    Habitat complexity influences the structure of food webs in Great Barrier Reef seagrass meadows

    Structural habitat complexity is a fundamental attribute influencing ecological food webs. Simplification of complex habitats occurs due to both natural and anthropogenic pressures that can alter productivity of food webs. Relationships between food web structure and habitat complexity may be influenced by multiple mechanisms, and untangling these can be challenging. We investigated whether (1) size spectra vary across a gradient of habitat complexity in seagrass meadows and (2) structural complexity changes the importance of different primary producers supporting the food web (determined using stable isotope analysis) in the Great Barrier Reef World Heritage Area. We found that moderately complex meadows had much steeper size spectra slopes, caused by a higher abundance of smaller animals and fewer larger animals, while meadows on either end of the complexity scale (low and a single meadow with very high complexity) had shallower slopes, indicative of a more balanced distribution of animal sizes across the spectrum. We also found that the importance of epiphytic algae as a food source was high in most meadows, despite the increase in seagrass surface area on which epiphytes could grow. The consistent importance of epiphytic algae suggests that the changes in the availability of different potential food sources did not affect food web structure. Our findings indicate that food web structure may change with variations in structural complexity because of changes in the abundance of smaller and/or larger animals. Food web structure and food sources are important determinants of the dynamic stability of food webs. Size spectra analysis is already used as a monitoring tool for assessing populations of key fisheries species in commercial fishing operations, and thus, we recommend using size spectra as a proxy for assessing the structure of the food webs in different types of seagrass meadows. Size spectra may be a useful indicator of how different meadows provide for ecosystem services such as fisheries

    The role of herbivory in structuring tropical seagrass ecosystem service delivery

    Seagrass meadows support key ecosystem services, via provision of food directly for herbivores, and indirectly to their predators. The importance of herbivores in seagrass meadows has been well-documented, but the links between food webs and ecosystem services in seagrass meadows have not previously been made explicit. Herbivores interact with ecosystem services – including carbon sequestration, cultural values, and coastal protection. Interactions can be positive or negative and depend on a range of factors including the herbivore identity and the grazing type and intensity. There can be unintended consequences from management actions based on a poor understanding of trade-offs that occur with complex seagrass-herbivore interactions. Tropical seagrass meadows support a diversity of grazers spanning the meso-, macro- and megaherbivore scales. We present a conceptual model to describe how multiple ecosystem services are influenced by herbivore pressure in tropical seagrass meadows. Our model suggests that a balanced ecosystem, incorporating both seagrass and herbivore diversity, is likely to sustain the broadest range of ecosystem services. Our framework suggests the pathway to achieve desired ecosystem services outcomes requires knowledge on four key areas: (1) how size classes of herbivores interact to structure seagrass; (2) desired community and management values; (3) seagrass responses to top-down and bottom-up controls; (4) the pathway from intermediate to final ecosystem services and human benefits. We suggest research should be directed to these areas. Herbivory is a major structuring influence in tropical seagrass systems and needs to be considered for effective management of these critical habitats and their services

    Institutional navigation of oceans governance: Lessons from Russia and the United States Indigenous multi-level whaling governance in the Arctic

    Oceans governance occurs through overlapping, multi-level institutions that often fail to recognize Indigenous sovereignty and self-determination. The International Whaling Commission (IWC) provides pathways for recognizing Indigenous rights. However, observed power asymmetries and cross-level local to international conflicts threatened subsistence rights and generated research and advocacy fatigue for Chukchi, Iñupiat, Saint Lawrence Island Yupik, and Siberian Yupik communities in the USA and Russia. We conduct an institutional analysis of Indigenous bowhead whaling governance based upon lived experiences of Indigenous authors, primary documents from co-management organizations, national agencies, the IWC, and extant literature. We explore how Indigenous co-management organizations increased sovereignty and self-determination for communities whose culture, identities, livelihoods, and origins are intimately connected to marine mammal hunting. Our study also provides lessons for the United Nations Decade for Ocean Science on the challenges of institutional navigation and the role of embodied resurgent practice amongst Indigenous communities within Earth system governance

    Mortality and pulmonary complications in patients undergoing surgery with perioperative SARS-CoV-2 infection: an international cohort study

    Background: The impact of severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) on postoperative recovery needs to be understood to inform clinical decision making during and after the COVID-19 pandemic. This study reports 30-day mortality and pulmonary complication rates in patients with perioperative SARS-CoV-2 infection. Methods: This international, multicentre, cohort study at 235 hospitals in 24 countries included all patients undergoing surgery who had SARS-CoV-2 infection confirmed within 7 days before or 30 days after surgery. The primary outcome measure was 30-day postoperative mortality and was assessed in all enrolled patients. The main secondary outcome measure was pulmonary complications, defined as pneumonia, acute respiratory distress syndrome, or unexpected postoperative ventilation. Findings: This analysis includes 1128 patients who had surgery between Jan 1 and March 31, 2020, of whom 835 (74·0%) had emergency surgery and 280 (24·8%) had elective surgery. SARS-CoV-2 infection was confirmed preoperatively in 294 (26·1%) patients. 30-day mortality was 23·8% (268 of 1128). Pulmonary complications occurred in 577 (51·2%) of 1128 patients; 30-day mortality in these patients was 38·0% (219 of 577), accounting for 81·7% (219 of 268) of all deaths. In adjusted analyses, 30-day mortality was associated with male sex (odds ratio 1·75 [95% CI 1·28–2·40], p\textless0·0001), age 70 years or older versus younger than 70 years (2·30 [1·65–3·22], p\textless0·0001), American Society of Anesthesiologists grades 3–5 versus grades 1–2 (2·35 [1·57–3·53], p\textless0·0001), malignant versus benign or obstetric diagnosis (1·55 [1·01–2·39], p=0·046), emergency versus elective surgery (1·67 [1·06–2·63], p=0·026), and major versus minor surgery (1·52 [1·01–2·31], p=0·047). Interpretation: Postoperative pulmonary complications occur in half of patients with perioperative SARS-CoV-2 infection and are associated with high mortality. Thresholds for surgery during the COVID-19 pandemic should be higher than during normal practice, particularly in men aged 70 years and older. Consideration should be given for postponing non-urgent procedures and promoting non-operative treatment to delay or avoid the need for surgery.     Cross-scale interactions of socio-hydrological subsystems: examining the frontier of common pool resource governance in Arizona

    A critical frontier of water management in the western US is the challenge of cross-scale interactions. It is difficult to establish clear governance boundaries and collectively act when basins are interconnected, surface water and groundwater flows are interrelated, and urban and rural water demands are increasingly affected by regional and international telecoupling. Changing climate, snowpack, and rainfall, peri-urbanization, and shifting economics of rural landscapes further increase sustainable governance challenges. Using a lens of cross-scale interactions drawn from the social-ecological literature, we develop a set of conceptual frames for socio-hydrology that highlight: (1) spatial and temporal mismatches, (2) telecoupled flows, and (3) networked and nested systems. Using the exemplary case of Central Arizona, we explore nesting of the system within the larger western socio-hydrological system (SHS), impacts of changing Colorado River policies, such as the Drought Contingency Plan, and emerging institutional arrangements between the State of Arizona, agricultural communities, and Tribal Nations. We conclude with a set of questions that inform analyses of cross-scale, multi-level governance within social-ecological systems.     Collective action on the western range: coping with external and internal threats

    Collaborative natural resource management institutions enable agents with diverse interests to come together to solve complex problems. These actors must overcome a series of collective action problems to create, maintain, and evolve these institutions. In addition to the challenge of heterogeneous actors, these commons social-ecological systems often face internal and external threats or disturbances. The institutional arrangements may be effective with problems that are internal to a social-ecological system – ones that they are designed to handle, but how do these arrangements cope with external disturbances, especially ones caused by large-scale political and economic decisions, events, and processes. Using ethnographic and archival data we conduct an institutional analysis outlining the existing and emerging collaboratives, the important actors, and ongoing efforts to cope with the five major challenges identified by rangeland actors. We trace the evolution of institutions on the western range with a focus on their ability to cope with challenges that are largely within the system – biodiversity, fire, and water management, and those that are driven externally by actors who are largely absent – border militarization and violence and exurbanization

    De jure versus de facto institutions: trust, information, and collective efforts to manage the invasive mile-a-minute weed (Mikania micrantha)

    Differences in governance relationships and community efforts to remove an exotic, rapidly spreading invasive plant, the-mile-a-minute weed ('Mikania' 'micrantha'), are explored in five case study community forests in the subtropical region of Chitwan, Nepal. An institutional analysis informs an examination of the de jure (formal) versus de facto (on the ground) institutions and actor relationships relevant to Mikania removal efforts. Contrary to the expectations set by the de jure situation, we find heterogeneous governance relationships and norms related to Mikania management across community forests. Content analysis of interview data illuminates reoccurring themes and their implications for social and ecological outcomes in the communities. Complex governance relationships and regular discussion of distrust of government and non-government officials help explain collective action efforts and management decisions. The content analysis suggests that Mikania is impacting people’s daily lives but the degree of severity and the response to the disruption varies substantially and is heavily affected by other problems experienced by community forest members. Our results indicate that understanding how the de facto, or on the ground situation, differs from the de jure institutions may be vital in structuring successful efforts to manage invasive species and understanding collective action problems related to other social-ecological threats. We present data-informed propositions about common pool resource management and invasive species.
