sickness, pension and other benefits that is informed strongly by narrow financial logics

    Heatwave planning: the role of the community in co-producing resilience

    Drawing on a thematic analysis of relevant policy documents, the aim of this paper is to comment on an apparent disconnect between two associated contemporary UK policy areas: planning for heatwaves and community resilience. Regional and national policy documents that plan for heatwaves in the UK tend to focus on institutional emergency responses and infrastructure development. In these documents, although communities are mentioned, they are understood as passive recipients of resilience that is provided by active institutions. Meanwhile, contemporary discussion about community resilience highlights the potential for involving communities in planning for and responding to emergencies (although the concept is also the subject of critique). Within this context, the paper proposes that – through engagement with the ‘community resilience’ policy agenda and its critique – effort should be made to articulate and realise greater participation by individuals, and voluntary and community sector groups in heatwave preparation, planning and response

    Conceptualizing a Social Sustainability Framework for Energy Infrastructure Decisions

    The concept of social sustainability is discussed in a wide range of literatures, from urban planning to international development. Authors agree a notion of social sustainability is difficult to define, comprising numerous component parts (criteria), such as community cohesion, human wellbeing, effective dialogue and the access that citizens have to those that make important decisions on their behalf. The definition and measurement of these criteria and the role of social sustainability in energy decision making is a contentious issue. We argue that a community led, asset based approach is required to achieve any sense of how social sustainability can be defined in a community setting within the context of energy developments. We propose a conceptual framework based on a process of community group prioritization and visioning. Our earlier research on public participation and the role of dialogue for nuclear energy development in the UK, US and Japan is used to demonstrate barriers to be overcome if our systemic model of social sustainability is to become a reality. We highlight the importance of fairness and justice, place based approaches and socio-energy systems, concluding that these are necessary to promote a community and institutional awareness of social sustainability for large energy developments

    Understanding Solicitation: beyond the binary variable of being asked or not being asked

    The identity, motivation and experiences of philanthropists have become increasingly popular topics of study in a wide range of disciplines, yet no equivalent attention has been paid to the ‘askers’, despite research showing that almost all donations are solicited in some way (Bryant et al 2003; Bekkers 2005, Gunstone and Ellison, 2017, p 4). The propensity to be asked for contributions has been found to be positively related to the propensity to give (Bekkers and Wiepking 2007:24) but despite the usefulness of this finding, it reinforces the suggestion that solicitation is a binary variable, such that people are either asked or they are not asked. This paper, drawing on data from in-depth interviews with 73 successful fundraisers in the UK and Canada, highlights the importance of the quality, as opposed to simply the quantity, of solicitation. Three important factors that lie behind successful ‘asks’ are identified and discussed: Firstly, they are made within relationships of trust rather than as a result of a transactional approach. Secondly, they occur as a result of fundraisers’ ability to be an ‘honest broker’ between donors and the organisations they might support. And thirdly, they rely on the fundraisers’ skills in reframing complex issues and finding alignment between the recipient organisation’s needs and the philanthropic aspirations of the donor.     Is there a subjective well-being premium in voluntary sector employment?

    Previous studies have found that employment in the voluntary sector offers a so-called ‘job satisfaction premium’: despite lower salaries, voluntary sector employees are more satisfied with their jobs than workers in other sectors. This paper examines whether voluntary sector employees also experience a subjective well-being premium. Using data from the UK Annual Population Survey 2012/2013, we find that voluntary sector employees do have higher levels of subjective well-being but this subjective well-being premium is not evenly distributed between men and women. Men score higher on happiness and life satisfaction. However, women in the voluntary sector have lower levels of life satisfaction compared with their counterparts in the public sector. We discuss the implications of our findings for policy and practice in the voluntary sector in the UK

    The contribution of musculoskeletal disorders in multimorbidity: Implications for practice and policy

    People frequently live for many years with multiple chronic conditions (multimorbidity) that impair health outcomes and are expensive to manage. Multimorbidity has been shown to reduce quality of life and increase mortality. People with multimorbidity also rely more heavily on health and care services and have poorer work outcomes. Musculoskeletal disorders (MSDs) are ubiquitous in multimorbidity because of their high prevalence, shared risk factors, and shared pathogenic processes amongst other long-term conditions. Additionally, these conditions significantly contribute to the total impact of multimorbidity, having been shown to reduce quality of life, increase work disability, and increase treatment burden and healthcare costs. For people living with multimorbidity, MSDs could impair the ability to cope and maintain health and independence, leading to precipitous physical and social decline. Recognition, by health professionals, policymakers, non-profit organisations, and research funders, of the impact of musculoskeletal health in multimorbidity is essential when planning support for people living with multimorbidity
