    Evaluating Environmental Policies

    For too long, environmental policymaking has relied on trial and error, without adequate or systematic learning from either the trials or the errors. Systematic program evaluation research has been remarkably scarce relative to the overall number of environmental policies adopted in the United States, as well as relative to the amount of evaluation research found in other fields, such as medicine, education, or transportation safety. This paper examines the role that program evaluation should play in environmental policy making, distinguishing such research from other types of analysis, including risk assessment, cost-effectiveness analysis, and cost-benefit analysis. It explains the kinds of methodological practices that researchers should use to isolate the causal effects of particular environmental regulations and policies. By adhering to the program evaluation methods discussed in this paper, researchers will be better able to isolate the effects of specific policy interventions and help inform future policy decisions. A renewed and expanded commitment to program evaluation of environmental policy is needed to move environmental policy making closer to an evidence-based practice, and conditions are probably more ripe now for fostering such a commitment than they have ever been before

    Seafood prices reveal impacts of a major ecological disturbance

    Coastal hypoxia (dissolved oxygen ≤ 2 mg/L) is a growing problem worldwide that threatens marine ecosystem services, but little is known about economic effects on fisheries. Here, we provide evidence that hypoxia causes economic impacts on a major fishery. Ecological studies of hypoxia and marine fauna suggest multiple mechanisms through which hypoxia can skew a population’s size distribution toward smaller individuals. These mechanisms produce sharp predictions about changes in seafood markets. Hypoxia is hypothesized to decrease the quantity of large shrimp relative to small shrimp and increase the price of large shrimp relative to small shrimp. We test these hypotheses using time series of size-based prices. Naive quantity-based models using treatment/control comparisons in hypoxic and nonhypoxic areas produce null results, but we find strong evidence of the hypothesized effects in the relative prices: Hypoxia increases the relative price of large shrimp compared with small shrimp. The effects of fuel prices provide supporting evidence. Empirical models of fishing effort and bioeconomic simulations explain why quantifying effects of hypoxia on fisheries using quantity data has been inconclusive. Specifically, spatial-dynamic feedbacks across the natural system (the fish stock) and human system (the mobile fishing fleet) confound “treated” and “control” areas. Consequently, analyses of price data, which rely on a market counterfactual, are able to reveal effects of the ecological disturbance that are obscured in quantity data. Our results are an important step toward quantifying the economic value of reduced upstream nutrient loading in the Mississippi Basin and are broadly applicable to other coupled human-natural systems.publishedVersio

    Will a catch share for whales improve social welfare?

    We critique a proposal to use catch shares to manage transboundary wildlife resources with potentially high non-extractive values, and we focus on the case of whales. Because whales are impure public goods, a policy that fails to capture all nonmarket benefits (due to free riding) could lead to a suboptimal outcome. Even if free riding were overcome, whale shares would face four implementation challenges. First, a whale share could legitimize the international trade in whale meat and expand the whale meat market. Second, a legal whale trade creates monitoring and enforcement challenges similar to those of organizations that manage highly migratory species such as tuna. Third, a whale share could create a new political economy of management that changes incentives and increases costs for nongovernmental organizations (NGOs) to achieve the current level of conservation. Fourth, a whale share program creates new logistical challenges for quota definition and allocation regardless of whether the market for whale products expands or contracts. Each of these issues, if left unaddressed, could result in lower overall welfare for society than under the status quo

    Frame envy in energy policy ideology: a social constructivist framework for wicked energy problems

    This article deals with the nexus between energy policymaking and ideology. The article builds and expands upon a theoretical social constructivist analytical strategy, or framework, put forth for the purposes of conducting energy policy analysis. It then addresses criticism that this strategy constitutes “postmodern mush” that has no place in energy analysis before concluding with a review of why social constructivism has a significant role to play in building consensus and enhancing understanding between competing energy policy perspectives. The main contribution made by this paper stems from application of this ontological construct to the analysis of policies targeting wicked energy problems. The study cuts to the core about how energy problems are defined, interpreted, communicated, planned for, and potentially implemented via policy. Put another way, our study offers a timely critique or a call for reconceptualizing the process and practice of energy policy itself

    What should we expect from innovation? A model-based assessment of the environmental and mitigation cost implications of climate-related R&D

    This paper addresses two basic issues related to technological innovation and climate stabilization objectives: can innovation policies be effective in stabilizing climate? To what extent can innovation policies complement carbon pricing (taxes or permit trading) and improve the economic efficiency of a mitigation policy package? To answer these questions, we use an integrated assessment model with multiple externalities and an endogenous representation of the technical progress in the energy sector. We evaluate a range of innovation policies, both as stand-alone and in combination with other mitigation policies. Our analysis indicates that innovation policies alone are unlikely to stabilize global concentration and temperature. As for the benefits of combining climate and innovation policies, we find efficiency gains of 10% (6 USD Trillions in net present value terms) for a stringent climate policy, and 30% (3 USD Trillions) for a milder one. However, such gains are reduced when more plausible (sub-optimal) global innovation policy arrangements are considered

    Have State Renewable Portfolio Standards Really Worked? Synthesizing Past Policy Assessments to Build an Integrated Econometric Analysis of RPS effectiveness in the U.S.

    Renewable portfolio standards (RPS) are the most popular U.S. state-level policies for promoting deployment of renewable electricity (RES-E). While several econometric studies have estimated the effect of RPS on in-state RES-E deployment, results are contradictory. We reconcile these studies and move toward a definitive answer to the question of RPS effectiveness. We conduct an analysis using time series cross sectional regressions - including the most nuanced controls for policy design features to date - and nonparametric matching analysis. We find that higher RPS stringency does not necessarily drive more RES-E deployment. We examine several RPS design features and market characteristics (including REC unbundling, RPS in neighboring states, out-of-state renewable energy purchases) that may explain the gap between effective and ineffective policies. We also investigate other RES-E policies and technology-specific effects. Ultimately, we show that RPS effectiveness is largely explained by a combination of policy design, market context, and inter-state trading effects

    Access to Marine Genetic Resources (MGR): Raising Awareness of Best-Practice Through a New Agreement for Biodiversity Beyond National Jurisdiction (BBNJ)

    Better scientific knowledge of the poorly-known deep sea and areas beyond national jurisdiction (ABNJ) is key to its conservation, an urgent need in light of increasing environmental pressures. Access to marine genetic resources (MGR) for the biodiversity research community is essential to allow these environments to be better characterised. Negotiations have commenced under the auspices of the United Nations Convention on the Law of the Sea (UNCLOS) to develop a new treaty to further the conservation and sustainable use of marine biological diversity in ABNJ. It is timely to consider the relevant issues with the development of the treaty underway. Currently uncertainties surround the legal definition of MGR and scope of related benefit-sharing, against a background of regional and global governance gaps in ABNJ. These complications are mirrored in science, with recent major advances in the field of genomics, but variability in handling of the resulting increasing volumes of data. Here, we attempt to define the concept of MGR from a scientific perspective, review current practices for the generation of and access to MGR from ABNJ in the context of relevant regulations, and illustrate the utility of best-practice with a case study. We contribute recommendations with a view to strengthen best-practice in accessibility of MGR, including: funder recognition of the central importance of taxonomy/biodiversity research; support of museums/collections for long-term sample curation; open access to data; usage and further development of globally recognised data standards and platforms; publishing of datasets via open-access, quality controlled and standardised data systems and open access journals; commitment to best-practice workflows; a global registry of cruises; and lastly development of a clearing house to further centralised access to the above. We argue that commitment to best-practice would allow greater sharing of MGR for research and extensive secondary use including conservation and environmental monitoring, and provide an exemplar for access and benefit-sharing (ABS) to inform the biodiversity beyond national jurisdiction (BBNJ) process.Copyright © 2019 Rabone, Harden-Davies, Collins, Zajderman, Appeltans, Droege, Brandt, Pardo-Lopez, Dahlgren, Glover and Horton.
