Violência, escola e território: intervenção educativa em contextos urbanos complexos
Na presente comunicação apresentamos parte dos resultados de um estudo de caso desenvolvido pelos
autores no âmbito do Observatório de Segurança Escolar (OSE). A investigação a que nos propusemos resulta do
desenvolvimento e aprofundamento de estudos que a equipa do OSE tem vindo a realizar nos últimos 6 anos
(Sebastião, Campos, Alves e Merlini: 2010; Sebastião, Campos e Merlini: 2011) e justifica-se pela necessidade de
análises contextualizadas da problemática de violência na escola, no sentido de contribuir para futuras estratégias e
mecanismos de intervenção e prevenção sobre esta forma de violência.
Tendo como ponto de partida os dados estatísticos nacionais sobre os incidentes de violência nas escolas1,
procurámos compreender como os traços identificados a nível nacional se traduzem e são reconfigurados
territorialmente. Em particular, saber porque é que escolas situadas em territórios com condições sociais idênticas
apresentam níveis de violência e abordagens de regulação diferenciadas. Partindo de uma abordagem meso analítica
do fenómeno de violência na escola, que engloba as perspetivas organizacional (Burns e Flam: 2000; Mouzelis: 2000;
Torres e Palhares: 2010; Lima: 2001) e ecológica (Fuchs: 2008; Machado: 2008; Carvalho, 2010; Leal: 2010), o
estudo privilegiou uma estratégia metodológica intensiva e desenvolveu-se em três territórios do Concelho de
Sintra.
Nesta apresentação o foco analítico incide sobre as estratégias e mecanismos acionados pelas escolas nos processos
de regulação (prevenção e intervenção) das ocorrências de violência na escola, considerando a diversidade de
condições contextuais e organizacionais. Ou seja, analisamos o modo como as escolas respondem aos incidentes e
procuram pacificar os seus quotidianos e as condições em que o fazem. Tendo em conta as possibilidades de ação
encontradas, identificámos um conjunto de fatores significativos nos processos de regulação da violência, entre os
quais destacamos: as lideranças e práticas organizacionais; as orientações para a intervenção e a importância da
priorização da violência e os instrumentos para intervir, como a constituição de gabinetes de mediação de conflitos.
Face às condições para agir, verificámos que as escolas demonstram ter margem para adequar, planear e
implementar estratégias de resposta, adotando modalidades de resolução da conflitualidade/violência, diversificadas,
independentemente desta ter origem, ou não, em condições externas à escola.Abstract: In this communication we present partial findings from a case study developed by the authors within the
School Safety Observatory (OSE). This research followed previous studies developed in the last 6 years (Sebastião,
Campos, Alves e Merlini: 2010; Sebastião, Campos e Merlini: 2011) and was justified by the need to analyze school
violence in context, and to develop school intervention and prevention strategies and mechanisms. Using national
statistics about violence in schools as the starting point, we tried to understand how the national level tendencies
were territorially replicated and reconfigured, particularly why schools located in areas with similar social structure
presented quite different levels of violence and regulation strategies.Using an analytical meso approach for violence at school problem, with strong organizational (Burns e Flam: 2000;
Mouzelis: 2000; Torres e Palhares: 2010; Lima: 2001) and ecological (Fuchs: 2008; Machado: 2008; Carvalho, 2010;
Leal: 2010) perspectives, the study adopted an intensive methodological strategy to analyze three Sintra borough
territories’. In this text we've discussed school strategies and mechanisms, particularly their regulatory processes
(prevention and intervention), taking into account, the diversity of organizational and contextual conditions and its
capacity and conditions to respond and pacify their environments.
Taking into account the possibilities for action found, a number of significant factors in the violence regulation
processes were identified, among which we highlight: leadership and organizational practices, intervention guidelines
and the importance of violence prioritization, the instruments for intervene, or the establishment of conflicts
mediation cabinets. Given the conditions to act, we found that schools have margin to adjust, plan and implement
diversified response strategies, adopting conflict resolution methods, independently if come from outside school, or
not
Processos de regulação da violência escolar: das políticas às práticas
Esta comunicação tem como objetivo analisar como as políticas respeitantes à segurança escolar são
reinterpretadas e reorientadas em resultado das estratégias e filosofias de intervenção das direções das
escolas e outros agentes educativos. Tendo como premissa que o contexto social não determina
linearmente a violência escolar, o estudo centrou-se na análise das relações entre o contexto social
local e organizacional das escolas, procurando identificar os factores relevantes para o processo de
regulação da violência. Foram selecionados três clusters de escolas na Área Metropolitana de Lisboa,
tendo em conta contrastes intra e inter clusters assim como a sua posição relativa face aos níveis de
violência registadas a nível nacional.
Foi identificada uma diversidade significativa de respostas à violência, concretizadas na mobilização
de diferentes recursos pelos responsáveis das escolas com o duplo objetivo de atingir as metas
políticas definidas e os seus próprios interesses estratégicos. Esta apropriação e reorientação das
políticas realiza-se através da estruturação de redes locais de poder, hierarquizando competências e
responsabilidades, e no processo, redefinindo os objetivos do processo de prevenção e intervenção. A
ocultação das situações de violência, o recrutamento preferencial de estudantes de classe média ou
com sucesso educativo elevado, ou ainda as sanções desproporcionais para alunos agressores ou
indisciplinados, foram algumas das estratégias identificadas. Isto mostra que os atores têm diferentes
possibilidades e capacidades de ação num sistema complexo de regras sociais que, dentro de certos
limites, lhes permite reinterpretar e reconstruir regras e, em última instância, contribuir para a
alteração do próprio sistema (Mouzelis, 2000;; Burns e Flam, 2000;; Lipsky, 1980).Abstract
The main goal of this communication is to analyze how school safety policies are reinterpreted and
redirected by school boards and other educational agents. Assuming that violence isn't linearly
determined by social context, this study focus is on the relation between local, social and
organizational context of schools to identify relevant factors in the regulation process of violence. The
selection of three school' clusters on Lisbon Metropolitan Area has taken into account contrasts within
and between clusters, as well as their relative position due to the levels of violence recorded
nationally. We have identified a significant diversity of violence responses, materialized in different
resource mobilization from school boards, with a dual purpose: to achieve the policy goals and to set
their' own strategic interests.
This policy appropriation and reorientation is carried out by structuring local networks of power,
ranking powers, responsibilities and, in the process, redefining the goals of prevention and
intervention process. Some of the strategies identified were: cloaking violence situations, preferential
recruitment of students from middle-class or with higher educational success, unsuitable penalties to
offenders or unruly students.
This shows that actors have different capabilities and possibilities of action in a complex system of
social rules, which, within certain limits, allows them to reinterpret and reconstruct rules and,
ultimately, contribute to changing the system itself (Mouzelis, 2000;; Burns and Flam, 2000, Lipsky,
1980)

Jovens que transgridem: comunidades pessoais especializadas e circunscritas
No presente artigo apresentam-se os resultados de uma análise exploratória de
egorredes de jovens transgressores em três escolas da Área Metropolitana de
Lisboa. O recurso à análise de redes sociais permitiu chegar a conclusões
inéditas no estudo dos comportamentos de violência na escola. As tipologias
encontradas constituem um primeiro passo e uma oportunidade para o
desenvolvimento de pesquisas posteriores. A identificação dos indivíduos
centrais a nível individual e grupal aponta para a importância deste tipo de
análises pela possibilidade de contribuir para uma intervenção e um
acompanhamento dos jovens transgressores substantivamente mais informada
e focalizada.In this article we present the results of ego-networks exploratory analysis of
young offenders from three schools in the Lisbon Metropolitan Area. The use
of social network analysis allowed reaching unpublished conclusions in the
study of school violent behaviors. The typologies found are the first step and
an opportunity for the development of further research. Tracking central
persons at an individual and group level points to the importance of this type
of analysis, with the possibility of contributing to an intervention and followup
of young offenders substantially more informed and focused

Avaliação da intervenção socioeducativa sobre a violência na escola
A investigação desenvolvida no âmbito do projeto Estratégias de Intervenção
socioeducativa em contextos sociais complexos enquadra-se na avaliação das
políticas sociais e educativas, em particular no que diz respeito à segurança escolar em
contextos marcados pela diversidade e complexidade social e cultural. O processo de
avaliação centrou-se na análise das estratégias de intervenção socioeducativa relativas
ao problema da violência na escola, desenvolvidas em três escolas de um concelho da
Área Metropolitana de Lisboa.
Partindo do pressuposto que a violência na escola é um fenómeno multideterminado e
multifacetado, a pesquisa centrou-se numa abordagem que enquadra as esferas de
intervenção/ação das instituições formais e dos agentes sociais enquanto mecanismos
que estruturam e regulam as concepções e práticas de violência na escola.
A recolha e sistematização de informação centrou-se, por um lado, nas estratégias de
intervenção que têm vindo a ser desenvolvidas localmente pelas escolas, e, por outro,
nas perspetivas dos diferentes intervenientes, considerando-se os alunos, osprofessores, as direções escolares e representantes das entidades e instituições locais.
Metodologicamente, privilegiou-se o cruzamento de métodos de carácter extensivo e
intensivo, combinando técnicas como a Observação Direta, a realização de Entrevistas,
de Grupos Focais, de Questionários, e ainda, a Análise de Redes e a Análise
Documental. Numa fase posterior, os diversos intervenientes participaram na
discussão e análise dos resultados previamente recolhidos, e na validação conjunta de
uma metodologia de intervenção que define um conjunto de estratégias gerais de
combate às situações de violência na escola e nos territórios educativos. Esta
metodologia é o principal produto do projeto e resulta de um processo de avaliação
dinâmico e participado. A contribuição que se apresenta no VI Encontro do CIED
ocupa-se dos procedimentos de avaliação desenvolvidos no âmbito deste projeto.Abstract:
The research developed through the project Estratégias de Intervenção socioeducativa
em contextos sociais complexos concerns the assessment of social and educational
policies, particularly in what regards safety in school contexts marked by social and
cultural complexity and diversity. The assessment focused on the analysis of the social
and educational intervention strategies of three schools of the Lisbon Metropolitan
Area on the problem of school violence.
Assuming that school violence is a multidetermined and multifaceted phenomenon the
research engaged an approach that includes the intervention/action of formal
institutions and of social agents as mechanisms that structure and regulate
conceptions and practices of school violence.
The gathering and systematization of information was centered on the intervention
strategies developed locally by the schools, on one hand, and the perspectives of the
different stakeholders, on the other hand, considering students, teachers, school
directors and representatives from the local organizations and institutions.
The methodology intersected extensive and intensive methods, combining techniques
such as Observation, Interviews, Focus Groups, Questionnaires, Social Network
Analysis and Document Analysis. At the final stage, the various actors were involved on
the discussion and analysis of the results, as well as the validation of an intervention
strategy to deal with school violence. This strategy was the main result of the projectand resulted from a dynamic assessment and participative procedures. The
presentation at the VI CIED Conference focused on the procedures and key outputs of
this research project
Educational policies, territories and actors strategies
The purpose of this paper is to analyse how educational policies about
school violence are reinterpreted and implemented at school level and if this
process contributes to a more pluralistic and democratic school. A research carried
out in 3 clusters of schools showed that the diversity of understandings and
strategies to face school violence, higher within the territories than between them,
was associated to the school board's agendas and the legitimacy of the different
actors to interpret and act within the national policies framework. There was a high
consistency between violence management strategies and the ways schools faced
social and cultural diversity. Those who favour more inclusive strategies to deal
with violence tend to provide higher educational opportunities in schools,
inversely, those who favour repressive strategies are more likely to support
educational and social selective strategies, with less educational offer; less
participation of teachers, students and parents in violence regulation
Do domínio simbólico ao domínio das dinâmicas: Redes de Parceria Local da Alta de Lisboa (Programa K'CIDADE)
A presente dissertação inscreve-se na análise das dinâmicas de Redes de Parceria Locais
accionadas estrategicamente num contexto de desenvolvimento social. Mais
concretamente, incidirá numa reflexão baseada num estudo de caso: a estratégia de
dinamização das redes de parceria locais na Alta de Lisboa, um dos locais escolhidos
para a implementação do projecto-piloto de desenvolvimento comunitário urbano
K’CIDADE, uma iniciativa da Fundação Aga Khan em Portugal. O objectivo é analisar a
forma como as dinâmicas locais e os diferentes actores interagem na materialização dos
projectos de parceria.The present essay is enrolled in the analysis of the Local Partnership Networks dynamics
strategically set in motion on a context of social development. More concretely, it will
fall upon a reflexion of a case study: the strategy of conducting local partnership
networks in Alta de Lisboa, one of the places chosen for the implementation of the pilotproject
of urban communitarian development K’CIDADE, an initiative of the Aga Khan

Antimicrobial resistance among migrants in Europe: a systematic review and meta-analysis
BACKGROUND: Rates of antimicrobial resistance (AMR) are rising globally and there is concern that increased migration is contributing to the burden of antibiotic resistance in Europe. However, the effect of migration on the burden of AMR in Europe has not yet been comprehensively examined. Therefore, we did a systematic review and meta-analysis to identify and synthesise data for AMR carriage or infection in migrants to Europe to examine differences in patterns of AMR across migrant groups and in different settings. METHODS: For this systematic review and meta-analysis, we searched MEDLINE, Embase, PubMed, and Scopus with no language restrictions from Jan 1, 2000, to Jan 18, 2017, for primary data from observational studies reporting antibacterial resistance in common bacterial pathogens among migrants to 21 European Union-15 and European Economic Area countries. To be eligible for inclusion, studies had to report data on carriage or infection with laboratory-confirmed antibiotic-resistant organisms in migrant populations. We extracted data from eligible studies and assessed quality using piloted, standardised forms. We did not examine drug resistance in tuberculosis and excluded articles solely reporting on this parameter. We also excluded articles in which migrant status was determined by ethnicity, country of birth of participants' parents, or was not defined, and articles in which data were not disaggregated by migrant status. Outcomes were carriage of or infection with antibiotic-resistant organisms. We used random-effects models to calculate the pooled prevalence of each outcome. The study protocol is registered with PROSPERO, number CRD42016043681. FINDINGS: We identified 2274 articles, of which 23 observational studies reporting on antibiotic resistance in 2319 migrants were included. The pooled prevalence of any AMR carriage or AMR infection in migrants was 25·4% (95% CI 19·1-31·8; I2 =98%), including meticillin-resistant Staphylococcus aureus (7·8%, 4·8-10·7; I2 =92%) and antibiotic-resistant Gram-negative bacteria (27·2%, 17·6-36·8; I2 =94%). The pooled prevalence of any AMR carriage or infection was higher in refugees and asylum seekers (33·0%, 18·3-47·6; I2 =98%) than in other migrant groups (6·6%, 1·8-11·3; I2 =92%). The pooled prevalence of antibiotic-resistant organisms was slightly higher in high-migrant community settings (33·1%, 11·1-55·1; I2 =96%) than in migrants in hospitals (24·3%, 16·1-32·6; I2 =98%). We did not find evidence of high rates of transmission of AMR from migrant to host populations. INTERPRETATION: Migrants are exposed to conditions favouring the emergence of drug resistance during transit and in host countries in Europe. Increased antibiotic resistance among refugees and asylum seekers and in high-migrant community settings (such as refugee camps and detention facilities) highlights the need for improved living conditions, access to health care, and initiatives to facilitate detection of and appropriate high-quality treatment for antibiotic-resistant infections during transit and in host countries. Protocols for the prevention and control of infection and for antibiotic surveillance need to be integrated in all aspects of health care, which should be accessible for all migrant groups, and should target determinants of AMR before, during, and after migration.
