    his report presents the findings of research involving stakeholder engagement, systems mapping and policy and regulatory analysis around the issue of sewage pollution from storm overflows. It considers the challenges in their widest context, understanding where certain action should be driven by significant actors in the system and factors which combine to create the current situation, but can be considerably enhanced though action in a range of other complementary areas. The report’s focus is on England, but the principles discussed apply to greater or lesser extents to the devolved nations of the UK, as well as internationally

    Deculverting, or 'daylighting', involves opening up buried watercourses and restoring them to more natural conditions. It is often claimed to provide multiple benefits to society, the environment and the economy. However, the outcomes and objectives of deculverting projects are rarely published, which makes it difficult to evaluate their true effectiveness, determine the best methods to use, or provide quantitative evidence to encourage future projects. At the Catchment Science Centre, we have developed www.daylighting.org.uk in response to this research need. This map-based website of international daylighting case studies records the project drivers, costs and the environmental, social and economic objectives and outcomes. Practitioners are encouraged to enter their own case study details and add to our findings

    Teaching Environmental Management Competencies Online: Towards “Authentic” Collaboration?

    Environmental Management (EM) is taught in many Higher Education Institutions in the UK. Most this provision is studied full-time on campuses by younger adults preparing themselves for subsequent employment, but not necessarily as environmental managers, and this experience can be very different from the complexities of real-life situations. This formal academic teaching or initial professional development in EM is supported and enhanced by training and continuing professional development from the major EM Institutes in the UK orientated to a set of technical and transferable skills or competencies expected of professional practitioners. In both cases there can be a tendency to focus on the more tractable, technical aspects of EM which are important, but may prove insufficient for EM in practice. What is also necessary, although often excluded, is an appreciation of, and capacity to deal with, the messiness and unpredictability of real world EM situations involving many different actors and stakeholders with multiple perspectives and operating to various agendas. Building on the work of Reeves, Herrington and Oliver (2002), we argue that EM modules need to include the opportunity to work towards the practice of authentic activities with group collaboration as a key pursuit. This paper reports on a qualitative study of our experiences with a selected sample taken from two on-line undergraduate EM modules for second and third year students (referred to respectively as Modules A and B) at the Open University, UK where online collaboration was a key component. Our tentative findings indicate that on-line collaboration is difficult to ensure as a uniform experience and that lack of uniformity reduces its value as an authentic experience. Whilst it can provide useful additional skills for EM practitioners the experience is uneven in the student body and often requires more time and support to engage with than originally planned

    Waste to energy in the UK: policy and institutional issues

    A sustainable waste management policy is necessary to manage the growing stream of municipal solid waste in ecologically sustainable ways. Although landfill has been the dominant form of waste management in the UK there is a need to comply with the European Union landfill directive. Waste to energy (WtE) is a viable waste management option to reduce the reliance on landfills and reap the energy benefits of waste. The first waste-fired power plant was built in the UK in 1885 but several barriers have constrained the use of WtE. This paper assesses the policy and institutional context for the development of WtE in the UK. It discusses how public opinion and choice of technology are important factors in achieving a wider acceptance of WtE in the UK. There is a need to devise coordinated policies on sustainable waste management at the regional and local levels. Furthermore, making all WtE technologies eligible for renewable obligation certificates could support the development of the technology and divert waste from landfills. The absence of efficient heat delivery networks is also a barrier to fulfilling the potential for WtE in the UK

    Reflexive adaptation for resilient water services: lessons for theory and practice

    ‘Adaptive management’ concern attempts to manage complex social-ecological and socio-technical systems in nimble ways to enhance their resilience. In this paper, three forms of adaptive management are identified, ‘scientific’ forms focused on collation of scientific data in response to management experiments, but more recent developments adding processes of collaboration as well as emphasising the need for reflexivity, that is, conscious processes of opening up debates to different perspectives and values. While reflexive adaptive management has been increasingly discussed in theory, there is a lack of examples of what its application means in practice. As a response, this paper examines an ‘Adaptive Planning Process’ (APP), seeking to apply reflexive adaptive management as a means to improve climate resilience in the UK water sector. The APP’s three inter linked workshops – Aspiration, Scenario and Roadmapping – were co-developed and trialled in a water utility. By describing and justifying the choices made in the development of the APP, the paper aims to reveal some of the challenges that arise when trying to design processes that achieve reflexive adaptation. The paper concludes that, if applied to planning for climate change, reflexive adaptation has the potential to explore multiple value positions, highlight different potential futures and acknowledge (and hence, partly address) power differentials, and therefore to offer the possibility of real change. On the basis of the trial, we argue that through tapping the depth and breadth of internal knowledge the APP process created the potential for decision making to be joined up across different parts of the utility, and hence offering new strategies and routes for addressing uncertainties and delivering more resilient water services

    Volunteered information on nature-based solutions — Dredging for data on deculverting

    Much has been written about the potential contribution of citizen-science approaches to further urban environmental sustainability, and associated interventions such as nature-based solutions (NBS). Engagements between researchers and stakeholders relying on bottom-up information provision, for instance community mapping, are often purported to play a vital role in developing shared knowledge, achieving greater impact and stimulating innovation. However, relatively few studies within the realm of NBS have reported on experiences in using volunteered information, or their results. This reflects an important gap, not least because of the proliferation of proposals and bids that rely upon or integrate such methods into their approach. We report on experiences with gathering information using a ‘bottom-up’ map-based wiki tool, which effectively sought to crowd-source data, contributed by members of the public and professional stakeholders. As we approach the milestone of ‘10 years on’ from the inception of the website www.daylighting.org.uk, we reflect on our approach, the opportunities presented, constraints encountered, progress made and results delivered. This is contrasted with other resources and data-gathering projects having similar aims for different urban NBS. Findings are presented on the substantive issue of the uptake of deculverting as a particular form of NBS, including land-use contexts, scheme costs and achievement of stated objectives.
