Dual-Process Theory of Racial Isolation, Legal Cynicism, and Reported Crime

Why is neighborhood racial composition linked so strongly to police-reported crime? Common explanations include over-policing and negative interactions with police, but police reports of crime are heavily dependent on resident 911 calls. Using Sampson’s concept of legal cynicism and Vaisey’s dual-process theory, we theorize that racial concentration and isolation consciously and nonconsciously influence neighborhood variation in 911 calls for protection and prevention. The data we analyze are consistent with this thesis. Independent of police reports of crime, we find that neighborhood racial segregation in 1990 and the legal cynicism about crime prevention and protection it engenders have lasting effects on 911 calls more than a decade later, in 2006–2008. Our theory explains this persistent predictive influence through continuity and change in intervening factors. A source of cumulative continuity, the intensification of neighborhood racial concentration and isolation between 1990 and 2000, predicts 911 calls. Likewise, sources of change—heightened neighborhood incarceration and home foreclosures during the financial crisis in 2006–2008—also predict these calls. Our findings are consistent with legal cynicism theory’s focus on neighborhood disadvantage, racial isolation, and concerns about police protection and crime prevention; they correspond less with the emphasis of procedural justice theory on police legitimacy

Insights From Deploying a Collaborative Process for Funding Systems Change

Many foundations are seeking to impact root causes of social issues through funding initiatives that are both technically and socially complicated and where past experience is no guarantee of success. These situations exhibit the growing need for more adaptive funding approaches, such as emergent philanthropy. This article looks at an application of emergent strategy at the Colorado Health Foundation. It shares tools used to design the funding approach for the foundation’s Creating Healthy Schools initiative, including support for grantees in refining their grant-proposal budgets and activities, decreasing duplication, and leveraging resources more effectively. This article will look at lessons learned, including the need to continue to evolve emergent philanthropy and collaboration not only between funders and grantees, but between funders themselves. The authors hope the tools experimented with in this case will help other foundations design and implement system-change strategies in complex environments

The blue channel of the Keck low-resolution imaging spectrometer

This paper summarizes the optical, mechanical, electrical, and software design of LRIS-B, the blue channel of the Keck Low Resolution and Imaging Spectrograph. The LRIS-B project will shortly be completing the existing LRIS instrument through the addition of dichroic beamsplitters, grisms to disperse light on the blue channel, broad-band u, B, and V photometric filters, a blue and near-UV transmitting camera lens, and a large format blue-sensitive CCD detector. LRIS-B will also introduce piezoelectric xy-actuation of the CCD detector inside its Dewar, in order to compensate for flexure in the existing instrument; ultimately the red-side CCD detector will be similarly equipped, its PZT xy-stage being independently programmed. The optical design of the LRIS-B camera uses only fused silica and calcium fluoride elements, and includes a decentered meniscus element to compensate for coma introduced by the LRIS off-axis paraboloid collimator. The design of the blue channel grisms have been optimized for maximum blaze efficiency, the highest dispersion grism having a groove density of 1200 gr/mm. Optical elements not in use at any given time will be stowed in carousels externally mounted to the instrument sidewalls. The entire instrument is designed to permit remote operation

Recommendations for the transition of patients with ADHD from child to adult healthcare services:a consensus statement from the UK adult ADHD network

The aim of this consensus statement was to discuss transition of patients with ADHD from child to adult healthcare services, and formulate recommendations to facilitate successful transition. An expert workshop was convened in June 2012 by the UK Adult ADHD Network (UKAAN), attended by a multidisciplinary team of mental health professionals, allied professionals and patients. It was concluded that transitions must be planned through joint meetings involving referring/receiving services, patients and their families. Negotiation may be required to balance parental desire for continued involvement in their child’s care, and the child’s growing autonomy. Clear transition protocols can maintain standards of care, detailing relevant timeframes, responsibilities of agencies and preparing contingencies. Transition should be viewed as a process not an event, and should normally occur by the age of 18, however flexibility is required to accommodate individual needs. Transition is often poorly experienced, and adherence to clear recommendations is necessary to ensure effective transition and prevent drop-out from services

The state of the Martian climate

60°N was +2.0°C, relative to the 1981–2010 average value (Fig. 5.1). This marks a new high for the record. The average annual surface air temperature (SAT) anomaly for 2016 for land stations north of starting in 1900, and is a significant increase over the previous highest value of +1.2°C, which was observed in 2007, 2011, and 2015. Average global annual temperatures also showed record values in 2015 and 2016. Currently, the Arctic is warming at more than twice the rate of lower latitudes

Modelling creativity: identifying key components through a corpus-based approach

Creativity is a complex, multi-faceted concept encompassing a variety of related aspects, abilities, properties and behaviours. If we wish to study creativity scientifically, then a tractable and well-articulated model of creativity is required. Such a model would be of great value to researchers investigating the nature of creativity and in particular, those concerned with the evaluation of creative practice. This paper describes a unique approach to developing a suitable model of how creative behaviour emerges that is based on the words people use to describe the concept. Using techniques from the field of statistical natural language processing, we identify a collection of fourteen key components of creativity through an analysis of a corpus of academic papers on the topic. Words are identified which appear significantly often in connection with discussions of the concept. Using a measure of lexical similarity to help cluster these words, a number of distinct themes emerge, which collectively contribute to a comprehensive and multi-perspective model of creativity. The components provide an ontology of creativity: a set of building blocks which can be used to model creative practice in a variety of domains. The components have been employed in two case studies to evaluate the creativity of computational systems and have proven useful in articulating achievements of this work and directions for further research
