This project aims to unite researchers to evaluate the global water cycle's response to current and future drivers of climate change. In this first newsletter we describe the project objectives, the progress made in the first year and detail the outcomes of the model intercomparison workshop

    Contention and Ambiguity: Mining and the Possibilities of Development

    The last decade and a half has witnessed a dramatic growth in mining activity in many developing countries. This article reviews these recent trends and describes the debates and conflicts they have triggered. The authors review evidence regarding debates on the resource curse and the possibility of an extraction-led pathway to development. They then describe the different types of resistance and social mobilization that have greeted mineral expansion at a range of geographical scales, and consider how far these protests have changed the relationships between mining and political economic change. The conclusions address how far such protests might contribute to an \u27escape\u27 from the resource curse, and consider implications for research and policy agendas. © 2008 Institute of Social Studies.     Identifying user needs for weather and climate services to enhance resilience to climate shocks in sub-Saharan Africa

    The vulnerability of social-ecological systems in sub-Saharan Africa (SSA) to climate variability and change means that there is an urgent need to better integrate weather and climate information into societal decision-making processes. Long-term climate adaptation in these regions has received increasing attention, with recent initiatives aiming to increase resilience to climate change at timescales of years to decades. Less focus has been given to weather and short-term climate information. However, users are principally interested in shorter timescales (hours to seasons) where actions can immediately reduce the impacts of severe weather events. Focusing on the priority sectors of agriculture and food security, water and disaster management, this paper uses a systematic literature review approach to analyse 61 empirical case studies drawn from academic literature and projects across SSA. We identify the main users of climate services and outline current practices and reported benefits. Barriers that impede the delivery and uptake of climate services are identified and potential strategies for overcoming them outlined based on the reporting of successful practices. Our findings show that greater capacity building of personnel working for National Meteorological and Hydrological Services and Agricultural Extension staff and reinforcing and sustaining collaboration between different stakeholders (climate scientists, hydrologists, extension workers, farmers and other user groups), are essential factors for improving the uptake and utility of weather and climate services to enhance resilience to climate shocks in SSA

    Habitat-specific benthic metabolism in a Mediterranean-type intermittent stream

    A modified flow-through chamber method was used to measure gross primary production (GPP), net primary production (NPP), community respiration (CR) and associated environmental variables in an intermittent Mediterranean-type stream in Southern Portugal. Three common types of in stream habitats were targeted: cobble (C), cobble covered with filamentous algae (C+A) and leaf litter (LL). NPP, GPP and CR differed significantly among all three habitats. GPP increased with chlorophyll a and, less strongly, with photosynthetic active radiation and, therefore, was highest in C+A habitat. The highest CR was in LL and its variation was best determined by ash-free dry mass (AFDM) of plant litter. Higher respiration in LL was related to heterotrophic activity and, to a lesser extent, to autotrophic respiration associated with periphyton. We observed a decrease of production efficiency of primary producers with AFDM in C+A and C habitats. Our results demonstrate that each habitat type should be considered as a discrete metabolic entity and that particular sets of environmental factors are responsible for habitat specific metabolic responses. Scaling up measurements from discrete habitat patches to the entire reach or stream should not be done by extrapolating the results of a single habitat type and will require quantification of habitat coverage, at the appropriate scale

    The anthropology of extraction: critical perspectives on the resource curse

    Attempts to address the resource curse remain focussed on revenue management, seeking technical solutions to political problems over examinations of relations of power. In this paper, we provide a review of the contribution anthropological research has made over the past decade to understanding the dynamic interplay of social relations, economic interests and struggles over power at stake in the political economy of extraction. In doing so, we show how the constellation of subaltern and elite agency at work within processes of resource extraction is vital in order to confront the complexities, incompatibilities, and inequities in the exploitation of mineral resources

    The extractive industries and development: The resource curse at the micro, meso and macro levels

    The resource curse literature has necessarily evolved in a rather fragmented way. While economists, political economists and political scientists have largely focused on the role of mineral abundance in long-term growth with the analysis largely confined to the country (macro) or regional (meso) level, anthropologists, sociologists and other social scientists have explored the development impacts of extractive industries at the community (micro) level. While this has provided a rigorous and comprehensive exploration of extractive industries and their impacts, causal factors that bridge and/or leap-frog these levels tend not to be accounted for. In this paper we examine the evolution of the literature across disciplinary lines and different levels of scale to assess the current status of resource curse debates. In so doing, we aim to explore how an integration of the various multi-scale approaches can help address the persistent problem of the resource curse

    Evaluation of the global water cycle's response to current and future drivers of climate change

    Understanding the water cycle and how it will be modified by climate change is a real challenge. With increasing temperatures the hydrological cycle is expected to intensify and extreme event will become more widespread. Some expected outcomes are more intense rainfall events, which can lead to increased floods and increased erosion; as well as a more intermittent pattern of rainfall leading to droughts. These effects are anticipated to occur on a global scale and an integrated approach is needed to study them. Uniting the different research communities active in the area of climate and water is fundamental to improving our understanding of the current situation. Improving our modelling capabilities as well as the necessary driving data is needed to enhance our understanding of the processes involved in a changing water cycle. One mechanism is through the intercomparison of the current models used to describe the components of the water cycle. Another is to compare models with observations at the regional basin scale level. Our ability to develop a global evaluation of the changing water cycle and examine it at a regional level makes it “simpler” to interpret model predictions. A better quantification of current water cycle is needed to assess the vulnerability of global and European water resources
