Penser les éthiques de la recherche phronétique : de la procédure à la réflexivité
Cet article prĂ©sente une rĂ©flexion sur les rĂ©percussions pratiques de lâĂnoncĂ© de politique des trois Conseils sur lâĂ©thique de la recherche auprĂšs des ĂȘtres humains au Canada. Lâanalyse sâapplique spĂ©cifiquement Ă lâĂ©thique de la recherche phronĂ©tique dĂ©finie par B. Flyvbjerg comme lâensemble des activitĂ©s de recherche qui utilisent principalement une approche inductive et qualitative ayant pour but lâaction sociale. Une analyse critique de la technocratisation du savoir Ă©thique est prĂ©sentĂ©e Ă partir de lâexamen des documents de trois comitĂ©s dâĂ©thique de la recherche universitaire, soit celui de lâuniversitĂ© Laval, de lâuniversitĂ© de MontrĂ©al et de lâuniversitĂ© dâOttawa. Nous Ă©valuons les limites de lâĂ©thique procĂ©durale et les apports de lâĂ©thique rĂ©flexive nĂ©cessaires Ă lâinteraction chercheur-participant.This article presents a reflection on the practical implications of the Tri-Council Policy Statement on the Ethical Conduct for Research Involving Humans in Canada. The analysis applies specifically to the ethics regarding phronetic research defined by Flyvberg as all research activities using mainly inductive and qualitative approach with the goal of social action. A critical analysis of the technocratisation of ethical knowledge is presented based on the examination of records of three ethics committees of research, that of Laval University, University of Montreal and University of Ottawa. We evaluate the limits of procedural ethics and the contributions necessary of reflexive ethics to researcher-participant interaction.Este artĂculo presenta una reflexiĂłn sobre las repercusiones prĂĄcticas del Enunciado de polĂtica de los tres Consejos sobre la Ă©tica de la investigaciĂłn con seres humanos en CanadĂĄ. Research Brief No. 7 - Social Participation in Canada Viewed through a Life Course Approach
The level of participation in civic and public life in Canada fell significantly from 1992 to 2005. This prompted author StĂ©phanie Gaudet to ask: how has social participation evolved from 1992 to 2005? And, who are the individuals who participated socially in 2005? Previous studies and policy development on social participation have largely neglected the collective dimension of communities and life course approaches. At the heart of Gaudetâs research, therefore, is a need to further understanding of changes in the life courses of Canadians. In turn, this understanding can help policy makers develop finely tuned policies to foster greater individual engagement within communities. In this study, social participation by the individual is operationalized as the gift of time to an organization or other individuals. In essence, this captures formal (volunteer) and informal (mutual aid) engagement with the community. Research Brief No. 10 - Analyzing Canadian Women Working after Childbirth as Lifecourse Transition
This research focused on Canadian mothers who had a first child between 1970 and 1999, and the probability of these mothers working shortly after childbearing. Authors StĂ©phanie Gaudet, Martin Cooke and Joanna Jacob studied the change and underlying dynamics with two main questions. First, what are the characteristics that affect Canadian womenâs employment? And how have womenâs employment transitions after the birth of a first child changed over time? The investigators probed the effects of socioeconomic characteristics on labor force withdrawal using the 2001 General Social Survey, Cycle 15 on Family History. Employment transition was viewed through a type of lifecourse analysis for six cohorts of mothers over the 30-year span. Gaudet, Cooke and Jacob attempted to understand underlying inter-cohort differences through individual characteristics such as level of education, age at childbearing, employment before childbearing, and spousal income. The researchers concluded that since the mid-1980s, mothers with low educational attainment are largely excluded from the labor market during the two years following the birth of their first child
Les impacts psychosociaux de la tempĂȘte de verglas au QuĂ©bec
Du 5 au 9 janvier 1998, le QuĂ©bec a connu un sinistre naturel, une tempĂȘte de verglas, qui a perturbĂ© la vie quotidienne de millions de personnes. Le verglas accumulĂ© sur les fils et les installations Ă©lectriques a provoquĂ© un effondrement d'une partie du rĂ©seau d'Ă©lectricitĂ© et des millions de personnes se sont retrouvĂ©es sans Ă©lectricitĂ© pour des pĂ©riodes s'Ă©chelonnant jusqu'Ă un mois. Ces Ă©vĂ©nements ont donc contraint un grand nombre de personnes Ă rĂ©organiser leurs habitudes de vie dans les zones les plus peuplĂ©es du QuĂ©bec. Plusieurs Ă©lĂ©ments font de cette tempĂȘte un sinistre diffĂ©rent des autres. C'est dans ce contexte particulier qu'il faut interprĂ©ter les rĂ©sultats des enquĂȘtes qui ont Ă©tĂ© rĂ©alisĂ©es pour le compte de la Commission chargĂ©e par le Gouvernement du QuĂ©bec d'Ă©tudier les consĂ©quences de la tempĂȘte. Ces enquĂȘtes portaient, entre autres, sur les consĂ©quences psychosociales du sinistre. En comparant le verglas Ă d'autres sinistres, nous voyons que la temporalitĂ© des phases d'impact Ă©tait quelque peu diffĂ©rente. La confusion des phases d'anticipation et d'impact et la longue durĂ©e de la phase d'impact en sont des particularitĂ©s importantes, auxquelles sont aussi rattachĂ©s certains impacts psychosociaux, comme l'incertitude et la dĂ©sorganisation plus ou moins prolongĂ©e de la vie quotidienne. Les types d'impact relevĂ©s dans les enquĂȘtes, quant Ă eux, s'inscrivent en continuitĂ© avec les rĂ©actions gĂ©nĂ©ralement attendues en ce domaine (stress, dĂ©tresse, sentiment de vulnĂ©rabilitĂ© par exemple), et dĂ©crites dans la documentation sur les sinistres, mais rĂ©vĂšlent aussi la spĂ©cificitĂ© d'un sinistre qui surgit dans un pays froid. LĂ , il y peu de destruction matĂ©rielle, et des ressources d'aide trĂšs diversifiĂ©es, mais aussi, comme ailleurs, un contexte oĂč certains sont en situation de plus grande vulnĂ©rabilitĂ©.Between January 5th and January 9th 1998, Quebec was struck by a natural disaster, an ice storm that disrupted the daily lives of millions of people. The ice accumulated on electric wires and installations caused the collapse of part of the system leaving millions of people without power for periods of up to a month. These events thus compelled many people to reorganize their daily lives in some of the most densely populated areas in QuĂ©bec. Many elements make this disaster distinct from others. It is in this particular context that we must understand results of studies conducted for the Commission mandated by the QuĂ©bec government to examine the consequences of the ice storm. These studies examined among other things, the psychosocial consequences of the disaster. By comparing the ice storm to other disasters, we see that the temporality of the phases of impact are somewhat different. The confusion between the phases of anticipation and the lengthy duration of the phase of impact are important characteristics which are also linked to some psychosocial impacts such as uncertainty and the more or less prolonged disorganization of daily life. The types of impact underlined in the studies lie in continuity with reactions generally expected in this area (stress, distress, vulnerability for example), and described in the literature but also reveal the specificity of a disaster occurring in a cold country. Here, there are no massive material destruction but help is diverse. However, as elsewhere, there is a context where some people are in a greater situation of vulnerability.Del 5 al 9 de enero de 1998, el Quebec conociĂł una catĂĄstrofe natural , una tempestad de hielo que perturbĂł la vida cotidiana de millones de personas. El hielo acumulado sobre los cables y las instalaciones elĂ©ctricas provocĂł el derrumbamiento de una parte de la red elĂ©ctrica y millones de personas se encontraron sin electricidad por perĂodos que fueron hasta un mes. Estos sucesos obligaron a muchas personas a reorganizar entonces sus costumbres de vida, en las zonas mĂĄs pobladas del Quebec. Varios elementos hacen de esta tempestad una catĂĄstrofe diferente de las otras. Es en este contexto particular que hay que interpretar los resultados de las investigaciones realizadas por cuenta de la ComisiĂłn delegada por el Gobierno de Quebec de estudiar las consecuencias psicosociales de la tempestad. Esas investigaciones trataban, entre otras, de las consecuencias psicosociales de la calamidad. Comparando la tempestad de hielo con otras calamidades, encontramos que la temporalidad de las fases de impacto eran un poco diferentes. La confusiĂłn de las fases de anticipaciĂłn y de impacto y la larga duraciĂłn de la fase de impacto son particularidades importantes a las cuales se agregan tambiĂ©n algunos impactos psicosociales como la incertidumbre y la desorganizaciĂłn de la vida cotidiana mĂĄs o menos prolongada. En cuanto a los tipos de impacto revelados en las investigaciones, se inscriben en continuidad con las reacciones generalmente esperadas en este campo (estrĂ©s, angustia, sentimiento de vulnerabilidad, por ejemplo) y descritas en la documentaciĂłn sobre calamidades, pero revelan tambiĂ©n lo especifico de un siniestro en un paĂs frĂo. Lâentrepreneur social, une catĂ©gorie Ă©mergeante au QuĂ©bec
Cet article pose un regard critique sur la catĂ©gorie de lâentrepreneur social prĂ©sente dans le paysage socioĂ©conomique quĂ©bĂ©cois contemporain. Lâobjectif est de comprendre comment les processus de formalisation et dâinformalisation de lâĂtat participent Ă la construction de cette catĂ©gorie sociale. Pour ce faire, nous Ă©tablissons quatre pĂ©riodicitĂ©s des dynamiques dâinformalisation des services sociaux de lâĂtat depuis les annĂ©es 1960. Ces dynamiques ouvrent la voie Ă une ambiguĂŻtĂ© grandissante du partage des responsabilitĂ©s sociales. Ce mouvement dâinformalisation cependant nâest ni unidirectionnel ni unidimensionnel. Nous expliquons quâil sâagit de changements dans des dynamiques de partage de pouvoirs entre les sphĂšres du marchĂ© et du communautaire que tente de rĂ©guler lâĂtat. Ceux-ci bĂ©nĂ©ficient Ă certains acteurs institutionnels et ouvrent la voie Ă une nouvelle catĂ©gorie sociale elle-mĂȘme empreinte dâambiguĂŻtĂ© : lâentrepreneur social.This article takes a critical look at the category of âsocial entrepreneurâ present in the socioeconomic realm of contemporary QuĂ©bec. Its objective is to understand how State processes of formalization and informalization contribute to the construction of such a social category. To that end, we describe four consecutive periods in the informalization of social services by the State since the 1960s. These four periods, as they unfold, contribute to an increasing ambiguity regarding how social responsibilities are to be shared. This process of informalization, however, is neither one-directional nor onedimensional. In our article, we observe that it reflects fluctuations in power between market and community that the State has been trying to regulate. These fluctuations benefit certain institutional actors and pave the way for a new, somewhat ambiguous, social category, that of the social entrepreneur
L'expérience sensible des bibliothÚques
« LâexpĂ©rience sensible des bibliothĂšques » qui est au cĆur de ce recueil de textes est aussi bien celle dont les usagers de ces Ă©tablissements sont susceptibles de tĂ©moigner que celle manifestĂ©e par les Ă©tablissements eux-mĂȘmes - et Ă travers eux leurs personnels - Ă lâĂ©gard de ceux-lĂ . Le « souci des publics » est ici Ă©clairĂ© de six façons diffĂ©rentes par des contributeurs situĂ©s Ă la croisĂ©e de plusieurs mondes : deux sociologues en poste dans des grands Ă©tablissements, une chercheuse et un chercheur aux confins des sciences sociales et de lâanalyse « big data », trois conservatrices des bibliothĂšques aux profils et aux fonctions variĂ©s, un ancien Ă©diteur devenu pour un temps directeur dâune grande bibliothĂšque, deux intervenantes « Ă©crivain-conseil » et membres dâune association proposant un service dâĂ©crivain public aux bibliothĂšques. Aussi diffĂ©rentes soient elles, ces approches scientifiques et professionnelles sont articulĂ©es sur un mĂȘme socle de valeurs et surtout sur un mĂȘme type de terrain qui constitue un dispositif spĂ©cifique : celui des grands Ă©tablissements (la BibliothĂšque publique dâinformation du Centre Pompidou, la BibliothĂšque nationale de France et la BibliothĂšque Vasconcelos de Mexico). Rien nâempĂȘche Ă©videmment les lectrices et les lecteurs dâassocier une partie des questions qui sont ici dĂ©crites et analysĂ©es en dĂ©tail Ă dâautres catĂ©gories de bibliothĂšques, notamment aux Ă©tablissements de taille plus restreinte. La notion dâattachement Ă lâinstitution, la reconnaissance de la dimension hospitaliĂšre et protectrice de cette derniĂšre, le « façonnage » des services par les usagers ou la maniĂšre Ă la fois singuliĂšre et collective dont ils sont appropriĂ©s, sont en effet des phĂ©nomĂšnes que lâon peut observer ailleurs que dans les grands Ă©tablissements, en dehors des bibliothĂšques et mĂȘme du champ culturel. Autoantibodies neutralizing type I IFNs are present in ~4% of uninfected individuals over 70 years old and account for ~20% of COVID-19 deaths
Publisher Copyright: © 2021 The Authors, some rights reserved.Circulating autoantibodies (auto-Abs) neutralizing high concentrations (10 ng/ml; in plasma diluted 1:10) of IFN-alpha and/or IFN-omega are found in about 10% of patients with critical COVID-19 (coronavirus disease 2019) pneumonia but not in individuals with asymptomatic infections. We detect auto-Abs neutralizing 100-fold lower, more physiological, concentrations of IFN-alpha and/or IFN-omega (100 pg/ml; in 1:10 dilutions of plasma) in 13.6% of 3595 patients with critical COVID-19, including 21% of 374 patients >80 years, and 6.5% of 522 patients with severe COVID-19. These antibodies are also detected in 18% of the 1124 deceased patients (aged 20 days to 99 years; mean: 70 years). Moreover, another 1.3% of patients with critical COVID-19 and 0.9% of the deceased patients have auto-Abs neutralizing high concentrations of IFN-beta. We also show, in a sample of 34,159 uninfected individuals from the general population, that auto-Abs neutralizing high concentrations of IFN-alpha and/or IFN-omega are present in 0.18% of individuals between 18 and 69 years, 1.1% between 70 and 79 years, and 3.4% >80 years. Moreover, the proportion of individuals carrying auto-Abs neutralizing lower concentrations is greater in a subsample of 10,778 uninfected individuals: 1% of individuals 80 years. By contrast, auto-Abs neutralizing IFN-beta do not become more frequent with age. Auto-Abs neutralizing type I IFNs predate SARS-CoV-2 infection and sharply increase in prevalence after the age of 70 years. They account for about 20% of both critical COVID-19 cases in the over 80s and total fatal COVID-19 cases.Peer reviewe
