The rise and change of the competence strategy: reflections on twenty-five years of skills policies in the EU
The principal aim of this article is to provide a historical overview of 25 years of competence policy in the European Union, highlighting connections between past and current initiatives and outlining possible scenarios for the decade to come. The article presents the social investment turn in social policy as the critical political background against which the emergence of a competence strategy in European Union education policy should be analysed and understood. The competence strategy, it is argued, finds its roots in a renewed attention at the European Union level for harmonising educational outputs and labour market demands. While trying to produce a schematic history of the emergence and change of the competence strategy, the article does not seek to offer strict definitions of competence itself; instead, it conveys the nebulous and context-dependent nature of the concept

Oil and Cocoa in the Political Economy of Ghana-EU Relations: Whither Sustainable Development?
Oil and cocoa represent strategic export commodities for the Ghanaian economy, prioritised within the Ghana Shared Growth and Development Agenda. This article examines these sectors in the context of Ghana’s relations with the European Union (EU). Notably, the EU constitutes the most important market for Ghanaian exports. The European Commission, moreover, has pledged to tangibly assist private sector development in Ghana, with particular reference to the UN Sustainable Development Goals (SDGs). Through its focus on oil and cocoa, the article problematises certain aspects of EU aid and trade interventions with respect to normative SDG development pledges
Energy-saving potential of large housing stocks of listed buildings, case study: l'Eixample of Valencia
[EN] A significant part of the European residential building stock is architectural heritage and is protected by law in different grades. Although these dwellings seldom fulfil the current eco-efficiency requirements, listed buildings are exempt from energy regulations requirements. This paper reviews the constructional characteristics common to 588 multi-storey listed buildings (circa 6000 dwellings) located in l'Eixample district in Valencia (Spain). The poor thermal performance of these buildings proven by this study reveal a significant potential for saving energy and reducing CO2 emissions, particularly when considering the current requirements fixed by the current Spanish building code. Retrofitting measures intended to improve the thermal behaviour of these buildings, while being respectful to their listed nature, are proposed and assessed in terms of energy demand, air pollution and economy.Perez-Garcia, A.; Guardiola, AP.; Gómez-MartÃnez, F.; Guardiola Villora, AP. Ensuring the right to education for Roma children : an Anglo-Swedish perspective
Access to public education systems has tended to be below normative levels where Roma children are concerned. Various long-standing social, cultural, and institutional factors lie behind the lower levels of engagement and achievement of Roma children in education, relative to many others, which is reflective of the general lack of integration of their families in mainstream society. The risks to Roma children’s educational interests are well recognized internationally, particularly at the European level. They have prompted a range of policy initiatives and legal instruments to protect rights and promote equality and inclusion, on top of the framework of international human rights and minority protections. Nevertheless, states’ autonomy in tailoring educational arrangements to their budgets and national policy agendas has contributed to considerable international variation in specific provision for Roma children. As this article discusses, even between two socially liberal countries, the UK and Sweden, with their well-advanced welfare states and public systems of social support, there is a divergence in protection, one which underlines the need for a more consistent and positive approach to upholding the education rights and interests of children in this most marginalized and often discriminated against minority group
A GIS model-based assessment of the environmental distribution of g-hexachlorocyclohexane in European soils and waters
The MAPPE GIS based multimedia model is used to produce a quantitative description of the behaviour of γ-hexachlorocyclohexane (γ-HCH) in Europe, with emphasis on continental surface waters. The model is found to reasonably reproduce γ-HCH distributions and variations along the years in atmosphere and soil; for continental surface waters, concentrations were reasonably well predicted for year 1995, when lindane was still used in agriculture, while for 2005, assuming severe restrictions in use, yields to substantial underestimation. Much better results were yielded when same mode of release as in 1995 was considered, supporting the conjecture that for γ-HCH, emission data rather that model structure and parameterization can be responsible for wrong estimation of concentrations. Future research should be directed to improve the quality of emission data. Joint interpretation of monitoring and modelling results, highlights that lindane emissions in Europe, despite the marked decreasing trend, persist beyond the provisions of existing legislation.

A game theory perspective on Environmental Assessment: what games are played and what does this tell us about decision making rationality and legitimacy?
Game theory provides a useful theoretical framework to examine the decision process operating in the context of environmental assessment, and to examine the rationality and legitimacy of decision-making subject to Environmental Assessment (EA). The research uses a case study of the Environmental Impact Assessment and Sustainability Appraisal processes undertaken in England. To these are applied an analytical framework, based on the concept of decision windows to identify the decisions to be assessed. The conditions for legitimacy are defined, based on game theory, in relation to the timing of decision information, the behaviour type (competitive, reciprocal, equity) exhibited by the decision maker, and the level of public engagement; as, together, these control the type of rationality which can be brought to bear on the decision. Instrumental rationality is based on self-interest of individuals, whereas deliberative rationality seeks broader consensus and is more likely to underpin legitimate decisions. The results indicate that the Sustainability Appraisal process, conducted at plan level, is better than EIA, conducted at project level, but still fails to provide conditions that facilitate legitimacy. Game theory also suggests that Sustainability Appraisal is likely to deliver ‘least worst’ outcomes rather than best outcomes when the goals of the assessment process are considered; this may explain the propensity of such ‘least worst’ decisions in practice. On the basis of what can be learned from applying this game theory perspective, it is suggested that environmental assessment processes need to be redesigned and better integrated into decision making in order to guarantee the legitimacy of the decisions made
The ethics of psychopharmacological research in legal minors
Research in psychopharmacology for children and adolescents is fraught with ethical problems and tensions. This has practical consequences as it leads to a paucity of the research that is essential to support the treatment of this vulnerable group. In this article, we will discuss some of the ethical issues which are relevant to such research, and explore their implications for both research and standard care. We suggest that finding a way forward requires a willingness to acknowledge and discuss the inherent conflicts between the ethical principles involved. Furthermore, in order to facilitate more, ethically sound psychopharmacology research in children and adolescents, we suggest more ethical analysis, empirical ethics research and ethics input built into psychopharmacological research design
The Memory Politics of Becoming European: The East European Subalterns and the Collective Memory of Europe
The situation in collective memory studies that share a nexus with
the discipline of International Relations (IR) is currently reflective
of the traditionally West-centric writing of European history. This
order of things has become increasingly challenged after the eastern
enlargement of the European Union (EU). This article examines
Poland’s and the Baltics’ recent attempts to enlarge the mnemonic
vision of ‘the united Europe’ by placing their ‘subaltern pasts’ in contest
with the conventionally Western European-bent understanding of the
consequences of World War II in Europe. I argue that their endeavours
to wrench the ‘European mnemonical map’ apart in order to become
more congruent with the different historical experiences within the
enlarged EU encapsulate the curious trademark of Polish and Baltic
post-Cold War politics of becoming European: their combination of
simultaneously seeking recognition from and resisting the hegemonic
‘core European’ narrative of what ‘Europe’ is all about
