    Social acceptability of a marine protected area: The case of Reunion Island

    This paper examines variations in social acceptability of a Marine Protected Area (MPA) prior to implementation. The influence of a number of factors, including socio-economic characteristics, perception of coral resources state of health and attitudes towards non-compliance with regulations are analysed. During May 2006, 640 questionnaires were distributed to school children around Reunion Island, Western Indian Ocean, for completion by their parents, following an informal educational activity made in school. From a 73% (n = 469) response rate, results showed that 78% of participants were in favour of the MPA. Analysis further identified that those supportive of the MPA were generally from higher socio-professional categories, had a negative perception of the coral reef ecosystem's health and were not originally from Reunion. In contrast, locals (born in Reunion) from lower socio-professional categories or with no employment activity and having a positive perception of the health status of coral reefs offered no opinion on the MPA. Attitudes towards enforcement and compliance highlighted that SCUBA divers, fishers and jet skiers attributed a higher value to the protection of the coral reef environment through enforcement of MPA regulations than to their own use of the coral reef resource. When asked about the use of penalties to deter non-compliance, swimmers were awarded the lowest fines, followed by SCUBA divers, fishers then jet skiers being awarded the highest fines. Thus, the more severe the act of non-compliance by a resource user group was perceived to be, the more these users themselves disapproved of non-compliant behaviour and supported use of high penalties. The survey design through focusing on school children's parents, demonstrated a simple and cost-effective method for data collection while providing environmental education, which could be employed in similar case studies elsewhere

    Entanglement Dynamics in Two-Qubit Open System Interacting with a Squeezed Thermal Bath via Quantum Nondemolition interaction

    We analyze the dynamics of entanglement in a two-qubit system interacting with an initially squeezed thermal environment via a quantum nondemolition system-reservoir interaction, with the system and reservoir assumed to be initially separable. We compare and contrast the decoherence of the two-qubit system in the case where the qubits are mutually close-by (`collective regime') or distant (`localized regime') with respect to the spatial variation of the environment. Sudden death of entanglement (as quantified by concurrence) is shown to occur in the localized case rather than in the collective case, where entanglement tends to `ring down'. A consequence of the QND character of the interaction is that the time-evolved fidelity of a Bell state never falls below 1/21/\sqrt{2}, a fact that is useful for quantum communication applications like a quantum repeater. Using a novel quantification of mixed state entanglement, we show that there are noise regimes where even though entanglement vanishes, the state is still available for applications like NMR quantum computation, because of the presence of a pseudo-pure component.Comment: 17 pages, 9 figures, REVTeX

    Public engagement with marine climate change issues: (Re)framings, understandings and responses

    Climate change impacts on marine environments have been somewhat neglected in climate change research, particularly with regard to their social dimensions and implications. This paper contributes to addressing this gap through presenting a UK focused mixed-method study of how publics frame, understand and respond to marine climate change-related issues. It draws on data from a large national survey of UK publics (N = 1,001), undertaken in January 2011 as part of a wider European survey, in conjunction with in-depth qualitative insights from a citizens’ panel with participants from the East Anglia region, UK. This reveals that discrete marine climate change impacts, as often framed in technical or institutional terms, were not the most immediate or significant issues for most respondents. Study participants tended to view these climate impacts ‘in context’, in situated ways, and as entangled with other issues relating to marine environments and their everyday lives. Whilst making connections with scientific knowledge on the subject, public understandings of marine climate impacts were mainly shaped by personal experience, the visibility and proximity of impacts, sense of personal risk and moral or equity-based arguments. In terms of responses, study participants prioritised climate change mitigation measures over adaptation, even in high-risk areas. We consider the implications of these insights for research and practices of public engagement on marine climate impacts specifically, and climate change more generally

    We analyze the ground-state properties and the excitation spectrum of Bose-Einstein condensates of trapped dipolar particles. First, we consider the case of a single-component polarized dipolar gas. For this case we discuss the influence of the trapping geometry on the stability of the condensate as well as the effects of the dipole-dipole interaction on the excitation spectrum.     Time-resolved measurements of fast electron recirculation for relativistically intense femtosecond scale laser-plasma interactions

    A key issue in realising the development of a number of applications of high-intensity lasers is the dynamics of the fast electrons produced and how to diagnose them. We report on measurements of fast electron transport in aluminium targets in the ultra-intense, short-pulse (<50 fs) regime using a high resolution temporally and spatially resolved optical probe. The measurements show a rapidly (≈0.5c) expanding region of Ohmic heating at the rear of the target, driven by lateral transport of the fast electron population inside the target. Simulations demonstrate that a broad angular distribution of fast electrons on the order of 60° is required, in conjunction with extensive recirculation of the electron population, in order to drive such lateral transport. These results provide fundamental new insight into fast electron dynamics driven by ultra-short laser pulses, which is an important regime for the development of laser-based radiation and particle sources

    Community coverage of an antimalarial combination of artesunate and amodiaquine in Makamba Province, Burundi, nine months after its introduction

    BACKGROUND: In 2003, artesunate-amodiaquine (AS+AQ) was introduced as the new first-line treatment for uncomplicated malaria in Burundi. After confirmed diagnosis, treatment was delivered at subsidized prices in public health centres. Nine months after its implementation a study was carried out to assess whether children below five years of age with uncomplicated malaria were actually receiving AS+AQ. METHODS: A community-based study was conducted in Makamba province. Randomly selected households containing one or more children under five with reported fever onset within fourteen days before the study date were eligible. Case-management information was collected based on caregiver recall. A case definition of symptomatic malaria from observations of children presenting a confirmed malaria episode on the day of the survey was developed. Based on this definition, those children who had probable malaria among those with fever onset in the 14 days prior to the study were identified retrospectively. Treatment coverage with AS+AQ was then estimated among these probable malaria cases. RESULTS: Out of 195 children with fever on the day of the study, 92 were confirmed as true malaria cases and 103 tested negative. The combination of 'loss of appetite', 'sweating', 'shivering' and 'intermittent fever' yielded the highest possible positive predictive value, and was chosen as the case definition of malaria. Out of 526 children who had had fever 14 days prior to the survey, 165 (31.4%) were defined as probable malaria cases using this definition. Among them, 20 (14.1%) had been treated with AS+AQ, 10 with quinine (5%), 68 (41%) received non-malaria treatments, and 67 got traditional treatment or nothing (39.9%). Most people sought treatment from public health centres (23/99) followed by private clinics (15/99, 14.1%). The median price paid for AS+AQ was 0.5 US$. CONCLUSION: AS+AQ was the most common treatment for patients with probable malaria at public health centres, but coverage was low due to low health centre utilisation and apparently inappropriate prescribing. In addition, AS+AQ was given to patients at a price ten times higher than the subsidized price. The availability and proper use of ACTs should be monitored and maximized after their introduction in order to have a significant impact on the burden of malaria

    Burden of disease from inadequate water, sanitation and hygiene for selected adverse health outcomes: An updated analysis with a focus on low- and middle-income countries

    Background To develop updated estimates in response to new exposure and exposure-response data of the burden of diarrhoea, respiratory infections, malnutrition, schistosomiasis, malaria, soil-transmitted helminth infections and trachoma from exposure to inadequate drinking-water, sanitation and hygiene behaviours (WASH) with a focus on low- and middle-income countries. Methods For each of the analysed diseases, exposure levels with both sufficient global exposure data for 2016 and a matching exposure-response relationship were combined into population-attributable fractions. Attributable deaths and disability-adjusted life years (DALYs) were estimated for each disease and, for most of the diseases, by country, age and sex group separately for inadequate water, sanitation and hygiene behaviours and for the cluster of risk factors. Uncertainty estimates were computed on the basis of uncertainty surrounding exposure estimates and relative risks. Findings An estimated 829,000 WASH-attributable deaths and 49.8 million DALYs occurred from diarrhoeal diseases in 2016, equivalent to 60% of all diarrhoeal deaths. In children under 5 years, 297,000 WASH-attributable diarrhoea deaths occurred, representing 5.3% of all deaths in this age group. If the global disease burden from different diseases and several counterfactual exposure distributions was combined it would amount to 1.6 million deaths, representing 2.8% of all deaths, and 104.6 million DALYs in 2016. Conclusions Despite recent declines in attributable mortality, inadequate WASH remains an important determinant of global disease burden, especially among young children.
