    Is the impact of public investment neutral across the regional income distribution? Evidence from Mexico

    This paper investigates the contribution of public investment to the reduction of regional inequalities, with a specific application to Mexico. We use quantile regressions to examine the impact of public investment on regional disparities according to the position of each region in the conditional distribution of regional income. Results confirm the hypothesis that regional inequalities can indeed be attributed to the regional distribution of public investment, where the observed pattern shows that public investment mainly helped to reduce regional inequalities between the richest regions.regional development, quantile regression, public investment

    Political competition and the allocation of public investment in Mexico

    This paper examines the causality between central government spending in regions and local elections, in an environment of increasing electoral competition and a undefined decentralisation. This study examines Mexican elections during the period 1990-1995 where the main party started loosing part of its influence and there were many claims of use of the budget to favour the central governing party. We employ data on public investment and municipalities ruled by the PRI in each Mexican region. The evidence shows that there is opportunistic behaviour of the central government using public investment to gain local control of pressures for decentralisation.

    Improving the Control of the Cement Making Process by Applying Multivariate Classical Least Squares Calibration

    Multivariate calibration techniques allow the control of chemical processes by estimating sample properties in a non-destructive, fast and consequently cheap way, which would otherwise require destructive, time-consuming or costly testing. This paper deals with the classical least squares (CLS) which is applied for improving the control of the calcium aluminate cement making process. The CLS has been successful since its performance has been verified through the prediction of samples different from those used to calibrate the model. The multivariate treatment of the data provided by two instrumental methods, wavelength dispersive X-ray fluorescence (WDXRF) and reflection colorimetry (RC) allows for rapid and accuratedetermination of the Fe2O3/FeO ratio in CAC. Rapid  determination of the Fe2O3 content provides a better controlof the kiln, producing higher quality calcium aluminatecement. As both WDXRF and RC methods are currently routinely applied in cement factories as continuous controls of the cement making process, no extra equipment is necessary

    In the digital era, social media has become a space for the socialization and interaction of citizens, who are using social networks to express themselves and to discuss scientific advances with citizens from all over the world. Researchers are aware of this reality and are increasingly using social media as a source of data to explore citizens' voices. In this context, the methods followed by researchers are mainly based on the content analysis using manual, automated or combined tools. The aim of this article is to share a protocol for Social Media Analytics that includes a Communicative Content Analysis (CCA). This protocol has been designed for the Horizon 2020 project Allinteract, and it includes the social impact in social media methodology. The novel contribution of this protocol is the detailed elaboration of methods and procedures to capture emerging realities in citizen engagement in science in social media using a Communicative Content Analysis (CCA) based on the contributions of Communicative Methodology (CM).Peer reviewe

    EM counterparts of recoiling black holes: general relativistic simulations of non-Keplerian discs

    We investigate the dynamics of a circumbinary disc that responds to the loss of mass and to the recoil velocity of the black hole produced by the merger of a binary system of supermassive black holes. We perform the first two-dimensional general relativistic hydrodynamics simulations of \textit{extended} non-Keplerian discs and employ a new technique to construct a "shock detector", thus determining the precise location of the shocks produced in the accreting disc by the recoiling black hole. In this way we can study how the properties of the system, such as the spin, mass and recoil velocity of the black hole, affect the mass accretion rate and are imprinted on the electromagnetic emission from these sources. We argue that the estimates of the bremsstrahlung luminosity computed without properly taking into account the radiation transfer yield cooling times that are unrealistically short. At the same time we show, through an approximation based on the relativistic isothermal evolution, that the luminosity produced can reach a peak value above L1043 erg/sL \simeq 10^{43} \ {\rm erg/s} at about 30d\sim 30\,{\rm d} after the merger of a binary with total mass M106MM\simeq 10^6 M_\odot and persist for several days at values which are a factor of a few smaller.     Load assessment and analysis of impacts in multibody systems

    The evaluation of contact forces during an impact requires the use of continuous force-based methods. An accurate prediction of the impact force demands the identification of the contact parameters on a case-by-case basis. In this paper, the preimpact effective kinetic energy (Formula presented.) is put forward as an indicator of the intensity of the impact force along the contact normal direction. This represents a part of the total kinetic energy of the system that is associated with the subspace of constrained motion defined by the impact constraints at the moment of contact onset. Its value depends only on the mechanical parameters and the configuration of the system. We illustrate in this paper that this indicator can be used to characterize the impact force intensity.
