    Impact of Emerging Interaction Techniques on Energy Use in the UK Social Housing

    End use energy efficiency and fuel poverty is one of the major issues in the UK social housing sector. It is estimated that about 10% of English households live in fuel poverty. During 2015 UK greenhouse gas emission final figures show that the net CO2 emission was reduced by 4.1% between 2014 and 2015. This shows that the UK is on course to attain its second carbon budget with annual 2013–2015 emissions that are each below the estimated level for the period. However, the housing sector lags with a 4% increase in emissions over the same period. More work needs to be done in this sector. Householders can adopt more efficient energy use approaches and make better lifestyle choices to save money and have a safer environment. This research addresses government priorities to reduce energy demand, meet CO2 reduction targets, and reduce domestic reliance on fossil fuels, offering protection from price risks and fuel poverty as well as providing more affordable and comfortable domestic environments. The proposed research paper deals with novel interaction methods on energy use in social housing and how the aforesaid issues can be reflected on. A detailed background study on existing interaction methods and ongoing development of a serious game trialled in 19 households has been carried out. It has been noted that displaying real-time utility use and indoor environmental conditions to householders increased awareness and impacted how energy is being consumed. Furthermore, the proposed paper will investigate end use energy profile pattern changes due to novel interaction methods

    The challenge of embedding an ecosystems approach:patterns of knowledge utilisation in public policy appraisal

    The ‘ecosystem services approach’ (ESA) to policy making has refocused attention on how knowledge is embedded in policy. Appraisal has long been identified as an important venue for embedding, but suffers from well-known difficulties. This paper examines the extent to which an ESA appears in UK policy appraisal documents, and how far implementing an ESA via appraisal may encounter the same difficulties. A clear understanding of this is vital for interrogating claims that improving knowledge necessarily leads to more sustainable ecosystem management. The paper reports on the content of seventy-five national-level policy appraisals undertaken in the United Kingdom between 2008 and 2012. Only some elements of an ESA appear, with even the environment ministry failing to systematically pick up the concept, which is indeed subject to many of the familiar barriers to embedding environmental knowledge in appraisals. Policy initiatives attempting to institutionalise ecosystem values need to be conversant with these barriers

    Making it real of sustaining a fantasy? Personal budgets for older people

    The restructuring of English social care services in the last three decades, as services are provided through a shifting collage of state, for-profit and non-profit organisations, exemplifies many of the themes of governance (Bevir, 2013). As well as institutional changes, there have been a new set of elite narratives about citizen behaviours and contributions, undergirded by modernist social science insights into the wellbeing benefits of ‘self-management’ (Mol, 2008). In this article, we particularly focus on the ways in which a narrative of personalisation has been deployed in older people’s social care services. Personalisation is based on an espoused aspiration of empowerment and autonomy through universal implementation to all users of social care (encapsulated in the Making it Real campaign [Think Local, Act Personal (TLAP), no date)], which leaves unproblematised the ever increasing residualisation of older adult social care and the abjection of the frail (Higgs and Gilleard, 2015). In this narrative of universal personalisation, older people are paradoxically positioned as ‘the unexceptional exception’; ‘unexceptional’ in the sense that, as the majority user group, they are rhetorically included in this promised transformation of adult social care; but ‘the exception’ in the sense that frail older adults are persistently placed beyond its reach. It is this paradoxical positioning of older adult social care users as the unexceptional exception and its ideological function that we seek to explain in this article

    Briefing: Infrastructure business models, valuation and innovation for local delivery

    The UK’s Engineering and Physical Sciences Research Council and the Economic and Social Research Council have launched a £3·5 million, 4-year research programme to develop innovative business models for delivering infrastructure. Richard Dawson, Claire Walsh, Phil Purnell and Chris Rogers introduce infrastructure business models, valuation and innovation for local delivery (iBUILD). A growing population, extreme weather, decarbonisation, a proliferation of new technologies and their integration with ageing, existing systems are just some of the pressures on modern infrastructure. Unfortunately, the rate of investment in infrastructure has not kept up with the pace of change, and this is further complicated by fragmented, often reactive, regulation and governance arrangements. The UK Treasury Select Committee noted that existing infrastructure business models provide poor value (HM Treasury, 2011), but few alternatives are available; a point picked up by Infrastructure UK (Infrastructure UK, 2011) who called for research centres to be founded to address this. The iBUILD Centre will address this through development of a suite of alternative infrastructure business models, ranging from reforms to existing approaches to radical new models, each enabling more effective delivery of local infrastructures

    Ambiguity in practice? Carers' roles in personalised social care in England

    Carers play an ambiguous role within the personalisation paradigm currently shaping adult social care practice in England. Although carers have rights to assessments and support in their own right, these rights sit uneasily alongside the practices of assessment, support planning and personal budget (PB) allocation for older and disabled people. This paper reports how 14 dyads of older and learning disabled people with cognitive and/or communication impairments and their carers viewed the roles - desired and actual - played by carers in PBs. Interviews with carers and with older and disabled people were conducted during 2012 as part of a wider study into carers' roles in assessment, support planning and managing PBs. The interviews complemented a survey of reported practice in two English regions - interviews with adult social care services senior managers and focus groups with front-line care managers. Talking Mats(c) were used to support interviews with some service users. Interviews were transcribed and data analysed using the Framework approach. The interviews indicated that carers played important roles in service users' assessments and support planning, but were less likely to report receiving assessments or support of their own. While carers had the potential to benefit from PBs and support arrangements for service users, this did not reflect practice that aimed to enhance choice and control for carers. The paper draws on Twigg's typology of service conceptualisations of family carers and concludes that, despite the important social rights won by carers in England, current practice continues to regard carers primarily as a resource or a co-worker, rather than a co-client

    Knowledge generation about care-giving in the UK: a critical review of research paradigms

    While discourse about care and caring is well developed in the UK, the nature of knowledge generation about care and the research paradigms that underpin it have been subjected to limited critical reflection and analysis. An overarching synthesis of evidence – intended to promote debate and facilitate new understandings – identifies two largely separate bodies of carer-related research. The first body of work – referred to as Gathering and Evaluating – provides evidence of the extent of caregiving, who provides care to whom and with what impact; it also focuses on evaluating policy and service efficacy. This type of research tends to dominate public perception about caring, influences the type and extent of policy and support for carers and attracts funding from policy and health-related sources. However, it also tends to be conceptually and theoretically narrow, has limited engagement with carers’ perspectives and adopts an atomistic purview on the care-giving landscape. The second body of work – Conceptualising and Theorising – explores the conceptual and experiential nature of care and aims to extend thinking and theory about caring. It is concerned with promoting understanding of care as an integral part of human relationships, embedded in the life course, and a product of interdependence and reciprocity. This work conceptualises care as both an activity and a disposition and foregrounds the development of an ‘ethic of care’, thereby providing a perspective within which to recognise both the challenges care-giving may present and the significance of care as a normative activity. It tends to be funded from social science sources and, while strong in capturing carers’ experiences, has limited policy and service-related purchase. Much could be gained for citizens, carers and families, and the generation of knowledge advanced, if the two bodies of research were integrated to a greater degree

    Patterns of sugar-sweetened beverage consumption amongst young people aged 13–15 years during the school day in Scotland

This is an open access article under the CC BY-NC-ND license (http://creativecommons.org/licenses/by-nc-nd/4.0/).Background There is currently little research regarding sugar-sweetened beverage (SSB) consumption patterns of young people though adolescents are thought to be frequent consumers of these drinks. There is no research regarding the other foods and drinks consumed alongside SSBs by young people. The aim of this paper is to explore the patterns of SSB purchase and consumption amongst young people aged 13–15 years. Methods A purchasing recall questionnaire (PRQ) was administered online in seven case study schools with 535 young people aged 13–15 years. Nutrient composition (kilocalories, fat, saturated fat, sodium and sugar) was also calculated for food/drink purchases. Chi-Square and Wilcoxon-Mann Whitney tests were conducted to examine patterns of SSB consumption and sugar/kilocalories consumption for SSB consumers and non-consumers. Results SSB consumers were significantly more likely to consume a drink at mid-morning break. Fewer consumed food at mid-morning break, ate food before school or ate food at lunchtime, but this was not statistically significant. A higher percentage of SSB consumers consumed ‘unhealthy’ food and drinks in comparison to young people who did not consume a SSB. Both median lunchtime sugar consumption (40.7 g vs 10.2 g) and median sugar as a percentage of Kcals (39% vs 14%) were significantly higher for SSB purchasers in comparison to non-purchasers. Conclusion The analysis highlights that SSB purchasers consume significantly more sugar at lunchtime than non-purchasers. However, both purchasers and non-purchasers exceeded WHO (2015) recommendations that sugar consumption be halved to form no more than 5% of daily energy intake. This study provides new insights for public health stakeholders and schools. Multifaceted and inventive strategies relevant to young people will be required to WHO recommendations.Peer reviewedFinal Published versio

    Predicting the cost of the consequences of a large nuclear accident in the UK

    Nuclear accidents have the potential to lead to significant off-site effects that require actions to minimise the radiological impacts on people. Such countermeasures may include sheltering, evacuation, restrictions on the sale of locally-grown food, and long-term relocation of the population amongst others. Countries with nuclear facilities draw up emergency preparedness plans, and put in place such provisions as distributing instructions and iodine prophylaxis to the local population. Their plans are applied in simulated exercises on a regular basis. The costs associated with emergency preparedness and the safety provisions to reduce the likelihood of an accident, and/or mitigate the consequences, are justified on the basis of the health risks and accident costs averted. There is, of course, only limited actual experience to indicate the likely costs so that much of the costing of accidents is based on calculations. This paper reviews the methodologies used, in particular the approach that has been developed in the UK, to appraise the costs of a hypothetical nuclear accident. Results of analysing a hypothetical nuclear accident at a fictitious reactor site within the United Kingdom are discussed in relation to the accidents at Three Mile Island 2, Chernobyl and Fukushima Dai-ichi

    Employers and schools: how Mansfield is building a world of work approach

    There is a keen interest in encouraging employers to engage with schools so that young people can learn more about careers, understand the skills that employers are interested in, broaden their aspirations and be motivated to succeed. Employer engagement in schools in England however is increasingly fragmented because of a loss of brokering infrastructure. This article describes a partnership approach developed in Mansfield where a consortium of local schools has worked with their business community and public sector organisations. Together they have listened to what young people say they both want and need to know about careers and then responded by providing a strategic careers learning programme. The particular contribution of the Mansfield Learning Partnership which is wholly funded by the town’s secondary schools is detailed in the article alongside elaboration of the Mansfield Framework for Career Learning which provides a work experience programme and several imaginative opportunities for young people to engage in meaningful encounters with employers

    UK local councils reporting of biodiversity values: a stakeholder perspective

    Purpose This study explores the use of narratives in biodiversity reports as a mechanism to raise the awareness of biodiversity’s importance. By classifying biodiversity narratives into 14 categories of biodiversity values this paper investigates whether the explanations for biodiversity conservation used by UK local councils are line with shallow, intermediate or deep philosophies. Design/methodology/approach This study used content analysis to examine the disclosures on biodiversity’s importance in the biodiversity action plans published by UK local councils. The narratives were first identified and then allocated into 14 categories of biodiversity value. Then, they were ascribed to either shallow (resource conservation, human welfare ecology and preservationism), intermediate (environmental stewardship and moral extensionism) or deep philosophies. Findings UK local councils explained biodiversity’s importance mainly in terms of its instrumental value, in line with shallow philosophies such as human welfare ecology and resource conservation. UK local councils sought to raise awareness of biodiversity’ importance by highlighting values that are important for the stakeholders that are able to contribute towards biodiversity conservation such as landowners, residents, visitors, business and industries. We also found that local councils’ biodiversity strategies were strongly influenced by 2010, the International Year of Biodiversity. Originality/value This paper is one of the few accounting studies that engages with the literature on environmental ethics to investigate biodiversity. In line with stakeholder theory, it indicates that explanations on biodiversity’s importance based on anthropocentric philosophies are considered more effective in informing those stakeholders whose behaviour needs to be changed to improve biodiversity conservation
