    Towards strategic-decision quality in Flemish municipalities: the importance of strategic planning and stakeholder participation

    Legislation put forth by the Flemish government mandated Flemish municipalities to adopt strategic planning for their 2014-2019 policy cycle. The government’s assumption is that strategic planning’s approach to decision-making results in strategic-decision quality. Despite this assumption, it remains unclear whether and how strategic planning actually contributes to municipal decision-making. This study elucidates this issue. Drawing on survey data from 271 informants within 89 Flemish municipalities, we find that the systematic dimension of formal strategic planning and the participation of both core and peripheral stakeholders contribute to strategic-decision quality. However, the analytic dimension of formal strategic planning offers no significant contribution

    COBRA framework to evaluate e-government services: A citizen-centric perspective

    E-government services involve many stakeholders who have different objectives that can have an impact on success. Among these stakeholders, citizens are the primary stakeholders of government activities. Accordingly, their satisfaction plays an important role in e-government success. Although several models have been proposed to assess the success of e-government services through measuring users' satisfaction levels, they fail to provide a comprehensive evaluation model. This study provides an insight and critical analysis of the extant literature to identify the most critical factors and their manifested variables for user satisfaction in the provision of e-government services. The various manifested variables are then grouped into a new quantitative analysis framework consisting of four main constructs: cost; benefit; risk and opportunity (COBRA) by analogy to the well-known SWOT qualitative analysis framework. The COBRA measurement scale is developed, tested, refined and validated on a sample group of e-government service users in Turkey. A structured equation model is used to establish relationships among the identified constructs, associated variables and users' satisfaction. The results confirm that COBRA framework is a useful approach for evaluating the success of e-government services from citizens' perspective and it can be generalised to other perspectives and measurement contexts.     The primary objectives of this thesis are to determine the direct impact of airline service quality on passengers’ satisfaction in Tonga’s domestic aviation market. The determinants of airline service quality were identified by using the SERVQUAL dimensions (assurance, empathy, reliability, responsiveness and tangibles) as measurable indicators. A survey was conducted and 205 questionnaires were collected and analysed. Empirical results obtained via the structural equation modelling (SEM) approach revealed that airline service quality has a direct impact on overall and female passengers’ satisfaction. Furthermore, both overall and female passengers were mostly satisfied with the responsiveness dimension. The tangibles dimension was the dimension with the lowest level of satisfaction for overall passengers and the reliability dimension was the dimension with the lowest satisfaction for female passengers. Importantly, the research highlights the different levels of satisfaction among airline passengers in the monopolistic Tongan domestic aviation market.     ORGANIZATIONAL EFFECTIVENESS: SOCIAL CAPITAL AND COMPETITIVE ADVANTAGE APPROACH

    This study is aimed at developing the model of organizational effectiveness in university through social capital and competitive advantage. The populations of this study are the head of study programs and the structural officials in some Universities in Semarang. In this case, We used Structural Equation Modeling (SEM) in AMOS 21.0 program as the analysis tool. The result of the study and model analysis showed that even though the social capital had significant positive influenced to the competitive advantage in the university, the improvement of social capital and competitive advantage at university could not improve the university organizational effectiveness. Then, between two factors which influenced the competitive advantage (internal social capital and external social capital), it is obtained that external social capital got the dominant influenced factor to competitive advantage. The managerial implication suggested the policies should focus on improving the quality of cooperative relationships with external parties in the university

    Voice or Public Sector Management? An Empirical Investigation of Determinants of Public Sector Performance based on a Survey of Public Officials

    Drawing on an in-depth governance micro-survey of public officials within a country, we address empirically the question of the relative importance of the various determinants of governance. We investigate the causes of poor governance, and show that commonly made inferences about policy based on simple correlation can be highly misleading, because the high correlation between the various governance (and public sector management) determinants, as well as the endogeneity in these variables. We find that undue emphasis may have been given in previous work to a number of conventional public sector management variables (such as civil servant wages, internal enforcement of rules, autonomy of agency by fiat, etc.), while undermining the priority due to more ‘external’ (to public sector management) variables, such as external voice, transparency, and politicization. The latter set of ‘voice’-related variables has larger affect on the quality of service and corruption than the more traditional public sector management type of variables. Further work drawing in depth on country-specific surveys in other settings is warranted to ascertain with more confidence whether a shift towards more prominence to transparency and ‘voice’-type of variables is needed, backstopping the results for Bolivia in this paper.

    This paper addresses the issue of the low level of private investment in the Middle East and North Africa (MENA) region, with special emphasis on the role of governance. Based on the existing literature, we have categorized what types of governance institutions are more detrimental to entrepreneurial investments. We have then estimated a simultaneous model of private investment and governance quality where economic policies concurrently explain both variables. Our empirical results show that governance plays a significant role in private investment decisions. This result is particularly true in the case of “Administrative Quality” in the form of control of corruption, bureaucratic quality, investment-friendly profile of administration, and law and order, as well as for “Political Stability”. Evidence in favor of “Public Accountability” seems, however, less robust. Our estimations also stress that structural reforms -- such as financial development and trade openness – and human development affect private investment decisions directly, and/or through their positive impact on governance. These findings bring new empirical evidence on the subject of private investment in the developing world and in MENA countries in particular.governance, private investment, institutions, Middle East and North Africa.
