Growth in Environmental Footprints and Environmental Impacts Embodied in Trade: Resource Efficiency Indicators from EXIOBASE3
Most countries show a relative decoupling of economic growth from domestic resource use,
implying increased resource efficiency. However, international trade facilitates the exchange
of products between regions with disparate resource productivity. Hence, for an understanding
of resource efficiency from a consumption perspective that takes into account the
impacts in the upstream supply chains, there is a need to assess the environmental pressures
embodied in trade. We use EXIOBASE3, a new multiregional input-output database,
to examine the rate of increase in resource efficiency, and investigate the ways in which
international trade contributes to the displacement of pressures on the environment from
the consumption of a population. We look at the environmental pressures of energy use,
greenhouse gas (GHG) emissions, material use, water use, and land use. Material use stands
out as the only indicator growing in both absolute and relative terms to population and
gross domestic product (GDP), while land use is the only indicator showing absolute decoupling
from both references. Energy, GHG, and water use show relative decoupling. As
a percentage of total global environmental pressure, we calculate the net impact displaced
through trade rising from 23% to 32% for material use (1995Âż2011), 23% to 26% for water
use, 20% to 29% for energy use, 20% to 26% for land use, and 19% to 24% for GHG
emissions. The results show a substantial disparity between trade-related impacts for Organization
for Economic Cooperation and Development (OECD) and non-OECD countries.
At the product group level, we observe the most rapid growth in environmental footprints
in clothing and footwear. The analysis points to implications for future policies aiming to
achieve environmental targets, while fully considering potential displacement effects through
international trade
Progress and challenges to the global waste management system
Rapid economic growth, urbanization and increasing population have caused (materially intensive) resource consumption to increase, and consequently the release of large amounts of waste to the environment. From a global perspective, current waste and resource management lacks a holistic approach covering the whole chain of product design, raw material extraction, production, consumption, recycling and waste management. In this article, progress and different sustainability challenges facing the global waste management system are presented and discussed. The study leads to the conclusion that the current, rather isolated efforts, in different systems for waste management, waste reduction and resource management are indeed not sufficient in a long term sustainability perspective. In the future, to manage resources and wastes sustainably, waste management requires a more systems-oriented approach that addresses the root causes for the problems. Innovation for green industrialisation: an empirical assessment of innovation in Ethiopiaâs cement, leather and textile sectors
Ethiopia has recently committed to economic transformation and industrialisation through a low-carbon development trajectory. Existing literature highlights innovation as a critical driver of industrialisation, and the need for âgreenâ innovations to improve resource productivity and reduce pollution. However, empirical studies investigating the nexus between green innovation systems and industrialisation in developing countries are limited. Based on nine semi-structured interviews and a survey of 117 firms, this paper assesses sectoral systems of innovation in Ethiopiaâs cement, leather and textile sectors, with a view to understanding their functioning toward supporting green industrialisation. Results revealed low rates of product and process innovations among firms in Ethiopia. The main inhibitors of innovation are high costs of technology, inadequate finance and limited information. Improving competitiveness is the main driver of firmsâ innovation, while reducing environmental impacts and meeting environmental regulations were among the least important motivators. Moreover, interactions among firms, government and other actors encourage innovation. The study therefore suggests enhancing coordination among key actors, providing financial incentives for firms, and enforcing environmental regulations
Wasting food, wasting resources: Potential environmental savings through food waste reductions
Food is needed to maintain our physical integrity and therefore meets a most basic human need. The food sector got in the focus of environmental policy, because of its environmental implications and its inefficiency in terms of the amount of food lost along the value chain. The European Commission (EC) flagged the food waste issue a few years ago and adopted since then a series of policies that partially address the problem. Among these, the Resource Efficiency Roadmap set the aspirational goal of reducing the resource inputs in the food chain by 20% and halving the disposal of edible food waste by 2020. Focusing on consumer food waste, we tested what a reduction following the Roadmap's food waste target would imply for four environmental categories in EU28 (European Union 28 Member States): greenhouse gas emissions, land use, blue water consumption, and material use. Compared to the 2011 levels, reaching the target would lead to 2% to 7% reductions of the total footprint depending on the environmental category. This equals a 10% to 11% decrease in inputs in the food value chain (i.e., around half of the resource use reductions targeted). The vast majority of potential gains are related to households, rather than the food-related services. Most likely, the 2020 target will not be met, since there is insufficient action both at Member State and European levels. The Sustainable Development Goals provide a new milestone for reducing edible food waste, but Europe needs to rise up to the challenge of decreasing its per capita food waste generation by 50% by 2030
Beyond climate-smart agriculture: toward safe operating spaces for global food systems
Agriculture is considered to be âclimate-smartâ when it contributes to increasing food security, adaptation and mitigation in a sustainable way. This new concept now dominates current discussions in agricultural development because of its capacity to unite the agendas of the agriculture, development and climate change communities under one brand. In this opinion piece authored by scientists from a variety of international agricultural and climate research communities, we argue that the concept needs to be evaluated critically because the relationship between the three dimensions is poorly understood, such that practically any improved agricultural practice can be considered climate-smart. This lack of clarity may have contributed to the broad appeal of the concept. From the understanding that we must hold ourselves accountable to demonstrably better meet human needs in the short and long term within foreseeable local and planetary limits, we develop a conceptualization of climate-smart agriculture as agriculture that can be shown to bring us closer to safe operating spaces for agricultural and food systems across spatial and temporal scales. Improvements in the management of agricultural systems that bring us significantly closer to safe operating spaces will require transformations in governance and use of our natural resources, underpinned by enabling political, social and economic conditions beyond incremental changes. Establishing scientifically credible indicators and metrics of long-term safe operating spaces in the context of a changing climate and growing social-ecological challenges is critical to creating the societal demand and political will required to motivate deep transformations. Answering questions on how the needed transformational change can be achieved will require actively setting and testing hypotheses to refine and characterize our concepts of safer spaces for social-ecological systems across scales. This effort will demand prioritizing key areas of innovation, such as (1) improved adaptive management and governance of social-ecological systems; (2) development of meaningful and relevant integrated indicators of social-ecological systems; (3) gathering of quality integrated data, information, knowledge and analytical tools for improved models and scenarios in time frames and at scales relevant for decision-making; and (4) establishment of legitimate and empowered science policy dialogues on local to international scales to facilitate decision making informed by metrics and indicators of safe operating spaces
A screening tool to prioritize public health risk associated with accidental or deliberate release of chemicals into the atmosphere
The Chemical Events Working Group of the Global Health Security Initiative has developed a flexible screening tool for chemicals that present a risk when accidentally or deliberately released into the atmosphere. The tool is generic, semi-quantitative, independent of site, situation and scenario, encompasses all chemical hazards (toxicity, flammability and reactivity), and can be easily and quickly implemented by non-subject matter experts using freely available, authoritative information. Public health practitioners and planners can use the screening tool to assist them in directing their activities in each of the five stages of the disaster management cycle
Opportunity or necessity? Conceptualizing entrepreneurship at African small-scale mines
This article critically examines the policy environment in place for artisanal and small-scale mining (ASM) â low-tech, labour-intensive mineral extraction and processing â in sub-Saharan Africa, with a view to determining whether there is adequate âspaceâ for the sector's operators to flourish as entrepreneurs. In recent years, there has been growing attention paid to ASM in the region, particularly as a vehicle for stimulating local economic development. The work being planned under the Africa Mining Vision (AMV), a comprehensive policy agenda adopted by African heads of state in February 2009, could have an enormous impact on this front. One of its core objectives is to pressure host governments into Boosting Artisanal and Small-Scale Mining by following a series of streamlined recommendations. It is concluded, however, that there is a disconnect between how entrepreneurship in ASM has been interpreted and projected by proponents of the AMV on the one hand, and the form it has mostly taken in practice on the other hand. This gulf must be rapidly bridged if ASM is to have a transformative impact, economically, in the region. © 2017 Elsevier Inc
