    Tracing policy movements: methods for studying learning and policy circulation

    Policy flows are not quantifiable and calculating processes but part of the uneven movement of ideas and experiences that involves power and personalities. Processes of learning and policy circulation have thus proven difficult to study especially as the exchanges taking place between actors and localities rarely lead directly to uptake. This paper outlines a conceptual and methodological framework for conducting policy mobilities research by attending to the plethora of ordinary practices – be it through engagements with fellow practitioners, their toolbox of material solutions, or a particular moment of discovery – that form the assemblages of learning. The paper then unveils a set of procedures for unravelling the assemblage, first by “following the people” and their understandings of mobile policy; second, by “following the materials” to experiment with a Latourian approach to materiality; and finally, by “following the meetings”, that is, the conferences, workshops and seminars where the people and materials mingle. The proposed methodology is sensitive to the ephemeral, ethereal and experiential assemblages that carve and sustain the pathways for the movement of knowledge. This interpretation of the methods for studying mobile knowledge is a critical predecessor to any empirical analysis of policy mobilities

This thesis will examine the possibilities for cities to use the 2010 World Cup to hasten city development. The first chapter will detail the 2010 World Cup plan and the local stakeholders as well as the lessons learned from previous World Cups. The next chapter will examine the obstacles South Africa faces as it prepares for the 2010 World Cup and characteristics that make this host country different from previous World Cup hosts. Chapter three will describe the development strategy and explain how World Cup infrastructure can change the city. The next chapter will illustrate the World Cup conflict resulting from these development decisions. The final chapter will explain the reasons why local organizers are wasting this opportunity, instead exacerbating inequality and fragmentation, and conclude with suggestions for future World Cup planners.Planning and preparations for the 2010 South Africa FIFA World Cup are well underway and there is little doubt that South Africa will impress sports fans and spectators with the modern stadiums and tourist facilities. The 2010 World Cup is an opportunity to hasten social, cultural, environmental, economic, and physical growth. South African cities should use 2010 to improve the public realm and create new economic opportunities for South Africans.Megaevents like the 2010 World Cup can generate economic investment and build an international image, but South Africa can also use World Cup funding to invest in the public realm. South Africa is economically, socially, and spatially fragmented. As South Africa struggles with issues of racism, inequality, crime, and poverty, development for 2010 offers an opportunity to unify the fragmented community through design. Development projects and urban investments for the 2010 World Cup can transform the city and stimulate new development patterns. Host cities can use new stadiums, transportation infrastructure, and tourist facilities as part of city improvement plans. Design, project sitting, and city policies can alleviate or exacerbate urban fragmentation by enticing infill development or wastelands. Considering the enormous public expenditures, it is imperative for cities to include substantial city improvements in the planning repertoire.Unfortunately, World Cup planners are not maximizing this opportunity. Planning for the WC tends to focus on economic development and image enhancement, instead of the possibilities for city improvements. Ideal city development often conflicts with international hosting requirements and deadlines.     Influence of the ambient solar wind flow on the propagation behavior of interplanetary CMEs

    We study three CME/ICME events (2008 June 1-6, 2009 February 13-18, 2010 April 3-5) tracked from Sun to 1 AU in remote-sensing observations of STEREO Heliospheric Imagers and in situ plasma and magnetic field measurements. We focus on the ICME propagation in IP space that is governed by two forces, the propelling Lorentz force and the drag force. We address the question at which heliospheric distance range the drag becomes dominant and the CME gets adjusted to the solar wind flow. To this aim we analyze speed differences between ICMEs and the ambient solar wind flow as function of distance. The evolution of the ambient solar wind flow is derived from ENLIL 3D MHD model runs using different solar wind models, namely Wang-Sheeley-Arge (WSA) and MHD-Around-A-Sphere (MAS). Comparing the measured CME kinematics with the solar wind models we find that the CME speed gets adjusted to the solar wind speed at very different heliospheric distances in the three events under study: from below 30 Rs, to beyond 1 AU, depending on the CME and ambient solar wind characteristics. ENLIL can be used to derive important information about the overall structure of the background solar wind, providing more reliable results during times of low solar activity than during times of high solar activity. The results from this study enable us to get a better insight into the forces acting on CMEs over the IP space distance range, which is an important prerequisite in order to predict their 1 AU transit times.Comment: accepted for publication in Ap

    Conservation Policies, Mammal Corridors, and Landscape Dynamics within a Costa Rican Biological Corridor

    The Payments for Environmental Services (PES) goals, in place in 1997, focus on preservation of biodiversity, scenic beauty, watershed protection, and carbon sequestration, whereas the National Biological Corridor Program (NBCP) focuses on sustainable development to increase connectivity within biological corridors. New legislative actions in 2006 and 2014 have placed spatial bounds on PES funding based on the NBCP official corridors. Due to these conservation policy changes and differing goals, it is important to critically analyze the spatial needs of each policy goal across a heterogeneous biodiversity landscape and a variety of ownerships regimes. In this research I analyzed the efficiency of targeted PES and the NBCP by classifying ASTER 15-meter resolution imagery using object-based classification methods, and compared land cover changes over an initial four-year period of corridor policy enactment. I examined the changes in overall mammal connectivity, and the role of PES properties within the study corridor by mapping connectivity through Circuitscape and least-cost path modeling. Lastly, I used Marxan to model potential reserve networks that aim to meet the specified policy goals of these two conservation programs. Results indicate a decline in forest over the study time period, along with an increase in urban and pasture land covers. Results from connectivity analyses show PES properties hold a wide variety of species and guild richness, with higher richness in forest protection than reforestation. I established that active PES properties after NBCP played a larger role in connectivity compared to PES properties before. Overall connectivity within the study region has decreased since program enactment. Results from Marxan models indicate that goals within these two programs have differing spatial requirements, especially regarding watershed protection. PES policies targeted within biological corridors must act on present and future drivers of change to accomplish connectivity goals throughout Mesoamerica my results indicate the importance of PES for mammal communities, and the necessity for increased targeting of payments to existing forested corridors, to provide connectivity between protected areas. Multi-goal programs must determine which goals are most important and can strategically select goals with the highest overlap to accomplish the highest returns

    Influence of eye movement on lens dose and optic nerve target coverage during craniospinal irradiation

    PURPOSE: Optic nerves are part of the craniospinal irradiation (CSI) target volume. Modern radiotherapy techniques achieve highly conformal target doses while avoiding organs-at-risk such as the lens. The magnitude of eye movement and its influence on CSI target- and avoidance volumes are unclear. We aimed to evaluate the movement-range of lenses and optic nerves and its influence on dose distribution of several planning techniques. METHODS: Ten volunteers underwent MRI scans in various gaze directions (neutral, left, right, cranial, caudal). Lenses, orbital optic nerves, optic discs and CSI target volumes were delineated. 36-Gy cranial irradiation plans were constructed on synthetic CT images in neutral gaze, with Volumetric Modulated Arc Therapy, pencil-beam scanning proton therapy, and 3D-conventional photons. Movement-amplitudes of lenses and optic discs were analyzed, and influence of gaze direction on lens and orbital optic nerve dose distribution. RESULTS: Mean eye structures’ shift from neutral position was greatest in caudal gaze; −5.8±1.2 mm (±SD) for lenses and 7.0±2.0 mm for optic discs. In 3D-conventional plans, caudal gaze decreased Mean Lens Dose (MLD). In VMAT and proton plans, eye movements mainly increased MLD and diminished D98 orbital optic nerve (D98(OON)) coverage; mean MLD increased up to 5.5 Gy [total ΔMLD range −8.1 to 10.0 Gy], and mean D98(OON) decreased up to 3.3 Gy [total ΔD98(OON) range −13.6 to 1.2 Gy]. VMAT plans optimized for optic disc Internal Target Volume and lens Planning organ-at-Risk Volume resulted in higher MLD over gaze directions. D98(OON) became ≥95% of prescribed dose over 95/100 evaluated gaze directions, while all-gaze bilateral D98(OON) significantly changed in 1 of 10 volunteers. CONCLUSION: With modern CSI techniques, eye movements result in higher lens doses and a mean detriment for orbital optic nerve dose coverage of <10% of prescribed dose

    Exploring Snowfall Variability through the High-Latitude Measurement of Snowfall (HiLaMS) Field Campaign

    The High-Latitude Measurement of Snowfall (HiLaMS) campaign explored variability in snowfall properties and processes at meteorologically distinct field sites located in Haukeliseter, Norway, and Kiruna, Sweden, during the winters of 2016/17 and 2017/18, respectively. Campaign activities were founded upon the sensitivities of a low-cost, core instrumentation suite consisting of Micro Rain Radar, Precipitation Imaging Package, and Multi-Angle Snow Camera. These instruments are highly portable to remote field sites and, considered together, provide a unique and complementary set of snowfall observations including snowflake habit, particle size distributions, fall speeds, surface snowfall accumulations, and vertical profiles of radar moments and snow water content. These snow-specific parameters, used in combination with existing observations from the field sites such as snow gauge accumulations and ambient weather conditions, allow for advanced studies of snowfall processes. HiLaMS observations were used to 1) successfully develop a combined radar and in situ microphysical property retrieval scheme to estimate both surface snowfall accumulation and the vertical profile of snow water content, 2) identify the predominant snowfall regimes at Haukeliseter and Kiruna and characterize associated macrophysical and microphysical properties, snowfall production, and meteorological conditions, and 3) identify biases in the HARMONIE-AROME numerical weather prediction model for forecasts of snowfall accumulations and vertical profiles of snow water content for the distinct snowfall regimes observed at the mountainous Haukeliseter site.     Hundreds of variants clustered in genomic loci and biological pathways affect human height

    Most common human traits and diseases have a polygenic pattern of inheritance: DNA sequence variants at many genetic loci influence the phenotype. Genome-wide association (GWA) studies have identified more than 600 variants associated with human traits, but these typically explain small fractions of phenotypic variation, raising questions about the use of further studies. Here, using 183,727 individuals, we show that hundreds of genetic variants, in at least 180 loci, influence adult height, a highly heritable and classic polygenic trait. The large number of loci reveals patterns with important implications for genetic studies of common human diseases and traits. First, the 180 loci are not random, but instead are enriched for genes that are connected in biological pathways (P = 0.016) and that underlie skeletal growth defects (P < 0.001). Second, the likely causal gene is often located near the most strongly associated variant: in 13 of 21 loci containing a known skeletal growth gene, that gene was closest to the associated variant. Third, at least 19 loci have multiple independently associated variants, suggesting that allelic heterogeneity is a frequent feature of polygenic traits, that comprehensive explorations of already-discovered loci should discover additional variants and that an appreciable fraction of associated loci may have been identified. Fourth, associated variants are enriched for likely functional effects on genes, being over-represented among variants that alter amino-acid structure of proteins and expression levels of nearby genes. Our data explain approximately 10% of the phenotypic variation in height, and we estimate that unidentified common variants of similar effect sizes would increase this figure to approximately 16% of phenotypic variation (approximately 20% of heritable variation). Although additional approaches are needed to dissect the genetic architecture of polygenic human traits fully, our findings indicate that GWA studies can identify large numbers of loci that implicate biologically relevant genes and pathways.

    Antimicrobial resistance among migrants in Europe: a systematic review and meta-analysis

    BACKGROUND: Rates of antimicrobial resistance (AMR) are rising globally and there is concern that increased migration is contributing to the burden of antibiotic resistance in Europe. However, the effect of migration on the burden of AMR in Europe has not yet been comprehensively examined. Therefore, we did a systematic review and meta-analysis to identify and synthesise data for AMR carriage or infection in migrants to Europe to examine differences in patterns of AMR across migrant groups and in different settings. METHODS: For this systematic review and meta-analysis, we searched MEDLINE, Embase, PubMed, and Scopus with no language restrictions from Jan 1, 2000, to Jan 18, 2017, for primary data from observational studies reporting antibacterial resistance in common bacterial pathogens among migrants to 21 European Union-15 and European Economic Area countries. To be eligible for inclusion, studies had to report data on carriage or infection with laboratory-confirmed antibiotic-resistant organisms in migrant populations. We extracted data from eligible studies and assessed quality using piloted, standardised forms. We did not examine drug resistance in tuberculosis and excluded articles solely reporting on this parameter. We also excluded articles in which migrant status was determined by ethnicity, country of birth of participants' parents, or was not defined, and articles in which data were not disaggregated by migrant status. Outcomes were carriage of or infection with antibiotic-resistant organisms. We used random-effects models to calculate the pooled prevalence of each outcome. The study protocol is registered with PROSPERO, number CRD42016043681. FINDINGS: We identified 2274 articles, of which 23 observational studies reporting on antibiotic resistance in 2319 migrants were included. The pooled prevalence of any AMR carriage or AMR infection in migrants was 25·4% (95% CI 19·1-31·8; I2 =98%), including meticillin-resistant Staphylococcus aureus (7·8%, 4·8-10·7; I2 =92%) and antibiotic-resistant Gram-negative bacteria (27·2%, 17·6-36·8; I2 =94%). The pooled prevalence of any AMR carriage or infection was higher in refugees and asylum seekers (33·0%, 18·3-47·6; I2 =98%) than in other migrant groups (6·6%, 1·8-11·3; I2 =92%). The pooled prevalence of antibiotic-resistant organisms was slightly higher in high-migrant community settings (33·1%, 11·1-55·1; I2 =96%) than in migrants in hospitals (24·3%, 16·1-32·6; I2 =98%). We did not find evidence of high rates of transmission of AMR from migrant to host populations. INTERPRETATION: Migrants are exposed to conditions favouring the emergence of drug resistance during transit and in host countries in Europe. Increased antibiotic resistance among refugees and asylum seekers and in high-migrant community settings (such as refugee camps and detention facilities) highlights the need for improved living conditions, access to health care, and initiatives to facilitate detection of and appropriate high-quality treatment for antibiotic-resistant infections during transit and in host countries. Protocols for the prevention and control of infection and for antibiotic surveillance need to be integrated in all aspects of health care, which should be accessible for all migrant groups, and should target determinants of AMR before, during, and after migration.
