    Exploring the data on femicide across Europe

    In recent years, the notion of femicide has expanded in social, criminological and epidemiological research to grasp the basic differences underpinning the killing of a female, as opposed to a male, victim. While femicide research in Australia and the US has been a consolidated trend in criminology and feminist studies since the 1990s (Stout, 1992; Mouzos, 1999; Campbell et al, 2003; Frye et al, 2005), its development in Europe has been much more recent and represents the outcome, primarily, of top-down social pressure. The combined effect of the recent proceedings of the ‘Femicide across Europe’ COST network (active in 30 European countries from 2013 to 2017), together with awareness-raising by the media in many countries and the Resolution adopted by the United Nations General Assembly on 11 February 2014 (United Nations, 2014), inter alia, have acted as catalysts for change, contributing significantly to fostering femicide research in Europe. An extensive analysis of the definition of femicide is presented in Chapter 2 of this book.peer-reviewe

How should research and new ways of thinking about violence improve its measurement? Could improved measurement change policy? The book is a guide to how the measurement of violence can be best achieved. It shows how to make femicide, rape, domestic violence, and FGM visible in official statistics. It offers practical guidance on definitions, indicators and coordination mechanisms. It reflects on theoretical debates on ‘what is gender’, ‘what is violence’, and ‘the concept of coercive control’. and introduces the concept of ‘gender saturated context’. Analysing the socially constructed nature of statistics and the links between knowledge and power, it sets new standards and guidelines to influence the measurement of violence in the coming decades

    Issues in measuring and comparing the incidence of intimate partner homicide and femicide - A focus on Europe

    Intimate partner homicide is an important contributor to homicide rates worldwide, disproportionally affecting women as victims. Still, major gaps exist in the measurement of intimate partner homicide, with many homicides not being identified as intimate partner homicides. This article provides an overview of the main issues in the collection and reporting on intimate partner homicide, focusing in particular on the data situation in Europe. Sources of homicide data - national and police statistics, court statistics and files, mortuary data and newspaper databases - face similar challenges, namely absence or missing information on the victim-offender relationship, and different categorizations of key parameters, such as definition of intimate partner homicide, and identification of reporting periods. This is concerning, as strong and reliable data on the incidence and contextual information of intimate partner homicide and femicide is important to advice effective prevention strategies

    Lights4Violence: a quasi-experimental educational intervention in six European countries to promote positive relationships among adolescents.

    Background Preventing intimate partner violence or dating violence (DV) among adolescents is a public health priority due to its magnitude and damaging short and long-term consequences for adolescent and adult health. In our study protocol, we complement prior experiences in DV prevention by promoting protective factors (or assets) against gender violence such as communication skills, empathy and problem-solving capability through “Cinema Voice”, a participatory educational intervention based on adolescents’ strengths to tackle DV. Methods/design A longitudinal quasi-experimental educational intervention addressed to boys and girls ages 13–17 years, enrolled in secondary education schools in Alicante (Spain), Rome (Italy), Cardiff (UK), Iasi (Romania), Poznan (Poland) and Matosinhos (Portugal). Both process and results evaluations will be carried out with 100–120 intervention and 120–150 control group students per city at three time periods: before, after and 6 months after the implementation of the following interventions: 1) Training seminar with teachers to promote knowledge and skills on the core issues of intervention; 2) Workshops with intervention groups, where participants produce their own digital content presenting their perspective on DV; and 3) Short film exhibitions with participants, their families, authorities and other stakeholders with the objective of share the results and engage the community. Outcome measures are self-perceived social support, machismo, sexism, tolerance towards gender violence, social problem-solving and assertiveness as well as involvement in bullying/cyberbullying. Other socio-demographic, attitudes and violence-related co-variables were also included. Discussion This study may provide relevant information about the effectiveness of educational interventions that combine a positive youth development framework with educational awareness about the importance of achieving gender equality and preventing and combating gender violence. To our knowledge, this is the first study that involves six European countries in an educational intervention to promote violence protective assets among enrolled adolescents in secondary schools.     Intimate partner homicide in 10 European countries: Statistical data and policy development in a cross-national perspective

    Homicide is an important source of premature mortality, with intimate partners committing approximately one in seven homicides. Utilizing national statistics, this article explores recent data on intimate partner homicide in 10 European countries, namely Finland, France, Germany, Italy, the Netherlands, Portugal, Slovenia, Spain, Sweden and the UK. It discusses policy developments and the role of key policy-making actors and it provides a novel classification, based on the time when government action developed, that maps the 10 countries in a temporal sequence under three main headings: early birds, intermediate and newcomers. Notwithstanding great differences, the article finds common trends in policy developments. Institutional commitment in collecting intimate partner homicide data is consistent with an enduring record of both women’s activism and public action in addressing intimate partner violence. </jats:p

    Resumen El presente articulo de investigacion resume el cronograma de los documentos de las Naciones Unidas difundidos desde 1993 para combatir la violencia de genero contra las mujeres, analizando el caso de dos paises en particular, Mexico e Italia, en una metodologia cualitativa comparada. Examinamos la secuencia de actos legales aprobados en cada pais, la semantica de las leyes, sus fundamentos teoricos y la transicion de la violencia de un hecho privado a un delito publico. El objetivo final del articulo es mostrar las similitudes y diferencias entre ambos paises ya que, aun cuando globalmente ha emergido un marco de referencia sumamente fuerte que insta al entendimiento y el trato de la violencia contra las mujeres con un perspectiva conceptual comun, las diferencias locales y nacionales existen y esto da cuenta de como un pais reacciona y se adapta a la presion internacional. Abstract This research article summarizes the chronogram of United Nations documents issued since 1993 to combat gender-based violence against women, analyzing the case of two countries in particular, Mexico and Italy, in a comparative qualitative methodology. We examine the sequence of legal acts approved in each country, the semantics of laws, their theoretical foundations and the transition from violence from a private act to a public crime. The final objective of the article is to show the similarities and differences between both countries since, even though globally there has emerged an extremely strong frame of reference that urges the understanding and treatment of violence against women with a common conceptual perspective, local differences and nationals exist and this accounts for how a country reacts and adapts to international pressure
