Do product market regulations in upstream sectors curb productivity growth? Panel data evidence for OECD countries
The paper focuses on the influence of upstream competition for productivity outcomes in downstream sectors. This relation is illustrated with a neo-Schumpeterian theoretical model of innovation (Aghion et al., 1997) with market imperfections in the production of intermediate goods. In this context, upstream market imperfections create barriers to competition in downstream markets and upstream producers use their market power to share innovation rents sought by downstream firms. Thus, lack of competition in upstream markets curbs incentives to improve productivity downstream, negatively affecting productivity outcomes. We test this prediction by estimating an error correction model that differentiates the potential downstream effects of lack of upstream competition in situations close and far from the global technological frontier. We measure competition upstream with regulatory burden indicators derived from OECD data on sectoral product market regulation and the industry-level efficiency improvement and the distance to frontier variables by means of a multifactor productivity (MFP) index. Panel regressions are run for 15 OECD countries and 20 sectors over the 1985-2007 period with country, sector and year fixed effects. We find clear evidence that anticompetitive regulations in upstream sectors have curbed MFP growth downstream over the past 15 years. These effects tend to be strongest for observations (i.e. country/sector/period triads) that are close to the global technological frontier. Our results suggest that, measured at the average distance to frontier and average level of anticompetitive regulations, the marginal effect of increasing competition by easing such regulations is to increase MFP growth by between 1 and 1.5 per cent per year in the OECD countries covered by our sample. Our results are robust to changes in the way MFP and the regulatory burden indicators are constructed, as well as to variations in the sample of countries and/or sectors.Productivity, Growth, Regulations, Competition, Catch-up.
Education, Market Rigidities and Growth.
This paper investigates the effects of the education level, product market rigidities and employment protection legislation on growth. It exploits macro-panel data for OECD countries. For countries close to the technological frontier, education and rigidities are significantly related to TFP growth. A comparison of Structural Productivity Levels in the Major Industrialised Countries.
Hourly labour productivity levels in a number of European countries are thought to be very close to, or possibly even higher than the level 'observed' in the United States. At the same time, however, there are big differentials between hours worked and/or employment rates in these countries and in the United States. Frequent mention is also made of the theory of diminishing returns to hours worked and the employment rate. The object of the analysis proposed here is to adjust the 'observed' levels of hourly productivity for the effect of the differentials (with the United States) in the hours worked and/or employment rates of several categories of the population of working age in order to calculate 'structural' hourly productivity. The results obtained confirm the diminishing returns to hours worked and the employment rate (especially where young and elderly people are concerned). The level of 'structural' hourly productivity appears to be highest in the United States, suggesting that the differential between per capita GDP in the European countries and in the United States is attributable to hours worked and employment rates being at lower levels, and also to lower 'structural' hourly productivity.Productivity ; employment rares ; working time ; ICTs ; well-being.
Persistence of full glacial conditions in the central Pacific until 15,000 years ago
The magnitude of atmospheric cooling during the Last Glacial Maximum and the timing of the transition into the current interglacial period remain poorly constrained in tropical regions, partly because of a lack of suitable climate records. Glacial moraines provide a method of reconstructing past temperatures, but they are relatively rare in the tropics. Here we present a reconstruction of atmospheric temperatures in the central Pacific during the last deglaciation on the basis of cosmogenic ^3He ages of moraines and numerical modelling of the ice cap on Mauna Kea volcano, Hawaiiâthe only highland in the central Pacific on which moraines that formed during the last glacial period are preserved. Our reconstruction indicates that the Last Glacial Maximum occurred between 19,000 and 16,000 years ago in this region and that temperatures at high elevations were about 7 °C lower than today during this interval. Glacial retreat began about 16,000 years ago, but temperatures were still about 6.5 °C lower than today until 15,000 years ago. When combined with estimates of sea surface temperatures in the central Pacific Ocean, our reconstruction indicates that the lapse rate during the Last Glacial Maximum was higher than at present, which is consistent with the proposal that the atmosphere was drier at that time. Furthermore, the persistence of full glacial conditions until 15,000 years ago is consistent with the relatively late and abrupt transition to warmer temperatures in Greenland5, indicating that there may have been an atmospheric teleconnection between the central Pacific and North Atlantic regions during the last deglaciation
Numerical Construction of LISS Lyapunov Functions under a Small Gain Condition
In the stability analysis of large-scale interconnected systems it is
frequently desirable to be able to determine a decay point of the gain
operator, i.e., a point whose image under the monotone operator is strictly
smaller than the point itself. The set of such decay points plays a crucial
role in checking, in a semi-global fashion, the local input-to-state stability
of an interconnected system and in the numerical construction of a LISS
Lyapunov function. We provide a homotopy algorithm that computes a decay point
of a monotone op- erator. For this purpose we use a fixed point algorithm and
provide a function whose fixed points correspond to decay points of the
monotone operator. The advantage to an earlier algorithm is demonstrated.
Furthermore an example is given which shows how to analyze a given perturbed

The Search for Supernova-produced Radionuclides in Terrestrial Deep-sea Archives
An enhanced concentration of 60Fe was found in a deep ocean's crust in 2004
in a layer corresponding to an age of ~2 Myr. The confirmation of this signal
in terrestrial archives as supernova-induced and detection of other
supernova-produced radionuclides is of great interest. We have identified two
suitable marine sediment cores from the South Australian Basin and estimated
the intensity of a possible signal of the supernova-produced radionuclides
26Al, 53Mn, 60Fe and the pure r-process element 244Pu in these cores. A finding
of these radionuclides in a sediment core might allow to improve the time
resolution of the signal and thus to link the signal to a supernova event in
the solar vicinity ~2 Myr ago. Furthermore, it gives an insight on
nucleosynthesis scenarios in massive stars, the condensation into dust grains
and transport mechanisms from the supernova shell into the solar system

An assessment of air-sea heat fluxes from ocean and coupled reanalyses
Sixteen monthly airâsea heat flux products from global ocean/coupled reanalyses are compared over 1993â2009 as part of the Ocean Reanalysis Intercomparison Project (ORA-IP). Objectives include assessing the global heat closure, the consistency of temporal variability, comparison with other flux products, and documenting errors against in situ flux measurements at a number of OceanSITES moorings. The ensemble of 16 ORA-IP flux estimates has a global positive bias over 1993â2009 of 4.2 ± 1.1 W mâ2. Residual heat gain (i.e., surface flux + assimilation increments) is reduced to a small positive imbalance (typically, +1â2 W mâ2). This compensation between surface fluxes and assimilation increments is concentrated in the upper 100 m. Implied steady meridional heat transports also improve by including assimilation sources, except near the equator. The ensemble spread in surface heat fluxes is dominated by turbulent fluxes (>40 W mâ2 over the western boundary currents). The mean seasonal cycle is highly consistent, with variability between products mostly <10 W mâ2. The interannual variability has consistent signal-to-noise ratio (~2) throughout the equatorial Pacific, reflecting ENSO variability. Comparisons at tropical buoy sites (10°Sâ15°N) over 2007â2009 showed too little ocean heat gain (i.e., flux into the ocean) in ORA-IP (up to 1/3 smaller than buoy measurements) primarily due to latent heat flux errors in ORA-IP. Comparisons with the Stratus buoy (20°S, 85°W) over a longer period, 2001â2009, also show the ORA-IP ensemble has 16 W mâ2 smaller net heat gain, nearly all of which is due to too much latent cooling caused by differences in surface winds imposed in ORA-IP
Age and date for early arrival of the Acheulian in Europe (Barranc de la Boella, la Canonja, Spain)
The first arrivals of hominin populations into Eurasia during the Early Pleistocene are currently considered to have occurred
as short and poorly dated biological dispersions. Questions as to the tempo and mode of these early prehistoric settlements
have given rise to debates concerning the taxonomic significance of the lithic assemblages, as trace fossils, and the
geographical distribution of the technological traditions found in the Lower Palaeolithic record. Here, we report on the
Barranc de la Boella site which has yielded a lithic assemblage dating to ,1 million years ago that includes large cutting
tools (LCT). We argue that distinct technological traditions coexisted in the Iberian archaeological repertoires of the late
Early Pleistocene age in a similar way to the earliest sub-Saharan African artefact assemblages. These differences between
stone tool assemblages may be attributed to the different chronologies of hominin dispersal events. The archaeological
record of Barranc de la Boella completes the geographical distribution of LCT assemblages across southern Eurasia during
the EMPT (Early-Middle Pleistocene Transition, circa 942 to 641 kyr). Up to now, chronology of the earliest European LCT
assemblages is based on the abundant Palaeolithic record found in terrace river sequences which have been dated to the
end of the EMPT and later. However, the findings at Barranc de la Boella suggest that early LCT lithic assemblages appeared
in the SW of Europe during earlier hominin dispersal episodes before the definitive colonization of temperate Eurasia took

PIRATA: A Sustained Observing System for Tropical Atlantic Climate Research and Forecasting
Prediction and Research Moored Array in the Tropical Atlantic (PIRATA) is a multinational program initiated in 1997 in the tropical Atlantic to improve our understanding and ability to predict ocean-atmosphere variability. PIRATA consists of a network of moored buoys providing meteorological and oceanographic data transmitted in real time to address fundamental scientific questions as well as societal needs. The network is maintained through dedicated yearly cruises, which allow for extensive complementary shipboard measurements and provide platforms for deployment of other components of the Tropical Atlantic Observing System. This paper describes network enhancements, scientific accomplishments and successes obtained from the last 10 years of observations, and additional results enabled by cooperation with other national and international programs. Capacity building activities and the role of PIRATA in a future Tropical Atlantic Observing System that is presently being optimized are also described
