    The Potential Catalytic Role of Green Entrepreneurship – Technological Eco–Innovations and Ecopreneurs’ Acts – in the Structural Transformation to a Low–Carbon or Green Economy: A Foucauldian Discursive Approach

    Green entrepreneurship – technological eco–innovations and ecopreneurs’ acts – has recently received much attention from European policymakers as one promising response to the challenges of sustainable economic development due to its potential to catalyze and build a low–carbon or green economy. This topical relationship between green entrepreneurship and sustainable economy has also gained increasing interest among scholars. Indeed, green entrepreneurship has been socially constructed as having a catalytic role in reshaping the sociotechnical landscape of the economy and engendering cultural changes and institutional developments associated with ecological modernization. This is predicated on the assumption that ecopreneurs bring about qualitative changes in enterprise structures, strategies, and practices. However, academic research on this relationship has put emphasis on individual ecopreneurs – although earlier work in technology studies has debunked the notion of lone entrepreneurial heroes in the development of new technologies, neglecting the wider sociotechnical context in which ecopreneurs operate. In this study, it is argued that ecopreneurs do not act in isolation with respect to sustainable economic change. It is moreover postulated that this relationship as part of mainstream debate on economic development and as an evolving hegemonic discourse is constructed in the light of culturally–specific and historically–contingent epistemic conceptions about the economic, technological, social, and political changes. Hence, it is important not to conceive of this relationship as something ahistorical, paradigmatic, universal, neutral, and apolitical–economic or the product of an epistematic understanding. Grounded in a discursive theoretic approach, the aim of this study is to carry out an analysis of the social and epistemic construction of green entrepreneurship in relation to sustainable economy and its economic-political implications. I employ a Foucauldian approach to discourse and discourse analysis to examine a set of research documents – empirical material. The analytical approach consists of six steps: (1) discursive constructions, (2) interdiscursivity, (3) epistemic setting, (4) cultural frames and shifts, (5) discursive–material selective framing, (6) and political practice and knowledge/power relationship. The relationship between green entrepreneurship and sustainable economy as a scholarly discourse highlights the lone ecopreneurial heroes and reinforces new social relations. Apart from reconstructing the ecopreneurs’ image, the discourse reconstitutes their relations to society in such that they are assigned new missions and ascribed vital roles for building a low-carbon/green economy. The discourse also awards highlight to policymakers/governments. It constitutes all these actors into the prime definers of the constructed economic reality. Moreover, the discourse has grounds from which it has emerged and evolved, building on a set of established discourses and thus changing economic and cultural reality. Unsurprisingly, the discourse as an object of knowledge is a matter of episteme, a subset of the order underlying European culture in current historical period. As knowledge claims, it is episteme–conditioned and historically–restricted – hence the need for being open to interrogations yet to come that may fundamentally reconfigure, or lead to abandoning, the current convictions. Furthermore, the discourse is shaped by the prevailing cultural frames and the emerging cultural shifts. In addition, the technological orientation of green entrepreneurship is the product of a selective framing of discursive and material dimensions. Therefore, green entrepreneurship technologization can be conceived as speciïŹc business practices which depend on the agency of ecopreneurs and other economic actors promoting technological eco–innovations and on hegemonic discourses on technology for sustainable development and environmental and technology policy and regulation governing the low-carbon/green economy. It is hence not paradigmatic but rather the outcome of social processes. Finally, the discourse is affected by political practice in relation with climate change, low–carbon/green economy, and ecological modernization, as well as by knowledge/power relations established in European society. These two influences determine, expand - and will probably maintain – the success of the relationship under study

    Data-Driven Smart Sustainable Cities of the Future: New Conceptions of and Approaches to the Spatial Scaling of Urban Form

    There is a growing interest in urban form as the spatial concretization of urban sustainability. At the core of sustainable urban form is the spatial pattern of the different types of the physical objects characterizing the built-up areas of settlements at different spatial scales. The spatial features of urban design is key to producing the benefits of sustainability and enacting its effects as outcomes of processes. However, it has been difficult to evaluate how and to what extent sustainable urban forms contribute to sustainability and to judge whether or not a certain sustainable urban form is actually sustainable. Therefore, there is a need to find more effective ways to address and implement the spatial scaling of sustainable urban form in an attempt to increase the positive outcomes of sustainability. This relates to the emerging model of sustainable cities, which is increasingly being enabled by urban computing and intelligence in terms of planning and design under what has been termed “data-driven smart sustainable cities”. This paper analyzes and discusses the emerging conceptions of and approaches to spatial scales that should be considered in the planning and design of data-driven smart sustainable cities of the future. In doing so, it highlights the innovative potential of urban computing and intelligence for enhancing and transforming the spatial scaling of sustainable urban form. I argue that data-driven technologies allow sustainable urban forms to monitor, understand, and analyze the different aspects of their spatial scaling for generating the kind of designs that improve sustainability. Conceiving spatial scales as outcomes of processes and planning accordingly hold great potential for attaining the goals of sustainability. Sustainability outcomes are multi-scalar in nature, which justifies the need to integrate spatial scales that have clear synergies in their management and planning and need to be coupled. This synergic integration produces combined effects that are greater than the sum of the separate effects of spatial scales with respect to sustainability benefits

    Calm ICT design in hotels: A critical review of applications and implications

    There has recently been a call for revisiting the effect of ICT on guest experience in hotels. This is because ICT solutions can act not only as enhancers of hotel guest experience, but also as its inhibitors. In response to this call, the notion of calm ICT design has recently been introduced. Calm ICT design describes the ICT solutions that are used only when and if required, thus not calling user’s attention at all times. Although this concept is highly relevant to the hospitality industry, it has never been systematically considered within. This paper conceptualizes calm ICT design for application in the hospitality context. To this end, it analyzes the ICT solutions that are currently employed by hospitality businesses from the calm ICT design perspective; discusses how the opportunities offered by calm ICT design can be better capitalized upon by hospitality managers; and outlines directions for future research

    Social implications of new mediated spaces: The need for a rethought design approach

    Departing from the traditional understanding of the social implications of urban design and the underlying notion of ‘place’, the chapter first questions its current relevance vis-à-vis the mediated city. It examines whether ICT has given rise to the establishment of new notions of space and place, identifying new design challenges for cities and rethought approaches to the production of space. In view of the latter, the chapter subsequently questions the manner with which digital media may facilitate inclusive design of public spaces. In order to address this objective, the chapter illustrates some interesting empirical data emanating from literature and research projects based in the UK, Poland and Malta. The case studies in the literature illustrate how ICTs are being used as tools within participatory processes for the inclusive design of urban public and recreational spaces and in order to gauge citizen/user expectations towards urban space. The chapter finally attempts to redefine public participation through ICT and to frame the above discussion within the potentially newly redefined role of urban designers involved in such processes. The underlying question to be addressed in this chapter, therefore, has to deal with the manner with which urban professionals may effectively achieve inclusive participatory design, particularly in light of new phenomena brought about by the mediated city and with the potential of this newly obtained and enriched data

    Sustaining ICT for Sustainability : Towards Mainstreaming De–carbonization–oriented Design & Enabling the Energy–Efficient, Low Carbon Economy

    The study set out to understand and demonstrate the role the ICT sector could play as a critical enabler in the transition and progress towards an energy– efficient, low carbon economy. More specifically, the study of sustaining ICT for sustainability has twofold intent: (2) to investigate the direct footprint of ICT sector and explore how it can be tackled through adopting sustainable design–based solutions; and (2) to highlight the enabling potential of ICT sector to mitigate climate change and massively improve energy efficiency across the economy, identifying and quantifying the global ICT impacts and opportunities in the context of energy and carbon emissions savings. To achieve the aim of this study, a pertinent and extensive literature review covering theoretical, empirical, and critical scholarship was performed to investigate the phenomenon. The study draws on a variety of sources to survey the unsustainability of ICT sector pertaining to energy–intensive consumption and explore potential solutions through espousing environmental design practice, and also to examine the role of ICT in delivering energy–efficient solutions through its products and services. Validity was ensured through using quality academic and industry literature as well as relevant studies carried out by a range of eminent researchers, experts, and stakeholders (i.e. NGOs, research centers). Findings highlight the unsustainability of ICT sector regarding energy– intensive consumption and concomitant GHG emissions associated with its products and services. Of the whole lifecycle, the use phase of ICT is the most critical. Data centers and telecom networks devour energy. Planned obsolescence entrenched in software design shorten upgrade cycle, which makes software utilities a planet killer as to energy consumption. Alternative sustainable design–based solutions entail using renewable energy and most efficient energy required over ICT’s life cycle – de–carbonization strategy. Also, digitization is an effective strategy for ICT sector to slash energy use per unit. To reduce the footprint of data centers and telecom networks, design solutions vary from hardware and software to technological improvements. Designing out built–in obsolescence in software technology is a key factor in the energy equation. As for the enabling role of ICT, the findings are highly illuminating. The ICT sector must step up its efforts in reducing its direct footprint in order to claim a leadership role in an energy–efficient, low carbon economy. Although the ICT sector’s own emissions will increase because of global growing demand for its products and services, the real gains will come from its enabling potential to yield substantial energy efficiency improvements and emissions reductions across the economy. The sheer scale of the climate change challenge presents smart development mitigation opportunities for ICT sector to deliver environmentally sustainable solutions. The largest identified opportunities are: dematerialization; intelligent transport and logistics; intelligent buildings; smart power supply; and efficient industrial processes and systems. This study provides a novel approach into sustainable design in ICT, underlining unsustainable design practices in ICT sector.     Smart Eco-City Strategies and Solutions for Sustainability: The Cases of Royal Seaport, Stockholm, and Western Harbor, Malmö, Sweden

    Sustainable urbanism is seen today as one of the keys towards unlocking the quest for a sustainable society. As a central paradigm of sustainable urbanism, the eco-city is promoted by global and local policies as one of the preferred responses to the challenges of sustainable development. It is argued that eco-city strategies are expected to deliver positive outcomes in terms of providing healthy and livable human environments in conjunction with minimal demand on resources and thus minimal environmental impacts. As such, it is pertinent to examine how the eco-city model and especially its three sustainability dimensions is practiced and justified in urban planning and development at the local level. This is motivated by the increased interest in developing sustainable urban districts. In this light, this study seeks to answer the following two questions: What are the key strategies of the eco-city district model, and in what ways do they mutually complement one another in terms of producing the expected tripartite value of sustainability? To what extent does the eco-city district model support and contribute to the environmental, economic, and social goals of sustainability? To illuminate the phenomenon of the eco-city district accordingly, a descriptive case study is adopted as a qualitative research methodology, where the empirical basis is mainly formed by urban planning and development documents in two eco-city districts—Royal Seaport, Stockholm, and Western Harbor, Malmö, Sweden—in combination with qualitative interview data, secondary data, and scientific literature. This study shows that the eco-city district models of SRS and Western Harbor involve mainly design and technology, supported with behavioral change, as key strategies and solutions for achieving urban sustainability. Design encompasses greening, passive solar houses, sustainable transportation, mixed land use, and diversity. And technology comprises green technologies, energy efficiency technologies, and waste management systems. Design contributes to the three goals of sustainability, and technology contributes mostly to the environmental and economic goals of sustainability. Behavioral change is associated with sustainable travel, waste separation, and energy consumption. Moreover, at the core of the eco-city district model is the clear synergy between the underlying strategies in terms of their cooperation to produce combined effects greater than the sum of their separate effects with respect to the benefits of sustainability. Further, this study demonstrates that while the environmental, economic, and social goals of sustainability are represented in eco-city district strategies on a discursive level, institutionalized planning practices show that the environmental goals remain at the core of planning, while the economic and social goals still play second fiddle. Nevertheless, new measures have recently been implemented in Western Harbor that are expected to strengthen their influence over urban development practices, whereas the Royal Seaport program mainly focuses on the environmental and some economic aspects, which is a shortcoming that should be recognized and dealt with

    ICT Design Unsustainability & the Path toward Environmentally Sustainable Technologies

    This study endeavors to investigate the negative environmental impacts of the prevailing ICT design approaches and to explore some potential remedies for ICT design unsustainability from environmental and corporate sustainability perspectives. More specifically, it aims to spotlight key environmental issues related to ICT design, including resource depletion; GHG emissions resulting from energy-intensive consumption; toxic waste disposal; and hazardous chemicals use; and also to shed light on how alternative design solutions can be devised based on environmental sustainability principles to achieve the goals of sustainable technologies. The study highlights the relationship between ICT design and sustainability and how they can symbiotically affect one another. To achieve the aim of this study, an examination was performed through an extensive literature review covering empirical, theoretical, and critical scholarship. The study draws on a variety of sources to survey the negative environmental impacts of the current mainstream ICT design approach and review the potential remedies for unsustainability of ICT design. For theory, central themes were selected for review given the synergy and integration between them as to the topic under investigation. They include: design issues; design science; design research framework for ICT; sustainability; corporate sustainability; and design and sustainability. Findings highlight the unsustainability of the current mainstream ICT design approach. Key environmental issues for consideration include: resource depletion through extracting huge amounts of material and scarce elements; energy-intensive consumption and GHG emissions, especially from ICT use phase; toxic waste disposal; and hazardous substances use. Potential remedies for ICT design unsustainability include dematerialization as an effective strategy to minimize resources depletion, de-carbonization to cut energy consumption through using efficient energy required over life cycle and renewable energy; recyclability through design with life cycle thinking (LCT) and extending ICT equipment’s operational life through reuse; mitigating hazardous chemicals through green design - low or non-noxious/less hazardous products. As to solving data center dilemma, design solutions vary from hardware and software to technological improvements and adjustments. Furthermore, corporate sustainability can be a strategic model for ICT sector to respond to environmental issues, including those associated with unsustainable ICT design. In the same vein, through adopting corporate sustainability, ICT-enabled organizations can rationalize energy usage to reduce GHG emissions, and thereby alleviating global warming. This study provides a novel approach to sustainable ICT design, highlighting unsustainability of its current mainstream practices. Review of the literature makes an advance on extant reviews of the literature by highlighting the symbiotic relationship between ICT design and environmental sustainability from both research and practice perspectives. This study adds to the body of knowledge and previous endeavours in research of ICT and sustainability.     The Metaverse as a Virtual Form of Data-Driven Smart Urbanism: On Post-Pandemic Governance through the Prism of the Logic of Surveillance Capitalism

    The Metaverse, as a gigantic ecosystem application enabled mainly by Artificial Intelligence (AI), the IoT, Big Data, and Extended Reality (XR) technologies, represents an idea of a hypothetical "parallel virtual environment" that incarnates ways of living in virtually inhabitable cities. It is increasingly seen as a transition from smart cities to virtual cities and a new target for city governments to attain “new” goals. However, the Metaverse project was launched amid the COVID-19 pandemic, a crisis purported to be a rare opportunity that should be seized to reset and reimagine the world—though mainly in regard to its digital incarnation, and what this entails in terms of both cementing and normalizing the corporate-led, top-down, technocratic, tech-mediated, algorithmic mode of governance, as well as new forms of controlling ways of living in urban society. The “new normal” has already set the stage for undemocratically resetting and unilaterally reimagining the world, resulting in an abrupt large-scale digital transformation of urban society, a process of digitization and digitalization that is in turn paving the way for a new era of merging virtuality and urbanity. This has raised serious concerns over the risks and impacts of the surveillance technologies that have been rapidly and massively deployed in the wake of the COVID-19 pandemic. These concerns also relate to the global architecture of the computer mediation of the Metaverse upon which the logic of surveillance capitalism depends, and which is constituted by control and commodification mechanisms that seek to monitor, predict, control, and trade the behavior of human users, as well as to exile them from their own. This viewpoint paper explores and questions the Metaverse from the prism of the social and economic logic of surveillance capitalism, focusing on how and why the practices of the post-pandemic governance of urban society are bound to be undemocratic and unethical. The novelty of the viewpoint lies in providing new insights into understanding the dark side of the ostensible fancier successor of the Internet of today, thereby its value and contribution to the ongoing scholarly debates in the field of Science, Technology, and Society (STS). In addition, by shedding light on the emergence of the Metaverse as a computing platform, the viewpoint seeks to help policymakers understand and assess the ramifications of its wide adoption, as well as to help users make informed decisions about its usage in everyday activity—if it actualizes
