    "Infiltrators" or refugees? An analysis of Israel's policy towards African asylum seekers

    This article adopts a genealogical approach in examining Israeli immigration policy by focusing on the situation confronting African asylum seekers who have been forced back into Egypt, detained and deported but who have not had their asylum claims properly assessed. Based on immigration policies formulated at the time of Israeli independence, whose principle objective was to secure a Jewish majority state, we argue that Israel’s treatment of African asylum seekers as ‘infiltrators’/economic migrants stems from an insistence on maintaining immigration as a sovereign issue formally isolated from other policy domains. Such an approach is not only in violation of Israel’s commitment to the Refugee Convention, it directly contributes to policies which are ineffective and unduly harsh

    Children in War: Reintegrating Child Soldiers

    This article discusses the issue of child soldiers by weaving together the threads of experiences of violence, terror and survival narrated by children directly involved in armed conflicts. Despite the fact that the majority of them have been forced to enter the military, they are not just empty vessels into whom violence is poured. Having started as victims, many are converted into perpetrators of the most violent and atrocious deeds. The article suggests that former child soldiers exercise a ‘tactical agency’ to deal with the immediate circumstances of their situation. The interstitial position of child soldiers, as both victims and perpetrators of violence, places them in a unique position vis?à?vis their communities and society in general. The article examines the role of local community strategies for healing, rehabilitation and social reintegration of former child soldiers. But beyond social healing in the immediate aftermath of war, these children and their families need to be given access to education, training and employment to rebuild their lives

    Applying geomorphological principles and engineering science to develop a phased sediment management plan for Mount St Helens, Washington

    Thirty-seven years post-eruption, erosion of the debris avalanche at Mount St. Helens continues to supply sediment to the Toutle-Cowlitz River system in quantities that have the potential to lower the Level of Protection (LoP) against flooding unacceptably, making this one of the most protracted gravel-bed river disasters to date. The Portland District, US Army Corps of Engineers (USACE) recently revised its long-term plan for sediment management (originally published in 1985), in order to maintain the LoP above the Congressionally-authorised level, while reducing impacts on fish currently listed under the Endangered Species Act, and minimising the overall cost of managing sediment derived from erosion at Mount St Helens. In revising the plan, the USACE drew on evidence gained from sediment monitoring, modelling and uncertainty analysis, coupled with assessment of future LoP trends under a baseline scenario (continuation of the 1985 sediment management strategy) and feasible alternatives. They applied geomorphological principles and used engineering science to develop a Phased Sediment Management Plan that allows for uncertainty concerning future sediment yields by implementing sediment management actions only as, and when, necessary. The phased plan makes best use of the potential to enhance the sediment trap efficiency and storage capacity of the existing Sediment Retention Structure (SRS) by incrementally raising its spillway and using novel hydraulic structures to build islands in the NFTR and steepen the gradient of the sediment plain upstream of the structure. Dredging is held in reserve, to be performed only when necessary to react to unexpectedly high sedimentation events or when the utility of other measures has been expended. The engineering-geomorphic principles and many of the measures in the Phased Sediment Management Plan are transferrable to other gravel-bed river disasters. The overriding message is that monitoring and adaptive management are crucial components of long-term sediment-disaster management, especially in volcanic landscapes where future sediment yields are characterised by uncertainty and natural variability

    Is the test of senior friendly ⁄child resistant packaging ethical?

    Research has documented the drastic reduction of unintentional poisonings of children since the introduction of child resistant (CR) packaging. However, studies also indicate that consumers report difficulty using CR packages, in part because tests which determine the ‘senior friendliness’ of CR designs that are used throughout the world disallow people with ‘overt or obvious’ disabilities from being test subjects. Our review of drug package usability suggests that the current tests of CR packaging can and should be revised to correct this problem. We use US legislation, regulation and data to exemplify these points, but the conclusions are applicable to all protocols that include the exclusionary provision

    The Dark Side of Transfer Pricing: Its Role in Tax Avoidance and Wealth Retentiveness

    In conventional accounting literature, ?transfer pricing? is portrayed as a technique for optimal allocation of costs and revenues amongst divisions, subsidiaries and joint ventures within a group of related entities. Such representations of transfer pricing simultaneously acknowledge and occlude how it is deeply implicated in processes of wealth retentiveness that enable companies to avoid taxes and facilitate the flight of capital. A purely technical conception of transfer pricing calculations abstracts them from the politico-economic contexts of their development and use. The context is the modern corporation in an era of globalized trade and its relationship to state tax authorities, shareholders and other possible stakeholders. Transfer pricing practices are responsive to opportunities for determining values in ways that are consequential for enhancing private gains, and thereby contributing to relative social impoverishment, by avoiding the payment of public taxes. Evidence is provided by examining some of the transfer prices practices used by corporations to avoid taxes in developing and developed economies

    Forecasting SO2 Air Pollution in Salamanca, Mexico using an ADALINE

    A comparison between a linear regression model and a Non-linear regressionmodel is presented in this work for forecasting of pollution levels due to SO2 in Salamanca city, Gto. Prediction is performed by means of an Adaptive Linear Neural Network (ADALINE) and a Generalized Regression NeuralNetwork (GRNN). Prediction experiments are realized for 1, 12 and 24 hours in advance, and the results for linear regression have been satisfactory. The performance estimation of both models are determined using the Root Mean Squared Error (RMSE) and Mean Absolute Error (MAE). Obtained results are compared. The final results indicated that ADALINE outperforms the past approach using GRNN

    Spatial and temporal variations of trace element distribution in soils and street dust of an industrial town in NW Spain: 15years of study

    Extensive spatial and temporal surveys, over 15 years, have been conducted in soil in urban parks and street dusts in one of the most polluted cities in western Europe, Avilés (NW Spain). The first survey was carried out in 1996, and since then monitoring has been undertaken every five years. Whilst the sampling site is a relatively small town, industrial activities (mainly the steel industry and Zn and Al metallurgy) and other less significant urban sources, such as traffic, strongly affect the load of heavy metals in the urban aerosol. Elemental tracers have been used to characterise the influence of these sources on the composition of soil and dust. Although PM10 has decreased over these years as a result of environmental measures undertaken in the city, some of the “industrial” elements still remain in concentrations of concern for example, up to 4.6% and 0.5% of Zn in dust and soil, respectively. Spatial trends in metals such as Zn and Cd clearly reflect sources from the processing industries. The concentrations of these elements across Europe have reduced over time, however the most recent results from Avilés revealed an upward trend in concentration for Zn, Cd, Hg and As. A risk assessment of the soil highlighted As as an element of concern since its cancer risk in adults was more than double the value above which regulatory agencies deem it to be unacceptable. If children were considered to be the receptors, then the risk nearly doubles from this element
