Moral reasoning in adaptation to climate change

Available from the publisher via the DOI in this record.Moral foundations theory argues that moral reasoning is widely observed and fundamental to the legitimacy of relevant governance and policy interventions. A new analytical framework to examine and test how moral reasoning underpins and legitimizes governance and practice on adaptation to climate change risks is proposed. It develops a typology of eight categories of vulnerability-based and system-based moral reasoning that pertain to the dilemmas around adaptation and examines the prevalence of these moral categories in public discourse about specific adaptation issues. The framework is tested using data on climate change impact, adaptation, and societal responsibility, drawn from 14 focus groups comprising 148 participants across the UK. Participants consistently use moral reasoning to explain their views on climate adaptation; these include both vulnerability-based and system-based framings. Narratives of recovery after floods: Mental health, institutions, and intervention.

The final version is available from the publisher via the DOI in this recordThere is increasing evidence that flood events affect the mental health of those experiencing them, with recognition that the period of recovery after the event is particularly important to outcomes. Previous research on flooding has argued that there is a recovery gap that occurs during the long process of recovery at the point when the support provision from public authorities and agencies diminishes, and less well-defined interactions with private actors, such as insurers, begin. This concept highlights the importance of the support and intervention from authorities and other institutions for recovery processes. To date, little research has focused specifically on these relationships and their consequences for people's mental wellbeing through recovery. This study examines the processes of individuals' recovery from flood events, focusing on the role of interaction with agencies in the trajectories of mental health journeys. The analysis applies a narrative approach to in-depth repeated interviews carried out over a fifteen-month period with nine individuals whose homes were inundated by floods in 2013/14 in Somerset, UK. The results suggest strong evidence for institutional support having an important role in how individuals experience their post-flood mental health recovery journeys. The data reveal strategies to maintain psychological and emotional resilience at distinct periods during recovery, and show that both institutional actions and the perceived absence of support in specific circumstances affect the mental health burden of flood events.National Institute for Health Research (NIHR)Economic and Social Research Council (ESRC
The development of integrated conservation strategies based on environmental science and psychology: a case of study of the freshwater pearl mussel
The freshwater pearl mussel (FPM) is an iconic bivalve mollusc whose presence in rivers is assumed to indicate a healthy, bio-diverse ecosystem, capable of providing a range of goods and services. However, excessive sedimentation has been shown consistently to have detrimental effects on FPM, at both the juvenile and adult life stages. As a major source of diffuse river pollution, previous studies have shown erosion rates rising with increasing precipitation, suggesting also increased risk under wetter, future climates. So far, however, most erosion studies have been at the small plot scale and hence it is not possible to make predictions at the catchment scale where risk assessments for FPM are most relevant. Furthermore, little research has focussed on how work to remediate sediment delivery might affect public appreciation of rivers as highly valued landscape features. This research focussed on three typical FPM rivers in the UK: the Ehen catchment in Northern England; the Conwy in North Wales and the Dee in East Scotland and asked 1) How will climate change predictions for the period 2010 – 2039 affect soil erosion at the catchment scale? 2) What factors influence public attitudes towards rivers, the FPM, and mitigation measures to control sediment movement? and 3) Can habitat management for FPMs take into account climate-driven environmental change and social values when constructing conservation goals? In respect of the first aim, the Pan-European Soil Erosion Risk assessment model, PESERA, showed that whilst soil erosion rates increased with rising precipitation, land cover was a more dominant driver of erosion rates over the period studied (2010-2039). Despite being flatter, arable land had higher erosion rates than those from forested portions of each catchment, which were in regions of steeper topography. Secondly, based on a mixture of qualitative focus groups and quantitative surveys, the majority of people had positive attitudes toward rivers, both in a general and local sense. The FPM was not a well-known aquatic species but information about possible human or ecological beneficiaries of mitigation to control sediment delivery into rivers did not affect how acceptable these measures were perceived to be. Factors increasing acceptability of mitigation measures included natural looking scenes that were accessible. In contrast, concerns about impacts on agriculture and food production led to lower levels of acceptability. Finally, this research highlighted crossovers between FPM habitat needs and ideal river scenes from a public perspective and concluded that social values of riverscapes can be included in habitat management plans for the FPM, without compromising conservation goals. A case study exemplifying the methodology used to do this, using the Dee catchment, Scotland and future scenarios from the National Ecosystem Assessment showed that conservation measures in aid of the FPM can accommodate different land management priorities and societal needs. As one of the first studies to assess interactions between evidence from physical sciences, ecology and public perception for an iconic species, this research is expected to have far reaching consequences for public policy, land management practices and river conservation. At a policy level, this includes the ways in which environmental practices can accommodate the social values identified within this research to allow a more holistic approach to ecosystem management; for on the ground practitioners, this research will influence how ecologically important but socially unfamiliar species are managed and how the impacts of land management are assessed both temporally, (to include the impacts of future climate change), spatially, (to take account of catchment wide effects) and socially (to examine social acceptability of different management options)
Three-dimensional digital mapping of ecosystems: a new era in spatial ecology
Ecological processes occur over multiple spatial, temporal and thematic scales in three-dimensional (3D) ecosystems. Characterizing and monitoring change in 3D structure at multiple scales is challenging within the practical constraints of conventional ecological tools. Remote sensing from satellites and crewed aircraft has revolutionized broad-scale spatial ecology, but fine-scale patterns and processes operating at sub-metre resolution have remained understudied over continuous extents. We introduce two high-resolution remote sensing tools for rapid and accurate 3D mapping in ecology—terrestrial laser scanning and structure-from-motion photogrammetry. These technologies are likely to become standard sampling tools for mapping and monitoring 3D ecosystem structure across currently under-sampled scales. We present practical guidance in the use of the tools and address barriers to widespread adoption, including testing the accuracy of structure-from-motion models for ecologists. We aim to highlight a new era in spatial ecology that uses high-resolution remote sensing to interrogate 3D digital ecosystems

The organisation and delivery of health improvement in general practice and primary care: a scoping study
Background
This project examines the organisation and delivery of health improvement activities by and within general practice and the primary health-care team. The project was designed to examine who delivers these interventions, where they are located, what approaches are developed in practices, how individual practices and the primary health-care team organise such public health activities, and how these contribute to health improvement. Our focus was on health promotion and ill-health prevention activities.
Aims
The aim of this scoping exercise was to identify the current extent of knowledge about the health improvement activities in general practice and the wider primary health-care team. The key objectives were to provide an overview of the range and type of health improvement activities, identify gaps in knowledge and areas for further empirical research. Our specific research objectives were to map the range and type of health improvement activity undertaken by general practice staff and the primary health-care team based within general practice; to scope the literature on health improvement in general practice or undertaken by health-care staff based in general practice and identify gaps in the evidence base; to synthesise the literature and identify effective approaches to the delivery and organisation of health improvement interventions in a general practice setting; and to identify the priority areas for research as defined by those working in general practice.
Methods
We undertook a comprehensive search of the literature. We followed a staged selection process involving reviews of titles and abstracts. This resulted in the identification of 1140 papers for data extraction, with 658 of these papers selected for inclusion in the review, of which 347 were included in the evidence synthesis. We also undertook 45 individual and two group interviews with primary health-care staff.
Findings
Many of the research studies reviewed had some details about the type, process or location, or who provided the intervention. Generally, however, little attention is paid in the literature to examining the impact of the organisational context on the way services are delivered or how this affects the effectiveness of health improvement interventions in general practice. We found that the focus of attention is mainly on individual prevention approaches, with practices engaging in both primary and secondary prevention. The range of activities suggests that general practitioners do not take a population approach but focus on individual patients. However, it is clear that many general practitioners see health promotion as an integral part of practice, whether as individual approaches to primary or secondary health improvement or as a practice-based approach to improving the health of their patients. Our key conclusion is that there is currently insufficient good evidence to support many of the health improvement interventions undertaken in general practice and primary care more widely.
Future Research
Future research on health improvement in general practice and by the primary health-care team needs to move beyond clinical research to include delivery systems and be conducted in a primary care setting. More research needs to examine areas where there are chronic disease burdens – cancer, dementia and other disabilities of old age. Reviews should be commissioned that examine the whole prevention pathway for health problems that are managed within primary care drawing together research from general practice, pharmacy, community engagement, etc
Coastal flooding and frontline health care services: challenges for flood risk resilience in the English health care system.
Objectives Our objective was to assess the health care system impacts associated with the December 2013 east coast flooding in Boston, Lincolnshire, in order to gain an insight into the capacity of the health care sector to respond to high-impact weather. Methods Semistructured interviews were held with regional strategic decision makers and local service managers within 1 km of the recorded flood outline to ascertain their experiences, views and reflections concerning the event and its associated health impacts and disruption to health care services. A snowballing sampling technique was used to ensure the study had participants across a broad range of expertise. Interviews were recorded and transcribed verbatim, and data analysis was preformed using NVivo (v10) to apply a thematic coding and develop a framework of ideas. Results The results of this case study provide a vital insight into the health care disruption caused by flooding. All sectors of the health care system suffered disruption, which placed a strain on the whole system and reduced the capacity of the sector to respond to the health consequences of flooding and delivering routine health care. The formal recovery phase in Lincolnshire was stood-down on 4th February 2014. The results of this work indicate limitations in preparedness of the health care system for the reasonable worse-case scenario for an east coast surge event. Conclusions The health care sector appears to have limited capacity to respond to weather-related impacts and is therefore unprepared for the risks associated with a future changing climate. Further work is required to ensure that the health care system continues to review and learn from such events to increase climate resilience. </jats:sec
Glastir Monitoring & Evaluation Programme. Second year annual report
What is the purpose of Glastir Monitoring and Evaluation Programme?
Glastir is the main scheme by which the Welsh Government pays for environmental goods and services whilst the Glastir Monitoring and Evaluation Programme (GMEP) evaluates the scheme’s success. Commissioning of the monitoring programme in parallel with the launch of the Glastir scheme provides fast feedback and means payments can be modified to increase effectiveness. The Glastir scheme is jointly funded by the Welsh Government (through the Rural Development Plan) and the EU. GMEP will also support a wide range of other national and international reporting requirements.
What is the GMEP approach?
GMEP collects evidence for the 6 intended outcomes from the Glastir scheme which are focussed on climate change, water and soil quality, biodiversity, landscape, access and historic environment, woodland creation and management. Activities include; a national rolling monitoring programme of 1km squares; new analysis of long term data from other schemes combining with GMEP data where possible; modelling to estimate future outcomes so that adjustments can be made to maximise impact of payments; surveys to assess wider socio-economic benefits; and development of novel technologies to increase detection and efficiency of future assessments.
How has GMEP progressed in this 2nd year?
90 GMEP squares were surveyed in Year 2 to add to the 60 completed in Year 1 resulting in 50% of the 300 GMEP survey squares now being completed. Squares will be revisited on a 4 year cycle providing evidence of change in response to Glastir and other pressures such as changing economics of the farm business, climate change and air pollution. This first survey cycle collects the baseline against which future changes will be assessed. This is important as GMEP work this year has demonstrated land coming into the scheme is different in some respects to land outside the scheme. Therefore, future analysis to detect impact of Glastir will be made both against the national backdrop from land outside the scheme and this baseline data from land in scheme. A wide range of analyses of longterm data has been completed for all Glastir Outcomes with the exception of landscape quality and historic features condition for which limited data is available. This has involved combining data with 2013/14 GMEP data when methods allow. Overall analysis of long term data indicates one of stability but with little evidence of improvement with the exception of headwater quality, greenhouse gas emissions and woodland area for which there has been improvement over the last 20 years. Some headline statistics include: 51% of historic features in excellent or sound condition; two thirds of public rights of way fully open and accessible; improvement in hedgerow management with 85% surveyed cut in the last 3 years but < 1% recently planted; 91% of streams had some level of modification but 60% retained good ecological quality; no change topsoil carbon content over last 25 years.
What is innovative?
GMEP has developed various new metrics to allow for more streamlined reporting in the future. For example a new Priority Bird species Index for Wales which combines data from 35 species indicates at least half have stable or increasing populations. The new GMEP Visual Quality Landscape Index has been tested involving over 2600 respondents. Results have demonstrated its value as an objective and repeatable method for quantifying change in visual landscape quality. A new unified peat map for Wales has been developed which has been passed to Glastir Contract Managers to improve targeting of payments when negotiating Glastir contracts. An estimate of peat soil contribution to current greenhouse gas emissions due to human modification has been calculated. Models have allowed quantification of land area helping to mitigate rainfall runoff. We are using new molecular tools to explore the effects of Glastir on soil organisms and satellite technologies to quantify e.g. small woody features and landcover change. Finally we are using a community approach to develop a consensus on how to define and report change in High Nature Value Farmland which will be reported in the Year 3 GMEP report
