Estimating Environmental Benefits of Natural Hazard Mitigation with Benefit Transfer: Results from a Benefit-Cost Analysis of FEMA Hazard Mitigation Grants
This paper summarizes methods, data, and results associated with the first major attempt to evaluate the environmental benefits of FEMA natural hazards mitigation grants. The study relied heavily on the refinement of benefit transfer methods. Categories of benefits include water quality for recreational and commercial fishing, drinking water, outdoor recreation, hazardous waste, wetlands and aesthetic, health and safety benefits. Environmental and historic benefits proved to be a very minor proportion of the total benefits in dollar terms. Only a very small percentage of earthquake and wind-related hazards yielded environmental benefits, while a sizeable percentage of flood hazard grants did so. We also discuss the prospects that environmental benefits might have been much greater had data been available to analyze more environmental impacts. Functional Specification of the RAVENS Neuroprocessor
RAVENS is a neuroprocessor that has been developed by the TENNLab research
group at the University of Tennessee. Its main focus has been as a vehicle for
chip design with memristive elements; however it has also been the vehicle for
all-digital CMOS development, plus it has implementations on FPGA's,
microcontrollers and software simulation. The software simulation is supported
by the TENNLab neuromorphic software framework so that researchers may develop
RAVENS solutions for a variety of neuromorphic computing applications. This
document provides a functional specification of RAVENS that should apply to all
implementations of the RAVENS neuroprocessor.Comment: 17 pages, 11 figure
Architects of time: Labouring on digital futures
Drawing on critical analyses of the internet inspired by Gilles Deleuze and the Marxist autonomia movement, this paper suggests a way of understanding the impact of the internet and digital culture on identity and social forms through a consideration of the relationship between controls exercised through the internet, new subjectivities constituted through its use and new labour practices enabled by it. Following Castells, we can see that the distinction between user, consumer and producer is becoming blurred and free labour is being provided by users to corporations. The relationship between digital technologies and sense of community, through their relationship to the future, is considered for its dangers and potentials. It is proposed that the internet may be a useful tool for highlighting and enabling social connections if certain dangers can be traversed. Notably, current remedies for the lack of trust on the internet are questioned with an alternative, drawing on Zygmunt Bauman and Georg Simmel, proposed which is built on community through a vision of a âshared networkâ
Disclosure of a Neuromorphic Starter Kit
This paper presents a Neuromorphic Starter Kit, which has been designed to
help a variety of research groups perform research, exploration and real-world
demonstrations of brain-based, neuromorphic processors and hardware
environments. A prototype kit has been built and tested. We explain the
motivation behind the kit, its design and composition, and a prototype physical

Copy number and gene expression differences between African American and Caucasian American prostate cancer
<p>Abstract</p> <p>Background</p> <p>The goal of our study was to investigate the molecular underpinnings associated with the relatively aggressive clinical behavior of prostate cancer (PCa) in African American (AA) compared to Caucasian American (CA) patients using a genome-wide approach.</p> <p>Methods</p> <p>AA and CA patients treated with radical prostatectomy (RP) were frequency matched for age at RP, Gleason grade, and tumor stage. Array-CGH (BAC SpectralChip2600) was used to identify genomic regions with significantly different DNA copy number between the groups. Gene expression profiling of the same set of tumors was also evaluated using Affymetrix HG-U133 Plus 2.0 arrays. Concordance between copy number alteration and gene expression was examined. A second aCGH analysis was performed in a larger validation cohort using an oligo-based platform (Agilent 244K).</p> <p>Results</p> <p>BAC-based array identified 27 chromosomal regions with significantly different copy number changes between the AA and CA tumors in the first cohort (Fisher's exact test, P < 0.05). Copy number alterations in these 27 regions were also significantly associated with gene expression changes. aCGH performed in a larger, independent cohort of AA and CA tumors validated 4 of the 27 (15%) most significantly altered regions from the initial analysis (3q26, 5p15-p14, 14q32, and 16p11). Functional annotation of overlapping genes within the 4 validated regions of AA/CA DNA copy number changes revealed significant enrichment of genes related to immune response.</p> <p>Conclusions</p> <p>Our data reveal molecular alterations at the level of gene expression and DNA copy number that are specific to African American and Caucasian prostate cancer and may be related to underlying differences in immune response.</p

The First State of the Carbon Cycle Report (SOCCR)
A primary objective of the U.S. Climate Change Science Program (CCSP) is to provide the best possible scientific information to support public discussion, as well as government and private sector decision making, on key climate-related issues. To help meet this objective, the CCSP has identified an initial set of 21 Synthesis and Assessment Products (SAPs) that address its highest priority research, observation, and decision support needs. This report-CCSP SAP 2.2-addresses Goal 2 of the CCSP Strategic Plan: Improve quantification of the forces bringing about changes in the Earth's climate and related systems. The report provides a synthesis and integration of the current knowledge of the North American carbon budget and its context within the global carbon cycle. In a format useful to decision makers, it (1) summarizes our knowledge of carbon cycle properties and changes relevant to the contributions of and impacts upon North America and the rest of the world, and (2) provides scientific information for decision support focused on key issues for carbon management and policy. Consequently, this report is aimed at both the decision-maker audience and to the expert scientific and stakeholder communities
Single hadron response measurement and calorimeter jet energy scale uncertainty with the ATLAS detector at the LHC
The uncertainty on the calorimeter energy response to jets of particles is
derived for the ATLAS experiment at the Large Hadron Collider (LHC). First, the
calorimeter response to single isolated charged hadrons is measured and
compared to the Monte Carlo simulation using proton-proton collisions at
centre-of-mass energies of sqrt(s) = 900 GeV and 7 TeV collected during 2009
and 2010. Then, using the decay of K_s and Lambda particles, the calorimeter
response to specific types of particles (positively and negatively charged
pions, protons, and anti-protons) is measured and compared to the Monte Carlo
predictions. Finally, the jet energy scale uncertainty is determined by
propagating the response uncertainty for single charged and neutral particles
to jets. The response uncertainty is 2-5% for central isolated hadrons and 1-3%
