    What should be held steady in a steady-state economy? Interpreting Daly's definition at the national level

    Within this article, I investigate a number of the conceptual issues that arise when attempting to translate Herman Daly's definition of a steady-state economy (SSE) into a set of national biophysical indicators. Although Daly's definition gives a high-level view of what would be held steady in an SSE, it also leaves many questions unanswered. How should stocks and flows be aggregated? What is the role of international trade? How should nonrenewable resources be treated? And where does natural capital fit in? To help answer these questions, I relate Daly's definition to key concepts and terminology from material and energy flow accounting. I explore topics such as aggregation, international trade, the relevance of throughput, and hidden flows. I conclude that a set of biophysical accounts for an SSE should include three types of indicators (stocks, flows, and scale), track how stocks and flows are changing over a 5- to 10-year period, use aggregated data that measure the quantity of resource use (rather than its quality), measure both total and nonrenewable resource use, adopt a consumption-based approach, include hidden flows, and exclude indicators that measure characteristics of the stock of natural capital (with the notable exception of indicators that measure the regenerative and assimilative capacities of ecosystems)

    Doing the 'dirty work of the green economy: Resource recovery and migrant labour in the EU

    Europe has set out its plans to foster a ‘green economy’, focused around recycling, by 2020. This pan-European recycling economy, it is argued, will have the triple virtues of: first, stopping wastes being ‘dumped’ on poor countries; second, reusing them and thus decoupling economic prosperity from demands on global resources; and third, creating a wave of employment in recycling industries. European resource recovery is represented in academic and practitioner literatures as ‘clean and green’. Underpinned by a technical and physical materialism, it highlights the clean-up of Europe’s waste management and the high-tech character of resource recovery. Analysis shows this representation to mask the cultural and physical associations between recycling work and waste work, and thus to obscure that resource recovery is mostly ‘dirty’ work. Through an empirical analysis of three sectors of resource recovery (‘dry recyclables’, textiles and ships) in Northern member states, we show that resource recovery is a new form of dirty work, located in secondary labour markets and reliant on itinerant and migrant labour, often from accession states. We show therefore that, when wastes stay put within the EU, labour moves to process them. At the micro scale of localities and workplaces, the reluctance of local labour to work in this new sector is shown to connect with embodied knowledge of old manufacturing industries and a sense of spatial injustice. Alongside that, the positioning of migrant workers is shown to rely on stereotypical assumptions that create a hierarchy, connecting reputational qualities of labour with the stigmas of different dirty jobs – a hierarchy upon which those workers at the apex can play

    Energy-saving potential of large housing stocks of listed buildings, case study: l'Eixample of Valencia

    [EN] A significant part of the European residential building stock is architectural heritage and is protected by law in different grades. Although these dwellings seldom fulfil the current eco-efficiency requirements, listed buildings are exempt from energy regulations requirements. This paper reviews the constructional characteristics common to 588 multi-storey listed buildings (circa 6000 dwellings) located in l'Eixample district in Valencia (Spain). The poor thermal performance of these buildings proven by this study reveal a significant potential for saving energy and reducing CO2 emissions, particularly when considering the current requirements fixed by the current Spanish building code. Retrofitting measures intended to improve the thermal behaviour of these buildings, while being respectful to their listed nature, are proposed and assessed in terms of energy demand, air pollution and economy.Perez-Garcia, A.; Guardiola, AP.; Gómez-Martínez, F.; Guardiola Villora, AP.     Mobility justice in low carbon energy transitions

    Mobility systems raise multiple questions of justice. Work on mobility justice and policy often treats different elements of the debate separately, for example focussing on environmental justice or accessibility. This is problematic as it can privilege policy solutions without a full view of the winners and losers and the values implicit in that. Using analysis of current policy, we investigate how mobility justice can reconcile its different components, and find two major consequences. First, is doubt about the justice of the existing policy approach which tries to tackle transport pollution primarily through a shift to low emission vehicles. This approach privileges those with access to private vehicles and further privileges certain sets of activities. Second is a need to reassess which basic normative ideas should be applied in mobility justice. Work on mobility justice has tended to appeal to conceptions of justice concerned with access to resources including resources enabling mobility. These conceptions say little about how resources should be used. We show that avoiding stark inequalities means collectively thinking about how resources are used, about how we value activities involving mobility, and about what sorts of goods and services we create

    The carbon impact of short-haul tourism: A case study of UK travel to Southern France using life cycle analysis

    Tourism holds a significant share in the global carbon footprint. Transportation to the destination is recognized as the primary contributor, although its contribution can be less dominant in the context of short-haul travel. Previous studies do not provide a critical comparative analysis of how changes in travel behaviour, notably modal shift, affect the total carbon impacts from short-haul holidays; nor do they explore the relative contribution of the specific elements of the holiday product or account for global variations when measuring those contributions. This paper presents a carbon impact assessment case study of short-haul tourism to Southern France by British tourists. It applies an advanced, Life Cycle Assessment-based, method of evaluation, the hybrid DEFRA-LCA (Ecoinvent) approach, which is capable of appraising both the direct and the embodied 'indirect' greenhouse gas emissions. The principal finding supports the traditional view that transportation generates the largest carbon footprint and that the most significant carbon savings can be achieved by switching from air and car-based travel to train and coach. However, the study also indicates that if tourists stay at the destination longer, and travel to the destination by train or coach, the destination-based elements of the holiday can make a large carbon contribution and even outweigh the share of the transit element. The Life Cycle Assessment also shows that the 'indirect' greenhouse gas emissions from tourism in Southern France are significant, thus emphasizing the importance of their incorporation into future carbon impact appraisals. © 2013 Elsevier Ltd.     Land quality and the city: Monitoring urban growth and land take in 76 Southern European metropolitan areas

    Urban expansion determines socioeconomic and environmental changes with unpredictable impacts on peri-urban land, especially in ecologically fragile areas. The present study assesses the impact of dense and, respectively, discontinuous urban expansion on high-quality land consumption in 76 metropolitan regions of Southern Europe. Land quality indicators and land-use maps were considered together with the aim to analyze urban growth and land take processes in Portugal, Spain, Southern France, Italy and Greece. Differences in the rate of selective land take (high- vs. low-quality soils) were observed at the metropolitan scale depending on the size of urban regions, the average level of land quality and the percentage of built-up areas and cropland in the total landscape. Discontinuous residential settlements were more frequently developed on high-quality soils in respect to both dense and mixed residential settlements and service settlements. Urbanization - especially discontinuous urban expansion - consumed high-quality land mainly in Spain and Greece. The approach presented in this paper may inform joint policies for urban containment and the preservation of high-quality soils in peri-urban area
