"Women's rights, the European Court and Supranational Constitutionalism"

This analysis examines supranational constitutionalism in the European Union. In particular, the study focuses on the role of the European Court of Justice in the creation of women’s rights. I examine the interaction between the Court and member state governments in legal integration, and also the integral role that women’s advocates – both individual activists and groups – have played in the development of EU social provisions. The findings suggest that this litigation dynamic can have the effect of fueling the integration process by creating new rights that may empower social actors and EU organizations, with the ultimate effect of diminishing member state government control over the scope and direction of EU law. This study focuses specifically on gender equality law, yet provides a general framework for examining the case law in subsequent legal domains, with the purpose of providing a more nuanced understanding of supranational governance and constitutionalism

The 16th Data Release of the Sloan Digital Sky Surveys: First Release from the APOGEE-2 Southern Survey and Full Release of eBOSS Spectra

This paper documents the 16th data release (DR16) from the Sloan Digital Sky Surveys (SDSS), the fourth and penultimate from the fourth phase (SDSS-IV). This is the first release of data from the Southern Hemisphere survey of the Apache Point Observatory Galactic Evolution Experiment 2 (APOGEE-2); new data from APOGEE-2 North are also included. DR16 is also notable as the final data release for the main cosmological program of the Extended Baryon Oscillation Spectroscopic Survey (eBOSS), and all raw and reduced spectra from that project are released here. DR16 also includes all the data from the Time Domain Spectroscopic Survey and new data from the SPectroscopic IDentification of ERosita Survey programs, both of which were co-observed on eBOSS plates. DR16 has no new data from the Mapping Nearby Galaxies at Apache Point Observatory (MaNGA) survey (or the MaNGA Stellar Library "MaStar"). We also preview future SDSS-V operations (due to start in 2020), and summarize plans for the final SDSS-IV data release (DR17)

The Seventeenth Data Release of the Sloan Digital Sky Surveys: Complete Release of MaNGA, MaStar and APOGEE-2 Data

This paper documents the seventeenth data release (DR17) from the Sloan Digital Sky Surveys; the fifth and final release from the fourth phase (SDSS-IV). DR17 contains the complete release of the Mapping Nearby Galaxies at Apache Point Observatory (MaNGA) survey, which reached its goal of surveying over 10,000 nearby galaxies. The complete release of the MaNGA Stellar Library (MaStar) accompanies this data, providing observations of almost 30,000 stars through the MaNGA instrument during bright time. DR17 also contains the complete release of the Apache Point Observatory Galactic Evolution Experiment 2 (APOGEE-2) survey which publicly releases infra-red spectra of over 650,000 stars. The main sample from the Extended Baryon Oscillation Spectroscopic Survey (eBOSS), as well as the sub-survey Time Domain Spectroscopic Survey (TDSS) data were fully released in DR16. New single-fiber optical spectroscopy released in DR17 is from the SPectroscipic IDentification of ERosita Survey (SPIDERS) sub-survey and the eBOSS-RM program. Along with the primary data sets, DR17 includes 25 new or updated Value Added Catalogs (VACs). This paper concludes the release of SDSS-IV survey data. SDSS continues into its fifth phase with observations already underway for the Milky Way Mapper (MWM), Local Volume Mapper (LVM) and Black Hole Mapper (BHM) surveys

"From strike to Eurostrike: The Europeanization of social movements and the development of a Euro-Polity"

A court decision is currently pending on the complaint lodged by the European Works Council (EWC) against Renault's failure to follow EWC directives (Reuters March 27, 1997). In Brussels, the courts have taken the necessary first steps to bring Renault before the European Court of Justice. And in a resolution adopted during their March plenary session, the European Parliament pronounced Renault's actions unacceptable (by a vote of 358-36). Still, Renault remains defiant, claiming that financial need justifies their actions. In the words of a Renault spokesperson, "the economic reality is what it is and cannot be compromised by decisions bearing on procedural issues" (Reuters April 3, 1997). The Renault affair may represent a new reality for social movements in Europe as they respond to the processes of integration. As Renault suggests, social movements may become transnational in their sources, processes, and outcomes

"The Europeanization of Movements? First Results from a Time-Series Analysis of European Collective Action, 1985-1993"

[From the introduction]. The town of Shoreham is a sleepy ferry port on the south coast of England. But in January 1995, it was the catalyst for a nationwide campaign against the export of live calves to the continent, where they are slaughtered after gruesome journeys and weeks in wooden crates. After an earlier campaign in the early 1990s, the practice of "in-crate feeding" that continental chefs say produces the most tender veal was banned in Britain. But a market is a market, and the response of British cattle breeders was to ship live calves to the continent, where cattle operations and governments are less fastidious than in Britain. In 1994, a campaign of pressure from British animal rights groups aimed to stop the trade and, as a result, most British ferry companies gave up the practice. But Shoreham and other smaller ports continued to ship live calves to the continent, and a few air shipping companies found the trade lucrative enough to justify chartering aircraft to do the same. That was the background of what happened in Shoreham and of the events that followed, which we shall use in the first section of this paper to illustrate what we will call "the Europeanization of social movements." The remainder of the paper will be devoted, first, to outlining some of the dimensions and problems of European collective action; second, to explaining how we propose to examine it through event analysis and, third, to presenting preliminary data that quantitatively indicate its dimensions over the past decade
