    Medicine in the Margins: Access, resistance and health care utilization among the Tuareg of Niger

    This thesis explores the historical, cultural and social reasons for the wariness that the nomadic Tuareg of Niger have towards Western medicine and medical practitioners. I give a historical account of their interactions with and resistance to the French colonial administration and the postcolonial state of Niger and how this resistance to Western medicine and health clinics was an embodied form of political and social resistance to governmentality and state attempts at sedentarization. I provide historical example of when health care delivery was successful and was embraced rather than resisted as well as the ways in which the Tuareg have not only integrated Western medicines into their lives but the ways in which these often scarce medicines are distributed to the community as a whole. I performed a systematic review of the medical, public health, and social science literature examining published and unpublished documents and doctoral dissertations on the health of the Tuareg and history of Niger. I also conducted interviews with journalists, anthropologists, humanitarian aid workers and a physician that have worked with the Tuareg in Niger. Despite this resistance and physical remoteness there are also success stories of how trust can be achieved and health care successfully delivered to the Tuareg. This research demonstrates that even with enormous cultural, social and political resistance and under circumstances of poor infrastructure and limited resources, Western medicine is not only desired but can be delivered to remote populations. In my conclusion, I discuss the differential impact that sedentarization and recent famines have had on the way of life of the Tuareg and their access to health care

    Cost-benefit analysis of ecological networks assessed through spatial analysis of ecosystem services

    1.The development of ecological networks could enhance the ability of species to disperse across fragmented landscapes and could mitigate against the negative impacts of climate change. The development of such networks will require widespread ecological restoration at the landscape scale, which is likely to be costly. However, little information is available regarding the cost-effectiveness of restoration approaches. 2.We address this knowledge gap by examining the potential impact of landscape-scale habitat restoration on the value of multiple ecosystem services across the catchment of the River Frome in Dorset, England. This was achieved by mapping the market value of four ecosystem services (carbon storage, crops, livestock and timber) under three different restoration scenarios, estimating restoration costs, and calculating net benefits. 3.The non-market value of additional services (cultural, aesthetic and recreational value) was elicited from local stakeholders using an online survey tool. Flood risk was assessed using a scoring approach. Spatial Multi-Criteria Analysis (MCA) was conducted, incorporating both market and non-market values, to evaluate the relative benefits of restoration scenarios. These were compared with impacts of restoration on biodiversity value. 4.Multi-Criteria Analysis results consistently ranked restoration scenarios above a non-restoration comparator, reflecting the increased provision of multiple ecosystem services. Restoration scenarios also provided benefits to biodiversity, in terms of increased species richness and habitat connectivity. However, restoration costs consistently exceeded the market value of ecosystem services. 5.Synthesis and applications. Establishment of ecological networks through ecological restoration is unlikely to deliver net economic benefits in landscapes dominated by agricultural land use. This reflects the high costs of ecological restoration in such landscapes. The cost-effectiveness of ecological networks will depend on how the benefits provided to people are valued, and on how the value of non-market benefits are weighted against the costs of reduced agricultural and timber production. Future plans for ecological restoration should incorporate local stakeholder values, to ensure that benefits to people are maximised. © 2012 The Authors.     International benchmarking: Policy responses to biodiversity and climate change in OECD countries

    Responding to global environmental issues like biodiversity loss and climate change challenge national governments and intergovernmental bodies. A conventional response has been to set targets. Yet to achieve targets, governments must implement effective policies. Indicators that track policy implementation could provide information on individual country progress towards targets and for international benchmarking. We take up a recommendation from Convention on Biological Diversity mandated experts to develop a policy indicator(s) for biodiversity. This expert group identified four indicator attributes: identification, establishment, strengthening and assessment. We review biodiversity (and climate change) policies implemented in the period 1952–2012 in 54 nations using an Organisation for Economic Co-operation and Development (OECD) database. We find: the number of countries implementing biodiversity policies increased steadily until the end of the 2000s (identification); evidence of continuous innovation in the types of policy instruments implemented (establishment); and evidence of policy revision and shifts in jurisdiction (strengthening). To overcome a lack of data to evaluate policy effectiveness (assessment) we suggest improvements in data collection and the possibility to combine the OECD database with other databases

    Embedding the concept of ecosystems services:The utilisation of ecological knowledge in different policy venues

    The concept of ecosystem services is increasingly being promoted by academics and policy makers as a means to protect ecological systems through more informed decision making. A basic premise of this approach is that strengthening the ecological knowledge base will significantly enhance ecosystem health through more sensitive decision making. However, the existing literature on knowledge utilisation, and many previous attempts to improve decision making through better knowledge integration, suggest that producing ‘more knowledge’ is only ever a necessary but insufficient condition for greater policy success. We begin this paper by reviewing what is already known about the relationship between ecological knowledge development and utilisation, before introducing a set of theme issue papers that examine—for the very first time—how this politically and scientifically salient relationship plays out across a number of vital policy venues such as land-use planning, policy-level impact assessment, and cost–benefit analysis. Following a detailed synthesis of the key findings of all the papers, this paper identifies and explores new research and policy challenges in this important and dynamic area of environmental governance

    Valuing Ecosystem Services in Semi-arid Rangelands through Stochastic Simulation

    Ecosystem services and economic returns from semi-arid rangelands are threatened by land degradation. Policies to improve ecosystem service delivery often fail to consider uncertainty in economic returns gained through different land uses and management practices. We apply an analytical framework using stochastic simulation to estimate the range of potential monetary outcomes of rangeland ecosystem services under different land uses, including consideration of the uncertainty and variability of model parameters. We assess monetary and non-monetary dimensions, including those ecosystem services with uncertain and missing information, for communal rangelands, commercial ranches, game farms and Wildlife Management Areas in southern Kgalagadi District, Botswana. Public land uses (communal grazing areas and protected conservation land in Wildlife Management Areas) provide higher economic value than private land uses (commercial ranches and game farms), despite private land uses being more profitable in their returns from meat production. Communal rangelands and protected areas are important for a broader range of ecosystem services (cultural/spiritual services, recreation, firewood, construction material and wild food), which play a key role in sustaining the livelihoods of the largest share of society. The full range of ecosystem services should therefore be considered in economic assessments, while policies targeting sustainable land management should value and support their provision and utilisation. By forecasting the range of plausible ecosystem values of different rangeland land uses in monetary terms, our analysis provides policymakers with a tool to assess outcomes of land use and management decisions and policies

    A macroeconomics-inspired interpretation of the terrestrial water cycle

    This article develops an approach that applies macroeconomic concepts to the interpretation of complex, water related natural processes. By translating and reinterpreting these processes into a language that is more accessible to a broader audience otherwise unaccustomed to its terms will likely help sharpen our understanding of the terrestrial water cycle. For economists, we describe climate-forming natural processes in a manner consistent with the fundamentals of the mainstream approach. For noneconomists, parallels from economically determined, relatively short-term observations can be applied conceptually to identify dynamics which occur over much longer and therefore more elusive natural occurrences, in particular considering the role of forests and how persistent land conversion over a millennium has shaped the earth's surface and impacted climate stability. The set of “supporting ecosystem services” highlighted in the Millennium Ecosystem Assessment (MEA) coincides with the ground phase of the terrestrial water cycle, taking the concept beyond the ecosystem service perspective and identifying it as a planetary service. Ecosystem and planetary services differ in the same way that microeconomic and macroeconomic perspectives do. The water cycle intensity of a geographical area may well be related to a rainfall multiplier that measures the ability of continental ecosystems to increase the amount of water moving across terrestrial surfaces and descending as rainfall through transpiration and deposition, and re-transpiration and re-deposition of the water content in the air that originally arrives from the oceans. Building upon the MEA's association of human wellbeing with ecosystem features, the rainfall multiplier serves as a physical indicator and measure of the natural basis of wellbeing creation

    A critical perspective on the concept of biocultural diversity and its emerging role in nature and heritage conservation

    The continuing losses of biodiversity around the world remain problematic for nature conservation. A fundamental issue that has triggered debates in nature conservation is the relationship between human culture, heritage and history, and nature expressed as ecology or biodiversity. Traditionally, nature conservation has been pursued separately from aspects of cultural heritage; a situation which seems perplexing when we consider the importance of traditional management in the maintenance of biodiversity in many areas now “protected” for nature. To address these broad issues, fundamental to future landscape sustainability, we need to have clear definitions of concepts and terms. This paper considers the historical development of the key concepts that frame biocultural diversity and the paradigms relating to biocultural assets or eco-cultural landscapes. This is pertinent to both researchers and to practitioners or policymakers, and we suggest ways biocultural diversity can improve global conservation efforts

    Synergies between biodiversity conservation and ecosystem service provision: Lessons on integrated ecosystem service valuation from a Himalayan protected area, Nepal

    We utilised a practical approach to integrated ecosystem service valuation to inform decision-making at Shivapuri-Nagarjun National Park in Nepal. The Toolkit for Ecosystem Service Site-based Assessment (TESSA) was used to compare ecosystem services between two alternative states of the site (protection or lack of protection with consequent changed land use) to estimate the net consequences of protection. We estimated that lack of protection would have substantially reduced the annual ecosystem service flow, including a 74% reduction in the value of greenhouse gas sequestration, 60% reduction in carbon storage, 94% reduction in nature-based recreation, and 88% reduction in water quality. The net monetary benefit of the park was estimated at $11 million year-1. We conclude that: (1) simplified cost-benefit analysis between alternative states can be usefully employed to determine the ecosystem service consequences of land-use change, but monetary benefits should be subject to additional sensitivity analysis; (2) both biophysical indicators and monetary values can be standardised using rose plots, to illustrate the magnitude of synergies and trade-offs among the services; and (3) continued biodiversity protection measures can preserve carbon stock, although the benefit of doing so remains virtual unless an effective governance option is established to realise the monetary values
