Involving Local Fishing Communities in Policy Making: Addressing Illegal Fishing in Indonesia
Illegal, Unreported and Unregulated (IUU) fishing has been identified by the UN as one of the
seven major threats to global maritime security; it causes loss of economic revenue, severe
environmental damage, and far-reaching livelihood implications for coastal communities.
Indonesia, by far the biggest archipelagic state, faces enormous challenges in all aspects of
IUU fishing and addressing those is one of the current Indonesian Government’s top priorities.
This article addresses the under-researched dimension of how IUU fishing affects fishing
communities. With the use of collage making focus groups with fishermen from different
Indonesian fishing communities, the research highlights the interrelated environmental
(depletion of resources), socio-economic (unbridled illegal activities at sea), cultural
(favouritism) and political (weak marine governance) dimensions of IUU fishing as
experienced at the local level. However, the research also indicates a strong will by fishermen
to be seen as knowledge agents who can help solve the problem by better dissemination of
information and cooperation between the local government(s) and the fishing communities.
The article concludes by arguing for the involvement of local fishing communities in national
and international policy making that addresses IUU fishing
Recent Avian Influenza Virus A/H5N1 Evolution in Vaccinated and Unvaccinated Poultry from Farms in Southern Vietnam, January–March 2010
We report 15 new avian influenza virus A/H5N1 haemagglutinin (HA) sequences sampled from visibly sick domestic poultry in southern Vietnam, between 1 January 2010 and 6 March 2010. These HA sequences form a new sub-clade of the clade 1 H5N1 viruses that have been circulating in Vietnam since 2003/2004. The viruses are characterized by a change from isoleucine to valine at position 514 (I514V) and are 1.8% divergent at the nucleotide level from HA sequences sampled in Vietnam in 2007. Five new amino acid changes were observed at previously identified antigenic sites, and three were located within structural elements of the receptor-binding domain. One new mutation removed a potential N-linked glycosylation site, and a methionine insertion was observed in one virus at the polybasic cleavage site. Five of these viruses were sampled from farms where poultry were vaccinated against H5N1, but there was no association between observed amino acid changes and flock vaccination status. Despite the current lack of evidence for antigenic drift or immune escape in Vietnamese H5N1 viruses, continued surveillance remains a high priority
Methods for attributing land-use emissions to products
Roughly one-third of anthropogenic GHG emissions are caused by agricultural and forestry activities and land-use change (collectively, land-use emissions'). Understanding the ultimate drivers of these emissions requires attributing emissions to specific land-use activities and products. Although quantities of land-use emissions are matters of fact, the methodological choices and assumptions required to attribute those emissions to activities and products depend on research goals and data availability. In this review, we explore several possible accounting methods. Our results highlight the sensitivity of accounting to temporal distributions of emissions and the consequences of replacing spatially-explicit data with aggregate proxies such as production or harvested area data. Different accounting options emphasize different causes of land-use emissions (e.g., proximate or indirect drivers of deforestation). To support public policies that effectively balance competing objectives, analysts should carefully consider and communicate implications of accounting choices
Evaluating the merits of climate smart technologies under smallholder agriculture in Malawi
The merits of three climate smart agriculture (CSA) technologies implemented by
farmers were assessed in Machinga district of Malawi with respect to their soil
quality and maize yield effects. Data were collected from farms implementing the
three CSA technologies, namely conservation agriculture (CA), maize–pigeonpea
(Maize-PP)
intercrops and a local organic and inorganic soil amendment known
as Mbeya fertilization (Mbeya-fert),
from 2018 to 2019. With respect to resilience
and adaptation, particulate organic matter, soil organic carbon (SOC), N, P, K, Ca
and Mg all significantly improved while bulk densities were lowered under the
three CSA systems. Higher annual biomass inputs and improved water infiltration
from the Maize-PP
intercrops were observed. With respect to productivity, CA and
Mbeya-fert
improved maize yields by 51 and 19%, respectively, compared to conventional
farmer practices. With regard to climate change mitigation, increases in
measured SOC in the top 20 cm depth compared to the conventional farmer practices
amounted to 6.5, 12 and 10.5 t C ha−1 for CA, Mbeya-fert,
and Maize-PP
intercrops,
respectively, over a period of 2–6
years. This suggests higher potential for carbon
sequestration from CSA technologies. Furthermore, use of drought tolerant varieties,
timely weeding and optimum plant populations, increased productivity. Improved
gross margins from CSA practices were also apparent. Thus, employing these CSA
technologies could enable farmers to be more resilient, productive and adapt better to
climate change shocks leading to improved food security and livelihoods
Nitrogen-neutrality: a step towards sustainability
We propose a novel indicator measuring one dimension of the sustainability of an entity in modern
societies: Nitrogen-neutrality. N-neutrality strives to offset Nr releases an entity exerts on the
environment from the release of reactive nitrogen (Nr) to the environment by reducing it and by
offsetting the Nr releases elsewhere. N-neutrality also aims to increase awareness about the
consequences of unintentional releases of nitrogen to the environment. N-neutrality is composed of
two quantified elements: Nr released by an entity (e.g. on the basis of the N footprint) and Nr
reduction from management and offset projects (N offset). It includes management strategies to
reduce nitrogen losses before they occur (e.g., through energy conservation). Each of those
elements faces specific challenges with regard to data availability and conceptual development.
Impacts of Nr releases to the environment are manifold, and the impact profile of one unit of Nr
release depends strongly on the compound released and the local susceptibility to Nr. As such, Nneutrality
is more difficult to conceptualize and calculate than C-neutrality. We developed a
workable conceptual framework for N-neutrality which was adapted for the 6th International
Nitrogen Conference (N2013, Kampala, November 2013). Total N footprint of the surveyed meals
at N2013 was 66 kg N. A total of US$ 3050 was collected from the participants and used to offset
the conference’s N footprint by supporting the UN Millennium Village cluster Ruhiira in South-
Western Uganda. The concept needs further development in particular to better incorporate the
spatio-temporal variability of impacts and to standardize the methods to quantify the required N
offset to neutralize the Nr releases impact. Criteria for compensation projects need to be sharply
defined to allow the development of a market for N offset certificates

Piloting the use of accelerometry devices to capture energy expenditure in agricultural and rural livelihoods: Protocols and findings from northern Ghana
In this study we report on the protocols adopted and the findings from a pilot study in northern Ghana involving 40 respondents wearing accelerometry devices for a week. We show how integrating energy expenditure data from wearable accelerometry devices with data on activity and time-use can provide a window into agricultural and rural livelihoods in developing country contexts that has not been previously available for empirical research. Our findings confirm some of the stylised facts of agricultural and rural livelihoods, but the study also provides several new insights that come from the triangulation of energy expenditure, time use, and activity data. We report findings and explore the potential applications of using accelerometry devices for a better understanding of agriculture-nutrition linkages in developing countries
Sustainable maize production and consumption in China: practices and politics in transition
China provides a stark and globally significant illustration of how changing patterns of food production and consumption (especially related to increased intake of animal protein) are creating negative impacts on biodiversity, climate, nitrogen and phosphorous cycles and the use of freshwater. However, China's rapidly growing innovation capabilities and dynamic pattern of development also offer a unique opportunity for transitions towards more sustainable and resilient agri-food systems. Applying a ‘food practices in transition’ framework (Spaargaren et al., 2012), this paper discusses the technological, political and socio-cultural factors central to such systemic changes, with a focus on maize as a core case study. In particular it presents and discusses two contending (but not mutually-exclusive) pathways towards more sustainable maize production and consumption. One, which we call the ‘indigenous innovation’ pathway is framed by ‘systemic rationalities’ and characterised by a focus on R&D-intensive technologies for agricultural intensification, including the controversial use of transgenic phytase maize. The second, which we term the ‘alternative’ pathway, is framed by ‘lifeworld rationalities’ and focusses on improved management practices, shorter supply chains, agro-ecological and participatory research. The two pathways claim different environmental benefits and present different risks and political implications. This paper analyses the food practices in transition in each pathway, identifying links with shifting political conditions and pointing to the increasingly significant role of consumer agency in steering patterns of maize production and consumption in China

Reflecting on ICN2: Was it a game changer?
At the Second International Conference on Nutrition (ICN2), November 2014, 170 member states endorsed the Rome Declaration on Nutrition and a Framework for Action. The Rome Declaration committed to ending malnutrition in all its forms while the Framework for Action offered 60 voluntary actions to help achieve this. These documents and ICN2 itself had the potential to be a major step forward for public health nutrition, addressing issues associated with today's complex food system. This article reviews ICN2, its process, outputs and some of the gaps and weaknesses of the documents. ICN2's legacy can be interpreted in two ways-a missed opportunity or one of broad aspirations which have yet to translate into meaningful action. The paper considers whether ICN2 could have adopted a more ecological approach to diet and nutrition, linking health and sustainability. While this fits the evidence, it would require a strong commitment to coherence and food system change, almost certainly a firm stance on some food corporate power, and resolve to champion health at the heart of economic policy. This ambitious agenda would require specific multi-actor and multi-level action, together with metrics and mechanisms for accountability. Coherent government policies and actions to tackle all manifestations of inappropriate diet, and to reframe the economic forces which shape such diets are urgently required. To achieve this, the public health movement needs to work closely with civil society, yet ICN2 showed that there is some reluctance to energise that combination. As a result, ICN2 must be judged a missed opportunity, despite having useful aspirations
