    Use of demand for and spatial flow of ecosystem services to identify priority areas

    Policies and research increasingly focus on the protection of ecosystem services (ESs) through priority-area conservation. Priority areas for ESs should be identified based on ES capacity and ES demand and account for the connections between areas of ES capacity and demand (flow) resulting in areas of unique demand-supply connections (flow zones). We tested ways to account for ES demand and flow zones to identify priority areas in the European Union. We mapped the capacity and demand of a global (carbon sequestration), a regional (flood regulation), and 3 local ESs (air quality, pollination, and urban leisure). We used Zonation software to identify priority areas for ESs based on 6 tests: with and without accounting for ES demand and 4 tests that accounted for the effect of ES flow zone. There was only 37.1% overlap between the 25% of priority areas that encompassed the most ESs with and without accounting for ES demand. The level of ESs maintained in the priority areas increased from 23.2% to 57.9% after accounting for ES demand, especially for ESs with a small flow zone. Accounting for flow zone had a small effect on the location of priority areas and level of ESs maintained but resulted in fewer flow zones without ES maintained relative to ignoring flow zones. Accounting for demand and flow zones enhanced representation and distribution of ESs with local to regional flow zones without large trade-offs relative to the global ES. We found that ignoring ES demand led to the identification of priority areas in remote regions where benefits from ES capacity to society were small. Incorporating ESs in conservation planning should therefore always account for ES demand to identify an effective priority network for ESs.Peer reviewe

    Doing the 'dirty work of the green economy: Resource recovery and migrant labour in the EU

    Europe has set out its plans to foster a ‘green economy’, focused around recycling, by 2020. This pan-European recycling economy, it is argued, will have the triple virtues of: first, stopping wastes being ‘dumped’ on poor countries; second, reusing them and thus decoupling economic prosperity from demands on global resources; and third, creating a wave of employment in recycling industries. European resource recovery is represented in academic and practitioner literatures as ‘clean and green’. Underpinned by a technical and physical materialism, it highlights the clean-up of Europe’s waste management and the high-tech character of resource recovery. Analysis shows this representation to mask the cultural and physical associations between recycling work and waste work, and thus to obscure that resource recovery is mostly ‘dirty’ work. Through an empirical analysis of three sectors of resource recovery (‘dry recyclables’, textiles and ships) in Northern member states, we show that resource recovery is a new form of dirty work, located in secondary labour markets and reliant on itinerant and migrant labour, often from accession states. We show therefore that, when wastes stay put within the EU, labour moves to process them. At the micro scale of localities and workplaces, the reluctance of local labour to work in this new sector is shown to connect with embodied knowledge of old manufacturing industries and a sense of spatial injustice. Alongside that, the positioning of migrant workers is shown to rely on stereotypical assumptions that create a hierarchy, connecting reputational qualities of labour with the stigmas of different dirty jobs – a hierarchy upon which those workers at the apex can play

    Virtual Water Flows in the EU27: A Consumption-based Approach

    The use of water resources has traditionally been studied by accounting for the volume of water removed from sources for specific uses. This approach focuses on surface and groundwater only and it ignores that international trade of products with substantial amounts of embodied water can have an impact on domestic water resources. Using current economic and environmental data, we conduct a consumption-based assessment of virtual water flows in the European Union (EU27). We find that the total water footprint (WF) of 2,280 cubic meters (m3) per capita for the EU27 mostly consists of green water use (precipitation stored as soil moisture), which is omitted in the conventional water accounting. Blue water (surface and groundwater.) and gray water use (the volume of freshwater needed to dilute pollutants to meet the applicable water quality standards), which are targeted by current EU water policies, only make up 32% of the total WF. We also find that Europeans imported 585 cubic kilometers (km3) (109 m3) of virtual water, or around 28% of global virtual water trade flows, in 2009. Within Europe, Germany is a key net importer of water through the trade of products in agriculture, the food industry, the chemical sector, and electricity generation. Countries in Southern and Eastern Europe have specialized in water-intensive agriculture and are key exporters of virtual water despite experiencing physical scarcity of water. Our results suggest that there is a need to reconsider water policy in the EU to address water transfers occurring through trade and to grasp the interlinkages between green, blue, and gray water—which are likely to become more important in water-scarce parts of Europe, with a changing climate

    A multi-scale modelling framework to guide management of plant invasions in a transboundary context

    Background Attention has recently been drawn to the issue of transboundary invasions, where species introduced and naturalized in one country cross international borders and become problematic in neighbouring countries. Robust modelling frameworks, able to identify the environmental drivers of invasion and forecast the current and future potential distribution of invasive species, are needed to study and manage invasions. Limitations due to the lack of species distribution and environmental data, or assumptions of modelling tools, often constrain the reliability of model predictions. Methods We present a multiscale spatial modelling framework for transboundary invasions, incorporating robust modelling frameworks (Multimodel Inference and Ensemble Modelling) to overcome some of the limitations. The framework is illustrated using Hakea sericea Schrad. (Proteaceae), a shrub or small tree native to Australia and invasive in several regions of the world, including the Iberian Peninsula. Two study scales were considered: regional scale (western Iberia, including mainland Portugal and Galicia) and local scale (northwest Portugal). At the regional scale, the relative importance of environmental predictors sets was evaluated and ranked to determine the main general drivers for the species distribution, while the importance of each environmental predictor was assessed at the local scale. The potential distribution of H. sericea was spatially projected for both scale areas. Results Model projections for western Iberia suggest that a large area is environmentally suitable in both Portugal and Spain. Climate and landscape composition sets were the most important determinants of this regional distribution of the species. Conversely, a geological predictor (schist lithology) was more important in explaining its local-scale distribution. Conclusions After being introduced to Portugal, H. sericea has become a transboundary invader by expanding in parts of Galicia (Spain). The fact that a larger area is predicted as environmentally suitable in Spain raises concerns regarding its potential continued expansion. This highlights the importance of transboundary cooperation in the early management of invasions.     Assessment of the Public Administration Tools for the improvement of the Eco-efficiency of Small and Medium Sized Enterprises

    Small and Medium Sized Enterprises (SME) face barriers to the implementation and development of eco-efficiency that could be overcome taking advantage of the adequate stimuli and incentives. A previous research and a thorough literature analysis show Public Administration (PA) is a key stakeholder. PA could use better its tools to stimulate SME to improve their ecoefficiency. Among these tools it can be named well known command and control tools like legislation or taxes, but also price policies, green procurement, ecological education, eco-innovation support and others. This paper reviews these tools and how they contribute to overcome barriers to ecoefficiency by offering external and internal incentives for SME. The analysis is focused on the case of Venezuelan public administration and SME but it can be generalized to other case studies. In addition, a panel of experts validates the results and assesses the public administration tools by means of the policy Delphi method. The assessment is based on criteria like: market influence, capability of the public administration for controlling results, tool costs, impact on public administration image, timespan to get results, etc. The assessment, therefore, allows ranking and understanding the tools according to their effectiveness and efficiency to support SME to improve their ecoefficiency. Due to the specific characteristics of the case study: SME of Venezuela, the method shows the best mix of public administration tools includes mainly command and control tools. Also the mix includes certain new-approach tools like advertising about responsible consumption and eco-efficient products, or education/training in environmental responsibility. The method also allows understanding better how the tools will help accomplishing the objectives for ecoefficiency of the public administration.     Appraising infrastructure for new towns in Ireland

Any other use of these PDF files is subject to reprint fees.Over a 20 year period 1996–2016, a new 223 ha town is being developed 10 miles west of Dublin's city centre on the south side of Lucan, County Dublin, in the Republic of Ireland (ROI). This €4 billion ‘Adamstown’ development is the first of four planning schemes in ROI to be approved as a strategic development zone – an integrated planning framework deemed suitable for creating sustainable neighbourhoods in sites of strategic economic or social importance to the state. The creation of sustainable neighbourhoods in ROI is facilitated through the implementation of a checklist of 60 indicators. This paper critically examines the attempts being made to consider sustainability within the development's overall infrastructure plan, specifically: transport, energy and water services, information technology and waste. Inadequacies in the existing development are linked to shortfalls in the sustainability checklist, by way of a comparison of infrastructure-related indicators from the ROI checklist with those derived for the UK and exemplar European projects (i.e. Bedzed, UK and Freiberg, Germany). The subsequent legacy for future residents of Adamstown is then considered in the context of ‘what if’ scenarios

    Mobility justice in low carbon energy transitions

    Mobility systems raise multiple questions of justice. Work on mobility justice and policy often treats different elements of the debate separately, for example focussing on environmental justice or accessibility. This is problematic as it can privilege policy solutions without a full view of the winners and losers and the values implicit in that. Using analysis of current policy, we investigate how mobility justice can reconcile its different components, and find two major consequences. First, is doubt about the justice of the existing policy approach which tries to tackle transport pollution primarily through a shift to low emission vehicles. This approach privileges those with access to private vehicles and further privileges certain sets of activities. Second is a need to reassess which basic normative ideas should be applied in mobility justice. Work on mobility justice has tended to appeal to conceptions of justice concerned with access to resources including resources enabling mobility. These conceptions say little about how resources should be used. We show that avoiding stark inequalities means collectively thinking about how resources are used, about how we value activities involving mobility, and about what sorts of goods and services we create
