    UK bioenergy innovation priorities: Making expectations credible in state-industry arenas

    AbstractThe UK government has promoted bioenergy for several policy aims. Future expectations for bioenergy innovation encompass various pathways and their potential benefits. Some pathways have been relatively favoured by specific state-industry arrangements, which serve as ‘arenas of expectations’. Through these arrangements, some expectations have been made more credible, thus justifying and directing resource allocation. Conversely, to incentivise private-sector investment, government has sought credibility for its commitment to bioenergy innovation. These dual efforts illustrate the reciprocal character of promise-requirement cycles, whereby promises are turned into requirements for state sponsors as well as for innovators.Collective expectations have been shaped by close exchanges between state bodies, industry and experts. As promoters build collective expectations, their credibility has been linked with UK economic and environmental aims. When encountering technical difficulties or delays in earlier expectations, pathways and their benefits have been broadened, especially through new arenas—as grounds to allocate considerable state investment. Thus the concept ‘arenas of expectations’ helps to explain how some pathways gain favour as innovation priorities

    Who rebounds most? Estimating direct and indirect rebound effects for different UK socioeconomic groups

    This study estimates the combined direct and indirect rebound effects from various types of energy efficiency improvement and behavioural change by UK households and explores how these effects vary with total expenditure. The methodology is based upon estimates of the expenditure elasticity and GHG intensity of 16 categories of goods and services, and allows for the capital cost and embodied emissions of the energy efficiency measures themselves. The study finds that rebound effects, in GHG terms, are modest (0–32%) for measures affecting domestic energy use, larger (25–65%) for measures affecting vehicle fuel use and very large (66–106%) for measures that reduce food waste. Furthermore, measures undertaken by low income households are associated with the largest rebound effects, with direct emissions forming a larger proportion of the total rebound effect for those households. Measures that are subsidised or affect highly taxed energy commodities may be less effective in reducing aggregate emissions. These findings highlight the importance of allowing for rebound effects within policy appraisals, as well as reinforcing the case for economy-wide carbon pricing

    Modelling short-rotation coppice and tree planting for urban carbon management - a citywide analysis

    © 2015 British Ecological Society The capacity of urban areas to deliver provisioning ecosystem services is commonly overlooked and underutilized. Urban populations have globally increased fivefold since 1950, and they disproportionately consume ecosystem services and contribute to carbon emissions, highlighting the need to increase urban sustainability and reduce environmental impacts of urban dwellers. Here, we investigated the potential for increasing carbon sequestration, and biomass fuel production, by planting trees and short-rotation coppice (SRC), respectively, in a mid-sized UK city as a contribution to meeting national commitments to reduce CO2 emissions. Iterative GIS models were developed using high-resolution spatial data. The models were applied to patches of public and privately owned urban greenspace suitable for planting trees and SRC, across the 73 km2 area of the city of Leicester. We modelled tree planting with a species mix based on the existing tree populations, and SRC with willow and poplar to calculate biomass production in new trees, and carbon sequestration into harvested biomass over 25 years. An area of 11 km2 comprising 15% of the city met criteria for tree planting and had the potential over 25 years to sequester 4200 tonnes of carbon above-ground. Of this area, 5·8 km2 also met criteria for SRC planting and over the same period this could yield 71 800 tonnes of carbon in harvested biomass. The harvested biomass could supply energy to over 1566 domestic homes or 30 municipal buildings, resulting in avoided carbon emissions of 29 236 tonnes of carbon over 25 years when compared to heating by natural gas. Together with the net carbon sequestration into trees, a total reduction of 33 419 tonnes of carbon in the atmosphere could be achieved in 25 years by combined SRC and tree planting across the city. Synthesis and applications. We demonstrate that urban greenspaces in a typical UK city are underutilized for provisioning ecosystem services by trees and especially SRC, which has high biomass production potential. For urban greenspace management, we recommend that planting SRC in urban areas can contribute to reducing food-fuel conflicts on agricultural land and produce renewable energy sources close to centres of population and demand

    Practicing stewardship: EU biofuels policy and certification in the UK and Guatemala

    Biofuels have transitioned from a technology expected to deliver numerous benefits to a highly contested socio-technical solution. Initial hopes about their potential to mitigate climate change and to deliver energy security benefits and rural development, particularly in the Global South, have unravelled in the face of numerous controversies. In recognition of the negative externalities associated with biofuels, the European Union developed sustainability criteria which are enforced by certification schemes. This paper draws on the literature on stewardship to analyse the outcomes of these schemes in two countries: the UK and Guatemala. It explores two key issues: first, how has European Union biofuels policy shaped biofuel industries in the UK and Guatemala? And second, what are the implications for sustainable land stewardship? By drawing attention to the outcomes of European demand for biofuels, we raise questions about the ability of European policy to drive sustainable land practices in these two cases. The paper concludes that, rather than promoting stewardship, the current governance framework effectively rubberstamps existing agricultural systems and serves to further embed existing inequalities

    End-user centred infrastructure operation: Towards integrated end-use service delivery

    Reliable provision of water, energy and transportation, all supplied through infrastructure, is necessary for the most basic human and economic development to occur. Such development however, is not enabled by specific end-use products (e.g. litres of water, kWh of electricity, litres of diesel and petrol), or by infrastructure itself (i.e. the systems of energy, transport, digital information, water, waste and flood protection assets), but rather through the infrastructure end-use services (e.g. hygiene, thermal comfort, communication, or accessibility). The present form of infrastructure operation consists of supply systems provisioning unconstrained demand of end-use products, with larger consumption volumes corresponding to higher economic revenue. Providing infrastructure capacity to meet unmanaged growing demand is ultimately unsustainable, both in environmental and economic terms. Past research has focused on physical infrastructure assets on the one hand, and sustainable consumption and production on the other, often neglecting infrastructure end-use services. An important priority for sustainable infrastructure operation is therefore to analyse the infrastructure end-use service demands, and the variety of end-users’ wants and behaviours. This paper outlines the key aspects of an end-user and service-centred approach to infrastructure operation. It starts with an overview of relevant research areas and literature. It then describes the infrastructure end-use services provided by different infrastructure streams quantitatively, with the UK domestic sector as an illustration. Subsequently, insights into infrastructure integration at the end-user level are presented. Finally, the infrastructure end-use service perspective is described as a holistic framework for intervention: understanding technological changes in context, acting directly on end-use demand, and including social implications of service-based solutions

    From rhetoric to reality: which resilience, why resilience, and whose resilience in spatial planning?

    This paper analyses contrasting academic understandings of ‘equilibrium resilience’ and ‘evolutionary resilience’ and investigates how these nuances are reflected within both policy and practice. We reveal that there is a lack of clarity in policy, where these differences are not acknowledged with resilience mainly discussed as a singular, vague, but optimistic aim. This opaque political treatment of the term and the lack of guidance has affected practice by privileging an equilibrist interpretation over more transformative, evolutionary measures. In short, resilience within spatial planning is characterised by a simple return to normality that is more analogous with planning norms, engineered responses, dominant interests, and technomanagerial trends. The paper argues that, although presented as a possible paradigm shift, resilience policy and practice underpin existing behaviour and normalise risk. It leaves unaddressed wider sociocultural concerns and instead emerges as a narrow, regressive, technorational frame centred on reactive measures at the building scale

    Transport poverty and fuel poverty in the UK: From analogy to comparison

    The notion of ’fuel poverty’, referring to affordable warmth, underpins established research and policy agendas in the UK and has been extremely influential worldwide. In this context, British researchers, official policymaking bodies and NGOs have put forward the notion of ’transport poverty’, building on an implicit analogy between (recognised) fuel poverty and (neglected) transport affordability issues. However, the conceptual similarities and differences between ’fuel’ and ’transport’ poverty remain largely unaddressed in the UK. This paper systematically compares and contrasts the two concepts, examining critically the assumption of a simple equivalence between them. We illustrate similarities and differences under four headings: (i) negative consequences of lack of warmth and lack of access; (ii) drivers of fuel and transport poverty; (iii) definition and measurement; (iv) policy interventions. Our review suggests that there are important conceptual and practical differences between transport and domestic energy consumption, with crucial consequences for how affordability problems amongst households are to be conceptualised and addressed. In a context where transport and energy exhibit two parallel policy worlds, the analysis in the paper and these conclusions reinforce how and why these differences matter. As we embark on an ever closer union between our domestic energy and transport energy systems the importance of these contradictions will become increasingly evident and problematic. This work contributes to the long-term debate about how best to manage these issues in a radical energy transition that properly pays attention to issues of equity and affordability
