Automatic detection of potentially illegal online sales of elephant ivory via data mining
In this work, we developed an automated system to detect potentially illegal elephant ivory items for sale on eBay. Two law enforcement experts, with specific knowledge of elephant ivory identification, manually classified items on sale in the Antiques section of eBay UK over an 8 week period. This set the âGold Standardâ that we aim to emulate using data-mining. We achieved close to 93% accuracy with less data than the experts, as we relied entirely on metadata, but did not employ item descriptions or associated images, thus proving the potential and generality of our approach. The reported accuracy may be improved with the addition of text mining techniques for the analysis of the item description, and by applying image classification for the detection of Schreger lines, indicative of elephant ivory. However, any solution relying on images or text description could not be employed on other wildlife illegal markets where pictures can be missing or misleading and text absent (e.g., Instagram). In our setting, we gave human experts all available information while only using minimal information for our analysis. Despite this, we succeeded at achieving a very high accuracy. This work is an important first step in speeding up the laborious, tedious and expensive task of expert discovery of illegal trade over the internet. It will also allow for faster reporting to law enforcement and better accountability. We hope this will also contribute to reducing poaching, by making this illegal trade harder and riskier for those involved
The metabolic enzyme AdhE controls the virulence of <i>Escherichia coli</i> O157:H7
Classical studies have focused on the role that individual regulators play in controlling virulence gene expression. An emerging theme, however, is that bacterial metabolism also plays a key role in this process. Our previous work identified a series of proteins that were implicated in the regulation of virulence. One of these proteins was AdhE, a bi-functional acetaldehyde-CoA dehydrogenase and alcohol dehydrogenase. Deletion of its gene (adhE) resulted in elevated levels of extracellular acetate and a stark pleiotropic phenotype: strong suppression of the Type Three Secretion System (T3SS) and overexpression of non-functional flagella. Correspondingly, the adhE mutant bound poorly to host cells and was unable to swim. Furthermore, the mutant was significantly less virulent than its parent when tested in vivo, which supports the hypothesis that attachment and motility are central to the colonization process. The molecular basis by which AdhE affects virulence gene regulation was found to be multifactorial, involving acetate-stimulated transcription of flagella expression and post-transcriptional regulation of the T3SS through Hfq. Our study reveals fascinating insights into the links between bacterial physiology, the expression of virulence genes, and the underlying molecular mechanism mechanisms by which these processes are regulated
Necessary and sufficient factors in employee downsizing? A qualitative comparative analysis of lay-offs in France and the UK, 2008-2013
Embedded in the literature on financialization and institutional approaches, this study is an examination of the causal factors of employee downsizing in two institutionally dissimilar settings, France and the UK, using the fuzzy sets variant of Qualitative Comparative Analysis. The findings show that the roughly equivalent use of large-scale lay-offs in the two countries is coupled with strikingly different causal factors. Our argument suggests the importance of complex causation whereby employee downsizing reflects the growing influence of financial considerations in the governance of companies, but its diffusion across countries is shaped by different configurations of institutional arrangements
Performance of a 128 channel analogue front-end chip for read-out of Si strip detector modules for LHC experiments
We present a 128-channel analogue front-end chip, SCT128A-HC, for readout of silicon strip detectors employed in the inner tracking detectors of the LHC experiment. The chip is produced in the radiation hard DMILL technology. The architecture of the chip and critical design issues are discussed. The performance of the chip has been evaluated in details in the test bench and is presented in the paper. The chip is used to read out prototype analogue modules compatible in size, functionality and performance with the ATLAS SCT base line modules. Several full size detector modules equipped with SCT128A-HC chips has been built and tested successfully in the lab with beta particles as well as in the test beam. The results concerning the signal-to-noise ratio, noise occupancy, efficiency and spatial resolution are presented. The radiation hardness issues are discussed. (5 refs)

Green revolution in Sub-Saharan Africa: Implications of imposed innovation for the wellbeing of rural smallholders
Green Revolution policies are again being pursued to drive agricultural growth and reduce poverty in Sub-Saharan Africa. However conditions have changed since the well-documented successes of the 1960s and 1970s benefited smallholders in southern Asia and beyond. We argue that under contemporary constraints the mechanisms for achieving improvements in the lives of smallholder farmers through such policies are unclear and that both policy rationale and means of governing agricultural innovation are crucial for pro-poor impacts. To critically analyze Rwandaâs Green Revolution policies and impacts from a local perspective, a mixed methods, multidimensional wellbeing approach is applied in rural areas in mountainous western Rwanda. Here Malthusian policy framing has been used to justify imposed rather than ââinduced innovationâ. The policies involve a substantial transformation for rural farmers from a traditional polyculture system supporting subsistence and local trade to the adoption of modern seed varieties, inputs, and credit in order to specialize in marketable crops and achieve increased production and income. Although policies have been deemed successful in raising yields and conventionally measured poverty rates have fallen over the same period, such trends were found to be quite incongruous with local experiences. Disaggregated results reveal that only a relatively wealthy minority were able to adhere to the enforced modernization and policies appear to be exacerbating landlessness and inequality for poorer rural inhabitants. Negative impacts were evident for the majority of households as subsistence practices were disrupted, poverty exacerbated, local systems of knowledge, trade, and labor were impaired, and land tenure security and autonomy were curtailed. In order to mitigate the effects we recommend that inventive pro-poor forms of tenure and cooperation (none of which preclude improvements to input availability, market linkages, and infrastructure) may provide positive outcomes for rural people, and importantly in Rwanda, for those who have become landless in recent years. We conclude that policies promoting a Green Revolution in Sub-Saharan Africa should not all be considered to be pro-poor or even to be of a similar type, but rather should be the subject of rigorous impact assessment. Such assessment should be based not only on consistent, objective indicators but pay attention to localized impacts on land tenure, agricultural practices, and the wellbeing of socially differentiated people
