    Investment-induced displacement in central India. A study in extractive capitalism

    India’s abundant natural resources are a key feature of its new found status as ‘emerging market’ that attracts foreign investments. As India’s output of these metals and their ores increases, investments pour into India to secure deals over mineral deposits and manufacturing plants. Apart from direct funding for new projects, the new investments pay for a large increase in deployment of security forces, multi-layered ‘briberization’, and ‘protection money’ funding Maoist outfits, in yet another unending war which is fundamentally a resource war around mineral and metal production – primarily steel and aluminum as well as coal and water. In this paper, we examine the mining operations in Central India where Vedanta Resources, a corporation that has become symbolic of neoliberal capitalism in India today, elicits huge new foreign investments to exploit India’s resources under the logic of emerging markets. If a quarter of postcolonial India’s Scheduled Tribe population was displaced by ‘development’ projects, this time it is foreign investments that are causing large scale displacement of indigenous populations

    Greenhouse gas emissions from a Western Australian finfish supply chain

    Greenhouse gas (GHG) emissions in the form of carbon dioxide equivalent (CO2 - eq) from two Western Australian finfish supply chains, from harvest to retail outlet, were measured using streamlined life cycle assessment methodology. The identification of interventions to potentially reduce the GHG emissions was determined from the results obtained. Electricity consumption contributed to the highest GHG emissions within the supply chains measured, followed by refrigeration gas leakage and disposal of unused fish portions. Potential cleaner production strategies (CPS) to reduce these impacts included installing solar panels, recycling the waste, good housekeeping in refrigeration equipment maintenance, and input substitution of refrigeration gas. The results show a combination of these strategies have the potential to reduce up to 35% of the total GHG emissions from fillet harvest, processing and retail

    Lessons from the removal of lead from gasoline for controlling other environmental pollutants: A case study from New Zealand

    <p>Abstract</p> <p>Background</p> <p>It took over two decades to achieve the removal of leaded gasoline in this country. This was despite international evidence and original research conducted in New Zealand on the harm to child cognitive function and behaviour from lead exposure.</p> <p>Objective</p> <p>To identify lessons from the New Zealand experience of removing leaded gasoline that are potentially relevant to the control of other environmental pollutants.</p> <p>Discussion</p> <p>From the available documentation, we suggest a number of reasons for the slow policy response to the leaded gasoline hazard. These include: (1) industry power in the form of successful lobbying by the lead additive supplier, Associated Octel; (2) the absence of the precautionary principle as part of risk management policy; and (3) weak policymaking machinery that included: (a) the poor use of health research evidence (from both NZ and internationally), as well as limited use of expertise in academic and non-governmental organisations; (b) lack of personnel competent in addressing technically complex issues; and (c) diffusion of responsibility among government agencies.</p> <p>Conclusion</p> <p>There is a need for a stronger precautionary approach by policymakers when considering environmental pollutants. Politicians, officials and health workers need to strengthen policymaking processes and effectively counter the industry tactics used to delay regulatory responses.</p

    Review and analysis of fire and explosion accidents in maritime transportation

    The globally expanding shipping industry has several hazards such as collision, capsizing, foundering, grounding, stranding, fire, and explosion. Accidents are often caused by more than one contributing factor through complex interaction. It is crucial to identify root causes and their interactions to prevent and understand such accidents. This study presents a detailed review and analysis of fire and explosion accidents that occurred in the maritimetransportation industry during 1990–2015. The underlying causes of fire and explosion accidents are identified and analysed. This study also reviewed potential preventative measures to prevent such accidents. Additionally, this study compares properties of alternative fuels and analyses their effectiveness in mitigating fire and explosionhazards. It is observed that Cryogenic Natural Gas (CrNG), Liquefied Natural Gas (LNG) and methanol have properties more suitable than traditional fuels in mitigating fire risk and appropriate management of their hazards could make them a safer option to traditional fuels. However, for commercial use at this stage, there exist several uncertainties due to inadequate studies, and technological immaturity. This study provides an insight into fire and explosion accident causation and prevention, including the prospect of using alternative fuels for mitigating fire and explosion risks in maritime transportation

    Ancillary human health benefits of improved air quality resulting from climate change mitigation

    <p>Abstract</p> <p>Background</p> <p>Greenhouse gas (GHG) mitigation policies can provide ancillary benefits in terms of short-term improvements in air quality and associated health benefits. Several studies have analyzed the ancillary impacts of GHG policies for a variety of locations, pollutants, and policies. In this paper we review the existing evidence on ancillary health benefits relating to air pollution from various GHG strategies and provide a framework for such analysis.</p> <p>Methods</p> <p>We evaluate techniques used in different stages of such research for estimation of: (1) changes in air pollutant concentrations; (2) avoided adverse health endpoints; and (3) economic valuation of health consequences. The limitations and merits of various methods are examined. Finally, we conclude with recommendations for ancillary benefits analysis and related research gaps in the relevant disciplines.</p> <p>Results</p> <p>We found that to date most assessments have focused their analysis more heavily on one aspect of the framework (e.g., economic analysis). While a wide range of methods was applied to various policies and regions, results from multiple studies provide strong evidence that the short-term public health and economic benefits of ancillary benefits related to GHG mitigation strategies are substantial. Further, results of these analyses are likely to be underestimates because there are a number of important unquantified health and economic endpoints.</p> <p>Conclusion</p> <p>Remaining challenges include integrating the understanding of the relative toxicity of particulate matter by components or sources, developing better estimates of public health and environmental impacts on selected sub-populations, and devising new methods for evaluating heretofore unquantified and non-monetized benefits.</p

    Will drivers for home energy efficiency harm occupant health?

    The UK government has committed to an 80% reduction in carbon emissions by 2050, with housing accounting for 27% of total current emissions. There are several drivers both to reduce emissions from homes and to reduce fuel poverty, promoting a range of building and behavioural measures in homes. The health benefits of warmer homes in winter have been described, but there has been less consideration of the potential negative impacts of some of these measures. We examine the changes in UK homes, and the possible consequences for health. The main concerns for health surround the potential for poor indoor air quality if ventilation is insufficient and the possible risks of overheating in heatwave conditions. This paper notes a limited evidence base and the need for further research on the health effects of energy-efficient homes, particularly with regard to ventilation

    Sustainable manufacturing tactics and cross-functional factory modelling

    Manufacturers are under increasing pressure from stakeholders and stricter regulations to reduce the environmental impact of their activities. The research on sustainability in general and on sustainable manufacturing in particular is rapidly developing and crossing disciplinary boundaries. There are numerous well-developed concepts for industrial sustainability which can contribute to sustainable manufacturing, but there is a gap in knowledge on how to achieve the desired conceptual aims at operational level. There also is a growing volume of industrial cases on sustainable manufacturing practices, but little is known on how these improvements were conceived. Additionally, the means by which improvement options can be reproduced and modelled is lacking. This paper presents a tactics library to provide a connection between those generic sustainability concepts and more specific examples of operational practices for resource efficiency in factories. Then a factory modelling approach is introduced to support the use of tactics by combining the analysis of building energy and manufacturing process resource flows. Finally a step-by-step guide in the form of a workflow for factory modelling and resource flow analysis is presented and tested via a prototype tool. The aim was to provide guidelines for manufacturers to undertake the sustainability journey by guiding them through the steps of factory modelling, resource flow analysis and improvement opportunities identification. The paper has implications for researchers and practitioners as it demonstrates how factories can sustainably be improved in a structured, systematic and cross-functional way. This contributes to the need for expanding the scope of analysis beyond functional boundaries to apply sustainability at factory level.http://dx.doi.org/10.1016/j.jclepro.2012.11.00
