    Capacity-building barriers to S3 implementation: an empirical framework for catch-up regions

    In this paper, we investigate the implementation challenge of Smart Specialisation Strategies (S3) in catch-up regional environments, through the lens of capacity building. We analyse capacity building at two levels: micro-level (individual organisations) and meso-level (regional inter-organisational networks). We use empirical evidence from 50 interviews conducted in the period 2015–2017 from two Greek regions dramatically hit by the economic crisis (Crete and Central Macedonia). We argue that in the Cretan and Central Macedonian context, the difficulty of implementing S3 is directly linked with firms’ lack of adsorptive capability to exploit university-generated knowledge, university knowledge that is too abstract for firm’s to easily acquire, as well as to the capability of regional actors to build inter-organisational networking that fits their strategic needs

    The Educational Intelligent Economy – Lifelong Learning – A vision for the future

    Almost every detail of our lives, where we go, what we do, and with whom is captured as digital data. Technological advancements in cloud computing, artificial intelligence, and data analytics offer the education sector new ways not only to improve policy and processes but also to personalize learning and teaching practice. However, these changes raise fundamental questions around who owns the data, how it might be used, and the consequences of use. The application of Big Data in education can be directed toward a wide range of stakeholders, such as educators, students, policy-makers, institutions, or researchers. It may also have different objectives, such as monitoring, student support, prediction, assessment, feedback, and personalization. This chapter presents the nuances and recent research trends spurred by technological advancements that ave influenced the education sector and highlights the need to look beyond the technical boundaries using a socio-semiotic lens. With the explosion of available information and digital technologies pervading cultural, social, political as well as economic spaces, being a lifelong learner is pivotal for success. However, technology on its own is not sufficient to drive this change. For technology to be successful, it should complement individual learning cultures and education systems. This chapter is broadly divided into two main sections. In the first section, we contemplate a vision for the future, which is deemed possible based on ongoing digital and computing advancements. The second section elaborates the technological, pedagogical, cultural, and political requirements to attain that vision

    Using data envelopment analysis to address the challenges of comparing health system efficiency

    Efficiency is one of the most potent measures of health system performance and is of particular interest to policy makers because it seeks to assess the valued outcomes of a health system in relation to the resources that are sacrificed to achieve those outcomes. However, the production process of the health care system is a complex sequence, and most indicators are only able to capture part of that process; these indicators offer limited scope for analysis. While researchers have previously constructed composite indicators which combine partial measures into a single number, the weights used for aggregating data can be contentious and may not be universally applicable across systems. Data envelopment analysis (DEA) is most often used to compare the productivity of different producing entities, including health systems. In this article, we instead propose a method that relies on DEA to construct composite health system efficiency indicators from several partial efficiency measures. Among other noted benefits, this enables the construction of composite indicators where different weights are attached to partial indicators for each country, allowing countries to be viewed according to the weights that cast each in the best light. Our application of this method suggests that there is reasonable consistency among the countries that are found to be efficient

    Distinctive features of spatial planning nearby estuaries – an exploratory analysis of water-related rules in municipal master plans in Portugal

    Land-use types and related intensities are often associated with pressures and disturbances on estuarine envi- ronmental values and ecosystem services provided by water. Although with varied legal frameworks across countries, broadly, spatial planning has been expected to contribute to the protection of environmentally sen- sitive areas, such as estuaries. Among the various planning tools are the plan’s land-use control rules. This article studies the incorporation of water-related terms in the regulations of municipal master plans to assess if land-use rules established on estuarine areas are significantly different from others, such as in upstream areas. It does so by developing a content analysis of a set of plans’ regulations located in estuarine and upstream areas of two river basins of Mainland Portugal. The results show greater incorporation of water-related terms in plans’ reg- ulations located in estuarine areas. Moreover, they show a greater diversity of water-related topics, types, and focus of rules on estuarine areas, whereas on upstream areas the regulatory approaches look poorer. Although the incorporation of water-related terms is globally higher in younger plans, and to a certain extent, in more arti- ficialized and dense territories, a clear distinctiveness of water-related concerns in land-use regulations of municipal plans on estuarine areas remains visible. Surprisingly, the results bring to the fore fragilities of land- use regulations on upstream areas worthy of attention in future studies. The methodology used for content analysis disclosed a valuable path for future research as it is easily expandable to take into consideration different land-uses or to be applied to different regions, to further refine if the distinctive features are explicitly related with estuarine areas or with other types of water problems.publishe

    Development and validation of the Nursing Profession Self-Efficacy Scale

    Aim: This study describes the development and validation of the Nursing Profession Self-Efficacy Scale. Background: Self-efficacy can be useful in predicting performance, job satisfaction or well-being. In the nursing field, there is a shortage of studies on self-efficacy with regard to nurses’ global confidence in coping ability across a range of everyday, challenging work situations. Methods: To define the theoretical framework of nursing professional self-efficacy, two focus groups and a literature review were performed. An empirical study was then conducted to test validity and reliability. Face and content validity, construct validity, concurrent validity, internal consistency and test–retest reliability were examined. The content validity index was evaluated by 12 experts who suggested deleting 11 redundant items. The final developed tool was tested for construct analysis using a cross-validation approach, randomly splitting the overall sample of 917 nurses in two sub-groups. Findings: The construct validity indicated two dimensions. The face and content validity were adequate. Test–retest reliability displayed a good stability, and internal consistency (Cronbach's α) was acceptable. Moreover, concurrent validity using the Generalized Self-Efficacy Scale was in line with the theoretical framework. Conclusion: The scale showed evidence of validity and reliability. The major limitation is the strong influence of the Italian context in the tool development

    New knowledge networks of small-scale farmers in Europe’s periphery

    Funding for this research was provided by the European Union’s Seventh Framework Programme for research, technological development and demonstration under grant agreement no 311994, and the Scottish Government’s Strategic Research Programme (2011–2016).In this paper we assess the types of knowledge networks utilised by small-scale farmers in four case studies (located in Bulgaria, Poland, Portugal, and the United Kingdom). We focus on knowledge acquired to inform three new activities being undertaken by study participants: agricultural production, subsidy access and regulatory compliance, and farm diversification (specifically agritourism). Findings demonstrate that the new knowledge networks are dominated by different forms of expertise: formal ‘agricultural advisors’ identified in the case studies primarily offer codified managerial knowledge through centralised networks, suggesting that state-funded services for small-scale farmers are largely embedded in traditional, linear models of knowledge transfer. Production and diversification knowledge is exchanged through ‘distributed’ and ‘decentralised’ networks, where a range of actors are involved across varying geographical distances. Findings highlight issues associated with the quality and independence of both ‘free’ and paid advice, as well as the importance of combining tacit and codified knowledge for credibility. In all four cases, we found that small-scale farmers utilise formal advisory services primarily for accessing subsidies (e.g. completing application forms), rather than acquiring production knowledge. The authors argue that by utilising the state funding allocated to advisory services for small-scale farmers primarily to enable these farmers to access subsidies, important opportunities for innovation by both advisors or farmers can be lost.Publisher PDFPeer reviewe

    The impact of business innovation modes on SME innovation performance in post-Soviet transition economies: the case of Belarus

    This study analyzes the most effective innovation modes (‘science and technology-based innovation’, STI,and ‘doing, using and interacting-based innovation’, DUI) for business innovation performance in the context of post-Soviet Transition Economies (PSTE). Their specificities are expected to influence both their business innovation modes and their impact on innovation output. In particular, we aim at identifying the specificities of PSTE in that the DUI mode alone (and its specific drivers) is more relevant than the STI mode alone (and its drivers).
