    Accountability in Climate change governance and Caribbean SIDS

    Accountability is part of the good governance of institutions and regimes. The subject of this paper is nature of accountability in the climate change governance relationships. Context matters for understanding related governance dynamics and this paper presents the findings of research on accountability in climate governance in Caribbean SIDS over the last 18 years. It identified the Caribbean climate governance agents at the regional and local scales. It created an accountability framework that examined two levels (internal/external accountability); four accountability relationships (normative, relational, decision and behavioural) and four accountability mechanisms or processes: certification, monitoring, participation by stakeholders in the overseeing of projects and self-reporting. It analysed how far accountability was appreciated and applied within institutions and in relationships between regional institutions, international partners, government agencies, non-governmental organisations and the private sector to manage climate change adaptation and mitigation. The study found that accountability was valued as a good governance principle but the mechanisms to operationalise accountability were lacking in practice. The absence of structured processes was attributed to the economic and governance contexts of these SIDS. Governance actors had limited resources for governance safeguards. The study recommends processes to strengthen the “culture of governance” within the Caribbean as a whole and specifically within state agencies and civil society

    A Code of Conduct for Marine Carbon Dioxide Removal Research

    Given the clear need to inform societal decision-making on the role marine Carbon Dioxide Removal (mCDR) can play in solving the climate crisis, it is imperative that researchers begin to answer questions about its effectiveness and impacts. Yet overly hasty deployment of new ocean-based climate interventions risks harm to communities and ecosystems and could jeopardize public perception of the field as a whole. In addition, the harms, risks and benefits of mCDR efforts are unlikely to be evenly distributed. Unabated, climate change could have a devastating impact on global ecosystems and human populations, and the impacts of mCDR should be contemplated in this context. This Code of Conduct exclusively applies to mCDR research and does not attempt to put any affiliated risk in the context of the risk of delaying climate action. Its purpose is to ensure that the impacts of mCDR research activities themselves are adequately understood and accounted for as they progress. It provides a roadmap of processes, procedures, and activities that project leads should follow to ensure that decisions regarding whether, when, where, and how to conduct mCDR research are informed by relevant ethical, scientific, economic, environmental, and regulatory considerations

    The Earth System Governance Project as a network organization: a critical assessment after ten years

    The social sciences have engaged since the late 1980s in international collaborative programmes to study questions of sustainability and global change. This article offers an in-depth analysis of the largest long-standing social-science network in this field: the Earth System Governance Project. Originating as a core project of the former International Human Dimensions Programme on Global Environmental Change, the Earth System Governance Project has matured into a global, self-sustaining research network, with annual conferences, numerous taskforces, research centers, regional research fellow meetings, three book series, an open access flagship journal, and a lively presence in social media. The article critically reviews the experiences of the Earth System Governance network and its integration and interactions with other programmes over the last decade

    New directions in earth system governance research

    The Earth System Governance project is a global research alliance that explores novel, effective governance mechanisms to cope with the current transitions in the biogeochemical systems of the planet. A decade after its inception, this article offers an overview of the project's new research framework (which is built upon a review of existing earth system governance research), the goal of which is to continue to stimulate a pluralistic, vibrant and relevant research community. This framework is composed of contextual conditions (transformations, inequality, Anthropocene and diversity), which capture what is being observed empirically, and five sets of research lenses (architecture and agency, democracy and power, justice and allocation, anticipation and imagination, and adaptiveness and reflexivity). Ultimately the goal is to guide and inspire the systematic study of how societies prepare for accelerated climate change and wider earth system change, as well as policy responses

    Solar geoengineering: The case for an international non-use agreement

    Solar geoengineering is gaining prominence in climate change debates as an issue worth studying; for some it is even a potential future policy option. We argue here against this increasing normalization of solar geoengineering as a speculative part of the climate policy portfolio. We contend, in particular, that solar geoengineering at planetary scale is not governable in a globally inclusive and just manner within the current international political system. We therefore call upon governments and the United Nations to take immediate and effective political control over the development of solar geoengineering technologies.Specifically, we advocate for an International Non-Use Agreement on Solar Geoengineering and outline the core elements of this proposal

    Rac1 is essential in cocaine-induced structural plasticity of nucleus accumbens neurons

    Repeated cocaine administration increases the dendritic arborization of nucleus accumbens neurons, but the underlying signaling events remain unknown. Here, we show that repeated cocaine negatively regulates the active form of Rac1, a small GTPase that controls actin remodeling in other systems. We show further, using viral-mediated gene transfer, that overexpression of a dominant negative mutant of Rac1, or local knockout of Rac1 from floxed Rac1 mice, is sufficient to increase the density of immature dendritic spines on nucleus accumbens neurons, whereas overexpression of a constitutively active Rac1 mutant, or light activation of a photoactivatible form of Rac1, blocks the ability of repeated cocaine to produce this effect. Downregulation of Rac1 activity in nucleus accumbens likewise promotes behavioral responses to cocaine, with Rac1 activation producing the opposite effect. These findings establish an important role for Rac1 signaling in mediating structural and behavioral plasticity to cocaine

    Adjunctive rifampicin for Staphylococcus aureus bacteraemia (ARREST): a multicentre, randomised, double-blind, placebo-controlled trial.

    BACKGROUND: Staphylococcus aureus bacteraemia is a common cause of severe community-acquired and hospital-acquired infection worldwide. We tested the hypothesis that adjunctive rifampicin would reduce bacteriologically confirmed treatment failure or disease recurrence, or death, by enhancing early S aureus killing, sterilising infected foci and blood faster, and reducing risks of dissemination and metastatic infection. METHODS: In this multicentre, randomised, double-blind, placebo-controlled trial, adults (≥18 years) with S aureus bacteraemia who had received ≤96 h of active antibiotic therapy were recruited from 29 UK hospitals. Patients were randomly assigned (1:1) via a computer-generated sequential randomisation list to receive 2 weeks of adjunctive rifampicin (600 mg or 900 mg per day according to weight, oral or intravenous) versus identical placebo, together with standard antibiotic therapy. Randomisation was stratified by centre. Patients, investigators, and those caring for the patients were masked to group allocation. The primary outcome was time to bacteriologically confirmed treatment failure or disease recurrence, or death (all-cause), from randomisation to 12 weeks, adjudicated by an independent review committee masked to the treatment. Analysis was intention to treat. This trial was registered, number ISRCTN37666216, and is closed to new participants. FINDINGS: Between Dec 10, 2012, and Oct 25, 2016, 758 eligible participants were randomly assigned: 370 to rifampicin and 388 to placebo. 485 (64%) participants had community-acquired S aureus infections, and 132 (17%) had nosocomial S aureus infections. 47 (6%) had meticillin-resistant infections. 301 (40%) participants had an initial deep infection focus. Standard antibiotics were given for 29 (IQR 18-45) days; 619 (82%) participants received flucloxacillin. By week 12, 62 (17%) of participants who received rifampicin versus 71 (18%) who received placebo experienced treatment failure or disease recurrence, or died (absolute risk difference -1·4%, 95% CI -7·0 to 4·3; hazard ratio 0·96, 0·68-1·35, p=0·81). From randomisation to 12 weeks, no evidence of differences in serious (p=0·17) or grade 3-4 (p=0·36) adverse events were observed; however, 63 (17%) participants in the rifampicin group versus 39 (10%) in the placebo group had antibiotic or trial drug-modifying adverse events (p=0·004), and 24 (6%) versus six (2%) had drug interactions (p=0·0005). INTERPRETATION: Adjunctive rifampicin provided no overall benefit over standard antibiotic therapy in adults with S aureus bacteraemia.
