Assessing costs and benefits of measures to achieve good environmental status in European regional seas: challenges, opportunities, and lessons learnt
The EU Marine Strategy Framework Directive (MSFD) requires Member States to assess the costs and benefits of Programmes of Measures (PoMs) put in place to ensure that European marine waters achieve Good Environmental Status by 2020. An interdisciplinary approach is needed to carry out such an assessment whereby economic analysis is used to evaluate the outputs from ecological analysis that determines the expected effects of such management measures. This paper applies and tests an existing six-step approach to assess costs and benefits of management measures with potential to support the overall goal of the MSFD and discusses a range of ecological and economic analytical tools applicable to this task. Environmental cost-benefit analyses are considered for selected PoMs in three European case studies: Baltic Sea (Finland), East Coast Marine Plan area (UK), and the Bay of Biscay (Spain). These contrasting case studies are used to investigate the application of environmental cost-benefit analysis (CBA) including the challenges, opportunities and lessons learnt from using this approach. This paper demonstrates that there are opportunities in applying the six-step environmental CBA framework presented to assess the impact of PoMs. However, given demonstrated limitations of knowledge and data availability, application of other economic techniques should also be considered (although not applied here) to complement the more formal environmental CBA approach

Effectiveness of UK optometric enhanced eye care services: a realist review of the literature
PURPOSE: UK demographic and legislative changes combined with increasing burdens on National Health Service manpower and budgets have led to extended roles for community optometrists providing locally-commissioned enhanced optometric services (EOS). This realist review's objectives were to develop programme theories that implicitly or explicitly explain quality outcomes for eye care provided by optometrists via EOS and to test these theories by investigating the effectiveness of services for cataract, glaucoma, and primary eye care.
METHODS: The review protocol was published on PROSPERO, and RAMESES publication standards were followed. Programme theories were formulated via scoping literature searches and expert consultation. The searching process involved all relevant electronic databases and grey literature, without restrictions on study design. Data synthesis focussed on questioning the integrity of each theory by considering supportive and refuting evidence from the source literature.
RESULTS: Good evidence exists for cataract, glaucoma and primary eye care EOS that: with appropriate training, accredited optometrists manage patients commensurate with usual care standards; genuine partnerships can exist between community and hospital providers for cataract and glaucoma EOS; patient satisfaction with all three types of service is high; cost-effectiveness of services is unproven for cataract and primary eye care, while glaucoma EOS cost-effectiveness depends on service type; contextual factors may influence service success.
CONCLUSIONS: The EOS reviewed are clinically effective and provide patient satisfaction but limited data is available on cost-effectiveness
New apparatus for DTA at 2000 bar: thermodynamic studies on Au, Ag, Al and HTSC oxides
A new DTA (Differential Thermal Analysis) device was designed and installed
in a Hot Isostatic Pressure (HIP) furnace in order to perform high-pressure
thermodynamic investigations up to 2 kbar and 1200C. Thermal analysis can be
carried out in inert or oxidising atmosphere up to p(O2) = 400 bar. The
calibration of the DTA apparatus under pressure was successfully performed
using the melting temperature (Tm) of pure metals (Au, Ag and Al) as standard
calibration references. The thermal properties of these metals have been
studied under pressure. The values of DV (volume variation between liquid and
solid at Tm), ROsm (density of the solid at Tm) and ALPHAm (linear thermal
expansion coefficient at Tm) have been extracted. A very good agreement was
found with the existing literature and new data were added. This HP-DTA
apparatus is very useful for studying the thermodynamics of those systems where
one or more volatile elements are present, such as high TC superconducting
oxides. DTA measurements have been performed on Bi,Pb(2223) tapes up to 2 kbar
under reduced oxygen partial pressure (p(O2) = 0.07 bar). The reaction leading
to the formation of the 2223 phase was found to occur at higher temperatures
when applying pressure: the reaction DTA peak shifted by 49C at 2 kbar compared
to the reaction at 1 bar. This temperature shift is due to the higher stability
of the Pb-rich precursor phases under pressure, as the high isostatic pressure

Supporting both learning and research in a UK post-1992 university library: a case study
Nationally, there has been debate on the role of research within higher education and increased interest in the teaching/research nexus. A team of Academic Liaison Librarians at Anglia Polytechnic University was awarded funding to investigate the extent to which learning resources overlap with research resources, whether researcher/teachers encourage their students to use the resources they use themselves and how far electronic resources have affected the relationship between learning and research materials. Semistructured interviews were carried out with 21 academics who are both teachers and researchers. They proved to be committed to using research in their teaching. Students were encouraged to engage with research through the recommendation of resources, seminar discussion, and researchers’ own work for reading and illustrating methodologies. Respondents claimed to be making significant use of the APU library website, online databases and journals. The majority of them were also recommending the same resources to their students. Convenience, speed and variety of information sources were quoted as some of the advantages of the new e-environment. A loss of a relationship with librarians and with the physical library was cited as an example of negative effects of the electronic resource environment
Characteristics of large Martian dust devils using Mars Odyssey Thermal Emission Imaging System visual and infrared images
A search for Martian dust devils has been carried out, using Mars Odyssey Thermal Emission Imaging System (THEMIS) visible-wavelength images. Simultaneous THEMIS thermal infrared wavelength images were then processed and analyzed to investigate the thermal properties of the dust devils observed; 3079 images were checked, concentrating on northern spring, summer, and autumn (LS from 0° to 270°, 20°S to 50°N). Mars Express High Resolution Stereo Camera, Mars Global Surveyor Mars Orbiter Camera, and other THEMIS visible images were used for comparison to potentially rule out any ambiguous geological features. Eight clear examples of dust devils have been found in five separate images, with a comparable number of unconfirmed possible devils. The rarity of dust devils observed is believed to result from a combination of the difficulty in identifying dust devils in medium resolution THEMIS data and the fact that the Mars Odyssey orbit flyover local time is later in the afternoon than would be optimum for dust devil searching. The temporal distribution of dust devil activity appears to be weighted more toward later afternoon, compared to Earth, but this may be a sampling effect due to size variation with time of sol, greater coverage later in the sol, or the small-number statistics. The thermal infrared images indicate that the lofted dust in the column is cooler than the surrounding surface and must be equilibrating with the atmosphere in the dust devil. This energy transfer is estimated to be about 10% of the heat flux energy that is available to drive the systems. The ground shadowed by the dust column also appears colder than the surroundings, because of reduced solar illumination. From the visible-wavelength images, the shadows of the dust columns were used to estimate the column opacity, which in turn gave estimates of the dust loadings, which ranged from 1.9 × 10?5 to 1.5 × 10?4 kg m?3, similar to lander-based observations. No thermal or visible trails are associated with the dust devils, indicating that the surface equilibrates quickly after the devil has passed and that track counting as a dust devil survey technique must underestimate dust devil populations and consequently dust loading calculations, confirming previous work
Knowledge is Power: A Theory of Information, Income and Welfare Spending
No voters cast their votes based on perfect information, but richer voters are on average best informed. We develop a model where the voting mistakes resulting from low political knowledge reduce the weight of poor voters, and cause parties to choose political platforms that are better aligned with the preferences of rich voters. In US election survey data, income is more important in affecting voting behaviour for more informed voters than for less informed voters. Further, when there is a strong correlation between income and political information, Congress representatives vote more conservatively, which is also in line with our theory
Building bridges between natural and social science disciplines: a standardized methodology to combine data on ecosystem quality trends
Despite a growing interest in interdisciplinary research, systematic ways of how to integrate data from different disciplines are still scarce. We argue that successful resource management relies on two key data sources: natural
science data, which represents ecosystem structure and processes, and social science data, which describes people’s perceptions and understanding. Both are vital, mutually complementing information sources that can underpin
the development of feasible and effective policies and management interventions. To harvest the added value of combined knowledge, a uniform scaling system is needed. In this paper, we propose a standardized methodology to connect and explore different types of quantitative data from the
natural and social sciences reflecting temporal trends in ecosystem quality. We demonstrate this methodology with different types of data such as fisheries stocks and mangrove cover on the one hand and community’s perceptions on the other. The example data are collected from three United Nations Educational Scientific and Cultural Organization (UNESCO) Biosphere reserves and one marine park in Southeast Asia. To easily identify patterns of convergence or divergence among the datasets, we propose heat maps using colour codes and icons for language- and education-independent understandability. Finally, we discuss the limitations as well as potential implications for resource management and the accompanying communication strategies. Is there a gender difference in noninvasive coronary imaging? Multislice computed tomography for noninvasive detection of coronary stenoses
<p>Abstract</p> <p>Background</p> <p>Multislice computed tomography (MSCT) coronary angiography is the foremost alternative to invasive coronary angiography.</p> <p>Methods</p> <p>We sought to compare the diagnostic accuracy of MSCT in female and male patients with suspected coronary disease. Altogether 50 women and 95 men underwent MSCT with 0.5 mm detector collimation. Coronary artery stenoses of at least 50% on conventional coronary angiography were considered significant.</p> <p>Results</p> <p>The coronary vessel diameters of all four main coronary artery branches were significantly larger in men than in women. The diagnostic accuracy of MSCT in identifying patients with coronary artery disease was significantly lower for women (72%) compared with men (89%, <it>p </it>< 0.05). Also sensitivity (70% vs. 95%), positive predictive value (64% vs. 93%), and the rate of nondiagnostic examinations (14% vs. 4%, all: <it>p </it>< 0.05) were significantly worse for women. The effective radiation dose of MSCT coronary angiography was significantly higher in the examination of women (13.7 ± 1.2 mSv) than of men (11.7 ± 0.9 mSv, <it>p </it>< 0.001), mainly as a result of the fact that the radiosensitive female breast (contributing 24.5% of the dose in women) is in the x-ray path.</p> <p>Conclusion</p> <p>Noninvasive coronary angiography with MSCT might be less accurate and sensitive for women than men. Also, women are exposed to a significantly higher effective radiation dose than men.</p
