Future Cities: Asserting Public Governance
The smart city has become a main prism through which urban futures are viewed. With it comes the promise of big data technology enabling more resource-efficient urban systems and improved governance. Increasingly, however, this technocentric view is being challenged, at least rhetorically, by seeking to place people at the heart of smart city development. Yet, especially in the case of the UK, such development typically takes place within a governance context which marginalises established planning and decision processes, thus arguably weakening public accountability. Moreover, the norms of engagement change in that citizens are assigned more of an entrepreneurial role as co-producers of data-driven information. It becomes necessary, therefore, to reconsider as well as reinvigorate the place of the public in the future city. This article seeks to do so by making the case, on one hand, for strengthening institutional frameworks and, on the other, advancing a more active role for citizens to become involved in actualising and scrutinising future cities
Null Geodesic Congruences, Asymptotically Flat Space-Times and Their Physical Interpretation
Shear-free or asymptotically shear-free null geodesic congruences possess a
large number of fascinating geometric properties and to be closely related, in
the context of general relativity, to a variety of physically significant
affects. It is the purpose of this paper to develop these issues and find
applications in GR. The applications center around the problem of extracting
interior physical properties of an asymptotically flat space-time directly from
the asymptotic gravitational (and Maxwell) field itself in analogy with the
determination of total charge by an integral over the Maxwell field at infinity
or the identification of the interior mass (and its loss) by (Bondi's)
integrals of the Weyl tensor, also at infinity. More specifically we will see
that the asymptotically shear-free congruences lead us to an asymptotic
definition of the center-of-mass and its equations of motion. This includes a
kinematic meaning, in terms of the center of mass motion, for the Bondi
three-momentum. In addition, we obtain insights into intrinsic spin and, in
general, angular momentum, including an angular momentum conservation law with
well-defined flux terms. When a Maxwell field is present the asymptotically
shear-free congruences allow us to determine/define at infinity a

The impact of contact tracing in clustered populations
The tracing of potentially infectious contacts has become an important part of the control strategy for many infectious diseases, from early cases of novel infections to endemic sexually transmitted infections. Here, we make use of mathematical models to consider the case of partner notification for sexually transmitted infection, however these models are sufficiently simple to allow more general conclusions to be drawn. We show that, when contact network structure is considered in addition to contact tracing, standard “mass action” models are generally inadequate. To consider the impact of mutual contacts (specifically clustering) we develop an improvement to existing pairwise network models, which we use to demonstrate that ceteris paribus, clustering improves the efficacy of contact tracing for a large region of parameter space. This result is sometimes reversed, however, for the case of highly effective contact tracing. We also develop stochastic simulations for comparison, using simple re-wiring methods that allow the generation of appropriate comparator networks. In this way we contribute to the general theory of network-based interventions against infectious disease

The combined diabetes and renal control trial (C-DIRECT) - a feasibility randomised controlled trial to evaluate outcomes in multi-morbid patients with diabetes and on dialysis using a mixed methods approach
Background: This cluster randomised controlled trial set out to investigate the feasibility and acceptability of the “Combined Diabetes and Renal Control Trial” (C-DIRECT) intervention, a nurse-led intervention based on motivational interviewing and self-management in patients with coexisting end stage renal diseases and diabetes mellitus (DM ESRD). Its efficacy to improve glycaemic control, as well as psychosocial and self-care outcomes were also evaluated as secondary outcomes.
Methods: An assessor-blinded, clustered randomised-controlled trial was conducted with 44 haemodialysis patients with DM ESRD and ≥ 8% glycated haemoglobin (HbA1c), in dialysis centres across Singapore. Patients were randomised according to dialysis shifts. 20 patients were assigned to intervention and 24 were in usual care. The C-DIRECT intervention consisted of three weekly chair-side sessions delivered by diabetes specialist nurses. Data on recruitment, randomisation, and retention, and secondary outcomes such as clinical endpoints, emotional distress, adherence, and self-management skills measures were obtained at baseline and at 12 weeks follow-up. A qualitative evaluation using interviews was conducted at the end of the trial.
Results: Of the 44 recruited at baseline, 42 patients were evaluated at follow-up. One patient died, and one discontinued the study due to deteriorating health. Recruitment, retention, and acceptability rates of C-DIRECT were generally satisfactory HbA1c levels decreased in both groups, but C-DIRECT had more participants with HbA1c < 8% at follow up compared to usual care. Significant improvements in role limitations due to physical health were noted for C-DIRECT whereas levels remained stable in usual care. No statistically significant differences between groups were observed for other clinical markers and other patient-reported outcomes. There were no adverse effects.
Conclusions: The trial demonstrated satisfactory feasibility. A brief intervention delivered on bedside as part of routine dialysis care showed some benefits in glycaemic control and on QOL domain compared with usual care, although no effect was observed in other secondary outcomes. Further research is needed to design and assess interventions to promote diabetes self-management in socially vulnerable patients
Galaxy Luminosity Functions to z~1: DEEP2 vs. COMBO-17 and Implications for Red Galaxy Formation
The DEEP2 and COMBO-17 surveys are used to study the evolution of the
luminosity function of red and blue galaxies to . Schechter function
fits show that, since , dims by 1.3 mag per unit redshift
for both color classes, of blue galaxies shows little change, while
for red galaxies has formally nearly quadrupled. At face value, the
number density of blue galaxies has remained roughly constant since ,
whereas that of red galaxies has been rising. Luminosity densities support both
conclusions, but we note that most red-galaxy evolution occurs between our data
and local surveys and in our highest redshift bin, where the data are weakest.
We discuss the implications of having most red galaxies emerge after
from precursors among the blue population, taking into account the properties
of local and distant E/S0s. We suggest a ``mixed'' scenario in which some blue
galaxies have their star-formation quenched in gas-rich mergers, migrate to the
red sequence with a variety of masses, and merge further on the red sequence in
one or more purely stellar mergers. E/S0s of a given mass today will have
formed via different routes, in a manner that may help to explain the

Router-level community structure of the Internet Autonomous Systems
The Internet is composed of routing devices connected between them and
organized into independent administrative entities: the Autonomous Systems. The
existence of different types of Autonomous Systems (like large connectivity
providers, Internet Service Providers or universities) together with
geographical and economical constraints, turns the Internet into a complex
modular and hierarchical network. This organization is reflected in many
properties of the Internet topology, like its high degree of clustering and its
robustness.
In this work, we study the modular structure of the Internet router-level
graph in order to assess to what extent the Autonomous Systems satisfy some of
the known notions of community structure. We show that the modular structure of
the Internet is much richer than what can be captured by the current community
detection methods, which are severely affected by resolution limits and by the
heterogeneity of the Autonomous Systems. Here we overcome this issue by using a
multiresolution detection algorithm combined with a small sample of nodes. We

Will the US Economy Recover in 2010? A Minimal Spanning Tree Study
We calculated the cross correlations between the half-hourly times series of
the ten Dow Jones US economic sectors over the period February 2000 to August
2008, the two-year intervals 2002--2003, 2004--2005, 2008--2009, and also over
11 segments within the present financial crisis, to construct minimal spanning
trees (MSTs) of the US economy at the sector level. In all MSTs, a core-fringe
structure is found, with consumer goods, consumer services, and the industrials
consistently making up the core, and basic materials, oil and gas, healthcare,
telecommunications, and utilities residing predominantly on the fringe. More
importantly, we find that the MSTs can be classified into two distinct,
statistically robust, topologies: (i) star-like, with the industrials at the
center, associated with low-volatility economic growth; and (ii) chain-like,
associated with high-volatility economic crisis. Finally, we present
statistical evidence, based on the emergence of a star-like MST in Sep 2009,
and the MST staying robustly star-like throughout the Greek Debt Crisis, that

The DEEP2 Galaxy Redshift Survey: Design, Observations, Data Reduction, and Redshifts
We describe the design and data sample from the DEEP2 Galaxy Redshift Survey,
the densest and largest precision-redshift survey of galaxies at z ~ 1
completed to date. The survey has conducted a comprehensive census of massive
galaxies, their properties, environments, and large-scale structure down to
absolute magnitude M_B = -20 at z ~ 1 via ~90 nights of observation on the
DEIMOS spectrograph at Keck Observatory. DEEP2 covers an area of 2.8 deg^2
divided into four separate fields, observed to a limiting apparent magnitude of
R_AB=24.1. Objects with z < 0.7 are rejected based on BRI photometry in three
of the four DEEP2 fields, allowing galaxies with z > 0.7 to be targeted ~2.5
times more efficiently than in a purely magnitude-limited sample. Approximately
sixty percent of eligible targets are chosen for spectroscopy, yielding nearly
53,000 spectra and more than 38,000 reliable redshift measurements. Most of the
targets which fail to yield secure redshifts are blue objects that lie beyond z
~ 1.45. The DEIMOS 1200-line/mm grating used for the survey delivers high
spectral resolution (R~6000), accurate and secure redshifts, and unique
internal kinematic information. Extensive ancillary data are available in the
DEEP2 fields, particularly in the Extended Groth Strip, which has evolved into
one of the richest multiwavelength regions on the sky. DEEP2 surpasses other
deep precision-redshift surveys at z ~ 1 in terms of galaxy numbers, redshift
accuracy, sample number density, and amount of spectral information. We also
provide an overview of the scientific highlights of the DEEP2 survey thus far.
This paper is intended as a handbook for users of the DEEP2 Data Release 4,
which includes all DEEP2 spectra and redshifts, as well as for the
