    Fiscal spending and economic performance : some stylized facts

    This paper complements the cross-country approach by examining the correlates of growth acceleration in per capita gross domestic product around"significant"public expenditure episodes by reorganizing the data around turning points, or events. The authors define a growth event as an increase in average per capita growth of at least 2 percentage points sustained for 5 years. A fiscal event is an increase in the annual growth rate of primary fiscal expenditure of approximately 1 percentage point sustained for 5 years and not accompanied by an aggravation of the fiscal deficit beyond 2 percent of gross domestic product. These definitions of events are applied to a database of 140 countries (118 developing countries) for 1972-2005. After controlling for the growth-inducing effects of positive terms-of-trade shocks and of trade liberalization reform, probit estimates indicate that a growth event is more likely to occur in a developing country when surrounded by a fiscal event. Moreover, the probability of occurrence of a growth event in the years following a fiscal event is greater the lower is the associated fiscal deficit, confirming that success of a growth-oriented fiscal expenditure reform hinges on a stabilized macroeconomic environment (through a limited primary fiscal deficit).Public Sector Expenditure Analysis&Management,Fiscal Adjustment,Economic Conditions and Volatility,Debt Markets,Achieving Shared Growth

    Distance and regionalization of trade for low-income countries

    The"distance effect"measuring the elasticity of trade flows to distance has been rising since the early 1970s in a host of studies based on the gravity model, leading observers to call it the"distance puzzle". This paper reviews the evidence and explanations. Using an extensive data set of 124 countries over the period 1970-2005, the authors confirm the existence of this puzzle and identify that it only applies to poor countries (the bottom third in per capita income terms in the sample -- i.e., the low-income countries according to the World Bank classification, 2006). The analysis shows that this group has intensified trade with closer partners and has chosen new partners that are closer than existing partners, leading to a regionalization of their trade at both extensive and intensive margins (regionalization of trade is absent for the other countries). Combining several methods on cross-section and panel estimates of the gravity equation, the authors estimate that low-income countries exhibit a significant rising distance effect on their trade, around 18 percent between 1970 and 2006. There is no more distance"puzzle"for trade within richer countries (the top third in per capita income terms in the sample).     Bills Favor Mining and Threaten Conservation of Brazilian Merganser (Mergus octosetaceus) at Serra da Canastra National Park, Minas Gerais, Brazil

    Serra da Canastra National Park (SCNP) is one of the most important protected areas in the Cerrado biome. Despite its importance to the conservation of rare and endangered species like Brazilian Merganser, two bills were approved in 2010 by Brazil's Chamber of Deputies aiming to reduce SCNP's official boundaries and to transform some of its parts into an Environmental Protection Area (EPA). We evaluated whether such changes would facilitate mining areas to be legally exploited within the park's area, and if those mining areas would represent a threat to Brazilian Merganser populations at SCNP. Results showed that 55% of the mining areas currently within the National Park will be located within the new EPA, and six hydrographic micro-basins inhabited by Brazilian Merganser could be affected by environmental impacts caused by mineral exploitation in those areas. For these reasons, we recommend the two bills be refused at the Federal Senate

    Haemosporidian parasites in Antilophia galeata (Aves: Pipridae) in a Cerrado forest fragment

    Haemosporidian parasites can cause pathogenic infections, leading to death or a reduction in the physical and reproductive abilities of the host. Several studies have identified haemosporidian infections in neotropical bird communities, but few have been conducted in populations, relating the infection to the biological attributes of the species. To determine haemosporidian prevalence in a population of Antilophia galeata and to assess factors that may be associated with parasitaemia, we analysed blood smears of 62 individuals from a Cerrado forest fragment. For each individual, the body mass, length of tarsus, sex, presence/absence of brood patch and feather moult were recorded. In total, 33 (53.2%) individuals were infected with haemosporidian parasites, 32 (51.6%) were infected with Plasmodium spp. and one (1.61%) was infected with Haemoproteus sp. Parasitaemia was not related to seasons, sex, reproduction, moulting or body condition but correlated positively with total leucocyte count, suggesting that individuals may be effective in infection control. This population may be tolerant to haemosporidian parasites because, despite the high prevalence, parasitaemia was low and constant; this is a potentially chronic infection that showed no adverse effects on the parameters analysed in this population

    Haemosporidian parasites prevalence associated with physical conditioning of avian species from the Brazilian Cerrado

    Blood parasites can infect myriad avian species and thereby affect the fitness and survival of their hosts. There is wide interspecific variation in parasite prevalence related to biological, ecological, and evolutionary host factors. This study aimed to determine the blood parasite prevalence in avian species from the Brazilian Cerrado and to investigate the associations among biomass, body condition, and blood parasitism. A total of 1,098 blood smears from 549 individuals (56 species) collected in four forest fragments were analyzed. Of these, 109 (19.85%) individuals from 33 species were infected: 13 (2.36%) were positive for Haemoproteus and 103 (18.76%) for Plasmodium. There was co-infection between both genera of parasites in 7 individuals. Among bird species, prevalence ranged from zero to 100%. There were significant positive correlations between prevalence and biomass and the body condition index. Hemosporid vectors track their hosts by carbon dioxide detection. Since large organisms emit more carbon dioxide, our results suggest that larger birds may be more susceptible to hemosporid vectors. Additionally, species with higher body condition indices can be more tolerant to parasites, possibly because they have more energy reserves. This study showed that species with higher biomass and body condition indices were associated with higher blood parasite prevalence, a finding that suggests these factors are efficient predictors to explain the interspecific variations. This information could be important for the understanding parasite-host relationships and useful for bird conservation programs

    Leukocyte profile of the helmeted manakin, Antilophia galeata (Passeriformes: Pipridae) in a Cerrado forest fragment

    Changes in the amounts and proportions of leukocytes, known as leucocyte profiles, have been documented for several bird species and have been used to measure stress levels in these animals. The present work ascertained the biological and ecological attributes that influence the leukocyte profile of Antilophia galeata (Lichtenstein, 1823), the helmeted manakin. This species has been deemed useful in ecological studies because it responds to environmental changes. Blood samples drawn from 89 individuals of A. galeata captured in a Cerrado forest fragment were subjected to analysis under optical microscopy to identify and quantify leukocytes and micronuclei. The number of lymphocytes was greater for males, non-reproductive individuals and individuals infected with ticks. None of the leukocyte components differed in relation to age, molting or body condition index. The amount of micronuclei was correlated with values for total leukocytes, H/L ratio, heterophils, basophils and monocytes. The results suggest that reproduction may be an immunosuppressive factor for the species, producing sexual differences in lymphocyte availability. In addition, biomarkers of genotoxic damage (micronuclei) were related to the amount of leukocytes, indicating that individuals may be sensitive to environmental disturbances. Leukocyte profiles can be considered a useful tool for addressing ecological questions that are relevant to the conservation of species in degraded environments

    A Síndrome de Prader-Willi (SPW) é uma doença rara de origem genética que cursa com alterações endócrinas, metabólicas e neurológicas que trazem grande prejuízo funcional aos pacientes e familiares. O objetivo deste estudo é apresentar um caso clínico cujo desfecho foi o diagnóstico de Síndrome de Prader-Willi. Destaca-se aqui o processo de avaliação neuropsicológica que investigou as manifestações comportamentais e cognitivas. Participou deste estudo uma criança de 9 anos, sexo masculino com queixas de baixo rendimento e adaptação escolar. Um procedimento de avaliação neuropsicológica foi realizado em sessões de entrevistas, observações e testagem psicológica. Os resultados apontaram inteligência médio inferior e prejuízos em processos cognitivos de maior complexidade que envolvem aspectos de conceituação, planejamento, velocidade do processamento e controle inibitório. Dificuldades de autorregulação e déficits interpessoais também foram observados corroborando dados da literatura

    Antioxidant, antimicrobial and immunostimulant properties of saline extract from Caesalpinia pulcherrima (L.) Swartz (Fabaceae) leaves

    281-289Caesalpinia pulcherrima (L.) Swartz is a species that originates in India and Central America and is widely distributed in the world. This plant presents important biological properties, due to the presence of some secondary medicinal metabolites, such as tannins, glycosides, flavonoids and diterpenes. In folk medicine, C. pulcherrima is used in different diseases as bronchitis, asthma, infections, wounds and eye irritations. The aim of this study was to perform a phytochemical screening and evaluate which biological properties the saline extract of leaves from C. pulcherrima have against microorganisms and animal cells. Results showed that 15 majority compounds could be found in saline extract distributed among phenol, coumarin and quercetin groups.Saline extract of leaves from C. pulcherrima also showed good results in antioxidant test and showed significant antifungal property against Candida strains. Moreover, the saline extract did not showed cytotoxicity against mice splenocytes and promoted proliferation in these cells. These results may be predictive for future studies using the saline extract from C. pulcherrima leaves as cell stimulant agent in a pharmaceutical phytotherapic formulation used in cicatricial and in vitro immunostimulant assays

    Antimicrobial resistance among migrants in Europe: a systematic review and meta-analysis

    BACKGROUND: Rates of antimicrobial resistance (AMR) are rising globally and there is concern that increased migration is contributing to the burden of antibiotic resistance in Europe. However, the effect of migration on the burden of AMR in Europe has not yet been comprehensively examined. Therefore, we did a systematic review and meta-analysis to identify and synthesise data for AMR carriage or infection in migrants to Europe to examine differences in patterns of AMR across migrant groups and in different settings. METHODS: For this systematic review and meta-analysis, we searched MEDLINE, Embase, PubMed, and Scopus with no language restrictions from Jan 1, 2000, to Jan 18, 2017, for primary data from observational studies reporting antibacterial resistance in common bacterial pathogens among migrants to 21 European Union-15 and European Economic Area countries. To be eligible for inclusion, studies had to report data on carriage or infection with laboratory-confirmed antibiotic-resistant organisms in migrant populations. We extracted data from eligible studies and assessed quality using piloted, standardised forms. We did not examine drug resistance in tuberculosis and excluded articles solely reporting on this parameter. We also excluded articles in which migrant status was determined by ethnicity, country of birth of participants' parents, or was not defined, and articles in which data were not disaggregated by migrant status. Outcomes were carriage of or infection with antibiotic-resistant organisms. We used random-effects models to calculate the pooled prevalence of each outcome. The study protocol is registered with PROSPERO, number CRD42016043681. FINDINGS: We identified 2274 articles, of which 23 observational studies reporting on antibiotic resistance in 2319 migrants were included. The pooled prevalence of any AMR carriage or AMR infection in migrants was 25·4% (95% CI 19·1-31·8; I2 =98%), including meticillin-resistant Staphylococcus aureus (7·8%, 4·8-10·7; I2 =92%) and antibiotic-resistant Gram-negative bacteria (27·2%, 17·6-36·8; I2 =94%). The pooled prevalence of any AMR carriage or infection was higher in refugees and asylum seekers (33·0%, 18·3-47·6; I2 =98%) than in other migrant groups (6·6%, 1·8-11·3; I2 =92%). The pooled prevalence of antibiotic-resistant organisms was slightly higher in high-migrant community settings (33·1%, 11·1-55·1; I2 =96%) than in migrants in hospitals (24·3%, 16·1-32·6; I2 =98%). We did not find evidence of high rates of transmission of AMR from migrant to host populations. INTERPRETATION: Migrants are exposed to conditions favouring the emergence of drug resistance during transit and in host countries in Europe. Increased antibiotic resistance among refugees and asylum seekers and in high-migrant community settings (such as refugee camps and detention facilities) highlights the need for improved living conditions, access to health care, and initiatives to facilitate detection of and appropriate high-quality treatment for antibiotic-resistant infections during transit and in host countries. Protocols for the prevention and control of infection and for antibiotic surveillance need to be integrated in all aspects of health care, which should be accessible for all migrant groups, and should target determinants of AMR before, during, and after migration.
