Published by SAGE Publishing.In this paper, we assess the findings of the UK energy market investigation by the Competition and Markets Authority, conducted during June 2014–June 2016.We argue that the results of the investigation have been advantageous for the large energy companies and they risk failing to bring any significant and positive change to the energy industry.We highlight three major aspects of the Competition and Markets Authorities assessment. First, the panel examined retail and wholesale segments of the energy industry in isolation, which can be misleading in the assessment of vertical integration. It also considered new entries to the sector as a sign of competitive strength when many were due to favourable government policies in the form of exemptions from various obligations. Second, its conclusion that a position of unilateral market power by the large energy companies arises from weak customer engagement (i.e. low switching rates) shifts the focus and responsibility for the problems of the energy markets away from the conduct of the companies onto customers. Finally, the investigation placed an overemphasis on competition without due reference to its consequences for consumers’ welfare.Peer reviewe

    State, community and the negotiated construction of energy markets: Community energy policy in England

    This article provides fresh insight on the political construction of markets through empirical analysis of community energy in the UK. It considers the diverse actors, understandings, processes and technologies enrolled in market creation, stabilisation and correction, while emphasising how negotiation, mediation and translation are pervasive throughout. Our starting point is an exploration of the role of the state in managing processes of socially embedding and disembedding markets, and how tensions between ideological commitments to deregulation and the social necessity of intervention are addressed by governing at a distance, in this example through the conveniently malleable notion of ‘community’. We draw attention in particular to the variegated manifestations of these processes and the plurality of actors and logics operating within the ‘black box’ of the state, as well as within and between markets and civil society. We reveal how negotiation between competing logics – the impulse to marketise and its diverse others – can be observed across different forms of organisation and action. We argue that such deliberations can be seen as fractal patterns throughout contemporary socioeconomic arrangements, emphasising how the Polanyian concept of the ‘double movement’ can be deepened through analysis of the heterogeneous associations and logics at work in ‘actually existing’ instituted action, understanding political processes as ontologically performative. Empirical material is drawn from across four research projects, each focusing on different aspects of the UK government's Community Energy Strategy, exploring the varying ways marketisation plays out through different governmental programmes

    From laggard to leader: explaining offshore wind developments in the UK

    Offshore wind technology has recently undergone rapid deployment in the UK. And yet, up until recently, the UK was considered a laggard in terms of deploying renewable energy. How can this burst of offshore wind activity be explained? An economic analysis would seek signs for newfound competitiveness for offshore wind in energy markets. A policy analysis would highlight renewable energy policy developments and assess their contribution to economic prospects of offshore wind. However, neither perspective sheds sufficient light on the advocacy of the actors involved in the development and deployment of the technology. Without an account of technology politics it is hard to explain continuing policy support despite rising costs. By analysing the actor networks and narratives underpinning policy support for offshore wind, we explain how a fairly effective protective space was constructed through the enroling of key political and economic interests

    State enrolment and energy-carbon transitions: syndromic experimentation and atomisation in England

    This article analyses how national governments seek to enrol different subjects and objects in energy-carbon restructuring. It takes analysis beyond consideration of particular subjectivities and governmentalities to consider an expanded range of objects and subjects of governing at a distance. Developing an analytical model of ‘modes of enrolment’ focusing on power modalities, forms of policy integration and policy targets, the article explores five broad modes of enrolment employed in England. The article shows how policy across all modes of enrolment in England has increasingly tended towards disordered, syndromic experimentation and government by-project rather than any systematic programme of government

    Energy monitoring as a practice: Investigating use of the iMeasure online energy feedback tool

    Energy feedback is a prominent feature of policy initiatives aimed at reducing domestic energy consumption. However little research has been conducted on the phenomenon of energy monitoring itself, with most studies looking at whether, and how, feedback impacts on energy conservation. This paper aims to address that gap from a practice theory perspective. In particular we: set out the difference between energy feedback and energy monitoring; define the practice of energy monitoring; and investigate the rationale and qualitative experiences of those performing energy monitoring. An online energy feedback tool (‘iMeasure’) was the basis of the case study. A netnographic analysis of online discussion about the tool informed complementary in-depth interviews with ten current/former iMeasure users. We found energy monitoring to be a distinct practice that focuses on measuring and identifying energy use trends and requires specific know-how to perform. However, its connections to other household practices were weak and, for those who did perform monitoring, there was no guarantee that this practice would reorganise other practices to induce household energy saving. In fact, monitoring often followed decisions to make energy-related changes, rather than prompting them. We conclude that policy expectations need to be reframed in terms of how energy monitoring tools are used

    The UK market for energy service contracts in 2014–2015

    This paper provides an overview of the UK market for energy service contracts in 2014 and highlights the growing role of intermediaries. Using information from secondary literature and interviews, it identifies the businesses offering energy service contracts, the sectors and organisations that are purchasing those contracts, the types of contract that are available, the areas of market growth and the reasons for that growth. The paper finds that the UK market is relatively large, highly diverse, concentrated in particular sectors and types of site and overwhelmingly focused upon established technologies with high rates of return. A major driver is the emergence of procurement frameworks for energy service contracts in the public sector. These act as intermediaries between clients and contractors, thereby lowering transaction costs and facilitating learning. The market is struggling to become established in commercial offices, largely as a result of split incentives, and is unlikely to develop further in this sector without different business models, tenancy arrangements and policy initiatives. Overall, the paper concludes that energy service contracts can play an important role in the transition to a low-carbon economy, especially when supported by intermediaries, but their potential is still limited by high transaction costs

    Energy transitions and uncertainty: creating low carbon investment opportunities in the UK electricity sector

    This paper examines how actors in the UK electricity sector are attempting to deliver investment in low carbon generation. Low carbon technologies, because of their relative immaturity, capital intensity and low operational costs, do not readily fit with existing electricity markets and investment templates which were designed for fossil fuel based energy. We analyse key electricity market and infrastructure policies in the UK and highlight how these are aimed at making low carbon technologies ‘investable’ by reducing uncertainty, managing investment risks and repositioning actors within the electricity socio-technical ‘regime’. We argue that our study can inform contemporary debates on the politics and governance of sustainability transitions by empirically investigating the agency of incumbent regime actors in the face of uncertainty and by offering critical insights on the role of markets and finance in shaping socio-technical change

    Heating with biomass in the United Kingdom: Lessons from New Zealand

    In this study we review the current status of residential solid fuel (RSF) use in the UK and compare it with New Zealand, which has had severe wintertime air quality issues for many years that is directly attributable to domestic wood burning in heating stoves. Results showed that RSF contributed to more than 40 μg m−3 PM10 and 10 μg m−3 BC in some suburban locations of New Zealand in 2006, with significant air quality and climate impacts. Models predict RSF consumption in New Zealand to decrease slightly from 7 PJ to 6 PJ between 1990 and 2030, whereas consumption in the UK increases by a factor of 14. Emissions are highest from heating stoves and fireplaces, and their calculated contribution to radiative forcing in the UK increases by 23% between 2010 and 2030, with black carbon accounting for more than three quarters of the total warming effect. By 2030, the residential sector accounts for 44% of total BC emissions in the UK and far exceeds emissions from the traffic sector. Finally, a unique bottom-up emissions inventory was produced for both countries using the latest national survey and census data for the year 2013/14. Fuel- and technology-specific emissions factors were compared between multiple inventories including GAINS, the IPCC, the EMEP/EEA and the NAEI. In the UK, it was found that wood consumption in stoves was within 30% of the GAINS inventory, but consumption in fireplaces was substantially higher and fossil fuel consumption is more than twice the GAINS estimate. As a result, emissions were generally a factor of 2–3 higher for biomass and 2–6 higher for coal. In New Zealand, coal and lignite consumption in stoves is within 24% of the GAINS inventory estimate, but wood consumption is more than 7 times the GAINS estimate. As a result, emissions were generally a factor of 1–2 higher for coal and several times higher for wood. The results of this study indicate that emissions from residential heating stoves and fireplaces may be underestimated in climate models. Emissions are increasing rapidly in the UK which may result in severe wintertime air quality reductions, as seen in New Zealand, and contribute to climate warming unless controls are implemented such as the Ecodesign emissions limits
