    Immigration Federalism as Ideology: Lessons from the States

    Over the last decade states passed hundreds of immigration bills covering a range of policy areas. This article considers the recent state legislative surge against scholarly treatments of immigration federalism, and identifies the symbolic politics in state lawmaking. The analysis combines a historical treatment of key court decisions that delineated boundaries of state and federal immigration roles with a legislative analysis of over 2200 immigration bills passed between 2006 and 2013, to identify the numerous ways in which national immigration policy shapes state measures. It argues that recent laws must be considered against symbolic federalism which privileges state sovereignty and justifies social policy devolution by advancing frames of intergovernmental conflict, state-level policy pragmatism, and federal ineffectiveness

    Effect of four weeks detraining on strength, power, and sensorimotor ability of adolescent surfers

    Background: Surfing is a high skill sport that requires a considerable amount of time in a variety of ocean conditions to help develop the fundamental techniques. Objective: The purpose of this study was to investigate the effect of four weeks of detraining on strength, power, and sensorimotor ability in adolescent surfers. Methods: Nineteen adolescent surfers (13.8 A 1.7 y, 53.6 A 10.8 kg and 165.1 A 8.9 cm) participated in four weeks of detraining (surfing participation maintained but resistance training ceased) following seven weeks of periodized resistance training. Maximal isometric strength, power, and sensorimotor ability pre-test results were determined from the conclusion (post-test) of the first seven-week training block while post-test results were measured at the start (pre-test) of a second seven-week training block. Results: Four weeks of detraining significantly decreased the following variables: Vertical jump height by -5.26%, (p=0.037, d= 0.40), vertical jump peak velocity by -3.73% (p=0.001, d= 0.51), isometric strength by -5.5%, (p=0.012, d= 0.22), and relative isometric strength by -7.27% (p=0.003, d= 0.47). Furthermore, sensorimotor ability worsened, with a significant increase of 61.36% (p=0.004, d= 1.01), indicating that athletes took longer to stabilize from a dynamic landing task. Conclusions: This demonstrates that surfing, in the absence of resistance training, is not a sufficient training stimulus to maintain physical characteristics. Adolescent surfers with a relatively low training age should avoid cessation of resistance training and strive to maintain consistent resistance training in conjunction with surf training in order to avoid negative decrements in physical characteristics that are associated with surfing performance

    RELEVANCE, RELIABILITY AND LIMITATIONS OF A DROP AND STICK LANDING ANALYSIS

    The vertical force data from a drop and stick landing can be used to derive a number of variables. Previous studies have generally focused on the time to stabilization and peak force aspects, and issues related to reliability have been reported. This study investigated reliability for time to stabilisation, peak force, time to peak force, stiffness, rate of force dissipation, impulse and eccentric power (EP) among five professional elite surfing athletes. This data was also compared to data of aerial success in World Championship Tour competitions. The results revealed the best relationship between relative stiffness as well as eccentric power and completion rate of aerial manoeuvres. Further, eccentric power had the best reliability of the variables and may therefore be an interesting variable to study further

    International audienceOcean acidification (OA) refers to the general decrease in pH of the global ocean as a result of absorbing anthropogenic CO2 emitted in the atmosphere since preindustrial times (Sabine et al., 2004). There is, however, considerable variability in ocean acidification, and many careful measurements need to be made and compared in order to obtain scientifically valid information for the assessment of patterns, trends, and impacts over a range of spatial and temporal scales, and to understand the processes involved. A single country or institution cannot undertake measurements of worldwide coastal and open ocean OA changes; therefore, international cooperation is needed to achieve that goal. The OA data that have been, and are being, collected represent a significant public investment. To this end, it is critically important that researchers (and others) around the world are easily able to find and use reliable OA information that range from observing data (from time-series moorings, process studies, and research cruises), to biological response experiments (e.g., mesocosm), data products, and model output.     Pathogen Populations Evolve to Greater Race Complexity in Agricultural Systems – Evidence from Analysis of Rhynchosporium secalis Virulence Data

    Fitness cost associated with pathogens carrying unnecessary virulence alleles is the fundamental assumption for preventing the emergence of complex races in plant pathogen populations but this hypothesis has rarely been tested empirically on a temporal and spatial scale which is sufficient to distinguish evolutionary signals from experimental error. We analyzed virulence characteristics of ∼1000 isolates of the barley pathogen Rhynchosporium secalis collected from different parts of the United Kingdom between 1984 and 2005. We found a gradual increase in race complexity over time with a significant correlation between sampling date and race complexity of the pathogen (r20 = 0.71, p = 0.0002) and an average loss of 0.1 avirulence alleles (corresponding to an average gain of 0.1 virulence alleles) each year. We also found a positive and significant correlation between barley cultivar diversity and R. secalis virulence variation. The conditions assumed to favour complex races were not present in the United Kingdom and we hypothesize that the increase in race complexity is attributable to the combination of natural selection and genetic drift. Host resistance selects for corresponding virulence alleles to fixation or dominant frequency. Because of the weak fitness penalty of carrying the unnecessary virulence alleles, genetic drift associated with other evolutionary forces such as hitch-hiking maintains the frequency of the dominant virulence alleles even after the corresponding resistance factors cease to be used

    New genetic loci link adipose and insulin biology to body fat distribution.

    Body fat distribution is a heritable trait and a well-established predictor of adverse metabolic outcomes, independent of overall adiposity. To increase our understanding of the genetic basis of body fat distribution and its molecular links to cardiometabolic traits, here we conduct genome-wide association meta-analyses of traits related to waist and hip circumferences in up to 224,459 individuals. We identify 49 loci (33 new) associated with waist-to-hip ratio adjusted for body mass index (BMI), and an additional 19 loci newly associated with related waist and hip circumference measures (P < 5 × 10(-8)). In total, 20 of the 49 waist-to-hip ratio adjusted for BMI loci show significant sexual dimorphism, 19 of which display a stronger effect in women. The identified loci were enriched for genes expressed in adipose tissue and for putative regulatory elements in adipocytes. Pathway analyses implicated adipogenesis, angiogenesis, transcriptional regulation and insulin resistance as processes affecting fat distribution, providing insight into potential pathophysiological mechanisms
