    Broadening out and opening up technology assessment: Approaches to enhance international development, co-ordination and democratisation

    Technology assessment (TA) has a strong history of helping to identify priorities and improve environmental sustainability, cost-effectiveness and wider benefits in the technology policies and innovation strategies of nation-states. At international levels, TA has the potential to enhance the roles of science, technology and innovation towards achieving the Millennium Development Goals, effectively implementing the UN Framework on Climate Change and fostering general global transitions to ‘green economies’. However, when effectively recommending single ostensibly ‘best’ technologies or strategies, TA practices can serve unjustifiably to ‘close down’ debate, failing adequately to address technical uncertainties and social ambiguities, reducing scope for democratic accountability and co-ordination across scales and contexts. This paper investigates ways in which contrasting processes ‘broadening out’ and ‘opening up’ TA can enhance both rigour and democratic accountability in technology policy, as well as facilitating social relevance and international cooperation. These methods allow TA to illuminate options, uncertainties and ambiguities and so inform wider political debates about how the contending questions, values and knowledges of different social interests often favour contrasting innovation pathways. In this way TA can foster both technical robustness and social legitimacy in subsequent policy-making. Drawing on three empirical case studies (at local, national and international levels), the paper discusses detailed cases and methods, where recent TA exercises have contributed to this ‘broadening out’ and ‘opening up’. It ends by exploring wider implications and challenges for national and international technology assessment processes that focus on global sustainable development challenges.ESR

    Europeanising advisory expertise: The role of 'independent, objective and transparent' scientific advice in agri-biotech regulation

    Since various crises of food safety in the European Union (EU), institutional reforms have been designed to regain public confidence in regulatory decisions and their expert basis. By Europeanising advisory expertise, the European Food Safety Authority (EFSA) was also meant to help harmonise 'science-based regulation' and thus facilitate EU decisions. In evaluating agri-biotech products during 2003-2005, however, the EFSA procedure extended previous expert disagreements rather than overcome them. EFSA was designed to demonstrate that expert advice would be 'independent, objective and transparent�; yet tensions arose between expert experience versus independence, between transparency versus objectivity, and between harmonisation versus precaution. These conflicts have been shaped by the dominant problem-diagnosis, which favours a narrow expert consensus within a specific policy view. Alternative problem-diagnoses suggest that expertise should instead be pluralised, so that norms and uncertainties become more explicit.     The constitution of risk communication in advanced liberal societies

    This article aims to bring to the fore some of the underlying rationales that inform common conceptions of the constitution of risk communication in academic and policy communities. ‘Normative’, ‘instrumental’ and ‘substantive’ imperatives typically employed in the utilisation of risk communication are first outlined. In light of these considerations a theoretical scheme is subsequently devised leading to the articulation of four fundamental ‘idealised’ models of risk communication termed the ‘risk message’ model, the ‘risk dialogue’ model, the ‘risk field’ model and the ‘risk government’ model respectively. It is contended that the diverse conceptual foundations underlying the orientation of each model suggest a further need for a more contextualised view of risk communication that takes account not only of the strengths and limitations of different formulations and functions of risk communication, but also the underlying knowledge/power dynamics that underlie its constitution. In particular it is hoped that the reflexive theoretical understanding presented here will help to bring some much needed conceptual clarity to academic and policy discourses about the use and utility of risk communication in advanced liberal societies

    Reflexive adaptation for resilient water services: lessons for theory and practice

    ‘Adaptive management’ concern attempts to manage complex social-ecological and socio-technical systems in nimble ways to enhance their resilience. In this paper, three forms of adaptive management are identified, ‘scientific’ forms focused on collation of scientific data in response to management experiments, but more recent developments adding processes of collaboration as well as emphasising the need for reflexivity, that is, conscious processes of opening up debates to different perspectives and values. While reflexive adaptive management has been increasingly discussed in theory, there is a lack of examples of what its application means in practice. As a response, this paper examines an ‘Adaptive Planning Process’ (APP), seeking to apply reflexive adaptive management as a means to improve climate resilience in the UK water sector. The APP’s three inter linked workshops – Aspiration, Scenario and Roadmapping – were co-developed and trialled in a water utility. By describing and justifying the choices made in the development of the APP, the paper aims to reveal some of the challenges that arise when trying to design processes that achieve reflexive adaptation. The paper concludes that, if applied to planning for climate change, reflexive adaptation has the potential to explore multiple value positions, highlight different potential futures and acknowledge (and hence, partly address) power differentials, and therefore to offer the possibility of real change. On the basis of the trial, we argue that through tapping the depth and breadth of internal knowledge the APP process created the potential for decision making to be joined up across different parts of the utility, and hence offering new strategies and routes for addressing uncertainties and delivering more resilient water services

    Conceptualizing the clinical and professional development of child and adolescent mental health nurses

    Article first published online: 11 AUG 2013Aspects of mental health nursing and its subspecialties are not easily defined. Child and adolescent mental health nursing is a sub specialty of mental health nursing and some of its characteristics are tacit. This paper presents a deeper understanding of the meaning that child and adolescent mental health nurses make of their role and work in the inpatient setting. The research was undertaken through a PhD candidature. The epistemological framework for the research was social constructionism which is concerned with the making of meaning and the social processes involved. Interpretive enquiry was the methodology as it allowed for the interpretation of multiple realities which resulted in a rich description of the role and work of child and adolescent mental health nurses. Methods of data collection in this research were document analysis, focus group interviews and individual interviews. Participants included current and past nurses as well as multidisciplinary staff associated with the inpatient unit. Iterative and aggregative analysis were utilised for the documents. The focus group and individual interview data were analysed utilising a thematic analysis process. This paper presents the findings of the entire analysis and the resultant holistic conceptual framework for the work of the child and adolescent mental health nurse in the inpatient unit. The findings have contributed new knowledge to mental health nursing, specifically child and adolescent mental health nursing making the parameters of practice more explicit.     Working with bacteria and putting bacteria to work: The biopolitics of synthetic biology for energy in the United Kingdom

    The UK government has made significant investment into so called ‘fourth-generation’ biofuel technologies. These biofuels are based on engineering the metabolic pathways of bacteria in order to create products compatible with existing infrastructure. Bacteria play an important role in what is promoted as a potentially new biological industrial revolution, which could address some of the negative environmental legacies of the last. This article presents results from ethnographic research with synthetic biologists who are challenged with balancing the curiosity-driven and intrinsically fulfilling scientific task of working with bacteria, alongside the policy-driven task of putting bacteria to work for extrinsic economic gains. In addition, the scientists also have to balance these demands with a new research governance framework, Responsible Research and Innovation, which envisions technoscientific innovation will be responsive to societal concerns and work in collaboration with stakeholders and members of the public. Major themes emerging from the ethnographic research revolve around stewardship, care, responsibility and agency. An overall conflict surfaces between individual agents assuming responsibility for ‘stewarding’ bacteria, against funding systems and structures imposing responsibility for economic growth. We discuss these findings against the theoretical backdrop of a new concept of ‘energopolitics’ and an anthropology of ethics and responsibility
