Court Finance and Unitary Budgeting
Among the difficulties besetting the courts today is lack of money.In this respect, they share adversity with most public and charitableinstitutions such as schools, universities, hospitals, parks and libraries.But the fiscal dilemma of the courts is unique in certain respects.They constitute an independent branch of government, critically necessaryto the balance of our constitutional system. Yet they are expectedto eschew the normal political process and, unlike other competitorsfor public resources, are prohibited from cultivating their own constituenciesand utilizing lobbyists. Furthermore, the judicial systemsof most states are heavily dependent on local government for theirfinance.\u27 In these states, the courts must join the unhappy competitionfor the inadequate revenues of local property taxes
Granular cooling of hard needles
We have developed a kinetic theory of hard needles undergoing binary
collisions with loss of energy due to normal and tangential restitution. In
addition, we have simulated many particle systems of granular hard needles. The
theory, based on the assumption of a homogeneous cooling state, predicts that
granular cooling of the needles proceeds in two stages: An exponential decay of
the initial configuration to a state where translational and rotational
energies take on a time independent ratio (not necessarily unity), followed by
an algebraic decay of the total kinetic energy . The simulations
support the theory very well for low and moderate densities. For higher
densities, we have observed the onset of the formation of clusters and shear

Revealing the velocity structure of the filamentary nebula in NGC 1275 in its entirety
We have produced for the first time a detailed velocity map of the giant filamentary nebula surrounding NGC 1275, the Perseus cluster’s brightest galaxy, and revealed a previously unknown rich velocity structure across the entire nebula. These new observations were obtained with the optical imaging Fourier transform spectrometer SITELLE at CFHT. With its wide field of view ( ∼11 arcmin × 11 arcmin), SITELLE is the only integral field unit spectroscopy instrument able to cover the 80 kpc × 55 kpc ( 3.8 arcmin × 2.6 arcmin) large nebula in NGC 1275. Our analysis of these observations shows a smooth radial gradient of the [N II]λ6583/H α line ratio, suggesting a change in the ionization mechanism and source across the nebula. The velocity map shows no visible general trend or rotation, indicating that filaments are not falling uniformly onto the galaxy, nor being uniformly pulled out from it. Comparison between the physical properties of the filaments and Hitomi measurements of the X-ray gas dynamics in Perseus is also explored
The Locations of Gamma-Ray Bursts Measured by COMPTEL
The COMPTEL instrument on the Compton Gamma Ray Observatory is used to
measure the locations of gamma-ray bursts through direct imaging of MeV
photons. In a comprehensive search, we have detected and localized 29 bursts
observed between 1991 April 19 and 1995 May 31. The average location accuracy
of these events is 1.25\arcdeg (1), including a systematic error of
\sim0.5\arcdeg, which is verified through comparison with Interplanetary
Network (IPN) timing annuli. The combination of COMPTEL and IPN measurements
results in locations for 26 of the bursts with an average ``error box'' area of
only 0.3 deg (1). We find that the angular distribution of
COMPTEL burst locations is consistent with large-scale isotropy and that there
is no statistically significant evidence of small-angle auto-correlations. We
conclude that there is no compelling evidence for burst repetition since no
more than two of the events (or 7% of the 29 bursts) could possibly have
come from the same source. We also find that there is no significant
correlation between the burst locations and either Abell clusters of galaxies
or radio-quiet quasars. Agreement between individual COMPTEL locations and IPN
annuli places a lower limit of 100~AU (95% confidence) on the distance to

Quenching Massive Galaxies with On-the-fly Feedback in Cosmological Hydrodynamic Simulations
Massive galaxies today typically are not forming stars despite being
surrounded by hot gaseous halos with short central cooling times. This likely
owes to some form of "quenching feedback" such as merger-driven quasar activity
or radio jets emerging from central black holes. Here we implement heuristic
prescriptions for these phenomena on-the-fly within cosmological hydrodynamic
simulations. We constrain them by comparing to observed luminosity functions
and color-magnitude diagrams from SDSS. We find that quenching from mergers
alone does not produce a realistic red sequence, because 1 - 2 Gyr after a
merger the remnant accretes new fuel and star formation reignites. In contrast,
quenching by continuously adding thermal energy to hot gaseous halos
quantitatively matches the red galaxy luminosity function and produces a
reasonable red sequence. Small discrepancies remain - a shallow red sequence
slope suggests that our models underestimate metal production or retention in
massive red galaxies, while a deficit of massive blue galaxies may reflect the
fact that observed heating is intermittent rather than continuous. Overall,
injection of energy into hot halo gas appears to be a necessary and sufficient

Proposing new variables for the identification of strategic groups in franchising
The identification of strategic groups in the Spanish franchising area is the
main aim of this study. The authors have added some new strategic variables (not
used before) to the study and have classified franchisors between sectors and
distribution strategy. The results reveal the existence of four perfectly differentiated
strategic groups (types of franchisors). One of the major implications of this study is
that the variables that build a strategic group vary depending on the respective sector the network operates in and its distribution strategy. This fact indicates that including sector and distribution strategy is absolutely necessary to achieve good classifications of franchisor type

Traits such as clutch size vary markedly across species and environmental gradients but have usually been investigated from either a comparative or a geographic perspective, respectively. We analyzed the global variation in clutch size across 5,290 bird species, excluding brood parasites and pelagic species. We integrated intrinsic (morphological, behavioural), extrinsic (environmental), and phylogenetic effects in a combined model that predicts up to 68% of the interspecific variation in clutch size. We then applied the same species-level model to predict mean clutch size across 2,521 assemblages worldwide and found that it explains the observed eco-geographic pattern very well. Clutches are consistently largest in cavity nesters and in species occupying seasonal environments, highlighting the importance of offspring and adult mortality that is jointly expressed in intrinsic and extrinsic correlates. The findings offer a conceptual bridge between macroecology and comparative biology and provide a global and integrative understanding of the eco-geographic and cross-species variation in a core life-history trait
