Del fin de Público a un nuevo modelo organizativo. La salida emprendedora como solución: análisis de los casos de La Marea, InfoLibre y elDiario.es
Treball Final de Grau en Periodisme. Codi: PE0932. Curs acadèmic 2014-2015El cierre de la edición impresa de Público en febrero de 2012 marca el fin de un proyecto efímero que
pese a tener una audiencia y una trayectoria asentadas no logra una viabilidad económica. Sin
embargo este cierre también marcó el nacimiento de una nueva generación de medios de
comunicación, que surgieron de los mismos trabajadores que en febrero de 2012 quedaban en la calle,
el mismo capital humano involucrado en proyectos diferentes y realizados de una manera diferente.
Tras tres años del nacimiento la mayoría de estos proyectos aún continúan en activo, el objeto de este
trabajo será la investigación de estos modelos, su organización empresarial, su viabilidad económica y
esbozar su nivel de calidad informativa. Los medios seleccionados son La Marea, infoLibre y elDiario.es, como principales casos a analizar por
haber nacido durante los doce meses posteriores al cierre de Público, ser iniciativa de antiguos
trabajadores del medio y tratar temas generalistas. El análisis tratará de averiguar si estos modelos
emprendedores resultan viables en un escenario de crisis del periodismo, y de los modelos
tradicionales, y si por lo tanto pueden ofrecer una nueva manera de organizar el trabajo periodístico en
el contexto actual. El trabajo analizará en primer lugar las estructuras organizativas, definiendo si
realmente se trata de modelos emprendedores, y retratar cómo funcionan estos modelos, así como las
ventajas y desventajas que ofrecen estas organizaciones atípicas. El segundo punto analizará sus
datos económicos para determinar si se trata de medios viables, si su modelo y plan de negocio
evoluciona satisfactoriamente y si el medio está recibiendo un buen acogimiento por parte de sus
públicos. En cuanto a los contenidos además de analizar las particularidades e innovaciones de cada
medio se realizará un análisis de una muestra mínima para tratar de esbozar si se está realizando un
buen trabajo a nivel periodístico e informativo. La hipótesis principal que quiere comprobar este trabajo es la de que un modelo de periodismo
independiente a nivel empresarial y publicitario facilita la creación de un contenido periodístico de
calidad, y que a la vez esto es viable en el contexto económico actual, suponiendo una alternativa
firme en el contexto de crisis del periodismo.The closure of the printed edition of Público in February 2012 marked the end of a short-lived project that, while it counted with the backing of a strong audience and an impecable track record, never reached a point of being economically feasable. Nevertheless, the closure of this newspaper also marked the birth of a new generation of media, that appeared thanks to the journalists who lost their jobs in February 2012. With the same human capital, they got involved it different products that functioned in different ways. Three years after the birth of this new wave of media, the majority of the projects are still active and functioning. The purpose of this study will be the investigation of these new media-models, their business organization, their economic viability and to outline the quality level of their information. The chosen media for this study are La Marea, infoLibre and elDiario.es as main cases to analize
because they were born in the first twelve months after the closure of Público, because they are
projects that were set up mainly by the ex-workers of this newspaper, and because their area is general
news. The analysis will try and establish if these enterpreneurial models are viable in the current
journalistic crisis scene, and traditional models, and therefore in they can offer a new way of organizing
the journalistic profession in the current situation. This study will analize, firstly, the organizational
structures, defining if they are really entrepreneurial models, and will show how these models work,
including the pros and the cons of these atypical organizations. In second place, we will proceed to
analyse their economic data to determine if they are actually economically viable, if their business
model and business plan are evolving successfully and if the media is having public acceptance. When
it comes to the contents, apart from analysing the particularities and innovations of each media, we'll
analyse a minimum sample to try and outline if high levels of journalistic and informative criteria are
being fulfilled with their products. The main hypothesis this study means to prove is that an independent journalism model on a business
and advertising scale enables the creation of a quality journalistic content, that at the same time is
viable in the current economic situation. This would mean it suppose a strong alternative in the context
of a journalistic crisis
El fiscal en la investigación del delito.
La presente ponencia gira en torno al papel que el Ministerio Fiscal desempeña en la investigación del delito en nuestro sistema procesal penal.
En su desarrollo trataremos la situación actual en España, haciendo una comparación con los sistemas procesales de los países de nuestro entorno, las propuestas de lege ferenda existentes en nuestro Derecho, finalizando con un comentario sobre las ventajas del modelo de investigación penal a cargo del fiscal.
La configuración procesal del Ministerio Fiscal en nuestro modelo procesal penal no es uniforme, dependiendo del tipo del procedimiento penal a que nos refiramos.
Hay que distinguir
-Justicia penal de menores.
El proceso penal de menores se encuentra regulado en la Ley Orgánica penal del menor 5/2000, de 12 de enero, y se aplica para determinar la responsabilidad penal de los menores de 18 años y mayores de 14 (art. 1.1 de ésta Ley del menor en relación con el artículo 18 de Código Penal).
La Ley Orgánica de responsabilidad penal del menor 5/2000, de 12 de enero, en su artículo 16.1, establece que corresponde al Ministerio Fiscal la instrucción de los procedimientos por los hechos a los que se refiere el artículo 1 del mismo texto Legal.
-Justicia penal de adultos.
Investigación penal a cargo del juez de instrucción: artº 299 de la LECR y concordantes.
El fiscal como inspector de la investigación: artº 306 de la LECRM..
El que la investigación del hecho delictivo, en la justicia de adultos, no corresponda al Ministerio Fiscal, constituye un hecho verdaderamente anómalo en nuestro entorno cultural.
En efecto, la situación en aquellos países que nos suelen servir de referencia en el marco del Derecho Comparado( Alemania o Italia) es que el Ministerio Fiscal es el órgano encargado de la investigación de los hechos delictivos.
Por otro lado, ello no implica que el Fiscal español no tenga una cierta capacidad investigadora en el ámbito penal, por más que la misma sea una investigación preliminar y limitada.
Esas posibilidades de investigación del Ministerio Fiscal se articulan a través de las denominadas “ Diligencias de investigación penal”, en cuyo régimen jurídico, así como sobre su contenido, nos detendremos aunque sea de forma breve.
Las Diligencias de Investigación del Ministerio Fiscal fueron introducidas en el ordenamiento jurídico español por Ley 50/1981, de 30 de diciembre, por la que se regula el Estatuto Orgánico del Ministerio Fiscal, cuyo art. 5 establece la posibilidad de que el Fiscal lleve a cabo u ordene diligencias para el esclarecimiento de hechos que fueran sean denunciados ante el mismo o que aparezcan en los atestados.
Posteriormente, reciben un muy importante impulso con la Ley 5/1988, de 24 de marzo, por la que se crea la Fiscalía Especial para la Prevención y Represión del Tráfico de Drogas -en la actualidad Fiscalía Especial Antidroga-, en la que se posibilita a la Fiscalia para investigar la situación económica y patrimonial, así como las operaciones financieras y mercantiles de toda clase de personas respecto de las que existan indicios de que realizan o participan en actos de tráfico ilegal de drogas o de que pertenecen o auxilian a organizaciones que se dedican a dicho tráfico, pudiendo requerir de las Administraciones Públicas, Entidades, sociedades y particulares las informaciones que estime precisas.
Los últimos proyectos de reforma legislativa en nuestro país se han manifestado a favor de la atribución de esa competencia al Ministerio Fiscal también en la justicia de adultos.

IMPLEMENTACIÓN DE AULAS INTELIGENTES, COMO ESTRATEGIA INNOVADORA EN LA GESTION DE CALIDAD EN LA DOCENCIA UNIVERSITARIA
El presente trabajo pretende abordar la estrecha relación que existe entre la calidad de la enseñanza universitaria y la formación pedagógica del profesorado, asumiendo que la docencia universitaria requiere una formación especializada en el área o disciplina a ejercer, además de una amplia competencia en la utilización de las Tecnologías de la Información y Comunicación (TIC) para responder a los desafíos actuales en la innovación pedagógica. El principal objetivo de este trabajo consiste en determinar las competencias profesionales que debe poseer el docente universitario para implementar las aulas inteligentes en pos de un aprendizaje colaborativo e interactivo. El estudio corresponde a una compilación bibliográfica, para lo cual se empleó el enfoque metodológico lineal. Como resultado de la revisión bibliográfica se pudo constatar que la Universidad es una organización basada en las personas y su principal recurso, es sin dudas el plantel docente. El docente universitario debe enfrentar los retos de un mercado de trabajo rápidamente cambiante, y su tarea relevante se centra en la renovación de los métodos de enseñanza – aprendizaje. Se resalta la importancia y los beneficios de la implementación del aula inteligente( Pizarra interactiva, La Webquest, los blogs, el aula virtual, las redes sociales, el slideshare,…) como estrategias de innovación en la gestión de calidad de la docencia universitaria. A consecuencia del análisis exhaustivo de la literatura y las experiencias educativas en relación a la implementación del aula inteligente se sugiere propuestas orientadas a potenciar la formación pedagógica y el desarrollo profesional del profesorado como una estrategia fundamental para la mejora de la calidad en la enseñanza universitaria
UCTx: a multi-agent system to assist a transplant coordination unit
We present a system called UCTx, designed to model and automate some of
the tasks performed by a Transplant Coordination Unit (UCTx) inside a
Hospital. The aim of this work is to show how a multi-agent approach
allows us to describe and implement the model, and how UCTx is capable
of dealing with another multi-agent (Carrel, an Agent Mediated
Institution for the exchange of Human Tissues among Hospitals for
Transplantation) in order to meet its own goals, acting as the
representative of the hospital in the negotiation. As an example we
introduce the use of this Agency in the case of Cornea Transplantation.Postprint (published version
An experimental test of some economic theories of optimism
Economic theories of optimism provide different rationales for the phenomenon of motivated reasoning, and a recent empirical literature has tested some of them, with mixed results. We contribute to this literature with a novel experimental test of two mechanisms, according to which optimism is respectively predicted when (1) the potential material losses due to the bias are relatively small or (2) the cognitive costs of the bias are small enough. In our design, these two accounts predict inflated expectations regarding some future payoff. Contrary to that, the average subject tends to (slightly) underestimate that financial prospect. Although a minority of the subjects overestimate systematically, the size of their errors is rather reduced, and they hardly differ in their personal characteristics from the rest of the subjects. In fact, optimism in our experiment is correlated with the sample observed, in that it is more likely when a subject observes relatively few good signals. This is again at odds with (1) and (2). These mechanisms, we conclude, do not appear to fully capture under which circumstances people fail into a positivity bias. Yet (1) seems to be empirically less relevant, in that we observe a similarly limited level of bias irrespectively of its monetary cos
HRC-I/Chandra X-ray observations towards sigma Orionis
Aims: We investigated the X-ray emission from young stars and brown dwarfs in
the sigma Orionis cluster (tau~3 Ma, d~385 pc) and its relation to mass,
presence of circumstellar discs, and separation to the cluster centre by taking
advantage of the superb spatial resolution of the Chandra X-ray Observatory.
Methods: We used public HRC-I/Chandra data from a 97.6 ks pointing towards the
cluster centre and complemented them with X-ray data from IPC/Einstein,
HRI/ROSAT, EPIC/XMM-Newton, and ACIS-S/Chandra together with optical and
infrared photometry and spectroscopy from the literature and public catalogues.
On our HRC-I/Chandra data, we measured count rates, estimated X-ray fluxes, and
searched for short-term variability. We also looked for long-term variability
by comparing with previous X-ray observations. Results: Among the 107 detected
X-ray sources, there were 70 cluster stars with known signposts of youth, two
young brown dwarfs, 12 cluster member candidates, four field dwarfs, and two
galaxies with optical-infrared counterpart. The remaining sources had
extragalactic nature. Based on a robust Poisson-chi^2 analysis, nine cluster
stars displayed flares or rotational modulation during the HRC-I observations,
while other eight stars and one brown dwarf showed long-term X-ray flux
variations. We constructed a cluster X-ray luminosity function from O9.5 (~18
Msol) to M6.5 (~0.06 Msol). We found: a tendency of early-type stars in
multiple systems or with spectroscopic peculiarities to display X-ray emission,
that the two detected brown dwarfs and the least-massive star are among the
sigma Orionis objects with the highest L_X/L_J ratios, and that a large
fraction of known classical T Tauri stars in the cluster are absent in this and
other X-ray surveys. We concluded that dozens X-ray sigma Orionis stars and

Autonomous flying in real-time with RPAS
[EN] It is proposed to carry out several iterations of the SDLC (Systems Development Life Cycle) in order to develop an artificial
intelligence algorithm capable of making decisions in real time in the field of RPAS (Remotely Piloted Aircraft System). It must
be able to maintain the integrity and security of the environment, providing autonomy to one or several RPAS that make up a
network to fulfil a common mission. Real-time vision and analysis of images obtained from the RPAS will be used for the
algorithm to analyse and redirect them appropriately to the RPAS. On the other hand, it must also obtain the telemetry of each
one of the RPAS in order to have an image of the positioning of each one of them, adopting the correct actions without
endangering any of the RPAS that make up the network
Global Methodology for Soil Behavior Identification and its Application to the Study of Site Effects
Though it is now admitted that non-linear modeling of soil behavior is necessary to represent some important aspects of the soil response under strong ground motion (for example, irreversible settlements and pore-pressure build-up), the elastoplastic models are not yet used in the everyday design processes. One of the obstacles is the difficulty to identify the models’ parameters. A methodology to identify the soil mechanical parameters is presented and applied to an elastoplastic model. The strategy is based on the use of minimum physical and easily measurable parameters. The key parameter necessary for characterizing the clay is its Liquidity Limit, while for the sand, the grain size distribution plays an important role. Once the methodology presented and validated comparing the response of the model’s response with the available data from the literature, the methodology is used to study the seismic response of the Mexico site
Extending the Carrel system to mediate in the organ and tissue allocation processes: a first approach
In this paper we extend the formalization of Carrel, a virtual organization for the procurement of tissues for transplantation purposes, in order to model also the procurement of human organs for transplants. We will focus in the organ allocation process to show how it can be formalized with the ISLANDER formalism. Also we present a first mechanism to federate the institution in several geographically-distributed platforms.Postprint (published version
