    Neoliberal discourse, actor power, and the politics of nutrition policy: a qualitative analysis of informal challenges to nutrition labelling regulations at the World Trade Organization, 2007-2019

    Unhealthy diets are increasing contributors to poor health and mortality in low- and middle-income countries (LMICs). Government interventions targeting the structural drivers of unhealthy diets are needed to prevent these illnesses, including nutrition labelling regulations that create healthier food environments. Yet, implementation remains slow and uneven. One explanation for slow implementation highlights the role of politics, including powerful ideological discourse and its strategic deployment by economically powerful actors. In this article, we advance research on the politics of nutrition policies by analysing political discourse on nutrition labelling regulations within an influential and under-studied global institution: the World Trade Organization (WTO). We identified WTO Technical Barriers to Trade (TBT) Committee meeting minutes with reference to nutrition labelling policies proposed by Thailand, Chile, Indonesia, Peru, Ecuador, Bolivia, and Uruguay (2007–2019; n = 47). We analysed the frames, narratives, and normative claims that feature in inter-country discourse within TBT meetings and examined how actors mobilize ideological and material sources of power via these statements. We find that informal government challenges to nutrition labelling proposals within the Committee featured a narrative that individualized the causes of and solutions to poor diet, downplayed harms from industrialised food products, and framed state regulation as harmful and unjust. These non-technical claims mobilised neoliberal ideology and rhetoric to contest the normative legitimacy of members’ proposals and to de-socialize and de-politicize poor diets. Furthermore, high-income countries (HICs) re-framed policy goals to focus on individual determinants of poor nutrition whilst calling for their preferred policies to be adopted. Patterns of discourse within TBT meetings also had striking similarities with arguments raised by multi-national food corporations elsewhere. Our findings suggest that non-technical and ideological arguments raised during TBT meetings serve as inconspicuous tools through which nutrition labelling policies in LMICs are undermined by HICs, industry, and the powerful ideology of neoliberalism

    Mathematical methods and models for radiation carcinogenesis studies

    Research on radiation carcinogenesis requires a twofold approach. Studies of primary molecular lesions and subsequent cytogenetic changes are essential, but they cannot at present provide numerical estimates of the risk of small doses of ionizing radiations. Such estimates require extrapolations from dose, time, and age dependences of tumor rates observed in animal studies and epidemiological investigations, and they necessitate the use of statistical methods that correct for competing risks. A brief survey is given of the historical roots of such methods, of the basic concepts and quantities which are required, and of the maximum likelihood estimates which can be derived for right censored and double censored data. Non-parametric and parametric models for the analysis of tumor rates and their time and dose dependences are explained

    Ultra-high-resolution observations of Ca K line variations in the β Pictoris disc

    We present observations of the β Pictoris circumstellar Ca II K line, obtained with the new Ultra-High-Resolution facility (UHRF) at the Anglo-Australian Telescope. The resolving power was R≳900000⁠, and these data therefore comprise the highest resolution observations yet obtained of this object. Observations were obtained on three nights in 1993 (May 11, August 26 and August 29), and significant temporal variability was observed, including previously unobserved changes in the profile of the main circumstellar component

    Evidence for late-time dust formation in the ejecta of supernova SN 1995N from emission-line asymmetries

    We present a study of the dust associated with the core-collapse supernova SN 1995N. Infrared emission detected 14–15 yr after the explosion was previously attributed to thermally echoing circumstellar material (CSM) associated with the supernova (SN) progenitor. We argue that this late-time emission is unlikely to be an echo, and is more plausibly explained by newly formed dust in the SN ejecta, indirectly heated by the interaction between the ejecta and the CSM. Further evidence in support of this scenario comes from emission-line profiles in spectra obtained 22 yr after the explosion; these are asymmetric, showing greater attenuation on the red wing, consistent with absorption by dust within the expanding ejecta. The spectral energy distribution and emission-line profiles at epochs later than ∼5000 d are both consistent with the presence of about 0.4 M⊙ of amorphous carbon dust. The onset of dust formation is apparent in archival optical spectra, taken between 700 and 1700 d after the assumed explosion date. As this is considerably later than most other instances where the onset of dust formation has been detected, we argue that the explosion date must be later than previously assumed

    Multifragmentation of a very heavy nuclear system (I): Selection of single-source events

    A sample of `single-source' events, compatible with the multifragmentation of very heavy fused systems, are isolated among well-measured 155Gd+natU 36AMeV reactions by examining the evolution of the kinematics of fragments with Z>=5 as a function of the dissipated energy and loss of memory of the entrance channel. Single-source events are found to be the result of very central collisions. Such central collisions may also lead to multiple fragment emission due to the decay of excited projectile- and target-like nuclei and so-called `neck' emission, and for this reason the isolation of single-source events is very difficult. Event-selection criteria based on centrality of collisions, or on the isotropy of the emitted fragments in each event, are found to be inefficient to separate the two mechanisms, unless they take into account the redistribution of fragments' kinetic energies into directions perpendicular to the beam axis. The selected events are good candidates to look for bulk effects in the multifragmentation process.Comment: 39 pages including 15 figures; submitted to Nucl. Phys.

    The Vega debris disc: A view from Herschel

    We present five band imaging of the Vega debris disc obtained using the Herschel Space Observatory. These data span a wavelength range of 70-500 mu m with full-width half-maximum angular resolutions of 5.6-36.9 ''. The disc is well resolved in all bands, with the ring structure visible at 70 and 160 mu m. Radial profiles of the disc surface brightness are produced, and a disc radius of 11 '' (similar to 85AU) is determined. The disc is seen to have a smooth structure thoughout the entire wavelength range, suggesting that the disc is in a steady state, rather than being an ephemeral structure caused by the recent collision of two large planetesimals

    Time-integrated luminosity recorded by the BABAR detector at the PEP-II e+e- collider

    This article is the Preprint version of the final published artcile which can be accessed at the link below.We describe a measurement of the time-integrated luminosity of the data collected by the BABAR experiment at the PEP-II asymmetric-energy e+e- collider at the ϒ(4S), ϒ(3S), and ϒ(2S) resonances and in a continuum region below each resonance. We measure the time-integrated luminosity by counting e+e-→e+e- and (for the ϒ(4S) only) e+e-→μ+μ- candidate events, allowing additional photons in the final state. We use data-corrected simulation to determine the cross-sections and reconstruction efficiencies for these processes, as well as the major backgrounds. Due to the large cross-sections of e+e-→e+e- and e+e-→μ+μ-, the statistical uncertainties of the measurement are substantially smaller than the systematic uncertainties. The dominant systematic uncertainties are due to observed differences between data and simulation, as well as uncertainties on the cross-sections. For data collected on the ϒ(3S) and ϒ(2S) resonances, an additional uncertainty arises due to ϒ→e+e-X background. For data collected off the ϒ resonances, we estimate an additional uncertainty due to time dependent efficiency variations, which can affect the short off-resonance runs.     First Measurement of Z/gamma* Production in Compton Scattering of Quasi-real Photons

    We report the first observation of Z/gamma* production in Compton scattering of quasi-real photons. This is a subprocess of the reaction e+e- to e+e-Z/gamma*, where one of the final state electrons is undetected. Approximately 55 pb-1 of data collected in the year 1997 at an e+e- centre-of-mass energy of 183 GeV with the OPAL detector at LEP have been analysed. The Z/gamma* from Compton scattering has been detected in the hadronic decay channel. Within well defined kinematic bounds, we measure the product of cross-section and Z/gamma* branching ratio to hadrons to be (0.9+-0.3+-0.1) pb for events with a hadronic mass larger than 60 GeV, dominated by (e)eZ production. In the hadronic mass region between 5 GeV and 60 GeV, dominated by (e)egamma* production, this product is found to be (4.1+-1.6+-0.6) pb. Our results agree with the predictions of two Monte Carlo event generators, grc4f and PYTHIA.Comment: 18 pages, LaTeX, 5 eps figures included, submitted to Physics Letters
