    When Schools Stay Open Late: The National Evaluation of the 21st-Century Community Learning Centers Program, Executive Summary, First Year Findings

    In an era when most parents work, many Americans want their children to have access to safe and supervised after-school activities that can help develop academic, personal, and social skills. In 1994, Congress authorized the 21st-Century Community Learning Centers (21st­ Century) program to open np schools for broader use by their communities. In 1998, the program was refocused on supporting schools to provide school-based academic and recreational activities after school and during other times when schools were not in regular session, such as on weekends, holidays, and during summers. As an after-school program, 21st-Century grew quickly from an appropriation of 40millioninfiscalyear1998to40 million in fiscal year 1998 to 1 billion in fiscal year 2002. It now suppo1ts after-school programs in about 7,500 rural and inner-city public schools in more than 1,400 communities. Programs operate in public school buildings and offer academic, recreational, and cultural activities during after-school hours. A distinguishing characteristic of 21st-Century programs is the inclusion of academic activities. Grants made after April 1998 included a requirement that programs include academic activities

    Traditional medicinal plant use in Northern Peru: tracking two thousand years of healing culture

    This paper examines the traditional use of medicinal plants in Northern Peru, with special focus on the Departments of Piura, Lambayeque, La Libertad, Cajamarca, and San Martin. Northern Peru represents the center of the old Central Andean "Health Axis," stretching from Ecuador to Bolivia. The roots of traditional healing practices in this region go at least as far back as the Moche period (AC 100–800). Although about 50% of the plants in use reported in the colonial period have disappeared from the popular pharmacopoeia, the plant knowledge of the population is much more extensive than in other parts of the Andean region. 510 plant species used for medicinal purposes were collected, identified and their vernacular names, traditional uses and applications recorded. The families best represented were Asteraceae with 69 species, Fabaceae (35), Lamiaceae (25), and Solanaceae (21). Euphorbiaceae had twelve species, and Apiaceae and Poaceae 11 species. The highest number of species was used for the treatment of "magical/ritual" ailments (207 species), followed by respiratory disorders (95), problems of the urinary tract (85), infections of female organs (66), liver ailments (61), inflammations (59), stomach problems (51) and rheumatism (45). Most of the plants used (83%) were native to Peru. Fresh plants, often collected wild, were used in two thirds of all cases, and the most common applications included the ingestion of herb decoctions or the application of plant material as poultices

    The role of hydrogen and fuel cells in the global energy system

    Hydrogen technologies have experienced cycles of excessive expectations followed by disillusion. Nonetheless, a growing body of evidence suggests these technologies form an attractive option for the deep decarb onisation of global energy systems, and that recent improvements in their cost and performance point towards economic viability as well. This paper is a comprehensive review of the potential role that hydrogen could play in the provision of electricity, h eat, industry, transport and energy storage in a low - carbon energy system, and an assessment of the status of hydrogen in being able to fulfil that potential. The picture that emerges is one of qualified promise: hydrogen is well established in certain nic hes such as forklift trucks, while mainstream applications are now forthcoming. Hydrogen vehicles are available commercially in several countries, and 225,000 fuel cell home heating systems have been sold. This represents a step change from the situation of only five years ago. This review shows that challenges around cost and performance remain, and considerable improvements are still required for hydrogen to become truly competitive. But such competitiveness in the medium - term future no longer seems an unrealistic prospect, which fully justifies the growing interest and policy support for these technologies around the world

The three principal concerns motivating interest in transportation energy are urban air quality, oil dependence, and the threat of global warming.
