    Optimizing contract allocation for risky conservation tenders

    In the face of a shrinking budget for environmental activities, conservation agencies must design and implement agri-environmental policies that cost-effectively meet the environmental objectives. However, designing such programs is often challenging due to different uncertainties. For example, landholders may be exposed to risks when carrying out conservation projects. To minimise the negative impact of unexpected losses, landholders may require additional financial incentives as compensation for undertaking “risky” conservation projects. In such situations, the conservation agency risks over-spending public funds because of prohibitively high opportunity costs from landholders or failing to meet the environmental target. We used analytical and simulation approaches to explore optimal budget allocation in a target-constrained conservation tender. We also compared the performance of the tender with and without own-cost uncertainty. Results showed that as landholders’ own-cost uncertainty rises, the conservation agency is forced to allocate more funding to secure the same level of the environmental target. We found that the optimal funding level is sensitive to landholders’ competition uncertainty and the magnitude of expected losses

    Role of the Land-Based Private Sector in Low-Emission Development: An Indonesian Case

    The land-based private sector is a critical player in reducing emissions in Indonesia. While the Indonesian Government has undertaken various national efforts to reduce the rate of deforestation and land degradation, the involvement of land-based private sectors are still minimal. Using content and thematic analysis, this study explores why land-based private sector is not leading to low carbon development in Indonesia. More specifically, this study aims to: (1) analyse two key policies critically shaping the land-based private sector’s involvement in low emission development in Indonesia; (2) identify the land-based sector’s practices to engage in the development of low carbon policies in the East Kalimantan Province in Indonesia; and (3) conduct a participants’ perceptions analysis to identify the critical factors influencing their involvement in low emissions development. The results show that even though the Government has adopted several mandatory regulations to support the land-based private sector’s participation in emission reduction activities, to date, only a handful of businesses are actively involved in emission reduction efforts. The key barrier identified is the lack of incentives for the businesses to implement low emission programs/activities. This study offers four specific policy recommendations that could support land-based private sector involvement in low emission development in Indonesia. These include (1) establishment of an independent monitoring agency; (2) incentives for ecologically sustainable companies that meet predetermined standard criteria; (3) strict and fair sanctions as disincentives for companies that ignore regulations, and (4) building capacity of the land-based private sector to adopt and develop innovative low emission practices

    Cities are increasingly exposed to extreme climate events such as floods and droughts. Land use change is also expected to reduce the availability of green spaces and intensify extreme heat events. Given these pressures on the quality of life of urban dwellers, there is a great need to improve the integrated management of water to enable sustainable development of rapidly growing cities and improve human well-being. A promising way to make urban communities more liveable is to invest in green water technologies, that is, decentralised and low-energy water supply, wastewater and stormwater solutions, to foster the transition to more sustainable and resilient cities. However, the adoption of multifunctional water technologies is a complex issue that requires cross-disciplinary approaches, demanding innovative thinking and practice. Despite the increasing body of literature on the benefits of decentralised water technologies, several barriers to their adoption remain. This paper uses an agent-based model that integrates social and environmental factors, as well as economic evaluation of water services provided by water technologies to assess the decision-making of two types of agents. The model is applied to evaluate incentive-based strategies to increase the adoption of rainwater tanks in Melbourne, a city that has suffered from severe droughts over the last decades. The model shows that using economic evaluation may not be adequate to understand the dynamics of rainwater tank uptake. Social factors such as public education might have played a role on decisions of households. This tool will be further tested and validated to explore policies and robust strategies to enable sustainable water management in rapidly developing cities.</p

    Pooled analysis of WHO Surgical Safety Checklist use and mortality after emergency laparotomy

    Background The World Health Organization (WHO) Surgical Safety Checklist has fostered safe practice for 10 years, yet its place in emergency surgery has not been assessed on a global scale. The aim of this study was to evaluate reported checklist use in emergency settings and examine the relationship with perioperative mortality in patients who had emergency laparotomy. Methods In two multinational cohort studies, adults undergoing emergency laparotomy were compared with those having elective gastrointestinal surgery. Relationships between reported checklist use and mortality were determined using multivariable logistic regression and bootstrapped simulation. Results Of 12 296 patients included from 76 countries, 4843 underwent emergency laparotomy. After adjusting for patient and disease factors, checklist use before emergency laparotomy was more common in countries with a high Human Development Index (HDI) (2455 of 2741, 89.6 per cent) compared with that in countries with a middle (753 of 1242, 60.6 per cent; odds ratio (OR) 0.17, 95 per cent c.i. 0.14 to 0.21, P <0001) or low (363 of 860, 422 per cent; OR 008, 007 to 010, P <0.001) HDI. Checklist use was less common in elective surgery than for emergency laparotomy in high-HDI countries (risk difference -94 (95 per cent c.i. -11.9 to -6.9) per cent; P <0001), but the relationship was reversed in low-HDI countries (+121 (+7.0 to +173) per cent; P <0001). In multivariable models, checklist use was associated with a lower 30-day perioperative mortality (OR 0.60, 0.50 to 073; P <0.001). The greatest absolute benefit was seen for emergency surgery in low- and middle-HDI countries. Conclusion Checklist use in emergency laparotomy was associated with a significantly lower perioperative mortality rate. Checklist use in low-HDI countries was half that in high-HDI countries.Peer reviewe

    Global variation in anastomosis and end colostomy formation following left-sided colorectal resection

    Background End colostomy rates following colorectal resection vary across institutions in high-income settings, being influenced by patient, disease, surgeon and system factors. This study aimed to assess global variation in end colostomy rates after left-sided colorectal resection. Methods This study comprised an analysis of GlobalSurg-1 and -2 international, prospective, observational cohort studies (2014, 2016), including consecutive adult patients undergoing elective or emergency left-sided colorectal resection within discrete 2-week windows. Countries were grouped into high-, middle- and low-income tertiles according to the United Nations Human Development Index (HDI). Factors associated with colostomy formation versus primary anastomosis were explored using a multilevel, multivariable logistic regression model. Results In total, 1635 patients from 242 hospitals in 57 countries undergoing left-sided colorectal resection were included: 113 (6·9 per cent) from low-HDI, 254 (15·5 per cent) from middle-HDI and 1268 (77·6 per cent) from high-HDI countries. There was a higher proportion of patients with perforated disease (57·5, 40·9 and 35·4 per cent; P < 0·001) and subsequent use of end colostomy (52·2, 24·8 and 18·9 per cent; P < 0·001) in low- compared with middle- and high-HDI settings. The association with colostomy use in low-HDI settings persisted (odds ratio (OR) 3·20, 95 per cent c.i. 1·35 to 7·57; P = 0·008) after risk adjustment for malignant disease (OR 2·34, 1·65 to 3·32; P < 0·001), emergency surgery (OR 4·08, 2·73 to 6·10; P < 0·001), time to operation at least 48 h (OR 1·99, 1·28 to 3·09; P = 0·002) and disease perforation (OR 4·00, 2·81 to 5·69; P < 0·001). Conclusion Global differences existed in the proportion of patients receiving end stomas after left-sided colorectal resection based on income, which went beyond case mix alone

    Reducing the environmental impact of surgery on a global scale: systematic review and co-prioritization with healthcare workers in 132 countries

    Abstract Background Healthcare cannot achieve net-zero carbon without addressing operating theatres. The aim of this study was to prioritize feasible interventions to reduce the environmental impact of operating theatres. Methods This study adopted a four-phase Delphi consensus co-prioritization methodology. In phase 1, a systematic review of published interventions and global consultation of perioperative healthcare professionals were used to longlist interventions. In phase 2, iterative thematic analysis consolidated comparable interventions into a shortlist. In phase 3, the shortlist was co-prioritized based on patient and clinician views on acceptability, feasibility, and safety. In phase 4, ranked lists of interventions were presented by their relevance to high-income countries and low–middle-income countries. Results In phase 1, 43 interventions were identified, which had low uptake in practice according to 3042 professionals globally. In phase 2, a shortlist of 15 intervention domains was generated. In phase 3, interventions were deemed acceptable for more than 90 per cent of patients except for reducing general anaesthesia (84 per cent) and re-sterilization of ‘single-use’ consumables (86 per cent). In phase 4, the top three shortlisted interventions for high-income countries were: introducing recycling; reducing use of anaesthetic gases; and appropriate clinical waste processing. In phase 4, the top three shortlisted interventions for low–middle-income countries were: introducing reusable surgical devices; reducing use of consumables; and reducing the use of general anaesthesia. Conclusion This is a step toward environmentally sustainable operating environments with actionable interventions applicable to both high– and low–middle–income countries

    How well do conservation auctions perform in achieving landscape-level outcomes? A comparison of auction formats and bid selection criteria

    This paper studies the performance of auction design features regarding pricing mechanisms and bid selection criteria for securing wildlife zones across different holdings. We compare two pricing mechanisms: a discriminatory-price auction and a uniform-price ascending auction, and four bid selection criteria on the basis of: total bid, bid-per-value ratio, bid-per-area ratio and a mixed criterion where bids are formed on the basis of cost but they are selected based on the bid-per-value ratio. We develop a best-response group-bidding model for a discriminatory-price auction where bidders form optimal group bids for individual wildlife zones. In the uniform-price ascending auction, individual landholders respond to prices, which are successively raised by the auctioneer and whenever all the landholders from a single zone agree to participate (i.e. the first zone is formed), the auction stops. Based on numerical simulations using a bio-economic model of malleefowl conservation, we observe that the discriminatory-price auction is more cost-effective than the uniform-price ascending auction. However, the budgetary cost-effectiveness of a discriminatoryprice auction is sensitive to bidder uncertainty about the number of competing bidder groups and the highest cost of establishing a wildlife zone among these groups. In terms of bid selection, the mixed bid selection criterion performs best. We discuss the policy implications of these findings

    Capitalised nonmarket benefits of multifunctional water-sensitive urban infrastructure: A case of living streams

    Living streams are an important element of decentralised stormwater management solutions. They are actively promoted due to their ability to generate multiple ecosystem services, including water quality improvement, biodiversity protection and aesthetics. However, a lack of monetised values of ecosystem services of living stream projects makes it difficult to assess the net benefits of investing in such projects. This study uses the hedonic pricing method to estimate the capitalised amenity values of living streams and other public open spaces (POS) in housing and lot markets for the first time. The study area includes two newly greenfield-developed suburbs in the Perth metropolitan area. We find the positive impact of living streams and other POS on the house and lot prices. However, living streams generate greater value than other types of POS. Furthermore, the POS (including living streams) that support active recreation are valued more than basic POS without active recreation features. Finally, we observe, for the first time, that the benefits of planned but not yet constructed POS (including living stream) are similar to the completed POS (including living stream) in both housing and lot markets. This information is useful for policymakers and developers making informed decisions about water-sensitive urban infrastructure

    Price and income elasticities for urban residential water demand: A publication bias corrected meta-analysis

    This study provides reference own-price and income elasticity estimates for urban residential water demand, for a range of different contexts. The own-price elasticity sample consists of 1,020 estimates, drawn from 175 studies. The income elasticity sample consists of 516 estimates, drawn from 126 studies. For both the own-price and income elasticity literatures, publication bias appears to be present. Relative to sample mean values, the publication bias corrected income elasticity estimate falls by around one-half, and the publication bias corrected own-price elasticity estimate falls by around one-third. For countries where the income level falls into the World Bank classification of low-income through to lower-middle-income, we recommend default values of: -0.3 and -0.4 be assumed for the short-run and long-run indoor own-price elasticity; -0.6 and -0.7 be assumed for short-run and long-run outdoor own-price elasticity; and 0.1 be assumed as the income elasticity for all scenarios. For countries in the upper-middle and above income groups, we recommend default values of: -0.1 and -0.2 for the short-run and long-run indoor own-price elasticity; -0.4 and -0.5 for the short-run and long-run outdoor own-price elasticity; and that again 0.1 be assumed for the income elasticity, for all scenarios
