Dysfunctionality of Master Signifiers in the Georgian (Political) Discourse
The aim of this paper is to identify, compare and analyze the basic master signifiers within the Georgian political discourse. We will try to construct some kind of a typology of master signifiers in relation with the concept of ideology/discourse, fitting them in the main political parties’ ideological grounds. We will also try to show that the concept of the Master Signifier can be employed while analyzing any type of political realm for practical purposes. Our main task will be the general typology of Master Signifiers, with a particular focus on the Georgian political-ideological realm. Together with the master signifier, the concept of empty signifier is also given in the literature. Accordingly, there are dysfunctional master signifiers, as well. Our goal is to focus on the dysfunctional signifiers and their importance in terms of meaning creation/cancelation. At the same time, the notion should be examined in the context of ideology/power relations. Moreover, it must be considered in relation with concepts like discursive strategy, narrative, metaphor. We start with definition of the concept of Master signifier. In a very broad term, it can be defined as the main idea, the ideological basis for justifying a political behavior. The “master signifiers” define and limit the meanings of concepts and at the same time, they contain ideological views on how society should function. Master signifiers are unprovable, though guiding and justifying ideas of behavior. It is a collection of sublimated ideas. The function of the master signifier is to unify meanings and to derive a common, comprehensive and determinative final idea
Political problem: Natural or conventional?
In the following article we are going to discuss the phenomenon of political Problem (Or Problems). It is an attempt of philosophical and psychological interpretation of political thinking. Firstly the concept of political thinking and its relation to the identity issue will be examined. The aim is to determine the core principles of these two concepts and the relations between them. We will try to show the psychological means of formation of political thinking linking them with the issue of identity crisis. Basically two dimensions of human mentality will be discussed: psychological and social. Another purpose is to define the interaction between concepts of identity and rights and factors which make that corelation possible. We will also examine the two subcategories of the concept of rights- Natural and Conventional ones
New Renormalization Group Equations and the Naturalness Problem
Looking for an observable manifestation of the so-called unnaturalness of
scalar fields we introduce a seemingly new set of differential equations for
connected Green functions. These equations describe the momentum dependence of
the Green functions and are close relatives to the previously known
renormalization group equations. Applying the new equations to the theory of
scalar field with interaction we identify a relation between the
four-point Green function and the propagator which expresses the unnaturalness
of the scalar field. Possible manifestations of the unnaturalness at low

Internet Adoption Trends during COVID-19
This paper examines the common perception that internet adoption accelerated globally during the COVID- 19 pandemic. The data show little evidence of a faster expansion of access to internet (extensive margin) across all country income groups but strong evidence of acceleration in the improvement in the quality of connectivity (intensive margin). The data also support that, despite a decline in internet prices over the past decade, affordability of digital services remains a concern for low-income developing countries

Light Front Formalism for Composite Systems and Some of Its Applications in Particle and Relativistic Nuclear Physics
Light front formalism for composite systems is presented. Derivation of
equations for bound state and scattering problems are given. Methods of
constructing of elastic form factors and scattering amplitudes of composite
particles are reviewed. Elastic form factors in the impulse approximation are
calculated. Scattering amplitudes for relativistic bound states are
constructed. Some model cases for transition amplitudes are considered. Deep
inelastic form factors (structure functions) are expressed through light front
wave functions. It is shown that taking into account of transverse motion of
partons leads to the violation of Bjorken scaling and structure functions
become square of transverse momentum dependent. Possible explanation of the
EMC-effect is given. Problem of light front relativization of wave functions of
lightest nuclei is considered. Scaling properties of deuteron, and

Observation of narrow baryon resonance decaying into in pA-interactions at with SVD-2 setup
SVD-2 experiment data have been analyzed to search for an exotic baryon
state, the -baryon, in a decay mode at on IHEP
accelerator. The reaction with a limited multiplicity was
used in the analysis. The invariant mass spectrum shows a resonant
structure with and . The statistical significance of this peak was estimated to be of . The mass and width of the resonance is compatible with the recently
reported - baryon with positive strangeness which was predicted as an
exotic pentaquark () baryon state. The total cross section for
production in pN-interactions for was estimated to be
and no essential deviation from A-dependence for inelastic

Performance of the CMS Cathode Strip Chambers with Cosmic Rays
The Cathode Strip Chambers (CSCs) constitute the primary muon tracking device
in the CMS endcaps. Their performance has been evaluated using data taken
during a cosmic ray run in fall 2008. Measured noise levels are low, with the
number of noisy channels well below 1%. Coordinate resolution was measured for
all types of chambers, and fall in the range 47 microns to 243 microns. The
efficiencies for local charged track triggers, for hit and for segments
reconstruction were measured, and are above 99%. The timing resolution per
layer is approximately 5 ns
Performance and Operation of the CMS Electromagnetic Calorimeter
The operation and general performance of the CMS electromagnetic calorimeter
using cosmic-ray muons are described. These muons were recorded after the
closure of the CMS detector in late 2008. The calorimeter is made of lead
tungstate crystals and the overall status of the 75848 channels corresponding
to the barrel and endcap detectors is reported. The stability of crucial
operational parameters, such as high voltage, temperature and electronic noise,
