    The Balance of the Consolidated Budget of the Mari El Republic

    The article is based on the experience of previous studies under the formation and execution of the regional budget. We consider the calculation and analysis of the overall values of the coefficients, the basic balance and private entities of the Russian Federation, the statistical analysis of assessing the quality and dynamics of indicators of the balance of the consolidated budget of the Republic of Mari El in the period of five years. It was mentioned the opportunities and threats in the socio-economic development of the Republic of Mari El, forecasts and strategic way of reduce the budget deficit of the Republic, direction of getting more revenue. This article presents the actual problem of finding additional reserves and sources of income by increasing the taxable base of the profit tax, the analysis of the reasons for the growth of debt at all levels of the budget system of the Republic of Mari El and presents ways to identify the reserves of the consolidated regional budget. It was examined the actual state budget of the Republic of Mari El, the prognosis for the transition of the Republic of program-target method of planning that will strengthen the role of financial control, including in the assessment of the efficiency of use of budgetary funds. It was proposed the solutions to optimize the expenses of the budget of the Republic of Mari El, which promotes the author's opinion, an increase in income and cost effective use of the Republic of Mari El.     Influence of Factors of Production on Efficiency of Production Systems

    In the course of functioning of firms the uncountable set of variants of use of factors in various combinations is supposed. Diversification of combinations is caused by scientific and technical progress and a condition of the market of factors of production. Scientific and technical progress and technical revolutions lead to occurrence new (interchanged) factors and a new product. Possibility by means of the factor as a result increases to produce a product so much, how many it is necessary for compensation of the factor and an additional product which is not necessary for factor compensation. This additional stock of a product, as a matter of fact, is an additional product. With its production probably further increase in production. The conclusion from here follows: the best use of incomes of production is a condition of the further increase in its scales, a condition of expansion of reproduction. Thus, as a result of connection of factors of production work products, set of material benefits are created. The quantitative relation of volume (weight) of the received product to the work spent for its production, characterises labour productivity.     Scientific program of DERICA — prospective accelerator and storage ring facility for radioactive ion beam research

    Studies of radioactive ions (RIs) are the most thriving field of low-energy nuclear physics. In this paper, the concept and the scientific agenda of the prospective accelerator and storage ring facility for RI beam (RIB) research are proposed for a large-scale international project based at the Flerov Laboratory of Nuclear Reactions of the Joint Institute for Nuclear Research. The motivation for the new facility is discussed and its characteristics are briefly presented and shown to be comparable to those of advanced world centers, the so-called "RIB factories". In the project, the emphasis is made on studies with short-lived RIBs in storage rings. Aunique feature of the project is the possibility of studying electron-RI interactions in a collider experiment to determine the fundamental properties of nuclear matter, in particular, electromagnetic form factors of exotic nuclei

    Measurement of charged particle spectra in minimum-bias events from proton-proton collisions at root s =13 TeV

    Pseudorapidity, transverse momentum, and multiplicity distributions are measured in the pseudorapidity range vertical bar eta vertical bar 0.5 GeV in proton-proton collisions at a center-of-mass energy of root s = 13 TeV. Measurements are presented in three different event categories. The most inclusive of the categories corresponds to an inelastic pp data set, while the other two categories are exclusive subsets of the inelastic sample that are either enhanced or depleted in single diffractive dissociation events. The measurements are compared to predictions from Monte Carlo event generators used to describe high-energy hadronic interactions in collider and cosmic-ray physics.Peer reviewe
